A growing number of cities are preparing for climate change by developing adaptation plans, but little is known about how these plans and their implementation affect the vulnerability of groups experiencing various forms of underlying social inequity. This review synthesizes research exploring the justice and equity issues inherent in climate change adaptation planning to lay the foundation for critical assessment of climate action plans from an equity perspective. The findings presented illuminate the ways in which inequity in adaptation planning favours certain privileged groups while simultaneously denying representation and resources to marginalized communities. The review reveals the specific ways inequity is experienced by disadvantaged groups in the context of climate change and begins to unpack the relationship between social inequity, vulnerability, and adaptation planning. This information provides the necessary background for future research that examines whether, and to what extent, urban adaptation plans prioritize social vulnerability relative to economic and environmental imperatives.

PurposeThe purpose of this paper is to outline a unique six‐step process for the inclusion of climate change adaption goals and strategies in a University Climate Change Plan.Design/methodology/approachA mixed‐method approach was used to gather data on campus climate change vulnerabilities and adaption strategies. A literature review highlighted common themes in adaption research. Meetings, surveys, and a specialized workshop with climate scenarios were created to elicit campus and community input.FindingsThe majority of the peer‐reviewed and grey literature surrounding climate change adaptation planning is aimed at larger levels of organization than a University campus (e.g. nations, populations, regions, and cities). An original planning process was created to identify vulnerabilities, risks and strategies. Key vulnerabilities fell into three main areas of concern: energy, transportation, and built environment. Adaptation goals, objectives and strategies were outlined for the Dalhousie University Climate Change Plan, based on risk levels associated with vulnerabilities.Research limitations/implicationsThe adaption survey and workshop was created for this research. Small improvements were suggested for future use. The six weather scenarios presented at the workshop emphasized extreme events. Some participants felt that scenarios should be developed that feature smaller climate changes over a longer period of time. The prioritization activity used to establish risk needed to clarify the definition of risk being used. Future scenarios could include more consideration of socio‐economic factors.Originality/valueSpecific planning frameworks to create campus‐level climate adaptation strategies are sparse. A unique planning framework and workshop was developed to identify key climate change adaption strategies for universities.

Building on recent calls for more just and transformative adaptation planning, this paper offers a flexible analytical framework for integrating theories of justice and transformation into research on climate change adaptation. We discuss adaptation planning as an inherently normative and political process linked to issues pertaining to recognition justice as well as distributional and procedural aspects of justice. The paper aims to contribute to the growing discussion on just adaptation by intersecting theoretical justice dimensions with spatial, temporal and socio-political challenges and choices that arise as part of adaptation planning processes. A focus on justice-sensitive adaptation planning not only provides opportunities for examining spatial as well as temporal justice issues in relation to planning and decision-making processes. It also paves the way for a more critical approach to adaptation planning that acknowledges the need for institutional restructuring and offers steps towards alternative futures under climate change conditions.

The post-2015 development agenda requires policy coherence, where achievement of development goals in one sector does not undermine the achievement of the goals of another. It also recognises that cross-cutting issues like adaptation to climate change need to be mainstreamed across multiple sectors. This paper presents a policy analysis using the cases of Malawi, Tanzania and Zambia. It analyses the water management and agricultural strategies and approaches identified in a variety of policies and plans. These include national sector policies for water and agriculture, National Development Plans, and climate change policies and strategies, including National Adaptation Programmes of Action and the Intended Nationally Determined Contributions submitted prior to the 2015 United Nations Framework Convention on Climate Change Conference of the Parties. It assesses the extent to which policies are coherent with one another with regard to their treatment of climate change adaptation using Qualitative Document Analysis. Findings identify that sector policies show some degree of cross-thematic coherence, in particular around their acknowledgement of the importance to address disaster management of floods and droughts. However, policy statements are typified by a relative lack of recognition of the need to develop supporting instruments and strategies that address climate adaptation needs over longer timeframes. Climate change policies explicitly call for significant investment in adaptation from the international community. Where coherence between sector and climate policies and strategies is strongest, the more recent climate policies largely repackage existing sectoral policy statements. These findings can be understood in the context of the uncertainty of climate change impacts for the longer term (for which a wider variety of adaptations are identified), alongside more event-driven disaster management planning where the impacts are more immediate and obviously evident. Ireland's Climate Action and Low Carbon Development Act 2015 established the requirement for a National Adaptation Framework (NAF) composed of 9 sectoral plans, of which Built and Archaeological Heritage is one. All the plans were written according to the six step process outlined in Sectoral Planning Guidelines for Climate Change Adaptation produced by the Department of Communications, Climate Action and Environment (DCCAE, 2018) which is also the government department charged with coordinating the NAF. This article summarises the application of the methodology to heritage resources in Ireland, the issues encountered and the results achieved. The plan was informed by existing research and incorporated expert, stakeholder and public consultation throughout the process. It also closely considered published plans from other sectors in order to aid consistency within the NAF and to ensure cross-cutting issues were highlighted. Of the many potential impacts of climate change, those identified as priorities for adaptation planning in Ireland were flooding (inland & coastal), storm damage, coastal erosion, soil movement (landslip or erosion), changing burial preservation conditions, pests and mould, wildfires, and maladaptation. Goals, objectives and an action plan were developed commensurate with the five-year term of the plan, but also initiating a long-term strategic vision. A monitoring strategy was developed to monitor progress, identify problems and inform improvements to the adaptation plan as part of an iterative process. Much work is being done on the topic of climate change and cultural heritage but it is believed that when Ireland adopted its national adaptation plan for cultural heritage in October 2019 it was the first government to do so.

