In this article, the ''Cold War'' is understood as a situation where the relationship between the leading States is determined by ideological confrontation and, at the same time, the presence of nuclear weapons precludes the development of this confrontation into a large-scale armed conflict. Such a situation has developed in the years 1945–1989, during the first Cold War. We see that something similar is repeated in our time-with all the new nuances in the ideological struggle and in the nuclear arms race.
People tend to imagine the Cold War as a 20th century phenomenon, a period which lasted from 1946 to 1991 and ended with a victory for the West and the USA as its leader. Our thesis is that we are currently witnessing a new stage of the Cold War between Russia and the USA. This article looks at some of its features.We start with a glance at the past decades, in order to outline the specific features of the 1946–1991 Cold War. At that time, it was elevated to the level of high politics, and the Soviet system was assaulted both from inside and outside. The Soviet Union began losing the Cold War as early as during Stalin's last years, when the war primarily took the ideological turn. The Khrushchev decade can be seen as playing into the hands of the USSR's main adversary, consciously or unconsciously. In the 1980s the West (and above all, the USA) tried to win the war as soon as possible by destroying the USSR, and Soviet leadership in the person of Mikhail Gorbachev refused to engage and chose to retreat. Perestroika was indeed conceived as a political plot to destroy the USSR.To understand the current specifics of the Cold War, we should first realize that, akin to the 'hot' war, it is at the same time a political, diplomatic and ideological war, a conflict for the living space, a war of economies and finances, a war for raw materials and sales markets, etc. The Cold War is above all a geopolitical war. With some breaks for 'hot' warfare it can last for decades, like its previous iteration in 1946–1991, or even centuries. Its final outcome always remains unpredictable.USA President Barack Obama has recently listed Russia among the top 3 threats to the existing world order. In February 2015, the USA adopted a new National Security Strategy where the words 'Russia' and 'Russian aggression' appear on almost every page. 'The golden billion' has long wanted to conceal the fact that the global cold war is raging. Its current main feature is precisely this status of a creeping, silent catastrophe, an inconspicuous, latent, inexplicable and incomprehensible for laymen ongoing transformation. War never changes, happening always and everywhere. War of everyone against everyone. War without war. ; Принято считать, что холодная война — это феномен XX в., проходила в 1946–1991 гг., в ней победил Запад, ведомый США. Но ныне идет новый этап холодной войны между Россией и США. Статья посвящена анализу его особенностей.Делается экскурс в прошлые десятилетия, выделяются особенности холодной войны 1946–1991 гг. Тогда она была возведена в ранг государственной политики и имела двоякий характер — наступление на советскую систему велось как извне, так и изнутри. Советский Союз начал проигрывать холодную войну еще при Сталине, когда она носила в основном идеологический характер. Хрущевский период холодной войны — это сознательное или бессознательное (теперь не суть важно) подыгрывание главному противнику. В 1980-е годы Запад (и прежде всего США) стремился как можно скорее победить, т. е. уничтожить Советский Союз, а руководство СССР в лице Горбачева отказывалось от борьбы с противником, отступало. Сама перестройка была задумана как государственно-политический заговор с целью уничтожения СССР.Чтобы понять особенности современной холодной войны, надо понимать, что по структуре своих целей она, как и война «горячая», является одновременно войной политической, идеологической и дипломатической, войной за жизненное пространство, войной экономической и финансовой, войной за сырьевые ресурсы и рынки сбыта и т. д. Холодная война — это прежде всего война геополитическая. Она — с перерывами на «горячие» битвы — может длиться десятилетиями, как холодная война 1946–1991 гг., а вообще — столетиями. И ее окончательный исход непредсказуем.Президент США Б. Обама причислил Россию к числу трех главных угроз существующему миропорядку. В феврале 2015 г. США приняли новую Стратегию национальной безопасности, в которой слова «Россия», «российская агрессия» употребляются всюду. Американцы, «золотой миллиард» хотят скрыть, что мировая холодная война уже давно идет. Специфика ее нового этапа в том и состоит, что это ползучая, тихая катастрофа, незаметное, скрытое, необъяснимое и непонятное простому обывателю каждодневно происходящее изменение. Война всегда и всюду. Война всех против всех. Война без войны.

Introduction. The article considers the problem of solving the Austrian issue by consolidating the country's neutrality in 1955 in the context of a possible modeling of the situation on the German issue. The consolidation of a neutral non-aligned status with Austria was the result of a broad domestic and foreign policy compromise. At the same time, the main features of the Austrian path to the neutrality of 1945–1955 are highlighted, making this one of the most well-known compromise precedents of the Cold War possible.
Methods and materials. The research of the model character of the "Austrian solution" of 1955 is possible only with regard to the intertwining historical contexts in which the development of the German and Austrian issues took place from 1945 to 1949. The author uses the comparative historical method in the article while comparing historical features of the development of the German and Austrian issues between 1945 and 1955 and comparing different views and concepts of historians. The information base of the article consists of narrative and documentary sources, as well as a wide range of scientific research works of Austrian, German and Russian researchers.
Analysis. The main internal reasons for the successful resolution of the Austrian issue are the existence of the pro-Western government elected in 1945, the unity of the main political forces of Austria in the matter of restoring sovereignty, and the personal role of Chancellor Julius Raab. The main international reasons are the change in the course of the USSR within the framework of the peaceful coexistence policy, as well as the reciprocal cooperation policy of the Western Allies. The author considers the problem both in historical and in historiographical perspectives.
