De manera particularmente sorprendente, la prensa informa, al inicio de este evento del G-20, que este grupo, que reúne a los 20 países más poderosos del mundo, "…considera que las más de mil medidas presentadas por todos los miembros para acelerar el crecimiento y favorecer la creación de empleo desde principios de año podrían impulsar el producto interior bruto (PIB) global un 2,1% hasta 2018".Ello es lo que se informa al mundo en base a lo que se conoce del borrador del comunicado final sobre el que trabajan este fin de semana del 15-16 de noviembre los líderes del G20 en Brisbane, en Australia. Esta nueva proyección de crecimiento está por encima de las proyecciones que se manejaban hasta ahora. En el mencionado cálculo está incorporada la esperanza del G20 que esa "modesta" lista de más de mil medidas van a poder impulsar el crecimiento del PIB de países fuera del grupo hasta un 0,5%.Resulta sorprendente cuando se recorre la prensa internacional del fin de semana que nadie haya siquiera comentado que un paquete de "más de mil medidas" destinado a reactivar la economía mundial es esencialmente un disparate. O bien estamos ante un despropósito nacido de un mal manejo de la información periodística, o bien es el indicador de que los líderes mundiales ya han abandonado toda pretensión de comprender el estado de cosas de la economía mundial y han caído en la conocida metodología del "shopping list".Esta "nueva" cifra sobre el crecimiento está obviamente avalada por "nuevos" cálculos del Fondo Monetario Internacional (FMI) y de la OCDE. El impulso que estos organismos parecen haber calculado como efecto de la lista de más de mil medidas impacta en una décima más que el objetivo del 2% fijado en febrero, en la primera cumbre del G20 bajo la presidencia australiana.Como se apreciará, el impacto de la famosa lista parece ser arrasador. En el mes de septiembre, en la reunión preparatoria de los ministros de Finanzas, reunidos en Cairns, estos se mostraron más prudentes y evaluaron que las medidas aprobadas hasta aquel momento permitirían crecer un 1,8% hasta 2018. Ahora, bajo la luz de los proyectores, se habló primero de un 2.0% y, finalmente, gracias a "la lista", de un 2.1%.Pero el voluntarismo parece haberse desatado en la Reunión de Brisbane. La idea de continuar con la presentación de planes adicionales con más medidas para el desarrollo, que han sido discutidas por los líderes del G20 este fin de semana, permitiría superar incluso esa previsión. ¿Cuantas décimas más crecería la economía mundial? No hay datos precisos para las economías que realmente importan pero todo el mundo sabe que las posibilidades de acelerar rápidamente el crecimiento son marginales.El borrador que ha trascendido sugiere, además, que estas medidas impulsarán el PIB de los países que no pertenecen al G20 hasta un 0,5%. El documento menciona "grandes planes de inversión" en Argentina, Australia, Brasil, India, Corea del Sur, México, Arabia Saudí y EE. UU. Y nadie menciona que la mayoría de esas economías están en algún tipo de crisis significativa.Grandes esperanzas se depositan en el programa de inversiones de hasta 300.000 millones de euros que sería impulsado por el presidente de la Comisión Europea (CE), Jean Claude Juncker y que, obviamente, quedaría incluido en la promocionada "lista" ahora en vías de ampliación.Sin embargo, algo de sensatez parece quedar en esta peculiar reunión. Las previsiones al alza del FMI y la OCDE varias veces "mejoradas" en Brisbane por "miles de iniciativas" no lograron hacer olvidar que las economías europeas están literalmente planchadas con un crecimiento del 0,2% durante el último trimestre. Con la excepción de algunos países como España (cuyo caso ha sido llevado y traído como modelo "exitoso") o Irlanda, que acaban de salir del CTI, el desempeño económico europeo, aún el alemán, es desastroso. Y ello, evidentemente, no podía dejar de acaparar buena parte de la atención durante la Cumbre."La recuperación económica no tiene la fuerza suficiente", fue el desafortunado