Grandson, son and father of architects, renowned professor and honoured urban planner, Manuel Ribas Piera was the foremost promoter of international relations at the Barcelona School of Architecture, inviting the best known architects of the time (such as Stirling, Kleihues and Aymonino), and co-founder, with Giancarlo de Carlo, of the ILAUD programme (International Laboratory of Architecture and Urban Design). He set up the pioneering landscape architecture studies in Catalunya, now an international point of reference. His overt cosmopolitanism went hand in hand with a staunch commitment to the city of Barcelona, at metropolitan and local level, as shown by plans for Bellvitge and El Carmel, and his openly voiced disagreement with some political decisions. In contemporary democratic societies most administrations manage their competences by means of programmes of government action, i.e. using public policies. These aim to resolve publicly identified situations or conflicts, as well as design strategies and / or implementation tools by means of action programmes derived from political - public administration agreements that have the objective of resolving these collective problems. Within this framework it is necessary to evaluate these processes so as to identify if the programmes established by the governments have been adequate, and if they have been capable of solving the various problems and of reaching the target groups in order to satisfy their needs and improve the situation of the final beneficiaries. This research proposes the analysis and measurement of cultural events, understood as acts of implementing a public policy, in order to later discover if evaluating a policy by means of the proposed analysis of the impacts is possible. Therefore the challenge of this research is found in the process of analysing cultural impacts so as to be able to observe if this analysis process can be adapted to the effectiveness analysis of a public policy. ; En les societats democràtiques contemporànies, la majoria de les administracions gestionen les seves competències per mitjà de programes d'acció governamental, és a dir, les polítiques públiques, destinades a resoldre situacions identificades públicament. Així doncs les estratègies i/o eines d'implementació per mitjà dels programes d'acció - acords de l'administració pública- tenen l'objectiu de resoldre aquests problemes col•lectius. En aquest article es presenta una investigació que avalua un programa d'oci i participació social ("Implica-Acció") adreçat a gent gran de Granollers. Aquest programa es va implementar durant 7 anys (2001-2008) sent avaluat el seu impacte als dos anys següents de la seva finalització. Utilitza com a base de la seva actuació la metodologia de l'animació sociocultural des de la qual es promou un model de Desenvolupament Comunitari basat en els principis de participació, corresponsabilitat i construcció de ciutadania. L'objectiu ha estat verificar com l'aplicació d'aquesta metodologia en un context determinat pot promoure processos de participación ciutadana i activitats d'oci des de la perspectiva de la democràcia cultural, incrementant al seu torn la iniciativa social a barris, territoris i/o espais comunitaris. ; This article analyzes an assessment investigation about a leisure and social participation ("Implica-Acción") program for elderly people in Granollers. This program was implemented for 7 years (2001-2008), and its impact was analyzed two years after finishing. This program used the sociocultural animation methodology as a base, its aim was to promote community development, based on participation, co-responsibility and citizenship building. The objective of the assessment is to verify the implementation of that methodology in a specific context, which can promote citizen participation and leisure activities based on cultural democracy, also promoting social initiative in neighborhoods and community territory or spaces ; En este artículo se presenta una investigación que evalúa un programa de ocio y participación social ("Implica-Acción") dirigido a personas mayores de Granollers. Dicho programa se implementó durante 7 años (2001-2008) siendo evaluado su impacto a los dos años siguientes de su finalización. Utiliza como base de su actuación la metodología de la Animación Sociocultural desde la que se promueve un modelo de Desarrollo Comunitario basado en los principios de participación, corresponsabilidad y construcción de ciudadanía. El projecte internacional CLICO (Climate Change, Hydro Conflicts and Human security), liderat per l'ICTA, ha reunit a Nicòsia (Xipre), investigadors de 14 institucions per donar a conèixer i debatre els resultats dels estudis realitzats al llarg de tres anys en diverses àrees del Mediterrani, Orient Mitjà i del Sahel per investigar les dimensions socials del canvi climàtic i en particular els conflictes relacionats amb l'aigua. Els investigadors indiquen que el canvi climàtic juga per ara un paper secundari en l'origen i l'agreujament d'aquests conflictes i fa una crida a evitar discursos polítics que els vinculin directament sens considerar el paper d'altres factors polítics i socioeconòmics. ; El proyecto internacional CLICO (Climate Change, Hydro Conflicts and Human security), liderado por el ICTA, ha reunido en Nicosia (Chipre) a investigadores de 14 instituciones los días 10 y 11 de diciembre para presentar y debatir los resultados de los estudios realizados a lo largo de tres años en varias áreas del Mediterráneo, Oriente Medio y Sahel para investigar las dimensiones sociales del cambio climático, y en particular los conflictos relacionados con el agua. Los investigadores indican que el cambio climático juega de momento un papel secundario en el origen o agravamineto de estos conflictos y hace un llamamiento a evitar discursos políticos que los vinculen directamente, sin considerar el papel de otros factores políticos y socio-económicos. ; The international project CLICO (Climate Change, Hydro Conflicts and Human security), led by ICTA, united researchers from 14 institutions in Nicosia on 10 and 11 December to present and debate the results of studies on water, conflict and security conducted in the past three years in a variety of locations in the Mediterranean, Middle East and the Sahel. The CLICO project explored the social dimensions of climate change and in particular, conflicts related to water, and the threats this may pose for national and human security. The results found that climate change plays a secondary role -at least for the time being- in the origin or aggravation of social conflicts linked to water and that political discourses must avoid directly linking them without first taking into account other political and socio-economic factors.
