Introduction. Serhiy Yefremov's preocupation with the state of the new Ukrainian literature, its development conditions and peculiarities of its history is studied in the article as a sort of "syndrom", which has predefined both the field of Serhiy Yefremov's scholarly work and the character of his research and critical work. Colonial state of the nation leads to an unquestionable conclusion that language and literature as the nation's only heritage and treasure become the ultimate measurement standard for everything. From this standpoint a matter of special interest is the destinies and work of writers that were tempted to leave their "native soil" and dedicated themselves to the literature of the metropoly. Purpose is to study the Syndrom of Colonial State in the works of Serhij Jefremov. Methods. The analytical and biographical methods are more or less realized in the article. Results. Specifically, in this regard Yefremov focuses on the figures of Volodymyr Korolenko and Mykola Gogol. In his works Yefremov approached the issue of the historical fate of Ukrainian literature and its situation in the Russian empire not only as a scholar, but also as a political publicist. This ladds to the unique author's style. Originality. In the article "Outlaw" Yefremov analyzes the status of the Ukrainian writer "been not only illegal but even outside the provisional rules on the press", fixes on the obvious, self-evident and more problematic, deep reasons of this position. Furthermore, Yefremov opens the law of the unitary ideology. The researcher put the question bluntly: who needs, who benefits by literature of the multimillion nation was in such poor and such profoundly abnormal situation. It's accented that the status of the Russian writer is much better. The whole point is in the imperial hierarchy and imperial psychology, deep-seated until the subconscious and then carefully cherished. Hopeless and unfavorable historical circumstances shaped the character of the Ukrainian literature. Moreover, they also formed the character and style of its famous researcher. "The history of the Ukrainian literature" as the fundamental work, a matter of his life and a main theme has been saturated with the exhausting struggle for the existence of this literature. Natives of Ukraine which became Russian writers are one on the most painful for Yefremov problems. He is interested with the historical backgrounds and personal-psychological peripeteias of this phenomenon, consequences and lessons. Conclusion. Seeking to understand the nature of this "catastrophe", this "psychological riddle" Yefremov looks for origins and causes and provides a retrospective assessment of the specific competition of 1860-1870th years between "Ukrainophilism" on the one side and the influence of "neighboring Great public life" on the other. Inferences of Yefremov may be unexpectedly interesting and useful for us nowadays.
The retrospective of establishment of historical and book science researches in Ukraine and Ukrainian exile from the time of the first bibliological publications in the nineteenth century to the period of research bibliological institutions formation is considered. Also activity of Ukrainian bibliological periodicals and scientists in this field in the XX–XXI centuries is investigated. The main stages of Ukrainian bibliology formation are marked.At the first stage (the beginning of the nineteenth century until 1917), the study of historical and bibliographic issues took place sporadically, unsystematically, and often within the framework of other scientific disciplines: bibliography, history, philology, literary studies, ethnography, etc. During the imperial-colonial period of our development, the formation of Ukrainian historical book science (as well as all Ukrainian humanities in general) was restrained by the stateless status of the Ukrainian nation.At the second stage (from 1917 to the mid 40's, the twentieth century), during the national liberation struggles of the Ukrainian people (1917–1921) and the era of Ukrainization in the sub-Soviet Ukraine, professional periodicals and institutions engaged in book science were created. Ukrainian scholars are actively engaged in historical and literary research in Western Ukrainian lands and in Ukrainian emigration. At the same time, there is a gradual curtailment of book science studies in sub-SovietUkraine, as well as the prohibition of Ukrainian book science as a science in general at Stalin's day in the above the Dnipro river lands, and after 1939 inWestern Ukraine.The third stage (from the second half of the 50's to the late 80's of the twentieth century) — is characterized by the restoration of book science studies in the Ukrainian SSR in the post-Stalinist era. The advantages and importance of problematic methods for formation the professional culture of future frontier officers have been revealed in the article. Problematic methods are evidence of non-directive