Zuhören ist die Kunst derer, die Oral History ausüben. Doch hören wir, was uns erzählt wird? Und können wir die Stimmen jener, die wir interviewt haben, adäquat (re)präsentieren? Dieser implizite politische Anspruch der Oral History wird in diesem Artikel mithilfe empirischer Fallstudien kritisch befragt. Anhand von Interviewsammlungen zur niederländischen (post)kolonialen Geschichte und zur Geschichte der ungarischen Roma wird gezeigt, wie das zu untersuchende gesellschaftliche Phänomen bereits in der Forschungssituation selbst sichtbar wurde, dass nämlich Lebenserzählungen marginalisierter Randgruppen stets auch von der Wissensproduktion der Mehrheitsgesellschaft abhängig waren. Wir untersuchen die Dynamik zwischen den Interviewer*innen und den Interviewten, um zu verdeutlichen, welches Framing es uns erlaubt, Stimmen (nicht) zu hören, und wir analysieren damit das epistemische Schweigen und die ontologische "Taubheit" einer Gesellschaft. Als Resümee werden alternative methodische Zugangsweisen aufgezeigt und es wird dafür plädiert, dass partizipative Forschung auch epistemische Forschung sein muss. This article examines so-called colonial discourses in Belgium on the former Sub-Saharan colony owned by the Belgian King, Leopold II., which today is known as the Democratic Republic of Congo (DR Congo) or the Congo-Kinshasa. After having introduced the colonial history of the DR Congo from the 15th century until 1910, an empirical analysis of the colonial discourses in Belgium from the 1890s until today will be illustrated in conjunction with Belgium's linguistic-cultural division and the age-related divergence. Belgian colonial discourse is characterized by a historical misrepresentation by the political authorities while especially social forces have pled for a critical examination of their own colonial history in Belgium since the year 2000.

While analyzing which measures of health care and disease control were introduced in French Louisiana and British South Carolina, the study succeeds in shedding more light on local forms and practices of governance in the eighteenth century. In the process, Stange continuously stresses the significance of local conditions and emphasizes the key role of official, semi-official, and non-official agents. As a result, Stange challenges traditional works that accentuate the differences of colonial governance, and concludes that "the differences between the two administrative systems were not as great as might be expected judging from the distinct characters of the French and British colonial empires" (p. 238).
There is a wide range of contemporary publications dealing with Maji Mai War in German East Africa (1905-1907) during which mor than 100000 people lost their lives as a consequence of brutal fighting, deliberate destruction and famine. Only three of these publications were written by Africans. The Swahili text reprinted here attests the view of Mzee bin Ramadhani, the headman (liwali) of Songea town, after colonial military had gained the upper hand in June 1906. It contains polemic statements against leaders and supporters of the Maji Maji movement and depicts aspects of mutual support of colonial officers and Swahili residents from a local perspective. His article as a whole presents the colonial regime as a non-interfering and supportive factor in regard to the Swahili Diaspora. Thus it is reasonable to assume that in his eyes succesful Swahili men were at least equal in many respects (e.g. linguistic competence, social experience, religious conviction) rather than inferior according to colonial understanding.
