The transformations in the area of security and defense, and the complexity of the context in which the armed forces operate, had demanded to a closer political and military leadership over the conduct of operations, along with a more intense and specialized civil – military interaction, as a key factor to face uncertainty and ambiguity that characterizes the current operational environment. This fact has brought up some worries due to the possible military interference in the political area, especially within the circumstances of complex military operations in the tactical field, as well as, the civil expertise to exert the normal authority and leadership in civil -military relations and to assume the responsibility of their decisions.The author analyses the changes that had occurred in missions and contexts where the armed forces are being employed, and from that, addresses the demands this new situation imposes to the civilian and military leaders; at the same time addresses the need to move forward in the design of relations and work procedures formulas, more explicit and institutionalized that may contribute to facilitate a better interaction able to add value to the decision – making process, in a coherent framework within the civil – military relations principles. ; Las transformaciones evidenciadas en los ámbitos de la seguridad y la defensa, y la complejidad del entorno en el que operan las fuerzas armadas, han exigido una conducción política y militar más estrecha sobre las operaciones, junto a una interacción civil militar más intensa y especializada, como uno de los factores clave para enfrentar la incertidumbre y la ambigüedad que caracteriza el ambiente operacional actual. This paper analyzes the dynamic imposed on the civil-military relations in Venezuela after the failed coup attempt of Abril 2002. Using the principal-agent theory, we argued that the chavistas administration managed to minimize the risks of evasion of the armed forces through a combination of strategies that, together, shaped a political control model. Despite the differences, this model has similar instrumental features with the civilian control system established under the previous Punto Fijo's regime (1958-1998). ; En este artículo se analiza la dinámica impuesta a las relaciones civiles-militares en Venezuela tras el fallido intento de golpe de Estado de abril de 2002. A partir de la teoría principal-agente, se argumenta que las sucesivas administraciones chavistas han logrado minimizar los riesgos de evasión por parte de las fuerzas armadas a través de la combinación de una serie de estrategias que, en su conjunto, configuran un modelo de control político. Esta modalidad de control conserva rasgos instrumentales comunes con el sistema de control civil instaurado bajo el régimen político de Punto Fijo (1958-1998).

In order to present a common front to the problems of the 21st Century, Latin-American democracies need to foster and tighten the institutional links between civilians and the military according to the present paradigmatic scenario that has two special features: democratization and globalization. Having lost a lot of opportunities a century ago, to advance towards a positive construction of the nation-state, is imperative that, both the leadership of the State as well as the leadership of the defense and security establishment, work together in order to achieve an stable, manageable and secure future. The big problems of today and in the future will be the transnational, asymmetric, multilevel and simultaneous threats and challenges. Those problems will not be solved without the actions of the civilian and military authorities working with a close coordination framework and pragmatism from the lower levels to the top in the state as well as in the Hemisphere levels. ; Para que las democracias de América Latina tengan un frente común a los problemas del siglo XXI, es necesario fomentar y lograr un mayor acercamiento institucional entre civiles y militares de acuerdo al escenario que nos ofrece el paradigma actual marcado por dos características esenciales: La democratización y la globalización. Habiéndose perdido oportunidades para avanzar en la construcción positiva del Estado-nación hace un siglo, es imprescindible que tanto los que ejercen la dirección del Estado así como los que dirigen la defensa y la seguridad trabajen juntos por un futuro seguro, soberano y estable. Los grandes problemas del presente y del futuro serán las amenazas y desafíos de carácter multinivel, asimétrico, simultáneo y transnacional. Tales problemas son insuperables sin acciones en que las autoridades civiles y militares funcionen con una estrecha coordinación guiada por pragmatismo desde los niveles más bajos hasta los más altos y hemisféricos.

