The subject of this research is to develop the major directions of complex socio-ecological-economic development of Moscow based on the best examples of the development of foreign cities. In the context of rapid growth of the metropolis, Moscow faces a number of environmental, infrastructure and other problems requiring complex solutions. Many developed countries have accumulated significant experience in solving typical problems of mega-cities. The analysis of foreign experience has shown that certain positive shifts are only possible with case by case approach. However, sustainable effect can be achieved through long-term strategic planning development of the city from the perspective of the population growth. Problems requiring complex solutions can be divided into three groups: environmental, social, infrastructural. The analysis of foreign experience shows that a successful promotion strategy for city development requires certain prerequisites, such as: 1) coordination between political choice and strategic planning development of the city; 2) stabilization of the population and reduction of its density. The last factor is very important, and here it is impossible to do without some of territorial planning at the Federal level.

The article discusses issues related to the effectiveness of strategic planning for the development of small citiesand municipal district centers on the base of the network coordination mechanism. The relevance of the topic is related to the insufficient effectiveness of existing approaches to municipal development planning, and the need to search for new solutions in this area. The authors briefly describe the new institutional economic theory approach in defining the network coordination mechanism, as well as the concept of the "network city". It is shown that the network coordination mechanism creates a basis for cooperation of small citiesin several directions, including infrastructure development, exchange of best management practices, labor resources and competencies, joint projects implementation. It is concluded that network cooperation of small citiescan contribute to increasing the effectiveness of strategic planning through the exchange of experience, alignment of interests and priorities of joint development. The obtained results can be used in the development of strategic planning documents for small cities and municipal district centers in Russia.

The article is dedicated to a critical analysis of the theoretical and methodological developments of Soviet and Russian scientists in the field of urbanism and sociology of the city. The relevance of this work is seen in the fact that today the desire of a significant part of Russian citizens (especially young people) to move to Moscow, St. Petersburg and a number of large cities - centres of the subjects of the Russian Federation leads to a weakening of the spatial framework of the country. This makes it important to study the topic in the context of urbanisation processes in general. The purpose of the article is to reveal the features of the approaches of domestic scientists to the problems of the city, and non-capital cities in particular, as well as their general dynamics in the late Soviet, post-Soviet and modern periods.
In the 1970s–1980s urbanisation processes in the USSR were subordinated to production (the leading theme was "city and labor"); the settlement strategy continued, the advantages and contradictions of new cities were noted, the importance of including small towns in the agglomeration was emphasised. The foundations of urban social planning were developed, the ideology of "developed socialism" contributed to the formation of the problematics of the urban way of life and communities.
During the Perestroika period, many of the principles of urban development were formulated in opposition to the Soviet ones. The city was understood as a self-developing system, the individual was declared the measure of urban processes. The settlement system, that determines the most acute problems of new cities, was critically assessed. Differentiation of the capital and non-capital cities of Russia, serious contradictions in the development of small towns, and the weakening of agglomerations were noted. The focus was made on maintaining the large and largest urban centres.
In the 2000s, extreme criticism of Soviet urbanisation was overcome, strategic urban planning, the idea of preserving the network of small and medium-sized cities, and the development of agglomerations as the basis for the country's spatial development were promoted. The direction of research of intercity and intracity stratification in the context of problems of spatial inequality, urban activism and urban social environment was being developed.
The authors come to the conclusion that Russia has accumulated a wealth of experience in studying urbanisation processes. This suggests that in the future it will be possible to successfully combine the use of cities as reference points for the country's integration with the planning ideas developed during the Soviet period and models for the formation of a comfortable urban space, based on the activities of local communities.

The article analyzes the causes and predicts the consequences of the recent (in February 2019). the adoption of the «Strategy of spatial development of the Russian Federation» — a natural, according to the author, evidence of the continuation of the former regional policy of the state, including the consolidation in the future of the initiated contraction in large-city agglomerations of material, financial, human and other resources, focus on point pockets of preferential stimulated economic activity. In this regard, it is shown on what conceptual and ideological Foundation the development of the «Strategy» was based and what mechanisms of implementation are proposed in it. As a concrete example, the government of the Russian Federation adopted a «comprehensive plan for the modernization and expansion of the main infrastructure for the period up to 2024» in the development of the «Strategy», planning another «road that we do not choose».

This paper considers various factors affecting housing prices in Moscow with special attention to societal conditions — particularly the quality of education provided by schools within the neighborhood. Today in Russia, children are enrolled in elementary school on the principle of territorial priority, which means that children living within the area of a given school are entitled to be enrolled there. Do parents take into consideration the quality of school education when purchasing a property? Are they prepared to pay extra for an access to better education? Does this extra amount depend on housing prices? These are the main questions of this study. To answer them, the paper analyses the best affordable school rating's impact on accommodation prices. Not only parents, but also the real estate market would be interested in the results. Moreover, this research contributes to the understanding of migration patterns within the city. It helps determine the factors affecting someone's choice of property. The findings will provide a more accurate assessment of decision-making in urban planning and education.