eufemismo utilizado el sábado por el presidente del Consejo Europeo, Herman Van Rompuy. "El crecimiento global es más lento de lo esperado, es un desigual y no crea suficientes empleos", continuó. "Tenemos que hacer más para impulsar y sostener la recuperación global", insistió el presidente belga del Consejo Europeo. De lo que no dijo una palabra el prudente Van Rompuy es de la tozuda posición de Alemania que se ha opuesto casi sistemáticamente a toda medida de reactivación económica y/o de expansión monetaria desde el inicio de la crisis. Y que, aunque a regañadientes, ha permitido recientemente que se aprobaran los presupuestos de Francia e Italia, deficitarios con respecto a los criterios establecidos, pero en absoluto desaforados en su monto, en especial en un contexto de inflación particularmente baja, lo que vuelve a dejar en claro el estreñimiento compulsivo de Angela Merkel en la materia.Reporta "El País" de Madrid que el ministro de Economía español, Luis De Guindos, admitió que en una reunión llevada a cabo en la mañana del sábado, y realizada entre los principales países europeos y el secretario de Estado del Tesoro de EE UU, Jack Lew, los EE.UU. habrían presionado a los europeos para que tomen medidas mínimamente contundentes para que la actividad de la eurozona crezca al menos a un ritmo parecido al de los otros grandes motores de la economía mundial como EE. UU. o el Reino Unido. A nadie ha de sorprender esto: las diferencias entre las maneras de enfrentar la crisis entre los EE.UU. y Europa son notorias.Aunque Lew, con esa marcada originalidad que suele caracterizar a los especialistas en finanzas, parece haber alertado, con una originalísima expresión, sobre el riesgo de "una década perdida" en la UE, los europeos fingen creer que el riesgo de una nueva recesión es cada vez menor en base a "los últimos datos" (otra novedosa expresión) que serían mejores que los anteriores y que indicarían que, a pesar de su debilidad, la eurozona está en buen camino.En realidad, parece increíble que este problema no se plantee con otra contundencia y claridad. Europa está radicalmente estancada. Y esto es particularmente grave, en especial cuando resulta ya evidente que también Japón tiene su economía en media asta y las economías de los países emergentes están en pleno proceso de "frenado" (China) o, directamente, en recesión técnica (Brasil), para no hablar de Argentina o Venezuela cuyos desastres son conocidos. O sea, en otros términos, a mediano plazo el único dato esperanzador proviene de la tibia "reprise" estadounidense y de algunas docenas de países emergentes (muchos de ellos africanos y algún latinoamericano de escasa envergadura) que parecen estar capeando el temporal con relativa solvencia.Mientras, la presidencia australiana del G20, en un ataque de keynesianismo no muy esperado, presentó la inversión en infraestructuras como un aspecto clave para fomentar el crecimiento. "A principios de año, todos sabíamos que había una falta de inversiones en infraestructuras, pero no había ningún plan para lidiar con ello", explicó el ministro australiano del Tesoro, Joe Hockey. Ahora los planes, como vimos, parecen sobrar. El G20 se ha pronunciado por una Iniciativa Global para la Infraestructura, un plan que pretende impulsar la colaboración público-privada para el desarrollo de nuevas infraestructuras. "Ya hemos puesto en marcha nuestro propio plan poniendo en contacto el Banco Europeo de Inversiones (BEI) y la Comisión Europea", explicó Juncker, que defendió su plan de inversiones. O sea, más de lo mismo y sin orientaciones claras en materia de financiamiento.Un tema que no podía estar ausente era el de la escandalosa corrupción que se ha instalado en el mundo de las finanzas (públicas y privadas) en la última década larga. Junker, seguramente el menos apropiado de los portavoces dada las últimas revelaciones relativas a Luxemburgo, declaró impertérrito: "Queremos que los países del G20 se unan a los esfuerzos de los europeos para conseguir una mayor transparencia fiscal". El