Стаття присвячена аналізу образів Сполучених Штатів Америки та Великої Британії на сторінках найпопулярнішого українського журналу сатири та гумору "Перець". Наведено події, що поклали край надіям на дружнє співіснування СРСР із цими країнами. Розглянуто особливості нових образів зовнішнього ворога СРСР. Виділено категорії образів США та Великої Британії у журналі. Доведено, що працівники редакції "Перцю" були обізнані щодо подій у світі, про що свідчить широка тематика творів видання. У висновках робиться акцент на схожості методів зображення радянськими сатириками образу ворога під час Другої світової війни та початку холодної війни. Виконаний на прикладі журналу "Перець" аналіз методів та засобів інформаційно-психологічного впливу, що використовувався радянськими засобами масової інформації щодо країн - колишніх союзниць, дозволяє визначити деталі в роботі апарату радянської пропаганди, показує еволюцію та техніки зображення зовнішнього ворога. ; Статья посвящена анализу образов Соединенных Штатов Америки и Великобритании на страницах самого популярного украинского журнала сатиры и юмора "Перец". Приведены события, которые положили конец надеждам на дружное сосуществование СССР с этими странами. Рассмотрены особенности в изображении новых образов внешнего врага СССР. Выделены категории образов США и Великобритании в журнале. Доказано, что работники редакции "Перца" имели высокий уровень знаний о событиях в мире, о чем свидетельствует широкая тематика произведений. В выводах акцентируется внимание на сходстве методов изображения советскими сатириками образа врага времен Второй мировой войны и начала холодной войны. Проведенный на примере журнала "Перец" анализ методов и средств информационно-психологического воздействия, используемый советскими средствами массовой информации относительно государств - бывших союзников, позволяет определить детали в работе аппарата советской пропаганды, показывает эволюцию и техники изображения внешнего врага. ; The study deals with one of the most important episodes of the history of the twentieth century - the beginning of the Cold War. The focus is on the peculiarities of the formation of the image of the external enemy for the USSR on the pages of periodical media, namely, the political cartoon magazine "Perets". It is revealed that the main ideological adversaries of the Soviet apparatus of propaganda were the United States and Great Britain, the countries that formed the basis of the anti-Hitler coalition. Due to the analysis of materials of the publication - political cartoons, short stories, satirical poems - the characteristic features of the image of these two states are revealed. It is proved that the images of the opposing countries were filed by the magazine "Perets'" in the form of three categories. The first block is the image of the American and English leaders (in this case G. Truman, V. Churchill), which began to appear massively in the journal in connection with the Fulton speech of Churchill and the implementation of the "Marshall Plan". The emphasis is placed on political cartoonists' tendency to compare the leaders of the United States and Great Britain with the leaders of Nazi Germany. The second unit features personalized images of the United States and the Britain (Uncle Sam, John Bull, British Lion, etc.). A characteristic feature of this group is the demonstration of the domination of American symbols over the British, which was to show the Soviet reader an American-dependent position of the United Kingdom and other Western European countries. The last block of images combines works that demonstrate the relations between "capitalist" countries. In order to create the desired effect on the reader, the Soviet propaganda machine emphasized the emergence of territorial or economic disputes between the United States and Britain, presenting this as a stage of aggravation of relations between "imperialist countries." All of these features in the images of external enemies were aimed at elevating patriotic sentiment among the Soviet society and confidence in the actions of the ruling Communist Party.