Climate change and its impacts continue to affect urban areas globally. Apparently, despite the existence of international, regional, and national climate change development policies, city authorities in low and middle-income countries are daunting about the consideration of climate change in their undertakings. This paper explores mainstreaming climate change adaptation planning in the city's master plans of low and middle incomes developing countries in Sub-Saharan Africa. Specifically, the paper assesses the extent of the integration of climate change adaptation planning in the city's development processes. Results of the study indicate that city authorities have not adequately considered climate change in their planning process because of multiple factors including institutional, financial, and technical capacity which seem to jeopardize long-term resilience to climate change

AbstractDespite older adults' vulnerability to climate change, little research has investigated their preferred adaptation strategies. The purpose of this paper is to provide insight into their perspective and the potential for participatory adaptation to enhance their resilience. This paper presents the results of a collaborative adaptation planning process conducted with older adults in Bridgeport, Connecticut. During two meetings, older adult participants developed recommendations following adaptation best practices. Recommendations focused on encouraging preparedness through workshops and informational materials tailored for older adults. Additional recommendations focused on enhancing community services to provide effective warning mechanisms, shelter access, ride sharing and transportation assistance, and establishing a telephone based clearinghouse for extreme weather and emergency resources for older adults. A prioritization exercise showed that the participants and city staff believed all recommendations were potentially effective and feasible. A summative evaluation showed that the participatory planning enhanced resilience by raising awareness among the older adult participants and city agencies, enhancing communication, and increasing the older adult participants' ability to self-advocate.

This study examines support for climate adaptation planning and the role of perceived risk, uncertainty, and trust on adaptation of U.S. coastal communities. This assessment is based on the analysis of web-based questionnaires ( n = 137) among state, local, and non-government organization (NGO) planners in Alaska, Florida, and Maryland. Ordinal regression and correlation analysis were used to assess which factors are related to support for adaptation during two planning stages. Findings from this study suggest the influence of perceived risk, uncertainty, and trust on support for climate change adaptation (CCA) varies across two stages of adaptation planning (support for the development of plans and willingness to allocate human and financial resources to implement plans). The disaggregation of planning entities into different study areas and levels of management revealed significant differences in the relationship between perceived risk, uncertainty, and trust and support for CCA planning. These findings have implications for the design of communication and engagement strategies.
While the province of British Columbia (BC), Canada, provides guidelines for flood risk management, it is local governments' responsibility to delineate their own flood vulnerability, assess their risk, and integrate these with planning policies to implement adaptive action. However, barriers such as the lack of locally specific data and public perceptions about adaptation options mean that local governments must address the need for adaptation planning within a context of scientific uncertainty, while building public support for difficult choices on flood-related climate policy and action. This research demonstrates a process to model, visualize and evaluate potential flood impacts and adaptation options for the community of Delta, in Metro Vancouver, across economic, social and environmental perspectives. Visualizations in 2D and 3D, based on hydrological modeling of breach events for existing dike infrastructure, future sea level rise and storm surges, are generated collaboratively, together with future adaptation scenarios assessed against quantitative and qualitative indicators. This 'visioning package' is being used with staff and a citizens' Working Group to assess the performance, policy implications and social acceptability of the adaptation strategies.
