YÖK Tez No: 599307 ; İkinci Dünya Savaşı'nın sonlarına doğru Sovyetler Birliği'nin toprak ve üs talepleriyle karşı karşıya kalan Türkiye, Batı ülkeleri ile ilişkilerini geliştirmeye başlamıştır. Savaş sonrası Sovyetler Birliği'ne karşı yeni stratejiler geliştiren ABD, bu stratejileri ve çıkarları gereği Türkiye'ye destek verme kararı almıştır. Bu kararın ilk uygulamaları 1947'de Truman Doktrini ve 1948'de Marshall Planı çerçevesinde olmuştur. Türkiye, 1950'de başlayan Kore Savaşı'nda Batı ülkelerinin yanında yer alarak Kore'ye asker gönderme kararı almış ve 1952'de ABD'nin de desteğiyle NATO'ya resmen üye olmuştur. Bu tarihten sonra NATO, Türkiye-ABD ilişkilerinde çok önemli bir mihenk taşı haline gelmiştir. Türkiye, NATO'ya üye olduktan sonra özellikle güvenlik boyutunda ABD ile daha sıkı ilişkilere girmiştir. İlk dönemde şartların zorlaması ve iki ülkenin ihtiyaçları çerçevesinde pürüzsüz başlayan ikili ilişkilerde, daha sonra ABD'nin Soğuk Savaş politikaları çerçevesinde ciddi sorunlar ortaya çıkmıştır. Soğuk Savaş döneminde iki ülke arasındaki stratejik ittifak dönemi, Kıbrıs sorunu ile sarsılmaya başlamıştır. Kıbrıs Türklerine karşı yapılan saldırılar nedeniyle 1964 yılında Türkiye adaya müdahale etmek istemiş, fakat ABD'nin tepkisiyle karşılaşmıştır. ABD Başkanı Johnson'un 5 Haziran 1964 tarihinde gönderdiği mektup, Türkiye-ABD ilişkilerine ağır bir darbe vurmuştur. Sarsılan ilişkiler, 1969 Savunma ve İşbirliği Anlaşması ile bir düzene oturtulmak istenmişse de 1974 Kıbrıs Barış Harekatı ve ertesinde Türkiye'ye uygulanan silah ambargosu ilişkileri kopma noktasına getirmiştir. İki ülke arasındaki ilişkilerin tekrar yakınlaşmaya başlaması, 1978'de ambargonun kalkması ve arkasından 1979'da Savunma ve Ekonomik İşbirliği Anlaşması'nın imzalanmasıyla mümkün olmuştur. İmzalanan anlaşmalar ile ABD'nin Türkiye'deki askeri varlığı da yeniden ele alınmıştır. 1980'li yıllarda iki ülke arasında her ne kadar bazı sorunlar yaşansa da ilişkilerde yeniden bir yakınlaşma dönemi başlamıştır. Bu çalışma, Soğuk Savaş döneminde Türkiye-ABD ilişkilerini incelemeyi amaçlarken söz konusu dönemde iki ülke ilişkilerinde ortaya çıkan önemli anlaşmazlıklara da dikkat çekmeyi hedeflemektedir. Ayrıca bu dönemde, Türkiye-ABD ittifakının temel özelliklerini ortaya koymaya çalışmaktadır. Bu bağlamda Türkiye'nin ne derecede ABD'nin etkisi altında kaldığı da incelenmektedir. ; Towards the end of the Second World War, Turkey, who was confronted with land and military base demands of the Soviet Union, started to develop her relations with Western countries. The United States of America, who was developing new strategies against the Soviet Union after the war, decided to help Turkey because of her strategies and interests. First applications of these decisions were the Truman Doctrine (1947) and Marshall Plan (1948). Turkey took side with Western countries and decided to send troops to Korean War that began in 1950 and became a NATO member in 1952 with the support of the United States. After this date, NATO has become a very important milestone with regards to the Turkey-US relationship. After joining NATO, Turkey had closer relations with the US especially on security dimension. At the beginning, enforcement of conditions and framework of two countries' needs led to smooth bilateral relations. Later, serious problems arose because of the Cold War policies of the United States. Cold War strategic alliance era between the two countries began to be shaken by Cyprus issue. Due to attacks against the Turkish Cypriots, Turkey wanted to intervene to the island in 1964, but US opposed that intervention. US President Johnson's letter, which was sent on 5 June 1964, inflicted a heavy blow on the Turkey-US relations. Even