In the coming decade, Denmark will initiate replacement of its current fleet of F-16 fighters. In the spring Of 2009, most indicators suggest that politicians will have a choice of one of three options: the American F-35 joint Strike Fighter (JSF) & F-18 Super Hornet, produced by Lockheed Martin & Boeing, respectively, & the Swedish Saab JAS 39 Gripen. Denmark is thus on the verge of taking the first step in a process broadly similar to the one preceding the purchase of the F-16 in 1975. Also back then there was a choice between three candidates: the American F-16, the Swedish Saab 37E Viggen & the European Dassault Mirage FiE (of French origin). The purpose of the present article is to analyze the foreign policy considerations preceding the purchase of the F-16 in 1975 & to discuss their relevance in regard to the present pending decision. I litteraturen om Danmark under Den Kolde Krig og om Færøsk sikkerhedspolitik finder man argumentet om, at flere militære installationer gav Færøerne en særlig strategisk betydning i NATO under Den Kolde Krig. Denne artikel har analyseret Færøernes betydning i et militærgeografisk perspektiv og har anvendt et bredere kildegrundlag end den hidtidige litteratur og har sammenlignet med andre tilsvarende beliggenheder. På den baggrund kan det konkluderes, at Færøerne har været en dominerende geografisk position i en kort periode i 1960'erne. Modsat den gængse fremstilling i eksisterende dansk og færøsk litteratur på området var Færøerne ikke et betydende baseområde under Den Kolde Krig, og de tekniske installationer var ikke unikke, men udtryk for, at der under Den Kolde Krig etableredes talrige tilsvarende installationer. Færøernes militære betydning under Den Kolde Krig kan ses som en forståelsesramme for Færøernes fremtidige betydning. På den baggrund bør man tage udgangspunkt i, hvordan Færøernes beliggenhed konkret kan understøtte militære operationer, og man skal gøre sig klart, at en ny sikkerhedspolitisk situation ikke nødvendigvis giver områder som Færøerne en blivende betydning, men sagtens kan medføre en vekslende betydning.
Abstract in EnglishThe Faroe Islands' Military Geographic Significance to the USA and NATOIn the literature on Denmark during the Cold War and on Faroese security policy, one finds the argument that military installations gave the Faroe Islands a strategic importance in NATO during the Cold War. This article has analysed the significance of the Faroe Islands from a military geographic perspective, has used a broader range of sources, and has compared the Faroe Islands with similar locations. It can be concluded that the Faroe Islands have been a dominant geographical position for a short period in the 1960s. Contrary to the prevailing notion in existing Danish and Faroese literature, the Faroe Islands were not a significant base area during the Cold War and the installations were not unique, but were indicative of many similar installations. The military importance of the Faroe Islands during the Cold War can be seen as a framework for understanding the future importance. Future analysis should look into on how the Faroe Islands' location can actually support military operations and should be aware that a new security situation does not necessarily give areas such as the Faroe Islands a permanent significance, but can easily result in a frequently changing significance.
Denne artikkelens hovedargument er at det i overveldende grad er økonomien som har vært den drivende faktor bak Forsvarets omstilling etter den kalde krigen, inkludert da invasjonsforsvar ble forlatt som forsvarskonsept i 2001. De sikkerhetspolitiske endringene har først og fremst vært utnyttet retorisk for å begrunne nedbygging av forsvarsstrukturen, når den økonomiske nødvendigheten ikke lenger lot seg skjule. Kostnader forbundet med økt deltagelse i internasjonale operasjoner har kun i svært beskjeden grad bidratt til reduksjonen i forsvarsstrukturen – kostnadene var her alt for lave til å kunne gi noen troverdig årsaksforklaring alene. Årsaken er i stedet at forsvarsbudsjettene etter den kalde krigen ikke kompenserte for den reelle kostnadsutviklingen i sektoren. Det resulterte i et kjøpekrafttap som gradvis tæret på Forsvaret.