pedagogy, that is, one that prioritizes the active role of the individual in the acquisition of knowledge and the acquisition of professional skills. It has been suggested to present problem situations in the form of various professional tasks, consecutive problem situations, which must necessarily contain some contradiction, which requires their analysis, formulation of problems and their solving. The methodological value of the problematic method is that the cadets master their professional knowledge more intensively, solve problems, rather than listen to the teacher passively. Through problem-based training, teachers can create the necessary conditions for independent decision-making, comparison of different behavioral options, change of orientation in training from gaining to acquisition of knowledge, from passive consumption to active analysis. Advantages of problem-based methods of training are high level of independence of cadets, intensification of their mental activity.Examples of the use of problematic methods in teaching the subject of History of Wars, Conflicts and State Border Protection have been given, first of all conflict situations and problematic tasks, which need to clarify the causes and consequences of events occurring in the Ukrainian military, as well as generalization, systematization or refutation of certain historical myths related to the colonial history of Ukraine. It has been proved that the use of problem-based methods of education allows to form personal qualities of future defenders of the border, such as independence, perseverance, purposefulness, etc., which is necessary for shaping their ability to make independent decisions, ability to apply theoretical provisions for successful overcoming problems and difficulties of daily life. ; У статті розкрито значення проблемних методів для формування професійної культури майбутніх офіцерів-прикордонників. В европейських столицях агенти Кремля підшукували й підкуповували низку продажних журналістів, влаштовували їм показові поїздки, стимулюючи цим появу в провідних газетах Заходу фальшивих публікацій про «радянський рай» на одній шостій земної кулі. Особливо послідовно влада взялася за непокірних українців: знищувала інтелігенцію, трудове селянство, національну церкву, і, як і в царські часи, насильно русифікувала.По завершенні Другої світової війни, коли втікачів-українців із того «раю» виявилося в рази більше, Москва насилала в численні табори Ді-Пі так звані репатріаційні комісії, які промивали мізки радянським збігцям, прагнули повернути їх в СРСР із тим, щоб згодом у нелюдський спосіб позбиткуватися над їхнім свободолюбством у сибірських таборах ГУЛАГу.Здавалося, той щедро оплачуваний потік цинічної російської брехні нікому й ніколи не вдасться ні заглушити, ні нейтралізувати, ні зупинити. In European capitals, Kremlin agents searched for and bribed a number of corrupt journalists, arranged for them demonstration trips, and encouraged the false publications' appearance in the leading newspapers of the West about the «Soviet Paradise». And although it was written more than 70 years ago, the urgency of the problem raised by the author (the humanitarian catastrophe suffered by the Ukrainian nation from the colonial policy of Russia's «older brother») has become even more acute now, under the conditions of Russia's undeclared hybrid war against Ukrainians, especially in the information field.* * *The fate of the next text, which «Ukrainian Information Space» publishes in Ukraine for the first time, is dramatic.It is about the activity of a well-known member of the Central Council of Ukraine, journalist and scientist Arkadii Zhyvotko, whose life path ended prematurely in exile, «Ninety years of the Ukrainian student press.«It was to compose a separate section of the most important work of this figure written in exile – «History of the Ukrainian press.»Published in1946 inRegensburgin a cyclostyle way (now a photocopy of a typewritten version), Arkadii Zhyvotko's «History of the Ukrainian Press» had a truncated appearance. Due to the lack of funds in the conditions of a hopeless emigration reality, Arkadii Zhyvotko was forced to remove a third of the text from the original textbook. As he believed, until better times. The section on the history of the Ukrainian student press, which was not published in this book, remained in the typewritten version of the currently rare typewritten folder of the «Student Way».The value of this article is that most of the publications that Arkadii Zhyvotko held in his hands and described for history do not exist in any copy – they were lost on the post-war roads of a stateless nation emigration…The text is submitted according to the original folder of the magazine, which is practically unknown in Ukraine. The set of this rarity was presented to the author of these lines in Winnipeg, Canada by the now-deceased professor of St. Andrew's College at the University of Manitoba Tymofii Minenko.