Results. The possibility of applying the "Austrian solution" to the situation with the divided Germany became the subject of a sharp historiographical dispute, which was called "Model Debate" in Austria. Two famous historians, Rolf Steininger and Michael Gehler, developed a concept confirming the model character of the Austrian solution to the situation with Germany. Most of Austrian historians tend to view the successful resolution of the Austrian issue as a single precedent, or phenomenon, of the Cold War. When comparing the situation with Germany and the attempts to model the Austrian version of it, they point to the different potential and significance of the countries for the Western Allies and the USSR, different goals of foreign policy of victorious powers in the German and Austrian issues.
By the late-1950s, Soviet oil exports to Western Europe caused widespread concern in a number of Western countries as these feared that Moscow could use oil to weaken their economic interests. At the same time though, other Western countries had no hesitation in developing trade relations with the Soviets, seeing this as a good commercial opportunity. The paramount example of such political nonchalance was Italy's oil company, ENI. In 1960, ENI signed a barter contract with the Soviets, causing a scandal in the Western oil world: the Italian company's act was seen as a serious breach of faith by its international allies. As a consequence, ENI's contract became a serious bone of contention in the country's bilateral and international relations. This paper analyzes the origins and development of the ENI-Soviet deal, and focuses on the reactions of Italy's Western allies and the debate it generated at the European Economic Community. ; В конце 1950-х гг. поставки нефти из СССР в Западную Европу вызвали озабоченность в некоторых европейских странах, которые опасались, что Москва может использовать нефть в целях ослабления их экономических интересов. В 1960 г. она подписала с СССР соглашение о товарообмене, чем вызвала скандал на европейском нефтяном рынке: международные союзники восприняли действия итальянской компании как измену. В результате контракт ENI стал камнем преткновения в двусторонних и многосторонних отношениях Италии с другими странами. В статье рассматриваются предпосылки и этапы развития сотрудничества ENI и СССР, при этом особое внимание уделяется изучению реакции западных союзников Италии и споров, которые это событие вызвало в Европейском экономическом сообществе.
Сколько бы раз ни говорилось о том, что отношения между Россией и западными странами уже не могут ухудшиться, новостная повестка дня доказывает нам обратное. Так министр обороны Германии пригрозила России применением ядерного оружия, если та не подчинится директивам НАТО. Хотя сама Германия не обладает ядерным оружием, подразумевалось, что атака может быть предпринята американским арсеналом с европейской территории. И такая риторика становится все более частой. Тема холодной войны России и США, как двух крупнейших держав обсуждается в разных странах с завидной периодичностью. Президент США Джо Байден заявил, что не стремится к новой холодной войне. Однако, большинство европейцев считают, что она уже идет между США и их главными соперниками – Китаем и Россией. Некоторые европейцы также считают свою страну непосредственным участником конфликта. В рамках данной статьи мы проанализируем различные точки зрения по данному вопросу. А так же сделаем ряд выводов.
Статья посвящена рассмотрению и анализу основных вех «холодной войны» и ее влиянии на систему региональной безопасности в Европе. Автор отмечает ключевую роль Старого Света в тот исторический период времени, выделяя колоссальное сосредоточение вооруженных сил в регионе вкупе с геополитической стабильностью.
В статье на примере выступлений российских и зарубежных политиков демонстрируется отнесение феномена "холодной войны" к прошлому и опасение употреблять соответствующее словосочетание применительно к современной международной ситуации.

Purpose of the article – to show some of the most popular perspectives on the process of the end of the «Cold War» presented by academics and politicians. The author examines the views of scientists and politicians on a number of pressing issues that affect the completion of the global confrontation between the two superpowers.
Using the installation "Breakthrough" as an example, the article examines the widespread in the United States assessments and methods of memorializing the results of the Cold War. The authors note that the thesis of a US victory in the Cold War was central to official US political rhetoric in the early 1990s. This is confirmed by the politics of memory — in particular, the creation of the installation "Breakthrough", the establishment of the commemorative medal "Cold War Victory Medal", etc. The fall of the Berlin Wall in 1989 is considered the most symbolic event of the end of the Cold War. One of the fragments of this wall is called "The Breakthrough", it is now in Westminster College in Fulton (Missouri), where W. Churchill in 1946 pronounced his famous speech and where (in a symbolic sense) the Cold War began. Installation "Breakthrough", being a symbol of the beginning and end of ideological confrontation, carries a certain ideological message — it is a "breakthrough to freedom" and victory in the "cold war". However, by the early 2000s, when passions subsided in society and wider access to not only American, but also Soviet archival documents was opened up, more ba-lanced assessments of the causes and results of the Cold War began to appear in American scientific circles. Some American historians started talking about the common victory of the USA and the USSR over the ideological confrontation, which could develop into a dangerous "hot war." Globalization also influenced the perception of the outcome of the Cold War: this confrontation is assessed by some American researchers as a natural stage in the development of international relations, which led to a new redistribution of centers of influence on the map of the "multipolar" world. ; На примере инсталляции «Breakthrough» («Прорыв») рассматривается вопрос о распространенных в США оценках и способах мемориализа-ции итогов «холодной войны». Авторы отмечают, что тезис о победе США в «холодной войне» занимал центральное место в официальной политической риторике США в начале 1990-х гг. Это подтверждается политикой памяти, в частности, созданием инсталляции «Breakthrough», учреждением памятной медали «За победу в Холодной войне» (Cold War Victory Medal) и т.д. Наиболее символичным событием окончания «холодной войны» считается падение Берлинской стены в 1989 г. The struggle for influence zones in the post-Soviet space, the Ukrainian and Syrian crises, differences in approaches to global political processes, and the fight against international terrorism have led to a new confrontation between Russia and the West. Western and Russian analytical centers speak of a new Cold War comparing the present situation with a post-war long military, economic and ideological confrontation.