Abstract in English:Economy – the Driving Force behind Norwegian Defence Transformation after the Cold WarThe main conclusion of this article is that to an overwhelming degree, economic factors have been the driving force behind the transformation of the Norwegian Armed Forces following the end of the Cold War, including the discontinuation of anti-invasion defence as a level of ambition in 2001. The changes in international affairs have been used rhetorically to justify the downsizing of the force structure, when the financial necessity could no longer be concealed or ignored. Additional costs caused by participation in international operations overseas have only to a very limited extent contributed to the sweeping reduction of the armed forces, since these costs were far too small to explain the cutbacks. The actual financial reason is that the defence budgets throughout the 1990s and 2000s did not compensate for the growth in real term costs in the defence sector, particularly those pertaining to the acquisition and operation of modern weapon platforms and systems. This resulted in a loss of purchasing power which gradually wore down the force structure.
I 2001 besluttet Stortinget en vesentlig endring i forsvarskonsept og en betydelig reduksjon i forsvarsstrukturen. Forsvarets hovedoppgave skulle ikke lenger være å utgjøre et mobiliseringsbasert invasjonsforsvar. Beslutningen var et brudd med forsvarskonseptet som hadde dominert norsk forsvarsplanlegging under den kalde krigen og i tiåret som fulgte. Hvorfor ble invasjonsforsvaret forlatt, og hva ble Forsvarets nye hovedoppgave? Artikkelen argumenterer for at det finnes tre dominerende og delvis konkurrerende forklaringer på omleggingen av Forsvaret: en sikkerhetspolitisk, en kulturell og en økonomisk. Den første tilnærmingen ser beslutningen som drevet av et ønske om å bidra mer i utenlandsoperasjoner for å bli oppfattet som en «god alliert» i NATO og USA. Den andre forklarer overgangen med en kulturell endring der en ny og mer «internasjonalisert» forsvarspolitisks diskurs vant frem blant norske beslutningstakere. Den tredje ser endringen som et uunngåelig resultat av invasjonsforsvarets manglende økonomiske bærekraft.
Abstract in English:Security Policy, Culture or Defence Economics? Competing Explanations for the Transformation of the Norwegian Armed Forces after the Cold WarIn 2001, the Storting – Norway's parliament – decided on a significant change in Norway's national defence concept and a significant reduction in the defence structure. The Armed Forces' main task should no longer be to constitute a mobilization-based territorial defence force. The decision was a break with the defence concept that had dominated Norwegian defence planning during the Cold War and in the decade that followed. Why was territorial defence abandoned, and what became the Armed Forces' new main task? The article argues that there are three dominant and partly competing explanations for the transformation of the Armed Forces: a security policy explanation, a cultural explanation and an economic explanation. The first approach sees the decision as driven by a desire to contribute more in international operations in order to be perceived as a "good ally" in NATO and the United States. The second explains the transformation with cultural changes among Norwegian decision-makers, through which a new and more "internationalized" defence policy discourse became dominant. The third sees the change as the inevitable result of the financial unsustainability of the old status quo in the Armed Forces.