For all the years since the creation of the USSR, Stalin's communist-Bolshevik clique lied to the world about the so-called successes of communist construction in the country of the supposedly fairest society on the Earth.In the 1920s and 1930s, iconic representatives of the first wave of political emigration were lured by various promises to return home. In European capitals, Kremlin agents searched for and bribed a number of corrupt journalists, arranged for them demonstration trips, and encouraged the false publications' appearance in the leading newspapers of the West about the «Soviet Paradise». Especially consistently, the authorities took on disobedient Ukrainians: they destroyed the intelligentsia, the working peasantry, the national church, and, as in tsarist times, forcibly Russified them.At the end of World War II, when there were too many Ukrainian refugees from that «Paradise,«Moscow sent so-called repatriation commissions to numerous DP camps, which brainwashed Soviet fugitives and sought to return them to the USSR to harm their love of freedom in the Siberian GULAG camps.It seemed that no one would ever be able to silence, neutralize, or stop that generously paid flow of cynical Russian lies. But among the Ukrainian emigrants, there was a brave man who loudly declared to the whole world why he did not want to return to theUSSR. It was Ivan Bahrianyi. Born in Ukraine in 1907, as a poet by talent and a public tribune by vocation, he fully experienced the benefits of the «Soviet way of life.» In 1932 he was repressed, from a political point of view, for innocent poems. During his emigration toGermany, he resumed his literary work. І хоч написана вона понад 70 років тому, актуальність порушеної автором проблеми (гуманітарна катастрофа, яку зазнала українська нація від колоніальної політики російського «старшого брата») ще більше загострилася натепер, за умов неоголошеної Росією гібридної війни проти українців, зосібно й на інформаційному полі. * * *Драматичною є доля наступного тексту, який «Український Інформаційний Простір» оприлюднює в Україні вперше.Йдеться про розвідку відомого члена Української Центральної Ради, журналіста і вченого Аркадія Животка, життєвий шлях якого передчасно обірвався на еміграції, «Девятьдесять років української студентської преси». Вона мала скласти окремий розділ написаної в еміграції найголовнішої праці цього діяча – «Історія української преси».Видана 1946 року в Регенсбурзі циклостильовим способом (по-нинішньому – ксероксна відбитка машинописного варіанту) «Історія української преси» Аркадія Животка мала урізаний вигляд. Через брак коштів за умов безпросвітної еміграційної дійсності Аркадій Животко змушений був зняти з оригіналу підручника третину тексту. Як вважав, до кращих часів. Однак для цього автора вони так і не прийшли. Хворе й виснажене випробуваннями долі серце зупинилося на 58 році життя – 14 червня 1948 року. Сталося це в таборі скитальників зі Східної Європи Лягарде неподалік німецького Ашафенбурга.Утім, цю свою статтю автор встиг побачити надрукованою. Її було вміщено в спареному числі (1–2) журналу «Студентський Шлях», який на правах рукопису видавав машинописним способом у Мюнхені Центральний Еміґраційний Союз Українського Студентства (ЦЕСУС). The retrospective of establishment of historical and book science researches in Ukraine and Ukrainian exile from the time of the first bibliological publications in the nineteenth century to the period of research bibliological institutions formation is considered. Also activity of Ukrainian bibliological periodicals and scientists in this field in the XX–XXI centuries is investigated. The main stages of Ukrainian bibliology formation are marked.At the first stage (the beginning of the nineteenth century until 1917), the study of historical and bibliographic issues took place sporadically, unsystematically, and often within the framework of other scientific disciplines: bibliography, history, philology, literary studies, ethnography, etc. During the imperial-colonial period of our development, the formation of Ukrainian historical book science (as well as all Ukrainian humanities in general) was restrained by the stateless status of the Ukrainian nation.At the second stage (from 1917 to the mid 40's, the twentieth century), during the national liberation struggles of the Ukrainian people (1917–1921) and the era of Ukrainization in the sub-Soviet Ukraine, professional periodicals and institutions engaged in book science were created. Ukrainian scholars are actively engaged in historical and literary research in Western Ukrainian lands and in Ukrainian emigration. At the same time, there is a gradual curtailment of book science studies in sub-SovietUkraine, as well as the prohibition of Ukrainian book science as a science in general at Stalin's day in the above the Dnipro river lands, and after 1939 inWestern Ukraine.The third stage (from the second half of the 50's to the late 80's of the twentieth century) — is characterized by the restoration of book science studies in the Ukrainian SSR in the post-Stalinist era. However, for the sake of political conjuncture, only those topics were covered, and through the prism of such views that would not affect the foundations of the dominant science of Soviet (in fact, one of the forms of Russian imperial) ideology.The fourth stage (from the beginning of the 90's to the twentieth century, continues to this day) relates to the development of historical and literary