In this paper we examine the representations of the colonial past and the master narratives about the liberation struggles conveyed by current Mozambican history textbooks. Mozambique is a multicultural and multilingual country, which inherited a particularly difficult situation from the colonial past. After gaining independence in 1975, one of the priorities was colonial past. After gaining independence in 1975, one of the priorities was to re-write history in order to overcome the "capitalist colonial mentality", and foster "patriotism", "socialism" and achieve "national cohesion". However, soon after independence, the country lived through a 16-year "civil war" which ended only after the collapse of the USSR and the dismantling of the apartheid regimes in neighbouring countries. Our research corpus material comprised all five current history textbooks for secondary education (grades 8 - 12). We conducted an exploratory narrative content analysis of the corpus, connecting psychological contents (namely, social categorization, social comparison, and attribution processes) to linguistic-structural features of narratives. Textbooks explain how European imperialism was characterized by capitalism, the exploitation of natural and human resources, the slave trade, the partition of Africa among European empires, and the racist colonial rule, excluding native peoples from citizenship. The processes of social comparison assume a particular relevance, aiming to highlight a common struggle against colonialism and capitalism by African and Asian peoples. Overall, textbooks tend to configure a simplified master narrative that operates on the basis of binary oppositions that were conveyed by the ruling elite propaganda, legitimizing the present-day political situation. Der wissenschaftlichen Debatte um die chinesische Stellung zum Völkerrecht mangelt es an einer historischen Fundierung. Während einerseits die rechtspolitischen Entwicklungen der Jahrzehnte nach dem Ende des kalten Krieges ahistorisch überhöht und absolut gesetzt werden, tendieren jüngere historische Darstellungen umgekehrt dazu, eine vermeintlich skeptische und formalistische chinesische Haltung zum Völkerrecht aus den demütigenden Erfahrungen der Ungleichen Verträge herzuleiten. Die maoistische Ära und die darauffolgende Reformdekade der 1980er Jahre werden dagegen mit einem auffälligen Schweigen belegt. Dieser Beitrag kritisiert diese Form des historischen Extrapolierens und analysiert dagegen die achtziger Jahre als eine Ära, die personell, institutionell und konzeptionell konstitutiv für die professionelle Identität der chinesischen Völkerrechtswissenschaft war – und deren genuiner Internationalismus zu einer Neubewertung der chinesischen Position anhält. Whereas the legal developments of the post-Cold War era are too often depicted in an ahistorical and end-of-history-esque fashion, historical accounts predominantly draw on the era of unequal treaties to explain the supposedly reserved and formalistic Chinese position. The Maoist era and the early reform period that followed it, however, are rarely discussed. This paper criticizes this form of deep-historical extrapolation and seeks instead to reconsider the 1980s as a formative time for Chinese international law scholarship. The early reform period was both institutionally and conceptually constitutive for the professional identity of Chinese international lawyers – and its genuine internationalism prompts a reconsideration of common negative characterizations of the Chinese position. Thus, the demise of third world internationalism following the end of the Cold War leaves us not only with the question of how this post-colonial legacy continues to influence current Chinese scholarship – it also calls for a critical reevaluation of the post-Cold War international legal order at large, as well as the Chinese role in it.