Notions of the power associated with the European Union's foreign policy and its role in international relations are mostly liberal in origin. This explains the EU's special role in the Cold War era and that it has since emerged more as a moral, ethical and normative power. The EU's lack of military capability has probably been the main cause that prevents it from acting as a great or superpower. The distinction between materialistic and immaterial elements of power has been a crucial point of contention between realists and liberal thinkers. In international relations, we are also witnessing the trend of the EU increasingly using the geopolitical approach (such as in the Ukrainian crisis) besides the normative one. In the article, different concepts of EU foreign policy regarding power in the light of realism and liberalism are compared where, alongside the descriptive method, a SWOT analysis is performed. Norges relasjon til Kina har siden anerkjennelsen av Folkerepublikken i januar 1950 blitt utøvd i et spenn mellom småstatsrealisme og småstatsidealisme. Norges handlingsrom og politikk overfor stormakten Kina utformes i et samspill mellom nasjonale og internasjonale faktorer, men i tråd med teoriretningen ny-klassisk realisme har strukturene i det internasjonale systemet størst forklaringskraft. Som en liten stat må Norge manøvrere i forhold til stormaktenes maktbalanse og rivalisering for å sikre sin egen velferd og sikkerhet. Norge valgte i 1949 å inngå i en allianse med USA gjennom NATO, og dette har siden vært bærebjelken i norsk sikkerhetspolitikk. Norges handlingsrom vis-a-vis Kina er dermed til enhver tid påvirket av USAs forhold til Kina. Denne artikkelen trekker de lange linjer i norsk Kina-politikk over syv tiår, fra 1950 til 2020. Med en ambisjon om global orden som et ekstra sikkerhetsnett var Norge tidlig ute med å anerkjenne Kina og støttet landets inntreden i FN-systemet, men den kalde krigen begrenset relasjonene. USAs engasjement av Kina på begynnelsen av 1970-tallet var et vendepunkt i norsk Kina-politikk. Den tiltakende rivaliseringen mellom USA og Kina de siste år gjør at norsk Kina-politikk nå igjen står overfor et vendepunkt, i retning av redusert handlingsrom og engasjement.
Abstract in English: Norway's relationship with China over the Past 70 Years: A Small State's Idealism and Realism with Respect to a Great PowerFrom recognizing the People's Republic of China in 1950 until today, both realism and idealism as well as domestic and international level factors have informed Norway's relationship with China. Nonetheless, this article finds that in accordance with neo-classical realism, international system variables have the strongest explanatory value on Norway's China policy. Since joining NATO in 1949, Norway's alliance with the United States has been the pillar in Norway's defence and security policy. Norway's room for maneuver crafting and implementing its China policy is consequently strongly affected by the ups and downs in Sino-U.S. relations. Unlike the United States, Norway recognized the PRC in 1950 and supported China's entry into the UN system, but the Cold War restricted Norway from further developing its relations with China. The Sino-U.S. rapprochement in the early 1970s enabled Norway to engage China, and the end of the Cold War in 1989 enabled Norway to widen its engagement to include issues such as environment and climate change, human rights and welfare policies. Nevertheless, after five decades of engagement, Norway's approach to China is currently once again changing as the result of an intensified Sino-U.S. rivalry and a changing threat perception of China across Europe.
I kjølvannet av terrorangrepene 11. september utviklet det seg et partnerskap mellom USA og Putins Russland. I dag synes det selvfølgelig at partnerskapet ikke ville vare. Men hvorfor sprakk det egentlig? Russland forkaster partnerskapet fordi det ikke møter Kremls forventninger om gjensidighet. Dessuten har Russland en helt annen oppfatning av hva årsakene til internasjonal terrorisme er og hvordan krigen mot terror skal utkjempes. Russlands gjenreisning under Putin er en underliggende faktor og innebærer at terrortrusselen etter hvert underordnes den mer tradisjonelle frykten for amerikansk militærmakt og dominans. Selv om en felles kamp mot terror stadig foreslås som bindemiddel for dårlige relasjoner, kan det neppe fungere som det i dagens nye kalde krig.
Abstract in English:The Unsustainable Russia-US Partnership in the War on TerrorRussia and the USA forged a strategic partnership following the 9/11 terrorist attacks. Today it seems obvious that such a partnership would not last. But why did it break? The article argues that the Kremlin leaves the partnership because its expectations of mutuality were not met. Russia also fundamentally disagreed with the USA on the sources of international terrorism and how best to conduct GWOT. Russia's revival under Putin's leadership is an underlying cause and implies that the terrorist threat is overshadowed be the traditional fear of NATO and US dominance. Albeit still figuring among the issue-areas suggested for US-Russian collaboration, the common fight against international terrorism will not function as a vehicle for rapprochement in the current cold war climate.