research inUkraineon the eve of independence. This period is characterized by the emergence of new domestic scientific periodicals in the field of social communications, which constantly publishes works on the history and book science topics, the structuring of scientific institutions involved in book science studios, the gradual departure of Ukrainian book science from the ideologized postulates of Russian book science. ; Рассмотрена ретроспектива становления историко-книговедческих исследований в Украине и украинской эмиграции со времени появления первых книговедческих публикаций в ХІХ в. до периода формирования исследовательских книговедческих институций, деятельности украинских книговедческих периодических изданий и отдельных персоналий книговедов в ХІХ–ХХІ вв. Yugoslavism as the ideological and political movement in the Austro-Hungarian Empire has emerged in the late XIX cent. and has been based on austroslavism or trialism. During the whole period of its existence, until the end of the XX cent., it acquired various values depending on the intra-imperial and international factors and, in turn, affected ethnic relations in the Balkans. Its feature current was the mixing of the concepts of national idea, the civil idea, the cultural-religious principles. For the vast majority of the Slavic politicians the national idea have not yet become a political or state-building. Within Austria-Hungary during the global crisis and World War I this idea has allowed Habsburgs' Slavs to survive and to destroy the feudal empire.In general, this mixing of the national, political and religious concepts indicates a very weak development of the Balkan bourgeoisie, which in the early XX cent. could not nationally divided in the confrontation with the Austrian bourgeoisie, already tight-knit by the German nationalism, and after that in the First Yugoslavia – with the national unification.The development of the Slovenian state-building thought went within the fight between yugoslavism and slovenism. The Yugoslavism's result was the collapse of the Austro-Hungarian Empire, which certainly impacted positively on all aspects of life of its colonial peoples. But after fulfilling its role as a catalyst of the national liberation, the idea didn't came down from the Balkan political arena, and after 1918 the Yugoslavism has only become the main contributing factor to ethnic conflicts. For the leading Slovene People's Party since the inception of the State of SHS, and then the Kingdom of SHS/Yugoslavia, the experience of the political struggle within the framework of the Austro-Hungarian Empire has cleared the fact: in a conflict of interests of many nations in the united state the only way is the protection of the national idea and fight for their own nation-state. But the particular state position of the Slovenian lands – which was colonial during the last thousand years – have shown that this goal in terms of national unification couldn't be the achieved only by the Slovene bourgeoisie, which was small and weak. It had to win by the support of the general public, which would be led by its intellectual elite, who would propagand the scientific historical and ethnic studies, and especially evidences of the "historicity" of the Slovene nation, the existence of its own nation-state and state-building tradition.Joseph Mal is the founder of the historical heritage of the Slovene State. He indicated the formation of the princely power, the main administrative institutions as well as the existence of Slovene legislation, mentioned in the sources as the Slovenes' oath to their prince (Rota), "Institutio Sclavenica" and "Slavica lex", which proves the full compliance of Karantania to the concept of "independent state". The article is dedicated to the consideration of the genesis of the extension policy by foreign settlements and concessions in Qing and Republican China in the context of informal imperialism. The main aspects and methods of non-state expansion of (semi-) colonial actors are characterized and the degree of dependence of their actions on the policies of the metropolitan countries is revealed. Also, article highlight relationship between consular authorities, foreign community and their self-governing institutions, native Chinese compradors and local power, what creates opportunity to understand how informal colonial policy actually was realized. In an attempt to go beyond the historiographical paradigm of describing the "century of humiliation" period in China history as a product of the purely intentions of great power governments, we can see another, "human" dimension of semi-colonial politics in its refractions on the ground. Special attention to discover distinctions between metropolitan-baked and sanctioned by non-state institutions or persons "expansion" from formal settlements borders have been given. Different types of historical sources are considered and matched in attempt to find true motives and subjects or lobbyists of expanding foreign extraterritorial enclaves territory for the period of their existence. ; В статье рассматривается проблема генезиса политики расширения иностранных сеттльментов и концессий в Китае в контексте неформального империализма. Both positive and negative sides of each existing approaches in Deaf education are defined as well as government policies and efforts of non-government organizations regarding improvement of literacy level among deaf learners of different ages are described.
