Post hladnoratovsko proširenje NATO-a, u dosad provedena dva kruga, predstavlja najveću i najvažniju geopolitičku promjenu u Europi, nakon geopolitičke tranzicije koja se u Europi odigrala u razdoblju od 1989. do 1991. g. Treći krug proširenja, koji uključuje Hrvatsku i Albaniju, otvoren je davanjem pozivnica ovim državama na Summitu NATO-a u Bukureštu u travnju 2008. g. Proširenje je bilo i još uvijek jest dio preobrazbe NATO-a u post hladnoratovskom razdoblju u kojem je NATO evoluirao iz tradicionalnog vojnopolitičkog saveza u kombinaciju saveza i sigurnosne zajednice. Proširenje je također bilo i jest izraz američke pobjede u hladnom ratu i uzdizanja SAD-a u jedinu svjetsku supersilu. NATO je povećao svoj teritorijalni obuhvat, promijenio svoje misije, sposobnosti i ciljeve, te ih nastavlja mijenjati kako bi ostao spreman odgovoriti na buduće sigurnosne izazove koji se postavljaju pred njegove članice. Najveći izazov NATO-u u budućnosti mogao bi doći iznutra, a to je mogućnost da postane sredstvo američke globalne geostrategije i njenih ciljeva. Ako NATO želi ostati legitimnim savezom i izrastati u sigurnosnu zajednicu, ne smije postati sredstvo za ispunjavanje geopolitičkih i geostrateških ciljeva samo jedne države, pa čak ni SAD-a. Stoga je u odnosima SAD-a i Europe potreban uravnotežen pristup, prema kojem SAD ne bi koristile vojnu moć kako bi nametale svoje geopolitičke i geostrateške ciljeve pod svaku cijenu. ; The Post-Cold War enlargement of NATO, in two rounds so far, was the biggest and the most important geopolitical change in Europe, after the geopolitical transition that took place in Europe from 1989 to 1991. A third round of the enlargement, which includes Croatia and Albania, was opened at the NATO summit in Bucharest in April 2008, by sending invitations to these two states. Enlargement was and still is a part of NATO's transformation in the Post-Cold War Era in which NATO has evolved from a traditional form of military-political alliance into a combination of an alliance and security community. It also was and still is an expression of American triumph in the Cold War and the rising of the USA to a status of the world's only superpower. NATO has enlarged its territorial reach, changed its missions, capabilities and objectives, and is continuing to modify them so that it could stay prepared for the future security challenges facing its members. The biggest challenge facing NATO in the future may be coming from the inside – the possibility of becoming a tool of USA's global geostrategy and its aims. If NATO wants to remain a legitimate alliance and develop itself towards the security community, it must not become a tool for fulfilling the geopolitical and geostrategic goals of only one state, not even the USA. Therefore, a balanced approach in American-European relations is needed, according to which the USA would not use its military power to impose its geopolitical and geostrategic objectives at any cost.

The turmoils in international relations following the fall of the Berlin wall represented a serious challenge for the overall concept of European political unity. In its first international assignment outside the context of the Cold war, traditional national interests & animosities surfaced, & they demonstrated rather precisely all the complexity of the project promulgated by the Maastricht Agreement. At the time there was no common European approach to the solution of the crisis on the territory of the former Yugoslavia & no consent regarding the key issues, such as the recognition of the former Yugoslav republics as sovereign entities i.e. defining the criteria for their recognition. The paper focuses on this very specificity of the new approach to this problem, since it has increasingly been a subject of discretionary political decisions rather than the issue of international law in the traditional sense of meeting certain criteria for state recognition. & finally, concerning the degree of encroaching upon national sovereignty, there is a marked difference between the nature of the process of shaping a common foreign & security policy & shaping policies in other areas (e.g. transport, science & education, & so on). In searching for various opportunities to act in pursuing its foreign policy & endeavors to achieve a dominant role in the global processes USA has developed a broad range of instruments including a financial assistance as a way to be given support for its positions, intelligence activities, its public diplomacy, unilateral implementation of sanctions & even military interventions. The paper devotes special attention to one of these instruments -- sanctions, which USA implemented in the last decade of the 20th century more than ever before. The author explores the forms & mechanisms for implementation of sanctions, the impact & effects they produce on the countries they are directed against, but also on the third parties or the countries that have been involved in the process by concurrence of events, & finally on USA as the very initiator of imposing them. In the whole history of modern times India-USA relations were not much developed. It was a relationship of distant worlds & civilizations. After analyzing the basic features of the socio-political & economic situation in the present India, & its international position, the author indicates that from the end of the last century the relations between India & USA are characterized by a specific discovering of each other, approaching to each other & a significant development of mutual cooperation. Within the newly created post-Cold World constellation & a new vision of international relations, both countries have found good reasons & substantial basis for potentially productive mutuality. The main task of the Swiss security policy up to the collapse of the bipolar system was the country's military defense. The content of its defense doctrine was elaborated on & further expanded as total defense in the non-military direction. The end of the cold war marked a departure from the classical defense doctrine & also relativized the mythological character of permanent neutrality, forcing Switzerland to redefine its security policy in the altered European security setting. The expansion of the concept of security went hand in hand with an increased interest in international peace efforts & international cooperation. In the meantime, Switzerland's instruments & activities have multiplied in both fields. In certain aspects, eg, the control of the policy of disarmament & armament, Switzerland has excelled. Concerning the new forms of threats & intimidation it has shown willingness for across-the-border cooperation, while the traditional formula security through neutrality & independence increasingly gives way to the new motto: Security through cooperation -- a shift from its time-honored foreign- & security/political course of restrictive & detached attitude towards a more intensive cooperation. Although conceptually the development of Swiss security policy & consequently its shift towards some peace policy has not been even remotely supported by a satisfactory redistribution of financial & personal resources, the Swiss military reform -- introduced in early 2004 -- is de facto a conceptual accommodation of the Swiss military force to the new plan on European security. Switzerland has become a member of the PfP although, due to its policy of neutrality, it is not planning to join the NATO. Nevertheless, Switzerland is vacillating between the EU membership & a more substantial rapprochement with the NATO, at the same time putting all its hopes into the development of global management under the direction of the United Nations & the joint security system. 2 Tables, 3 Figures, 19 References.