Bilateralt diplomati er ikke en skandinavisk spidskompetence, men det har fået stigende betydning i dagens verden. Et antal cases analyseres her, i hvilke de skandinaviske lande er blevet bilateralt 'disciplineret' af stormagter som Rusland, Kina, Indien eller USA. Sammenlignet med de første ca. 15 år efter Den Kolde Krig med amerikansk hegemoni og EU's normative magt har de nordiske lande måttet erfare en indsnævring af deres handlefrihed. Det er ikke længere muligt, uden betydelige omkostninger, at kritisere stormagter baseret på universelle værdier. Generelt er det selvsagt vigtigt for beslutningstagere at respektere statens eksterne handlefrihed. Men på den anden side må de ikke være overforsigtige og undlade at prøve grænser af, bl.a. af hensyn til den hjemlige arena. 'Bastioner' må etableres og forsvares med troværdighed. Handlefrihedens grænser er svære at identificere, men prøveballoner, paralleladfærd med beslægtede lande eller måske brug af 'historiens lære' kan være gangbare metoder.
Abstract in English:Limits to Action Space: Scandinavians in Bbilateral DiplomacyBilateral diplomacy is not a Scandinavian favourite sport, but it has become increasingly important in today's world. A number of cases are analysed, in which Scandinavian countries have been "disciplined" bilaterally by great powers (Russia, China, India and the US). Compared to the first 15 years, roughly, after the Cold War, with American unipolarity and EU normative power, the Scandinavians have seen a narrowing of their freedom of manoeuvre (action space). It is no longer possible, without significant costs, to criticise great powers based on universal values. In general, it is crucial for decision-makers not to overstep their state's freedom of manoeuvre. But on the other hand, they should not be docile and desist from occasionally challenging its limits, also considering their domestic arena. "Bastions" should be credibly construed and defended. The limits of action space are difficult to discern, but trial balloons, parallel action with related countries, or "lessons of the past" could be helpful.
På begynnelsen av 2000-tallet ble det norske invasjonsforsvaret nedlagt. Men hvilke årsaker var viktigst for denne beslutningen? Var det økonomiske, institusjonelle eller kulturelle årsaksforhold? I denne artikkelen legges hovedvekten på institusjonelle årsaker, særlig den norske frykten for at NATO skulle bli irrelevant for USA. Dermed var det bare en ting å gjøre: å avvikle invasjonsforsvaret slik at det kunne frigjøres friske penger. For slik kunne et lite allianseavhengig land, i utkanten av Europa, utenfor EU, og med felles grense til Russland, bidra med ekspedisjonære styrker. Ikke minst for å holde liv i et NATO som strevde med å gjøre seg relevante for USA, først på Balkan og senere i Afghanistan. Med kildemateriale fra Washington D.C., Brussel og Oslo mellom 1998 og 2002 tolkes Norges politiske kontekst inn i et institusjonelt perspektiv. Forhold som resiprositet, norsk omdømme og lojalitet i NATO, blir viktig for å forstå invasjonsforsvarets endelikt.
Abstract in English:NATO's Role in Norway's Defence Reforms, 1998–2002At the turn of the new milennium, Norway's anti-invasion defence concept vanished. What was the rationale for this decision? Was it economc, institutional or cultural reasons? The findings in this article emphasise institutional perspectives. Norwegian apprehensions over a possibly irrelevant NATO in the eyes of the United States stirred a fundamental post-Cold War defence reform. To preclude a future marginalisation of NATO, decision-makers in Oslo needed to free scarce resources from a static, territorial defence that had lost its political and military relevance in the High North. By forging a smaller but more professional force, with improved deployability, survivability and usability abroad, Norway could more effectively contribute to allied cohesiveness. Not least through improved risk- and burdensharing in NATO's out-of-area operations on the Balkans and in Afghanistan. By using primary sources from Washington, DC, Brussels and Oslo between 1998 and 2002, the data is interpretated though the lense of liberal institutionalism. Explanatory mechanisms such as Norwegian reciprocity in the High North, US expectations towards dependent allies abroad, and Norway's collective solidarity may explain why the anti-invasion concept died.