There are nations all over the world that share a certain cultural proximity and common history, despite being located on different continents. On the international stage, these shared characteristics play a significant role. As a result, various theorists have attempted to analyse the impact these shared characteristics have had not only on international relations, but also on the world order. Some states have close cultural and historical ties dating back to colonial times, as evidenced primarily by their common or similar languages. There are further cultural ties as religion, legal systems, architecture, customs and habits among others characteristics. It is often assumed that a certain self-evident solidarity exists between these states, which wouldn't necessarily apply to third countries. In turn, factors such as cultural proximity and shared history are used to justify closer diplomatic relations and promote probably stronger economic ties between these states. Against this backdrop, this dissertation analyses the bilateral relations between the eight different Portuguese-speaking states. Angola, Brazil, Guinea-Bissau, Cape Verde, Mozambique, Portugal, São Tomé and Príncipe, and East Timor are countries that are connected in many different ways, primarily as a result of Portugal's colonial rule from the 15th century onward. Today, more than two hundred and eighty million people live within these states, representing approximately 3.7 percent of the world's population. To understand the current bilateral relations between these states, it is important to examine their colonial history, in addition to their history as independent countries. Moreover, it is necessary to elucidate Portugal's role as a colonial power, and later as a former mother country, in order to understand the ties that have developed between the respective countries. In Belgien findet eine kritische Aufarbeitung der Kolonialgeschichte nur sehr zögerlich statt. Erst anlässlich der Renovierung des AfricaMuseums (Tervuren bei Brüssel) kam Bewegung in die Debatte: sie gab den Anstoß zu einer Neukonzeptualisierung der Daueraustellung, mit der das Museum versucht, den kolonialen Blick auf Afrika durch eine Darstellung der Vielfalt, Schönheit und Resilienz afrikanischer Kultur und Natur zu ersetzen. Eine zentrale Komponente dieser versuchten Selbst-Dekolonisierung des Museums ist die künstlerische Intervention des Bildhauers Aimè Mpane ('Congo Nouveau Souffle'). Diese Ouvertüre analysiert mit den Instrumenten postkolonialer Traumatheorie die Erinnerungspolitiken, die an 'Congo Nouveau Souffle' Haftung finden, und zeigt auf, dass postkoloniale Geschichtsschreibung nicht nur dekolonisierende, sondern auch rekolonisierende Effekte haben kann. Only once the AfricaMuseum in Tervuren near Brussels started a multi-year renovation process, public debates around Belgium's postcolonial memory started to increase. The museum itself aimed to decolonize its permanent exhibition, shifting from a colonial representation of Africa to a portrayal of the beauty and resilience of African culture and nature. Aimé Mpane's statue 'Congo Nouveau Souffle', that replaced a bust of King Leopold II in the museum's former entrance hall, plays a central role in the new (post)colonial narrative of the AfricaMuseum. This short article analyzes the post/colonial narratives that this statue gives rise to through the lens of postcolonial trauma theory and argues that postcolonial historiography can have both, decolonizing or recolonizing effect. The central question, therefore, is: Which postcolonial memory politics can best effect a decolonization of European-African relations?
Nachdem das Chartaplan-Konzept Bismarcks am Unvermögen und Unwillen der Handelsgesellschaften scheiterte, musste das Deutsche Reich Verwaltungsbeamte in die Schutzgebiete entsenden, um den völkerrechtlichen Anspruch auf die Schutzgebiete zu sichern. Da keine Konzepte zur praktischen Umsetzung der kolonialen Inbesitznahme vorlagen, unterlag das Verwaltungshandeln der Kolonialadministration zunächst einem reinen Zweckprogramm. Das Ziel war definiert, nicht aber die konkrete Vorgehensweise bei der Okkupation. Den Kolonialbeamten in Togo eröffneten sich damit große Handlungs- und Gestaltungsspielräume, wodurch auch die Steuerungs- und Kontrollproblematik an Relevanz gewann. In der Arbeit wurde, ausgehend von dieser Problemlage, folgender Frage nachgegangen: Welche Steuerungs- und Kontrolldefizite bestanden innerhalb der kolonialen Verwaltung im Schutzgebiet Togo und wie und mit welchen Zielsetzungen wurde den Verselbstständigungstendenzen der Kolonialverwaltung und ihrer Beamten durch soziale, dienstrechtliche, legislative und politische Maßnahmen von Seiten der kolonialen Gesellschaft, der Reichsregierung und der aufsichtsführenden Kolonialzentrale in Berlin sowie dem Reichstag und der Reichsöffentlichkeit entgegengewirkt? Wenn in der Fragestellung von Verselbstständigungstendenzen gesprochen wird, dann muss betont werden, dass