if shaken relations were tried to be reconciliated with Defense and Cooperation Agreement in 1969, 1974 Cyprus Peace Operation and after that arms embargo imposed on Turkey brought relations to the breaking point. The resumption of relations between the two countries became possible with the disembargo in 1978 and signing of the Defense and Economic Cooperation Agreement in 1979. US's military presence in Turkey was also reconsidered by these agreements. Although there were some problems between two countries in the 1980s, a rapprochement period began. This study aims to examine Turkey-US relations during the Cold War Era and draw attention to significant disputes that emerged between two countries. Additionally, this study tries to reveal basic features of Turkey-US alliance during this period. In this regard, to what extent Turkey was under the influence of the United States is examined.

Bu çalışma, İkinci Dünya Savaşı'nın bitmesiyle oluşan iki kutuplu uluslararası sistemde Türkiye'nin sistemdeki yerini ve Soğuk Savaş dönemi Türk dış politikasını realist teorik yaklaşım çerçevesinde incelemeyi amaçlamaktadır. ; The Cold War was a power struggle with political, military, technological and economic dimensions that began after the Second World War and continued between the two poles led by the U.S. and the Soviet Union until 1991. During this period, external factors became more effective than internal factors in the formation of Turkey's foreign policy. In the new world order, Turkey, because of the threat to itself from the USSR, chose to be on the U.S. and the Western Bloc side. The aim of this study is to investigate Turkey's position in the bipolar international system after the end of World War II and examine the Turkish foreign policy during the Cold War within the context of the realist theoretical framework.

Završio je Drugi svjetski rat, a svijetu je bio potreban mir. Većina lidera složila se da zajedno porade na tome. Radi toga je osnovana Organizacija Ujedinjenih naroda, kako bi zajednički radili na provedbi mira. Međutim, odmah nakon rata SAD i SSSR se sukobljavaju oko raznih važnih pitanja. Započinje razdoblje hladnog rata – vrijeme naoružavanja, natjecanja i stalne nesigurnosti. Siromašne afričke i azijske zemlje pokreću proces dekolonizacije tražeći suverenitet za svoje zemlje. Predvodnik tog pokreta je Indija, a nakon nje susjedne azijske države. Proces se nakon toga širi u Afriku. Azijske i afričke zemlje se počinju sastajati te s vremenom pokreću Pokret nesvrstanih. Veliku ulogu u tome imaju Naser, Nehru i Tito. Pokretom afričke i azijske zemlje dobivaju na važnosti na diplomatskoj sceni. Sukladno uz to, velike sile se bore za strateške točke te dolazi do mnogih sukoba. Najteži se događaju u Aziji i Africi. Veliki sukob dogodio se između Židova i Arapa na Bliskom istoku. U isto vrijeme događaju se i veliki sukobi na Korejskom i Indokineskom poluotoku. U sva tri sukoba bili su uključene velike sile, a neke od njih su sukobe čak i inicirale. ; The World War II ended and the world needed peace. Most of the leaders agreed to work together for this aim. That is why the United Nations was established. However, immediately after the war, the United States and the USSR are confronted about various important issues. The Cold War begins - the time of armament, competition and constant insecurity. The poor African and Asian countries are launching a process of decolonization, seeking sovereignty for their countries. The leader of this movement was India, and its neighboring Asian state. Then, the process spreads to Africa. Asian and African countries are beginning to meet and in time launch Non-Aligned Movement. Naser, Nehru and Tito had a major role in this.