The implementation of the new law No 20.424 that modernizes the Chilean MOD, is an important milestone, because allows that the functions of a Ministry of Defense may be institutionalized in an effective way under the framework of a democratic system. Among the contents of the law, we can found a clear definition of the responsibilities of the Ministry as a tool of the political authority to conduct the national Defense and, in the other hand, they depicts a set of action areas that makes possible the adaptation of values and principles of the Social Corporative Responsibility as a paradigm of the new perspective of sustained development to which the defense sector may be added tuned with the ministerial statement in 2008, and thus contributing to the configuration of a new and different model for civil- military relations. in an exploratory way, this work goes through significant aspects of this relationship, their links with the SCR and the legal issues involved therein. The alternative to go deeper in other related studies about the development and application of this model. The political party system in Colombia is presented as a feature in Latin America. In a region where the military had a large presence on the political scene, we find as in Colombia this situation is rather the opposite. The purpose of this paper is to present the role of political parties in Colombia and how this role affects the development of the army and the armed forces in the country. Apart from the explanations lie in the Colombian military organization, political parties are the second reason for understanding why in Colombia, the military is so absent of political power. Political parties are equally responsible for monitoring the evolution and development of the armed forces. Civilians constitute a large share of casualties in civil wars across the world. They are targeted to create fear and punish allegiance with the enemy. This maximizes collaboration with the perpetrator and strengthens the support network necessary to consolidate control over contested regions. I develop a model of the magnitude and structure of civilian killings in civil wars involving two armed groups who Öght over territorial control. Armies secure compliance through a combination of carrots and sticks. In turn, civilians di§er from each other in their intrinsic preference towards one group. I explore the e§ect of the empowerment of one of the groups in the civilian death toll. There are two e§ects that go in opposite directions. While a direct e§ect makes the powerful group more lethal, there is an indirect e§ect by which the number of civilians who align with that group increases, leaving less enemy supporters to kill. I study the conditions under which there is one dominant e§ect and illustrate the predictions using sub-national longitudinal data for Colombiaís civil war.

This paper intends to reflect on the most appropriate means to enhance human security under the multiplication of new security risks, asking whether the responsibility should be attributed to the military or the civil protection forces and discussing the challenges that both agencies' operations raise. We argue that civil protection forces' role should be reinforced (and their resources, capabilities and readiness improved) to protect human security under risk materialization (which also meets United Nations Oslo Guidelines). In order to support this claim, we will explore: first, the intentions (and opportunities and challenges) of the military in co-opting new security risks into their agenda, as well as (argue for and) intervening as the key actor in foreign interventions; second, how the divide between internal and external security curtails military action abroad in new threats and risks and demonstrates its inadequacy (even with dual-purpose/dual-use equipment); third, how new threats and (particularly) risks make civil protection forces more useful in foreign interventions than the military. Resorting to the Idai cyclone in Mozambique and Portugal's response to it, we will briefly explore issues arising from the deployment of the military in a scenario on natural disasters. In short, we claim that, civil protection forces' frequently offer a better contribution to human security crises than the military. ; Este documento tiene como objetivo reflexionar sobre los medios más apropiados para mejorar la seguridad humana ante una multiplicación de nuevos riesgos para la seguridad. El documento se pregunta si la responsabilidad corresponde a las fuerzas armadas o a las de protección civil, y analiza los desafíos que plantean las operaciones de ambas agencias. Argumentamos que el papel de las fuerzas de protección civil debe ser reforzado (asimismo, deben optimizarse sus recursos, capacidades y preparación) con el fin de proteger la seguridad humana cuando se materializa el riesgo (cumpliendo las Directrices de Oslo de Naciones Unidas). Para respaldar esta afirmación, exploraremos: en primer lugar, las intenciones (y oportunidades y desafíos) de las fuerzas armadas al incorporar nuevos riesgos para la seguridad en su agenda, así como al (argumentar e) intervenir como el actor clave en intervenciones en el extranjero; en segundo lugar, cómo la división entre la seguridad interna y externa limita la acción militar en el extranjero frente a "nuevas" amenazas y riesgos y demuestra su insuficiencia (incluso con equipos de doble uso); en tercer lugar, cómo las "nuevas" amenazas y (en particular) riesgos hacen que las fuerzas de protección civil sean más útiles en intervenciones en el extranjero que los militares. Basándonos en el caso del ciclón Idai en Mozambique y la respuesta de Portugal al mismo, exploraremos brevemente los problemas derivados del despliegue de militares en un escenario de desastres naturales. En resumen, aseveramos que las fuerzas de protección civil garantizan con frecuencia una mejor contribución a las crisis de seguridad humana que las fuerzas armadas.

La inteligencia constituye un aspecto clave en la política de seguridad de los Estados, tanto por los controles civiles a los que debe estar sujeta, lo que asegurará la estabilidad de la democracia; como por su contribución técnica y operativa a otras áreas que han tomado relevancia en el mundo globalizado. En este trabajo se realiza una revisión exploratoria de los conceptos que aplican a la temática del control que el poder civil debe aplicar sobre la función de inteligencia militar, enfocado al caso de Chile y su reciente Sistema de Inteligencia del Estado, establecido y regulado desde el año 2004 por la Ley Nº 19.974. También se pretende explicitar algunas deficiencias en el modelo de inteligencia, en general, y en la inteligencia militar, en particular, centrado en la escasa articulación del sistema, el control parlamentario y su desarrollo ante nuevas amenazas.