es in Togo keine Separationsbestrebungen gab. Was in Togo miteinander konkurrierte, war das Selbstverständnis des treudienenden preußischen Beamten mit dem Selbstverständnis des kolonialen Praktikers. Die Beamten empfanden sich als Männer, die Geschichte machen, weil sie die imperialen Träume des Reiches in die Tat umsetzten. Sie leiteten hieraus für sich einen besonderen Machtanspruch ab. Aufgrund zahlreicher Kolonialskandale sah sich die Reichsregierung 1896 erstmalig veranlasst, regulierend in die Eingeborenengerichtsbarkeit einzugreifen. Zunächst blieb es bei Einzelerlassen, denn die Kolonialzentrale in Berlin war nicht in der Lage, ein kolonialpolitisches Konzept zur Steuerung und Kontrolle der lokalen Schutzgebietsverwaltungen zu entwickeln. Dieser Reformschritt erfolgte erst unter Dernburg. Eine zentrale Rolle in der Reformpolitik Dernburgs spielten die personalpolitischen Maßnahmen, denn mit der Etablierung einer Kolonialbeamtenausbildung und der Verabschiedung des Kolonialbeamtengesetzes zielte Dernburg auf die Professionalisierung der Kolonialbeamtenschaft ab. Ausschlaggebend für die Intensivierung der Kontrollbemühungen war jedoch nicht der Eingeborenenschutz, sondern innenpolitische Motive. ; After the failure of Bismarcks Charterplan-Concept, due to the inability and reluctance of the trading companies, the German Reich had to send out civil servants to the protectorates, in order to secure their international right to the claimed territories. As no plan for the practical realization of the colonial occupation existed, the administration acted in a purely functional manner. The ultimate aim of the occupation was defined, but not the actual course of action. The colonial civil servants in Togo were thereby presented with a lot of scope in matters of trade and structure, which on the other hand led to problems of direction and control becoming more relevant. Against the backdrop of these difficulties, the paper dealt with the following questions: Firstly, which deficits in management and control arose within the colonial administration of the protectorate of Togo? And secondly, how and with what objectives did the colonial society, the Reich government, the supervisory colonial headquarters in Berlin, as well as the Berlin parliament and the German public use social, legislative and political measures to work against the tendencies towards independence of the colonial administration and its civil servants? It must be stressed that, while the question refers to tendencies towards independenceÆ, there were in fact no separatist efforts in Togo. The minority colonial society, which reached a peak of 428 in 1914, saw their connection to the Reich as being fundamental to psychologically support their claim to power over nearly one million Africans. The competition in Togo actually lay between the self-conceptions of the loyal Prussian civil servants and the perceptions of the colonial practitioners. The civil servants considered themselves to be history-makers because they were putting the imperialist dreams of the Reich into practice and thereby derived from this a certain claim to power for themselves. The German Reich largely gave the civil servants a free reign up to 1892. The Reich Government only began to increase its control after the colonial business suffered damage through the public debate concerning the colonial scandal in Cameroon. At first this increased control was kept to single enactments, as the unprofessional work ethic of the civil servants and the embroilment in numerous corruption scandals meant that the colonial headquarters in Berlin were not in a position to develop a concept regarding colonial policy for the running and control of the local protectorateÆs administration. It was first under Dernburg that the direction and control (as regards financial and personnel policy, bureaucracy and legislature) was systematised. Measures concerning personnel policy played a key role in DernburgÆs reform policy. This was due to the fact that, through a colonial civil servant training programme and the end of the colonial civil servant law, Dernburg was aiming to professionalize the colonial civil service. One important means of leverage in direction and controlling the civil service was thereby the promotion policy. However, the deciding factor in intensifying the efforts towards more control was not the protection of the natives but rather a domestic motive.