The article analyzes the use of the land resource potential of countries in the context of globalization. Investment attractive regions have been identified, the socio–economic and political conditions of which are conducive to land grabbing from foreign investors. The sources of food security of countries with developed economies are substantiated. The features of the formation of the land–resource space of European countries – neo–colonialists are determined. Colonialism associated with the development of capitalism has become one of the most important historical events in the political and socio– economic life of the world. In his book, Eric Wolfe, "Europe and People Without History," describes in detail the global expansion of the borders of European states in order to control both human and natural resources, as well as to expand the world development of states and promote Christianity [1]. European colonialism was an early form of globalization and shaped most of the world's current political boundaries. Thus, technologies, food products, ideas were transferred that were based within the colonial countries: Great Britain, Spain, France, Portugal and the Netherlands. In such conditions, the main goal is the possibility of using the limited resources of the colonial country and making a profit. This approach is called neocolonialism (corporate colonialism), just like classical European colonialism, the goal is the comprehensive exploitation of natural resources, labor and markets for super–profits.
The article deals with the basic features of the traditional political mentality of the Ukrainian people in the historical and contemporary context. The urgent need for modernization of the political and legal life of Ukraine predetermines the search for adequate scientific prescriptions for the solution of topical, dominant problems, among which the prominent place belongs to the political and legal mentality as an integrative scientific category, which acts as a defining indicator of social dynamics. The definition of the main characteristics and trends of the development of the contemporary political and legal mentality of the Ukrainian society will provide an opportunity to find the most effective means of influencing their transformation in order to provide the necessary mental support to a complex of reforms that are being conducted in Ukraine. Among the factors that determine the negative perception of power by the Ukrainians at the macro level (i.e., political power), the long-term stays in the colonial position should be mentioned. Detecting its own inability to form a sovereign state, the Ukrainian community naturally turned out to be dependent on more cohesive and powerful neighbors. Unfortunately, it has to be noted that during all its history, the disassembled Ukrainian people were forced to submit to foreigners more than to build their own state. Therefore, for most generations of Ukrainians, state power was perceived as something foreign, inhumane. The state is often embodied with national and social coercion. From here, from generation to generation, a negative stereotype was portrayed in relation to public affairs in general. The negative guidelines of the political mentality of Ukrainian arising from the natural negation of colonial power are being established through a well-known psychological transition phenomenon when a conscious (or subconscious) protest against the authorities of the enslavers is transformed into a permanent alienation of Ukrainians from political power in general. На прикладі однієї карикатури показано критичне ставлення французької газети «Le Petit Journal» до експансіоністських прагнень великих держав, ідей територіального розділу Китаю. У статті подається коротка історія газети та відомості про автора карикатури; аналізується політичний контекст сюжету, представленого на малюнку; показано, як карикатура «Китай. Пиріг королів та імператорів» А. Мейєра творила антиімперський дискурс у Франції, яка за своїм характером була імперською державою. ; This article explores the particularities of the visualization of the great powers colonial competitions at the end of the 19th century in the materials of the mass media. By examining one cartoon the critical attitude to the expansionist aspirations of the great powers and to their ideas of territorial division of China of the French newspaper Le Petit Journal is shown. The article begins by setting up the history of the newspaper and presents the short information about the author of the cartoon. The article contextualizes the political events connecting the plot of cartoon. It is shown how the cartoon «China. Cake of kings and emperors» by H.Meyer created the anti-imperial discourse in France, which was by its nature an imperial power.