Tre tiår etter det ble etablert, står Barentssamarbeidet overfor en politisk kontekst preget av økende spenning og et Russland i krig. Ved starten i 1993 signaliserte det en ny politisk linje i Arktis, Nordområdene og norsk Russland-politikk. I et område som utgjorde Vestens nordligste grense mot Sovjetunionen under den kalde krigen og der militariseringen var sterk, skisserte Norge sammen med Finland, Sverige og Russland et felles utenrikspolitisk engasjement der fred og stabilitet stod øverst på agendaen. Utviklingen bidro til nye internasjonale roller og aktiviteter for regionale og lokale aktører. I denne artikkelen har vi deres erfaringer i fokus når vi undersøker legitimeringspraksiser. Vi spør: Hvordan har legitimeringen av Barentssamarbeidet blitt påvirket av endringer i det sikkerhetspolitiske klimaet? Ved å fremheve lokale aktører i Barentssamarbeidet tar vi et steg inn i et utenrikspolitisk felt preget av politiske spenninger, ulike argumenter og et mangfold av meninger. Vi har en diskursanalytisk og praksisorientert tilnærming når vi identifiserer tre legitimeringsdiskurser: en geopolitisk oppdatert legitimering, en motvekt til dominerende representasjon av Russland, og en representasjon av aktøregenskapene til Barentssamarbeidet i lys av framtidig norsk-russiske relasjoner. Abstract in EnglishThe Barents Cooperation Amid Geopolitical Tensions: A Discourse Analysis of Norwegian ExperiencesBack in 1993 the formalization of the Barents-cooperation signaled a new political approach in the Arctic region, High North, and Norwegian Russia-policy. In the area where militarization was strong and which formed the Wests northernmost border with the Soviet Union during the Cold War, Norway, together with Finland, Sweden and Russia, outlined a joint foreign policy engagement where peace and stability were at the top of the agenda. Today, almost 30 years later, the Barents-cooperation is surrounded by growing geopolitical tension – especially highlighted in the period after the Russian annexation of Crimea in 2014. In this article we try to answer the question: What is the Barents-cooperation in the context of today's international political situation? By emphasizing the voices of the actors in the cooperation, as this article does, we take a step into a field characterized by political tensions, by arguments, and a diversity of opinions within the Norwegian foreign policy field. Based on interviews with actors from the Barents-cooperation, the article presents three different discourses: a geopolitically updated legitimization; a counterweight to the dominant representation of Russia; and a representation of the agency of the Barents-cooperation in light of future Norwegian-Russian relations.
Som svar på Karsten Friis' kritik af Fokkusspalten, "Når krig blir hverdag", formulerer denne replik en kort begrebslig, empirisk og normativ afklaring af spaltens anvendelse af begrebet militæraktivisme. Begrebsligt påpeger replikken, at militæraktivisme allerede er hyppigt anvendt i litteraturen om skandinaviske landes øgede engagement i internationale militære operationer efter Den Kolde Krig. Empirisk set, er det korrekt, at udviklingen ikke har været lineær, og man kan argumentere for, at Danmark og Norges militæraktivisme var (endnu) større, da Afghanistankrigen var på sit højeste. Dog er begge lande fortsat engageret særligt i NATO-regi, og det er væsentligt at bemærke, at de direkte kampe på landjorden i internationale militære operationer i stigende grad udliciteres til mindre privilegerede lokale og internationale kombattanter. Replikken påpeger, at Friis' påstand om, at militæraktivisme som begreb udgør en slet skjult kritik af Danmark og Norges militære engagement, beror på en misforståelse. Tværtimod stammer aktivisme fra den danske udenrigspolitiske debat, hvor begrebet anvendes politisk med en række positive konnotationer forbundet med at være aktiv (Pedersen & Ringsmose, 2017). I lyset af afpolitiseringen af Danmarks og Norges krigsdeltagelse velkommer vi fremadrettet yderligere forskningsmæssig og politisk diskussion af militæraktivismen.
