An Overview of the IEA (International Association for Evaluation of Educational Achievement) Civic Education Study (CivEd) is developed by the Lithuanian National Research Coordinator. Lithuania is one of the 29 countries participating in this International Study. The author presents the main ideas, goals of the Study, the structure of the Test Instruments, School Sampling, etc. The needed materials (The summaries of Core International Framing Questions; Review of Literature; National Case Study Chapter: "National Identity and Education for Democracy" were developed during the phase l. They are included in the International publication: J. Torney Purta, J. Schwille and J. A. Arnadeo. Civic Education across Countries: Twenty-Four National Case Studies from IEA Educational Project. Country-case studies examining the relation between curricular tracking (ability sorting) in secondary education and civic and political engagement (CPE) have led to mixed findings. This calls for a comparative approach. Thus far, as a result of the available data, comparative studies examining the effect of curricular tracking on civic engagement have been cross-sectional in nature. In this paper, we introduce a longitudinal approach by drawing from two cross-sectional surveys with identical CPE measures for the same birth cohort before and after tracking (CIVED 1999, ISSP 2004 and EVS 2008). We examine the relation between the duration of curricular tracking and the development of CPE between the age of 14 and young adulthood in 25 countries. The results show that a longer tracked curriculum is negatively related to the development of civic and political engagement, particularly at the lower part of the distribution. Moreover, we find that the negative relation between length of the tracked curriculum and CPE is mediated by enrolment rates for higher education. This result suggests that tracking does not directly negatively affect civic and political engagement, but does so because it is associated with reduced participation in higher education.

The questions go back to pre-Platonic times: how do states turn ordinary people, especially new generations of young people, into supportive, contributing citizens? Are the tasks required to do this in modern democracies such as the United States different from those in states which rely on authoritarianism or state-sponsored terror? There are numerous variations on these questions: How does a conquering nation gain the allegiance of the vanquished? If a government is overthrown in a coup, how do the new rulers convince the citizens that they are the rightful and legitimate power holders? All of these devolve into questions of civic education.

This open access publication outlines the underlying framework for gathering data on civic knowledge, attitudes, and engagement as well as contextual information, and it describes the assessment design for the International Association for the Evaluation of Educational Achievement's (IEA) International Civic and Citizenship Education Study 2022. The IEA International Civic and Citizenship Study (ICCS) investigates how young people are prepared to undertake their roles as citizens in a range of countries in the second decade of the 21st century. ICCS 2022 is a continuation of two earlier IEA studies, ICCS 2009 and ICCS 2016, and, for the first time, this survey includes the option of a computer-based assessment. Responding to enduring and emerging challenges of educating young people in a world where contexts of democracy and civic participation continue to change, the study addresses issues related to young people's engagement through digital technologies, migration and diversity, perceptions of the political system, global citizenship, and education for sustainable development. Over the past 50 years, IEA has conducted comparative research studies in a range of domains focusing on educational policies, practices, and outcomes in many countries around the world. Prior to ICCS 2022, IEA conducted four international comparative studies of civic and citizenship education, with a first survey implemented in 1971, a second one in 1999, third in 2009 and fourth in 2016. ICCS 2022 data will allow education systems to evaluate the strengths of educational policies, both internationally, and in a regional context, and to measure progress in achieving critical components of their educational policy agendas.

This chapter discusses the content, design, and methods of the three IEA studies of civic and citizenship education. It focuses on the changes made between each of these studies and the contexts for this learning area. The IEA Civic Education Study (CIVED) in 1999 was developed soon after the transition to democracy in many participating countries; threats to civil society in the early 2000s such as terrorism influenced the International Civic and Citizenship Education Study (ICCS) in 2009. The design of ICCS in 2016 responded to the increasing importance of social media in civic engagement, the growth in awareness of global and environmental issues, as well as the recognition of school as a context for social interaction. Starting in 2009 ICCS studies have implemented regional modules including questions covering topics of specific interest in Asia, Europe, and Latin America. Changes were made in the design, which make it difficult to compare results across time. Examples are the introduction of rotated booklets for the civic knowledge test or the change in the sampling strategy for the teachers. The selection of item material in each study followed an exhaustive process of reviews and discussions among IEA country representatives (as well as experts and international committee members).

The purpose of this study is to examine the relationship among student civic knowledge scores and several different variables each at the student, classroom/school, and national levels using the IEA CIVED study international data set collected in 1999 from 27 countries. The student level predictors included two elements of socioeconomic status (a student's parental education, their home literacy level measured by the number of books at home), student's perception of an open classroom climate, student aspiration of obtaining higher education, and other variables that were identified as relevant to the dependent variable in the literature. The classroom/school level predictors included teacher's degree in civics, in-service training, teaching confidence, and school safety in addition to the compositional variable created as the classroom/school averages by aggregating the student level variables. Then I investigated whether instructional methods focusing on the student activities the teacher employed in the classroom and an open classroom climate were associated after accounting for the above student and school level background variables. National level variables such as GNP, GINI index, democratic system, public education expenditure, and etc. as well as compositional variables obtained by aggregating the classroom/school variables were also added to the model to investigate if they were associated with students' civic knowledge scores and whether they could explain between nations variability. The study used a three-level hierarchical linear model to analyze the data, with number of students, N=56,579, number of classrooms/schools, J=3443, and number of countries, K=27. Some of the key findings was that there were significant variations of civics knowledge among nations, and significant variations of civic knowledge scores between school and within nations, no statistically significant association between teacher's practice and civics knowledge scores, however the student perception of an open classroom climate was significant at all 3 levels. These findings were interpreted in terms of policies and practices that could be implemented to improve students' civic knowledge. ; Ph. D.

This paper presents a curriculum research study aiming at investigating how citizenship in primary schools of Cyprus is constructed. First, the central issues, concepts and attitudes imported by civic education textbooks are identified and their relationship with the unresolved political problem of Cyprus is examined. Furthermore, the way in which civic education textbooks may affect the roles of the citizens is investigated. Content analysis of the civic education textbooks is performed on the basis of 12 factors which were the issues, concepts and institutions identified from the general aim of education in Cyprus as well as from the aims of civic education in primary schools. Findings are discussed in the light of the citizenship, social cohesion, conflict resolution and multiculturalism debate.
