; ABSTRACT:The purpose of this paper is the creation of a composite indicator in order to rank Europeanregions in terms of their innovation level. The methodology consists in applying multivariatestatistical tools (a principal components analysis and an ascending hierarchical classification) onseveral conventional innovation indicators such as patents, size and structure of the workforce, size and structure of the education and private and public R&D expenses. The analysis isconducted on two datasets (the first for the years 2001 and 2002, the second for the years 2006and 2007). So we can observe the differences between these two periods. The results areconsistent with some other studies conducted of innovation composite indicators. We canidentify the most innovative regions and some convergence in terms of regional innovation. ; info:eu-repo/semantics/published

This makes possible to deeper explain both the fundamentals of a local domination and the sustainability of a growing and nationwide expanding group. Concerning local clustering we propose the categories of co-current and contra-current movements; concerning the long term deployment we propose three phases: clustering, universalization and governmentalization. Preserving the utility of anonymized data is one of the biggest limitationto the research field of Privacy Preserving Machine Learning. On theone hand, people claim a maximum level of privacy to protect their personalinformation from malicious intruders. And on the other hand, researchers, industries and governments demand a higher level of utility in order to developproducts that are interesting and suitable to the specific needs of theircustomers. The research presented in this thesis tackles the privacy-utilitytrade-off by using unsupervised learning approaches. Firstly, the Multi-viewCollaborative Self Organizing Maps as a way to cluster the data locally oneach view of the data set, but collaborate by exchanging information abouttheir findings. Secondly, the 1D Kernel Density Estimation, as a way to improvethe utility of the anonymized data while respecting the distributionof each feature in the dataset. Lasty, a supervised learning layer using theWeighted Learning Vector Quantization is added in order to enhance thelearning of the previously proposed approaches, and give more representativeprototypes to pseudo-anonymize the data. The tests were done on morethan six different datasets, and the results show an improvement in the accuracyof the models compared to the state of the art MDAV algorithm.

Does the child learn primarily the most general, the most abstract concepts or does he acquire first the most specific and concrete ones ? It seems that both hypotheses not only are not exclusive but, on the contrary, are mutually complementary. Furthermore, other aspects of concepts such as « usefulness » seem prevalent in learning. This view was verified by analysing word definitions given by 6- and 10- year - old children. Word clusters were obtained by hierarchical clustering scheme method, and features of factors defining these words by means of proximity analysis.
There are 36,000 municipalities whose extreme diversity is a French exception, and 36,000 mayors who symbolize a more accessible form of power and represent a close link of proximity to which French citizens are strongly attached. How are they organized in order to be heard by government officials at a time when numerous reforms are calling into question the system of representation of the various territories and the distribution of competences to govern them? Will the mayors, in particular the mayors of rural areas, be able to keep control over their clustering within a chosen territory and maintain the ability to be heard in the public debate if they no longer have access to Parliament? Protecting humans from disasters has been an active mission of governments and experts through the definition of disaster management plans. Defining disaster response strategies is crucial in order to reduce the number of victims and the economic impact. In order to select which response plan is best suited to a specific disaster situation, these plans must be evaluated. However, such evaluation is limited by the high cost of exercises and the specificity of existing simulation models. The approach defended in this thesis combines techniques from Semantic Web and multi-agent simulation to evaluate disaster management response plans. It is composed of four steps : (1) modeling disaster management knowledge, (2) modeling simulations, (3) designing simulations, and (4) analyzing simulation results based on clustering. First, explicit expert knowledge and data is used to create a knowledge model for disaster management. Second, simulation models are conceived based on the knowledge model. Thirdly, generative programming is used for simulation design. Finally, simulation results are used to calculate the plan's effectiveness for each simulation. Unsupervised learning clustering identifies the application context related to the calculated effectiveness. The effectiveness and the associated application context enrich the initial knowledge model. This approach was applied to a case study based on the French NOVI plan in the city of Montbard, France. In image synthesis, the global illumination family of methods rely on the expression of the energetic equilibrium between objects, and as consequence the precise simulation of subtle lighting effects due to numerous reflections of light, that couldn't be taken into account by local lighting models. Therefore, it seems logical to try to use them for the synthesis of realistic computer animations. In this document, we suggest to replace the computation of the numerous integral equations corresponding to each frame by a single 4-dimensional equation. We propose an extension of the hierarchical radiosity algorithm, in the case where all movement is known a priori, that allows us to benefit from the temporal coherence. The radiosity at each point of the scene, for each date of the animation, is expressed in a hierarchical function basis defined over a mesh produced by an automatic refinement process. The extension of this mesh to a 4-dimensional space allows the computation of light exchanges over a finite time interval instead of a given fixed date. This algorithm allows the simulation of global light exchanges in an animated scene, faster and with a quality similar to frame by frame computations. To this purpose, we present new dedicated refinement oracles. To allow the computation of geometrically complex scenes, we discuss the extension of clustering approaches to the case of animated scenes. We also introduce a method to reduce the temporal discontinuities in the radiosity function based on the use of higher order basis functions (MultiWavelets) in the time dimension. Finally, we present a mechanism to schedule the space-time hierarchical radiosity computations to allow the use of disk caching and reduce the amount of memory required by our algorithm.
To better understand the way social networks operate in the labor market, we propose two simple models where individuals help each other finding a job. In the first one, job information flows between individuals having a link with each other and we show that an equilibrium with a clustering of workers with the same status is likely to emerge since, in the long run, employed workers tend to be friends with employed workers. In the second model, individuals interact with both strong and weak ties and decide how much time they spend with each of them. As in Granovetter, this model stresses the strength of weak ties in finding a job because they involve a secondary ring of acquaintances who have contacts with networks outside ego's network and therefore offer new sources of information on job opportunities. We then discuss some policy implications showing how these models can explain why ethnic minorities tend to experience higher unemployment rate than workers from the majority group.