In der vorliegenden Arbeit werden acht Erzählungen von indianischer Gefangenschaft in deutscher Sprache, die vom späten siebzehnten bis ins späte achtzehnte Jahrhundert in Europa und Nordamerika veröffentlicht wurden, untersucht. Das der Arbeit zugrunde liegende Corpus von Primärtexten umfasst die Erzählungen von Quentin Stockwell, Jonathan Dickinson, Richard Falconer, William und Elizabeth Fleming, Marie le Roy und Barbara Leininger, Abraham Urssenbacher, einem jungen englischen Offizier, und Regina Leininger. Die Erzählungen wurden entweder aus dem Englischen ins Deutsche übersetzt oder auf Deutsch verfasst und für ein deutschsprachiges Publikum in Nordamerika und Europa veröffentlicht. Die Arbeit zeigt, dass sich in den Erzählungen, die in den nordamerikanischen Kolonien, insbesondere in Pennsylvania, entstanden sind, die Absichten und Bedürfnisse der deutschen Immigranten widerspiegeln. Die Gründe dafür, die biographisch bedingten Unterschiede und die im Rahmen der Erzählung verwendete Bildlichkeit werden untersucht und mit anderen zeitgenössischen Dokumenten in einen Zusammenhang gebracht. Damit wird die Entwicklung und der Wandel kultureller Identitäten, sowie der Einfluss auf die Wahrnehmung der Neuen Welt durch Deutsche in Europa und Amerika, die durch eine gemeinsame transatlantische Lesekultur verbunden sind, gezeigt.In der vorliegenden Arbeit werden die existierenden Ausgaben der Erzählungen mit Mitteln der typographischen und buchmorphologischen Analyse untersucht und die den Übersetzungen zugrunde liegenden Quellen identifiziert. Unter Berücksichtigung anderer Deutsch-Americana und der Druck- und Publikationsgeschichte werden die Ergebnisse in einen historischen und sprachwissenschaftlichen Hintergrund eingeordnet, mit dem die Beziehung zwischen Ausgangs- und Zieltext beleuchtet. Abweichungen in der Übersetzung werden identifiziert, die Gründe dafür werden eruiert und die Konsequenzen daraus beschrieben. Damit trägt die Arbeit zur Geschichte der deutsch-amerikanischen Übersetzungen bei.Die lokalen Bezüge, die in die kolonialen Erzählungen eingeschrieben sind, sowie die Rezeption der Erzählungen von indianischer Gefangenschaft im kolonialen Amerika werfen ein Licht auf die Geschichte der kulturellen und politischen Integration der deutschen Einwanderer. Diese Studie untersucht internationale Kommunikationsstrategien. Dazu werden die Erzählungen in ihren literarischen und politischen Kontexten bezüglich Europa untersucht. Dabei zeigt sich, dass die Texte nicht nur entsprechend der jeweiligen nationalen Interessen, sonder auch nach dem Gutdünken der Verleger und Übersetzer verändert wurden. Auf diese Weise wurden Bilder und Stereotypen durch unterschiedliche Printmedien (z.B. Anthologien, Zeitschriften, Reiseliteratur) weitergegeben. Obwohl die Mehrzahl der untersuchten Texte ein moralisch-religiöser Charakter gemeinsam ist, spiegeln sich in ihnen auch die literarischen und geistesgeschichtlichen Entwicklungen in Europa wider. ; This study examines eight narratives of Indian captivity in German published in Europe and North America from the late 17th to the late eighteenth century. The corpus of texts used in this study consists of the captivity narratives of Quentin Stockwell, Jonathan Dickinson, Richard Falconer, William and Elizabeth Fleming, Marie le Roy and Barbara Leininger, Abraham Urssenbacher, a young English officer, and Regina Leininger. These narratives were either translated from English into German or written in German for German audiences in 18th-century North America and Europe. This study argues that German immigrants to colonial Pennsylvania created their own version of this popular genre to serve their own purposes. The origins, causes, varieties and functions of attitudes, images and stereotypes expressed in the narratives are investigated and put into context with diverse cultural documents. Thus the development and dynamics of the negotiation of cultural identities, and the impact on the way America was perceived by Germans in America and Europe, who are linked by a cross-Atlantic reading culture, are shown.The study examines the various editions of the captivity narratives, specifically regarding typography and morphology, and identifies the source texts of translations. The analysis of further German-Americana and research in the history of printing and publishing produced a historical and linguistic framework for the findings. With this the relations between source and target text are determined and evaluated. Translational deviations are identified, their causes are determined and their consequences are described, thus contributing to the history of German-American translation activities. The references inscribed in and the responses to the narratives published under Frontier conditions in 18th-century Pennsylvania illustrate the history of cultural and political integration of German immigrants.This study also explores the strategies of international communication by investigating captivity narratives in their European literary and political contexts. It shows that the texts were altered not only according to diverse European national demands, but also at the discretion of publishers and translators, transporting images and stereotypes through a variety of printed media (i.e. anthologies, journals, travel-literature, etc.).This study argues for a parallel development of the genre both in English and German. Whereas most of the narratives examined share a moral of religious viewpoint typical for the environment they were created in, they also reflect the European developments in literature and philosophy at the time.
