This paper proposes a new doctrinal criterion in order to distinguish between the two types of inter-regional agreements found in the article 145.2 of the Spanish Constitution, which Spanish law treats very differently. The first type is dealt with through Collaboration Agreements to provide and manage their own services; and the second with Co-operation Agreements. We give the grounds of our defending a criterion that helps to define both kinds of agreement to ensure a better fit with recent practice and the will expressed in the Constitution. Federalism consists of decentralization & multilateral co-operation. The key institutions of a socially efficient federal model are the following: the division of powers between central & regional governments, elections that do not coincide & that thus allow the formation of different political majorities in the center & in the regions, the existence of numerous territorial entities that avoid the dominance of any one entity, & a symmetric upper -- and lower -- house system which promotes multilateral co-operation. The most favorable institutional context for the stability of federalism or "vertical" division of power is the horizontal division of power, that is, a multiparty central government. The article proposes a brief reflexion on the importance for deepening visions of development models by integrating progress made in analysis on the relation of connection among human development; human rights based approach, and feminist economists, and placing social reproduction at the core of those debates. In order to reach goals of human development and gender equality, it emphasizes the need to formulate democratic care policies with a ruling principle, decent work and reconciliation with social co-responsibility. At the same time, the article proposes a necessary number of tools, products and services for public policies, as well as the necessary bases to design and implement reconciliation policies with social co-responsability. Examines the historical construction of public space, analyzing its intervention in institutions & governmental organizations as well as in civil society. Reference is also made to the process of political-administrative centralization inherent in the formation & development of the modern state. The objective of this essay is to analyze the effects of the minimal nominal wage, a monetary aggregate and the exchange rate on the price level using the Johansen procedure for co-integration. The empirical evidence indicates the existence of a long term relationship among those variables and the price level that can be interpreted as a price equation. The author analyzes the Chilean National Congress in the context of an extreme presidential regime & the "protected" democracy installed by the authoritarian regime. The article offers a description of the composition, structures, & formal & real powers of the Congress; an analysis of the relations between the presidency & the parliament, with a special emphasis on the strengths of the presidency as co-legislator & the weaknesses of Congress in terms of its accountability powers; an evaluation of the inclusion in the parliament of the Armed Forces as an agent in the process of political decisions, with the function of guarantors & tutors of the democracy.