Abstract in EnglishReply: Military Activism RevisitedIn response to Karsten Friis' critique of the special issue When War Becomes Daily Life, this reply outlines a brief conceptual, empirical and normative clarification of the special issue's use of the concept, military activism. Conceptually, the reply points out that military activism is already a frequently used concept in the academic literature on Scandinavian countries increased engagement in international military operations after the Cold War. Empirically, it is correct that this development has not been linear, and arguably, Denmark and Norway's military activism was (even more) pronounced, when the war in Afghanistan was at its zenith. However, both countries continue to be engaged particularly in NATO, and significantly, direct battles on the ground are increasingly outsourced to local actors to less privileged local and international combatants. The reply points out, that Friis's claim that military activism is a concealed critique of Denmark and Norway's military engagement, is based on a misunderstanding. On the contrary, activism as a concept derives from the Danish foreign policy debate, where the term is used to connote a series of positive attributes associated with being active (Pedersen & Ringsmose, 2017). Considering the depoliticisation of Denmark and Norway's military activism we welcome further academic and policy discussions about this important issue.
FNs totalforbud mot atomvåpen er innlysende riktig. Forpliktelsene går neppe lenger enn Ikkespredningsavtalen, som Norge sluttet seg til allerede i 1970. Avskrekking med atomvåpen forutsetter at de må være klare til bruk for å bli umulige å bruke. Særlig i kriser blir en slik tankegang lett farlig fordi den kan utløse atomkrig ved misforståelser. Likevel er den norske regjeringens motstand mot FNs totalforbud rasjonell fordi hensikten er å forebygge en endring i oppfatning om maktbalanse som kunne undergrave Norges selvstendighet. Spørsmålet blir derfor om risiko for atomkrig kan reduseres uten å øke fare for press, og i verste fall angrep? Artikkelen presenterer egen forskning om hvordan konfrontasjonen i første halvdel av 1980-tallet mellom de to tyske stater førte til risiko for storkrig utløst av gjensidige misforståelser på begge sider av det daværende jernteppet. Teorier om tankeprosesser forklarer misforståelsene som universelle kognitive begrensninger. Forholdene i dag er på vesentlige punkter sammenliknbare med første halvdel av 1980-årene, da det på tross av spenninger likevel var rom for initiativ til felles sikkerhet. Artikkelen konkluderer derfor med at Norge bør slutte seg til FNs totalforbud mot atomvåpen, og sammen med Sverige ta initiativ til en felleseuropeisk dialog med Russland om en europeisk sikkerhetsordning bygd på forestillinger om felles sikkerhet.
Abstract in English:Norwegian Support for the UN's Total Ban on Nuclear Weapons?The article argues that while the UN ban on nuclear arms is obviously sensible, the Norwegian Government's objections are still rational. Rejecting the US nuclear arms umbrella undermines deterrence to the degree that is the perception. The article sets out how cognitive processes determine perceptions of deterrence and risks of war. Shifting nuclear strategies are attempts to cope with the contradiction between deterrence and the inherent impossible choice of nuclear war. The Cold War in the first half of the 1980s shows how nuclear arms, though intended as deterrence, in a confrontation may be misperceived as a looming attack. This misperception almost caused nuclear war by inadvertence, as it could again. The fear of attack may prompt a compelling sense of urgency for a preemptive strike. This is the only real risk of large-scale war in Europe. Therefore, the Norwegian Government should join the UN ban on nuclear arms to reduce tensions in Europe. In a joint initiative with Sweden, which has already endorsed the ban, Norway should persuade other European states to enable a political process with Russia towards a European common security without the looming threat of nuclear arms. Military force should not exceed the minimum required to block intimidation, coercion, and low-intensity aggression.