Das internationale Interesse an der Erforschung der Kartographiegeschichte der europäischen Kolonialmächte gab in den letzten Jahren einen starken Impuls zur Untersuchung der Frage, wann und wie die deutsche Kolonialkartographie entstanden ist, wie sie sich entwickelt und was sie geleistet hat. In einem interdisziplinären Ansatz waren die politischen, fachlichen, organisatorischen und finanziellen Rahmenbedingungen für die Vermessung, Aufnahme und Kartierung der deutschen Kolonien in Afrika (Togo, Kamerun, Deutsch-Ostafrika und -Südwestafrika), in der Südsee (Deutsch-Neuguinea und -Samoa) und in Ostchina (Kiautschou-Gebiet) zu ermitteln und der Bedarf an Land-, See- und Übersichtskarten festzustellen. Fragen, die sich nach Auswertung der umfangreichen Fachliteratur nicht eindeutig beantworten ließen, waren mit Hilfe amtlicher Quellen - vor allem des Bundesarchivs - zu klären. Die Kartenbestände der Berliner Staatsbibliothek wurden zur Verifizierung widersprüchlicher Formulierungen/Auffassungen von Nachkriegsautoren und zur Bestätigung der herausragenden Leistungen der Kartographen herangezogen. Die Ergebnisse der vorliegenden Arbeit dokumentieren erstmalig die gewaltige Gemeinschaftsleistung aller, die an der Aufnahme und Kartierung der deutschen Kolonien, d.h. eines Gebietes von der fünffachen Größe des Reichsgebietes, beteiligt waren. Eine leistungsstarke zivile oder militärische Fachorganisation stand dafür nicht zur Verfügung, aber Eigeninitiative, Engagement, Pflichtbewusstsein, Ausdauer und Einsatzfreude der Trigonometer und Topographen in den tropischen und subtropischen Kolonien sowie der Kartographen in der Heimat. Die ausgewählten Kartenbeispiele lassen dies erahnen und zeigen den für die Kolonialkartographie des Deutschen Reiches entwickelten Kolonialkarten-Typus. ; In the past few years, the interest shown on the international level in the exploration of the European colonial powers´ history of cartography has strongly stimulated studies on the emergence, evolution, achievements of German colonial cartography. In an interdisciplinary approach, the political, technical, organisational, and financial general conditions for the surveying, topographic reconnaissance, and mapping and charting of the German colonies in Africa (Togo, Kamerun, Deutsch-Ostafrika, and Deutsch-Südwestafrika), in the South Seas (Deutsch-Neuguinea and Deutsch-Samoa), and in East China (Kiautschou region) were to be investigated and the requirements for topographic maps, nautical charts, and general maps identified. For any questions that could not be definitely answered on the basis of the comprehensive technical literature, official sources - above all those available in the Bundesarchiv - had to be consulted. The maps held by the Berlin Staatsbibliothek were drawn on for verifying contradictory statements/views of postwar authors and for confirming the outstanding achievements of the cartographers. This thesis documents for the first time the enormous collaborative accomplishments of all those involved in the surveying, topographic reconnaissance, and mapping and charting of the German colonies, i.e. of an area five times the size of the German Empire´s territory. Although no efficient civilian or military specialist organisation was available to this end, the initiative, dedication, conscientiousness, perseverance, and enthusiasm of the trigonometers and topographers in the tropical and subtropical colonies and of the cartographers in the home country were exemplary. This is also reflected by the map examples accompanying this thesis; they show the typical map/chart style developed for colonial cartography in the German Empire.