ministro australiano Hockey, por su parte, confirmó que todos los miembros del G20 han llegado a un consenso sobre el plan de la OCDE para luchar contra el fraude fiscal, que se materializará en 2015.Fue desde el lado político donde las cosas se pusieron más interesantes. Putin fue sometido, desde que llegó, a todo tipo de críticas. Desde las que provenían abiertamente de la prensa australiana (que tituló "Ice Cold War" para la apertura) hasta las infinitas quejas, presiones y promesas de nuevas sanciones que recibió tanto en las reuniones abiertas como en aquellas privadas.En lo relativo a Ukrania, no hubo prácticamente líder alguno que no le dejara claro que la conducta rusa en el mencionado conflicto era inadmisible. Obama, Merkel, Hollande, Cameron, y hasta el anfitrión Tony Abboy, insistieron que se trataba de un Estado gigantesco, heredero de la Guerra Fría, ensañado con un pequeño país, de escaso poder militar y que, sobre todo, resultó ser particularmente explotado hasta el hartazgo por la URSS durante décadas. Siendo, por cierto, la catástrofe de Chernobyl, la frutilla de la torta de una conducta inadmisiblemente imperial.En consecuencia, en las últimas horas del sábado, la delegación rusa señaló que adelantaría su partida, después de participar de las reuniones del domingo 16. El Zarecillo volaría hacia Moscú inmediatamente después de concluidas las reuniones porque el almuerzo protocolar lo consideraba "una suerte de diversión" y sus importantes ocupaciones lo requerían. Se trataba de dejar en claro, al final de la reunión, el "berrinche" al que nos tiene acostumbrados. Pocos serán seguramente los que lo extrañen.En vísperas del cierre de la reunión, ya se conocen algunos lineamientos definitivos de la declaración final.En medio de un tono que borda el exitismo, se anuncian procesos de crecimiento que resultan más que difíciles de imaginar. En particular el premier australiano, se lanzó en un balance de la reunión que resulta difícil de compartir con los pocos elementos que disponemos en el momento de concluir esta nota editorial.Mención aparte merece el hecho de que el documento le da un espacio importante a la necesidad de reforzar los mecanismos que regulan el manejo de la deuda soberana de los países y saluda los progresos realizados en el reforzamiento de la disciplina y previsibilidad de los procesos de reestructuración de la deuda soberana. Es necesario conocer más a fondo el texto para poder saber si esto no es, ni más ni menos, que un nuevo tirón de orejas a la Argentina.

Savaş sonrası Sovyetler Birliği'ne karşı yeni stratejiler geliştiren ABD, bu stratejileri ve çıkarları gereği Türkiye'ye destek verme kararı almıştır. Bu kararın ilk uygulamaları 1947'de Truman Doktrini ve 1948'de Marshall Planı çerçevesinde olmuştur. Türkiye, 1950'de başlayan Kore Savaşı'nda Batı ülkelerinin yanında yer alarak Kore'ye asker gönderme kararı almış ve 1952'de ABD'nin de desteğiyle NATO'ya resmen üye olmuştur. Bu tarihten sonra NATO, Türkiye-ABD ilişkilerinde çok önemli bir mihenk taşı haline gelmiştir. Türkiye, NATO'ya üye olduktan sonra özellikle güvenlik boyutunda ABD ile daha sıkı ilişkilere girmiştir. İlk dönemde şartların zorlaması ve iki ülkenin ihtiyaçları çerçevesinde pürüzsüz başlayan ikili ilişkilerde, daha sonra ABD'nin Soğuk Savaş politikaları çerçevesinde ciddi sorunlar ortaya çıkmıştır. Soğuk Savaş döneminde iki ülke arasındaki stratejik ittifak dönemi, Kıbrıs sorunu ile sarsılmaya başlamıştır. Kıbrıs Türklerine karşı yapılan saldırılar nedeniyle 1964 yılında Türkiye adaya müdahale etmek istemiş, fakat ABD'nin tepkisiyle karşılaşmıştır. ABD Başkanı Johnson'un 5 Haziran 1964 tarihinde gönderdiği mektup, Türkiye-ABD ilişkilerine ağır bir darbe vurmuştur. Sarsılan ilişkiler, 1969 Savunma ve İşbirliği Anlaşması ile bir düzene oturtulmak istenmişse de 1974 Kıbrıs Barış Harekatı ve ertesinde Türkiye'ye uygulanan silah ambargosu ilişkileri kopma noktasına getirmiştir. İki ülke arasındaki ilişkilerin tekrar yakınlaşmaya başlaması, 1978'de ambargonun kalkması ve arkasından 1979'da Savunma ve Ekonomik İşbirliği Anlaşması'nın imzalanmasıyla mümkün olmuştur. İmzalanan anlaşmalar ile ABD'nin Türkiye'deki askeri varlığı da yeniden ele alınmıştır. 