This article looks at a situation of political succession which emerged in Nice in the 1990s following the flight of Jacques Médecin and the arrival of Jacques Peyrat into power. While work has traditionally focused on periods of stability in the analysis of urban governance, the study of this case provides an opportunity to reflect on the conditions and modalities for policy change. It crosses the logic of political competition and public action to shed light on the difficulty of building a new political order. International audience ; The spread of Smart Cities and Smart Territories policies is accelerating in the world and in France. Although central, the question of their management and governance has yet to be widely studied. This article proposes an exploratory contribution focused on French local authorities and articulated around the question of the influence of the implementation of such policies on local governance. We show that local authorities involved in such projects have installed or are tending to install a proactive and open governance, marked by strong political and administrative leadership, mobilization of teams and agents, and a value co-creation approach with the territory's stakeholders. This last point, which is essential to move beyond a purely technological approach, is still an emerging issue in French local authorities. ; Les politiques de Villes et de Territoires Intelligents connaissent une accélération de leur diffusion dans le monde et en France. Bien que centrale, la question de leur management et de leur gouvernance doit encore largement être étudiée. Cet article propose une contribution exploratoire centrée sur les collectivités locales françaises et articulée autour de la question de l'influence de la mise en œuvre de telles politiques sur la gouvernance locale. Nous mettons en évidence que les collectivités engagées dans de tels projets ont installé ou tendent très fortement vers une gouvernance proactive et ouverte, marquée par un leadership politique et administratif fort, une mobilisation des équipes et des agents, ainsi qu'une démarche de co-création de valeur avec les parties prenantes du territoire.