In the 1990s, American public diplomacy was built down & neglected following its merits during the Cold War. After September 11, (2001), this field has, however, had a renaissance. But at present, the Cold War situation is inverted. In the struggle against communism, the US typically faced hostile regimes with populations yearning for Western ideology & values. Today a heavy reliance on mechanisms of marketing seems to have deteriorated US public diplomacy, whereas the Arab world is far from fertile soil for US public diplomacy. America's current enemies tend to be sub-national actors with hostile perceptions of the US, & larger populations show strong anti-American sentiments. Most activities that are labeled public diplomacy also belong in the realm of propaganda, but so-called white propaganda -- ie, the sender is known. A historical discussion on the foreign policy relationship between Norway and the United States and its future perspectives. The Norwegian Institute of International Affairs (NUPI), founded in 1959, can legitimately be called a child of the Cold War. During the 1950's Norway's main focus was to stand between the two super powers of the United States and the Soviet Union. Already in the 1960's this role began to diminish due to improvements in weapon technology and became even smaller in the 1970's when Norwegian left leaning parties started to openly oppose the United States. In the 1980's Norway tried its best to become visible for Washington, a project that somewhat failed due to Ronald Regan's focus on the internal economy and rolling back communism abroad. Overall the relationship to the United States has almost exclusively been based on foreign policy even if cultural ties have made Norway the most Americanized country in Europe. Extreme conditions are exceptional, special, extraordinary circumstances in which a civilian or military person often has to act, which requires them to show high skills, independence, activity, creativity, perseverance and determination in action, and require maximum stress, which goes sharply beyond limits of physiological norm. According to the Ministry of Health of Ukraine, cold injuries in the overall structure of injuries range from 3 to 10% and are accompanied by disability and sometimes fatal. Annually, more than 12,000 cases of cold injuries in our countryare registered. The problem is especially relevant given that fighting continues in the eastern Ukraine, in which the risk of cold injuries increases. Researchers at the National University of Pharmacy found that amino sugar glucosamine hydrochloride (G g / x) has frigoprotective properties, in particular: reduces the degree of body temperature, improves motor activity, muscle tone and physical activity, cardiohemodynamics and rheological properties of blood in the conditions of cold injuries. In addition, its frigoprotective properties in combination with gelatin are increased. Therefore, to create a special purpose product for increasing the protective functions of the body of servicemen when performing tasks in extreme conditions, the technology of marmalade was chosen, the recipe of which introduced amino sugar glucosamine hydrochloride in a fixed mass proportion. It is proved that the obtained product improves the body's adaptation to long-term effects of low temperatures and can be recommended as a frigoprotector when performing military service tasks in the field. ; Обгрунтовано необхідність розробки технології інноваційного продукту з фригопротекторними властивостями, що рекомендується до споживання в екстремальних умовах. Встановлено, що аміноцукор глюкозамін гідрохлорид зменшує зниження температури тіла, покращує рухову активність, тонус м ̓язів і фізичну активність, показники кардіогемодинаміки і реологічні властивості крові в умовах холодових травм. Для створення продукту спеціального призначення вибрано технологію мармеладу желейного, до рецептури якого введено аміноцукор глюкозамін гідрохлорид. Доведено, що отриманий продукт покращує адаптацію організму до тривалої дії низьких температур та може бути рекомендований як фригопротектор при виконанні військовослужбовцями службово-бойових завдань у екстремальних умовах.

During the Cold War, the Norwegian Armed Forces were organized to fight an invasion against Norwegian territory. The end of this era should at least in principle imply changes not only in military practices on the ground but also in the training and education of officers. This article analyses the inertia in the internationalization of higher military education programs in Norway, where the strengthening of a subject like International Relations began only at the end of the 1990s. One explanation for the discrepancy between the military curriculum, on the one hand, and the new military environment facing the officers, on the other, is that existing practices were taken for granted and reproduced in social structures. The debate about military education also reflects a traditional conflict between those who have seen an academization of military education as an intervention into the monopoly of knowledge of the officer profession, and those who embraced such a development. In this article the author argues that the International Olympic Committee (IOC) & the Olympic Movement have a more important role in international politics after the Cold War than they had during the Cold War. This is due to three factors: 1) the IOC & the Olympic Movement have taken a more active role in international politics-, 2) the IOC & the Olympic Movement have been given greater freedom of action in international politics; & 3) international organizations, such as the United Nations, to a greater degree than before, see the IOC & the Olympic Movement as important collaborators in achieving their own goals of peace & reconciliation. The paper presents the results of empirical studies on the possibility of preparing and using a cold active gasoline - air mixture as an alternative energy carrier for the operation of carburettor engines of internal combustion for military vehicles.On the basis of experimental researches it was discovered that during the movement of a high-performance military vehicle with a carburettor internal combustion engine it is possible to remotely process electromagnetic fields without reagent to process gasoline and to prepare a cold active gasoline-air mixture. Its use provides an opportunity to increase the capacity of internal combustion carburetors, save gasoline about 20% of the operating norm, reduce emissions of aggressive substances in exhaust gases.Keywords. high-performance military vehicles, innovative technology of unreagent remote-processing of gasoline, cold active gasoline fog, cold active gasoline-air mixture, increase of power of carburettor internal combustion engine, gasoline saving, operational (consumer) indicator ; У роботі викладено результати емпіричних досліджень щодо можливості приготування та використання холодної активної бензиново-повітряної суміші, як альтернативного енергетичного носія для функціонування карбюраторних двигунів внутрішнього згорання військових автомобілів.На основі експериментальних досліджень виявлено, що під час руху військового автомобіля підвищеної прохідності з карбюраторним двигуном внутрішнього згорання є можливість дистанційно електромагнітнопольово безреагентно обробити бензин та приготувати холодну активну бензиново-повітряну суміш.