1980'li yıllarda iki ülke arasında her ne kadar bazı sorunlar yaşansa da ilişkilerde yeniden bir yakınlaşma dönemi başlamıştır. Bu çalışma, Soğuk Savaş döneminde Türkiye-ABD ilişkilerini incelemeyi amaçlarken söz konusu dönemde iki ülke ilişkilerinde ortaya çıkan önemli anlaşmazlıklara da dikkat çekmeyi hedeflemektedir. Ayrıca bu dönemde, Türkiye-ABD ittifakının temel özelliklerini ortaya koymaya çalışmaktadır. Bu bağlamda Türkiye'nin ne derecede ABD'nin etkisi altında kaldığı da incelenmektedir. ; Towards the end of the Second World War, Turkey, who was confronted with land and military base demands of the Soviet Union, started to develop her relations with Western countries. The United States of America, who was developing new strategies against the Soviet Union after the war, decided to help Turkey because of her strategies and interests. First applications of these decisions were the Truman Doctrine (1947) and Marshall Plan (1948). Turkey took side with Western countries and decided to send troops to Korean War that began in 1950 and became a NATO member in 1952 with the support of the United States. After this date, NATO has become a very important milestone with regards to the Turkey-US relationship. After joining NATO, Turkey had closer relations with the US especially on security dimension. At the beginning, enforcement of conditions and framework of two countries' needs led to smooth bilateral relations. Later, serious problems arose because of the Cold War policies of the United States. Cold War strategic alliance era between the two countries began to be shaken by Cyprus issue. Due to attacks against the Turkish Cypriots, Turkey wanted to intervene to the island in 1964, but US opposed that intervention. US President Johnson's letter, which was sent on 5 June 1964, inflicted a heavy blow on the Turkey-US relations. Even if shaken relations were tried to be reconciliated with Defense and Cooperation Agreement in 1969, 1974 Cyprus Peace Operation and after that arms embargo imposed on Turkey brought relations to the breaking point. The resumption of relations between the two countries became possible with the disembargo in 1978 and signing of the Defense and Economic Cooperation Agreement in 1979. US's military presence in Turkey was also reconsidered by these agreements. Although there were some problems between two countries in the 1980s, a rapprochement period began. This study aims to examine Turkey-US relations during the Cold War Era and draw attention to significant disputes that emerged between two countries. Additionally, this study tries to reveal basic features of Turkey-US alliance during this period. In this regard, to what extent Turkey was under the influence of the United States is examined.

The author explains the evolution of events in Afghanistan since 1973 and considers that the Taliban regime and the support and hospitality that it has given to the Al Qaeda organization of Osama Bin Laden constitute, in essence, a left-over, or an epilogue, of the cold war. AIso discussed are current efforts to establish a government in Afghanistan that would ensure stability and peace to a people that has suffered too much over almost three decades as well as some of the possible motives for the terrorist attack against the United States. ; El autor explica la evolución de los acontecimientos en ese país desde 1973 y considera que el régimen de los Talibán y el apoyo y hospitalidad que le han dado a la organización Al Qaeda de Osama Bin Laden constituyen, en esencia, un rezago, o epílogo, de la Guerra Fría. El autor también explica los esfuerzos en curso para establecer en Afganistán un gobierno que garantice estabilidad y paz a un pueblo que ya ha sufrido demasiado durante casi tres décadas y examina algunas de las posibles motivaciones de los actos terroristas contra los Estados Unidos.

