This short study provides a comparative analysis of Anglo-Saxon scientific literature (in the form of monographs, articles from reviewed periodicals, Internet sources) in which the phenomenon of coup d'état is the primary subject of research interest. The main goals of this text are (1) to increase awareness of research into coup d'état as an essential phenomenon in the sphere of transitology among Czech political science students, and (2) to present solutions to the terminological problems relating to this political science discipline. The present study deals with mediation as a possible tool for peaceful conflict resolution. Mediation is a non-violent intervention of a third party in a conflict. It is aimed at finding a solution to the conflict that would be acceptable for both sides, which are incapable of finding such a solution on their own. The existing theoretical frameworks of mediation analyse mainly its static aspects. Thus the author seeks to analyse its dynamic aspects and define the necessary conditions which may lead to a peaceful resolution of a conflict. As an example, the article presents a case study based on the civil war in Liberia, which lasted more than six years. It took several rounds of mediation and thirteen signed peace accords until a peace resolution of the first civil war was finally achieved. Through his qualitative comparative analysis (QCA) of these peace accords, the author concludes with a general assessment of mediation for peace resolutions of African conflicts. The article addresses issues related to the growing importance of non-governmental organizations & social movements in world politics. The key question that the article deals with is whether there are structures of global political activism in the making? In other words, is a "global civil society" being constituted? If yes, how does this "global civil society" relate to local actors? Are global actors partners in the building of local activism? In addition, how do the actors of the "global civil society" relate to states? Do they transcend the confines of the state? In order to answer these questions, the article first describes the evolving debate around the issue of transnational relations. During the last decade this issue has become an important research problem in at least two social scientific disciplines -the theory of international relations & the theory of collective action. Moreover, the attention paid to transnational social movements & net-works of non-governmental organizations has influenced debates in certain fields of political theory where actors described as "global civil society" came to be perceived as the manifestation of reformist hopes associated with globally organized civic activism. This activism is believed to hold the promise of future global democratization. In sum, the issue of transnational relations & transnational political action is an interdisciplinary problem. The aim of this article is to answer the specified questions above. It reflects the most important aspects of the debate on transnational political action. The ambition of the article is to critically assess both empirically oriented approaches & normatively motivated explorations of the possibilities for global democratization through political involvement of transnational movements & non-governmental organizations. The paper maintains that the concept of "global civil society" is applicable for the description of political action "beyond borders" only under the condition that it is not understood as an alternative to the institutions of the modern state & that it is not used in an ideological way. This article examines the repression following General Franco's unconditional victory in the Spanish Civil War (1936-1939). It argues that the surrender of the Republic did not alter the Franco regime's determination to punish its ideological enemies. The repression was based on a cruel irony: the defeated republicans were responsible for the civil war and thus guilty of the crime of 'military rebellion'. Nevertheless, although thousands were punished, the article challenges claims that the post-war repression implemented a programme of ideological extermination.

The article aims to review the political developments in African states throughout their recent post-colonial past. Uprooting political violence & anchoring a stable structure based on a society-wide consensus being just two of the several prerequisites for solving so many other problems which trouble Africa today, this article aims to diagnose at least some root causes & consequences of the generally unsatisfactory political situation on the continent. Having identified a set of political instability symptoms (coups d'etat, civil wars, failed putches etc.) the author first ranks African states according to their political instability rate. On the basis of statistical correlation analysis, the author then investigates the relation between political instability in Africa & a number of quantifiable geographical, demographical, military & economic variables. The author has identified some dispositions increasing -- though with only small statistical significance -- the probability of instability in African states. In order of importance, these include: large territory, high illiteracy rate, low urbanization, high number of ethnic groups living within the territory, & large population. Also, there is a close link between political instability & governmental military spending. It probably has a negative impact on a number of key economic indicators, be it GDP growth, GDP per capita levels, domestic savings, or price level developments. The application of Elias's Theory of civilization, in the field of international relations, is the theoretical concept of civilian power. In this analysis, I concluded that there are several attributes that allow the use of military force by civilian power. These attributes consist of: (1) using military force as a last resort for dealing with conflicts, and only when all other means have failed; (2) playing an active role in seeking non-militant ways of crisis resolution and military conflict prevention; (3) conducting only military operations that conform to international law and (4) that intend to support and defend human rights while (5) minimizing destruction and casualties, not only on its own side but also on the side of its enemy and finally, (6) having military operations (with the exception of self defense) take place in a multinational framework, which would not be used as a tool for unilateral policies. This article summarizes the basic theoretical approaches to the study of intelligence & intelligence control in the new Central European democracies. The existing theories are applied to the case of intelligence transformation in the Czech Republic. The Czech intelligence came through a reform similar to that of the intelligence services in neighboring countries, but with some significant exceptions. The Czech Republic's intelligence community consists of three organizations: the Security Information Service, the Office for Foreign Relations & Information, & the Military intelligence (Military intelligence has two relatively independent parts: Military Defense Intelligence & Military Intelligence Service). Only the Security Information Service & the Military Defense Intelligence are under the control of special parliamentary bodies, though at present there are two suggestions about a legislative reform. After the 9/11 attacks & the subsequent military action in Afghanistan & Iraq, is the transatlantic community headed towards a divorce of Europe & the United States? Or, quite the opposite, are we witnessing a dawn of a new, revitalized, globally active western community? The article focuses on possible evolution of the transatlantic community, & aims at judging various future arrangements of security & defense area against the background of realist approach of international relations. The analysis proceeds in four steps. First of all, the realist theoretical background is laid down, as compared to other possible approaches, including the one of Robert Kagan. Self-interest & the crucial importance of security of an international actor are presented as basic principles. Secondly, the military capabilities of the United States of America & Europe are compared, as the gap between them justifies the concept of strong America & weak Europe. The third part presents four possible scenarios of future transatlantic relations. Since the position of the United States is to be considered constant for foreseeable future, the article closely examines the relationship between NATO & the EU. The structure on which the scenarios are based com-bines two processes: the process of European integration in security & defense, & the evolution of transatlantic cohesion. Military capabilities, effectiveness of political leadership, & a capacity for global action are considered to be the substantial aspects for the evaluation of the balance of power. Finally, the scenarios are compared with the assumptions of the realist theory. The results differ substantially from Kagan's who claims that the strengthening of Europe will result in a closer transatlantic community. The realist approach foresees either a close alliance based on subordination of Europe to the United States in case of substantial external threat, or a strong Europe opposing the power of the United States. The case study deals with the issue of the European Union as an actor in international relations. While based on an analysis of the first common EU naval military mission, EU NAVFOR Somalia, code-named Atalanta, the article intends to shed more light on how the EU paves the way to its getting recognized as an international actor. The author assumes that the EU aims at facilitating the process in two key dimensions: the virtual (i.e. material) and the intersubjective (i.e. idealogical) dimension. The aim of this article is an analysis of the Iranian policy towards the region of Western Balkans, mainly the state of Bosnia and Herzegovina, since the early 1990s until present days. The security and political dimensions of mutual relation between Iran and Bosnia and Herzegovina are examined. This country has been on the focus of Iranian foreign policy for decades. The article maps Iranian political, religious and cultural activities in the country during and after the civil war. One of the main outcomes of the text is the analysis of stagnation, and we might say even fall of Iranian influence in the region caused by changing of the international atmosphere, Iranian regime itself and the decline of Iranian money flow to Bosnia and Herzegovina caused by problematic economic situation in the Islamic Republic suffering the lack of sources.