This article presents a periodization of the Cold War in Colombia, the confrontation between the powers and power blocks transferred to different countries, creating a problem of relations inside each of them. The study shows the existance of three great periods, coinciding in some points withperiodizations of the international conflict, but also possessingparticularities that respond to the political development of the country. Based on the fact that the Cold War was an international war of ideas that assumed the interior ofdifferent nations as its scenery, its periodization must equally take into account the particularities of the different cases, and the conflicts between the different forces struggling internally for power. As a confrontation for societal projects, this study is framed in political history and its documentary sources arethe different actions, events, and policies that explain thehistorical development of the country, from the perspectve of its different actors. Nevertheless, as part of an internationalconflict, it also uses documents that narrate and describe the principal actions promoted by the United States specificallyfor the Colombian case and in general for the whole continent. ; El artículo presenta una periodización del desarrolló la Guerra Fría en Colombia, el enfrentamiento entre potencias y bloques de poder que se trasladó al interior de los países e hizo del conflicto un problema de relaciones al interior de cada uno. Muestra la existencia de tres grandes periodos que si bien tienen puntos de encuentro con las periodizaciones del conflicto internacional, tiene sus particularidades que responden al devenir político del país. Cold War was at the core of the political debates in the last half of 20th century. Now, it belongs to history. Nevertheless, it is still a very discussed issue. This article analyzes the relationship between the career of Irish immigrant priest Monsignor Bryan Walsh, Miami's increasingly activist Catholic Church, and the diverse waves of Latin American and Caribbean immigrants that transformed Miami-Dade County between 1960 and the mid-1990s. In it, I explore the relationship between Monsignor Walsh's highly visible efforts on behalf of Miami's Cuban exile community and his less acknowledged advocacy for the city's later Central American and Haitian asylum seekers. During the first half of the 1960s, Walsh's perceived success as administrator of the Cuban Children's Program established his enduring reputation as a committed "Cold Warrior" and loyal friend to U.S resident Cuban exiles; however, I argue that Monsignor Walsh's support for the Cuban exile community, while harmonizing with his anti-communist politics, also reflected a deeper spiritual commitment that would lead him by the 1980s to advocacy on behalf of the other displaced Latin American and Caribbean peoples who began seeking refuge in Miami in the 1970s. Adopting an inclusive stance on behalf of the "stranger and the poor" in Miami-Dade County, I conclude that Monsignor Walsh anticipated the Catholic Church's new priorities following the Second Vatican Council, even as he offered an early challenge to the Cold War calculus underlying immigration policies that continue to draw arbitrary and self-serving distinctions between those who are welcomed as political exiles and those who are excluded as economic and ostensibly "voluntary" migrants. ; Este artículo plantea un estudio de la carrera de Monseñor Bryan Walsh, sacerdote inmigrante irlandés, en el contexto de una iglesia católica activista en Miami y con relación a varias olas de inmigrantes, procedentes de América Latina y el Caribe, que transformaron a Miami y al Condado de Dade entre 1960 y 1990. The purpose of the article is to explain the liberal and realist discourses that underpinned the Canadian International Security Policy (CISP) during the post-Cold War. In particular, it offers evidence to show that Canadian governments inevitably debate between cosmopolitan values and strategic interests in formulating their respective policies of international security. After considering how liberal and realist orientations of this policy have been studied in the literature on CISP, it explains the specific liberal and realist discourses that have shaped international security policies of the governments of Jean Chrétien (1993-2003), Paul Martin (2003-2006) and Stephen Harper (2006 -). As a final consideration, it intends to elucidate the progressive way in which the various Canadian governments have been adopting the United States' cosmopolitan values and interests regarding international security. ; El propósito del artículo consiste en explicar los discursos liberales y realistas que han sustentado la Política de Seguridad Internacional de Canadá (PSIC) durante la posguerra fría. En especial, se ofrecen evidencias orientadas a demostrar que los gobiernos canadienses se debaten inevitablemente entre valores cosmopolitas e intereses estratégicos, al formular sus respectivas políticas de seguridad internacional. Luego de considerar, en el seno de la literatura sobre la PSIC, cómo se han estudiado las orientaciones liberales y realistas de esta política, se explican los discursos liberales y realistas específicos que han configurado las políticas de seguridad internacional de los gobiernos de Jean Chrétien (1993-2003), Paul Martin (2003-2006) y Stephen Harper (2006). Bu çalışmada, Türkiye ile İran ikili ekonomik, siyasi ve güvenlik etkenleri dahilinde incelenmiştir. Bu bağlamda Türkye ile İran arasında siyasi ilişkiler I.Dünya savaşı, Türkiye Cumhuriyetinin ilk yılları, II.Dünya Savaşı , soğuk savaş dönemi, İran İslam devrimi ve sonrası bir çok olay ile doğrudan etkilenmiştir ve bu süreçte ilişkilerde de çalkalanmalar meydana gelmiştir. Buna ek olarak Türkiye ve İran'ın sınır ihlalleri sorunu ve özellikle terör sorunu konususda ilişkiler İran'in terör örgütlerine çoğu zaman mütama göstermesi ile gerilmiştir. İran'in özellikle Ahmedinejad döneminde artan dış politikada tehtitkar yaklaşımı ve nükleer enerji sorunu konusunda da Birleşmiş Milletlerin aldığı ambargo ve yaptırım kararlarının Türkiye – İran ilişkilerine etkisi, her iki ülkenin de ticari çıkarlarını zedelemiştir. Son olarak Arap baharı ve Suriye meselesinde her iki ülkenin farklı bakış açıları ile olaya yaklaşmaları Türkiye – İran ikili ilişkilerinin son dönemde gerilmesine sebebiyet vermiştir. ; In this work, Turkey and Iran have been examined within the bilateral economic, political and security contexts. In this context, political relations between Turkiye and Iran were directly affected by World War I, the first years of the Republic of Turkey, the Second World War, the Cold War era, the Iranian Islamic Revolution and many other events, and in this process the relations have been stirred up. In addition, relations between Turkey and Iran on the issue of border violations and especially on the issue of terrorism have been strained as Iran has often interfered with terrorist organizations. The dangerous approach of Iran to the foreign policy, especially in the period of Ahmadinejad, and the effect of the United Nations' embargo and sanctions on Turkey – Iran relations on the nuclear energy problem have damaged the commercial interests of both countries. Finally, the approach of the two countries with different perspectives in the Arab Spring and the Syrian occasion has led to the recent tension between the Turkey-Iran bilateral relations.

Ancak Soğuk Savaş sonrası dönemde Doğu Bloku tehdidinin ortadan kalkmasına ve nükleer silahların sınırlandırılması konusundaki girişimlerin olumlu sonuçlanmasına rağmen NATO'nun mevcudiyetini yitirmediği gözlemlenmiş ve örgüt, neo-liberal yaklaşım doğrultusunda, üye devletlerin güvenlik işbirliğini kolaylaştırdığı ve insani müdahalede bulunma kapasitesine sahip olduğu gerekçesiyle varlığını sürdürmeye devam etmiştir. Bu durum birçok görüş çerçevesinde de eleştirilere maruz kalmıştır. Soğuk Savaş sonrası dönemde güvenlik konularının ve buna bağlı olarak ortaya atılan tehditlerin çoğalması sonucunda NATO, 1990 sonrası dönemde sorumluluk sahasını da genişleterek, neo-liberalizme uygun şekilde, güvenlik işbirliğini kolaylaştırdığı ve insani sorumluluk ilkesiyle hareket ettiği gerekçesiyle, "alan dışı" görev ve yetkilerle hegemonyasını arttırmaya çalışmıştır. Bu çaba, NATO zirvelerinden de gözlemlenmiştir. Ayrıca 11 Eylül 2001 terör saldırılarından sonra, neo-liberal düşünce yanında, sosyal inşacı yaklaşımın "şiddetin durduğu ama düşman ve tehdit algılamalarının devam ettiği bir ortamın barış olarak kabul edilemeyeceği" tezini savunarak, son on dört yıldaki NATO zirvelerinde kabul görmesi söz konusu olmuştur. Çalışma, küresel güvenlik sistemi içindeki değişimin unsurlarını tespit etmek, eski ve yeni dönem arasındaki bağlantıyı kurabilmek ve değişen/dönüşen güvenlik anlayışında, realist, neo-liberal ve sosyal inşacı kuramlar ışığında, Soğuk Savaş sonrası dönemdeki zirveleri ve müdahaleleri çerçevesinde NATO'nun dönüşümünü değerlendirmektedir. ; abstract ; In accordance with the international relations theory of realism, The North Atlantic Treaty Organization (NATO) was established in order to provide security for the Western Bloc by using force if necessary. However, despite the success in the attempts to limit nuclear weapons and the cessation of the Eastern Bloc threat, it was seen that NATO did not cease to exist and in fact, due to the neo-liberal policies, continued its existence with the justification that it was capable of making humanitarian interventions and facilitating the security cooperation of the member states. This event received criticism within the framework of various opinions. As a result of the increase in security issues and threats during the Post-Cold War Era, NATO, which expanded its area of responsibility starting from 1990's, tried to augment its hegemony by out-of-area operations and authorizations with the justification that it facilitated security cooperation and moved with the principle of humanitarian responsibility in accordance with neo-liberalism. This effort was also observed in NATO summits. After 9/11 terrorist attacks, neo-liberalism by defending the social constructionist approach which states that "an environment, where violence has stopped but the enemy and threat perceptions still continue, cannot be acknowledged as peaceful", got itself accepted in NATO's summits in the last fourteen years. This study tries to determine the elements of change in the global security system make connections between the old and new eras and evaluate the NATO's transformation within the framework of its post-cold war summits and interventions, while considering the changing understanding of security, realist, neo-liberalist and social constructionist theories.

Bu dönemde her iki güç tarafından diplomatik yöntemler bir kenara bırakılmış ve anlaşma kurallarının görmezden gelindiği bir ortam meydana gelmiştir. İkinci Dünya Savaşının yıkıcı etkisi sonucunda hem Avrupa hem de Avrupa diplomasisi derin bir çöküntü yaşamıştır. Bu siyasi güçsüzlük ABD ve SSCB'nin Avrupa ve beraberinde dünyanın kaderine yön verecek bir kutuplaşmaya zemin hazırlamıştır. Bu dönemde bu iki uluslararası aktör ülke siyasetlerine ve pakt anlayışlarına şekil vermiş, artan bir ivmeyle güç mücadelesini sürdürmüşlerdir. Bu atmosferde ulus-devlet ve pakt anlaşmaları çerçevesinde dünyanın her bölgesinde yaşayan bir standart kutuplaşmış dünya düzeni bulunmaktaydı. 1989'da Berlin Duvarı'nın yıkılmasıyla birlikte meydana gelen siyasi, ekonomik ve askeri olaylarda Varşova Paktı dağılmış ve birçok yeni devlet oluşmuştur. 1990 yılıyla birlikte başta teknolojik atılımlarla beraber "küresellik" düşüncesiyle Yeni Dünya Düzeni oluşmaya başlamıştır. Çalışmanın amacı Yeni Dünya Düzeni olarak adlandırılan bu dönemde ortaya çıkan tehdit algılamalarını ortaya çıkarmak ve Türk Kamu Yönetimi açısından bir değerlendirme yapmaktır. Türkiye'nin tehditlere karşı izleyebileceği siyasi, sosyal ve ekonomik politikaları kamusal ve siyasal anlamda değerlendirmek Türk kamusal düzeninin geleceğine yön verebilmesi açısından önemli bir yer tutmaktadır. ; The Cold War, as a period of struggle to establish the rule adopted in remote and relationship emerges. It can be seen that the block in relations between the two sides and both parties for the behavior of its members not accepted, the rules in force in its entirety. As a result of the devastating effects of World War II in both Europe and the European diplomacy has experienced a deep depression. During this period, it gave way to the two international pacts and understanding the country's political actors have continued to struggle for power with an increasing acceleration. The atmosphere in the nation-state and the pact there were a standard polarized world order, living in all regions of the world within the framework of agreements. With the fall of the Berlin Wall in 1989 caused political, economic and military events in the Warsaw Pact which was dissolved and formed many new states. Together with the first technological breakthrough in 1990 "globalization" idea began to be formed as the New World Order. The study aims to uncover the threat perceptions that arise during this period called the New World Order and make an assessment in terms of Turkey. Political threats which can be watched by Turkey holds an important place in terms of social and economic policies to give direction to the political will evaluate Turkish public and political sense.We can say that this region is a priority for the American foreign policy. Therefore, it is important that the state policies toward the region, which has an influence on many states such as the USA do not only influence Middle East policies but also world policies. The USA's target to dominate on the energy resources of Middle East has not changed from the beginning. However, its politics toward the region has changed depending on the periodic conditions. In our study, we have systematically examined the final aims of the USA in the Middle East by taking this periodic conditions into account.
