The paper attempts to order and indicate the most important sources of systemic and non-systemic support allowing local leaders to win elections and thereby gaining or maintaining power. The study is concentrated solely on the examination of the sources of support for political leaders in cities with district rights in the 2010 election campaign. The study was financed by a grant from the Ministry of Science and Higher Education obtained for statutory research at the Andrzej Frycz Modrzewski Krakow University in 2012. The paper also makes use of a portion of studies carried out and published earlier on the topic of the processes of political communication of local leaders in the social media (Facebook and political blogs) and on various Internet websites. The author suggests that the research for new methods in the political science in the USA, Which broadly use the concept of systems analysis, realy came into prominence after the Second World War. The impetus for it involved both theoretical and practical considerations. Three of these seem to be of particular importance. First, it became necessary to attempt to explain in some objective manner the failure of "democracy", and the rise of authoritarian political institutions in Germany during the inter-war period. Second, the rise of socialist countries in Europe. Third, the creation of new states in Asia and Africa, as a result of failure of the colonial empires. The first important presentation of systems approach in political science in the USA was made by David Easton. He was primarily concerned with portraying the relationships between a system and the environment in which it was located. He directed attention to the boundary between politics and other aspects of social life, and, postulated the existence of close relationship between the system and environment. Applying systems analysis to (political science, some researchers have developed lists of political functional requisites. One such list war developed by Gabriel Almond, who divides it into four input, and three output functions. The Gabriel Almond's attitudes to the systems analysis is strongly functional oriented. Heapplied the basic Talcott Parsons thesis to the political science considerations. Other scholar, K. W. Deutsch, presents systems analysis in a cybernetic framework. Political systems, from his point of view, are the self-controling, and self-organyzing communication net. Deutsch, however, does not limit his concern to the communication of information; in addition he wants to apply communication theory to the political decision making process, to the role and relative weight of mass media, compared with past memories, stereotypes and other media, and to areas of attetjon, perception and orientation, values and evaluation, goal-seeking, and decision making. The author stresses the fact that, as a scientific method, systems analysis concept, is nolt well developed yet. However, it presents a good background for interdisciplinary research of political institution in action. The main goal of this study is the verification of a hypothesis/idea of centralized personalization during Polish electoral campaigns. Because of its goal and implemented methodology, such research project is unique among research presented in scientific literature thus far. The work has a descriptive character; it is congruent with treatments from the field of political communication, combining approaches of communicology and political science, in that it expresses an attempt to include in the analysis the circumstances of election campaign personalization and factors specific to mediacentric and political -scientific perspectives, as well as because of the fact of recognizing media content in political party communication. Election communication research includes six Polish parliamentary elections from the years 1993—2001. Along with an analysis of communiqué contents, published in information media, as well as communiqué prepared by political subjects contending in the elections, basic analysis methods within the study are historical-comparative and statistical data analyses. The specific objectives of the treatment are: — Description of circumstances of the political communication personalization thesis on the level of mediatization of politics and political campaign professionalization theories; — Analysis of the trend occurrence and characteristics of the electoral campaign personalization trend based on empirical research conducted in western-European parliamentary democracies; — Recognition of conditions of electoral campaign personalization in parliamentary elections in Poland; — Analysis of the trend occurrence and characteristics of media personalization in Polish electoral campaigns based on opinion-forming press research; — Analysis of the trend occurrence and characteristics of strategic personalization in Polish electoral campaigns based on political TV advertisement research.

The aim of the paper is to present the European gigabit society which is perceived by European Union's leaders as a model of the future European society and economy. It is based on new digital technologies of the XXI century and on new, very high capacity mobile telecommunications networks. The rapid growth of information being processed and transmitted through electronic communications networks needs new high-speed and highly reliable broadband networks essential to economic growth, competitiveness and innovation as well as better quality products, services and the citizen's satisfaction. The 5G communications network is the solution which is perceived as a type of network which should resolve these problems. In the paper the concept of the European gigabit society is clarifi ed, the 5G technology and its level of development in the European Union and in its Member States are described including Poland vis-à-vis the rest of the world. The European gigabit society is already under development and the 5G communication network is crucial to its success. It should be widely available in Europe including Poland. The paper is based on the analysis of offi cial documents of the European Union and its Member States including Poland, offi cial reports of the most active electronic telecommunications companies providing and implementing 5G technologies and on talks with representatives of some of the ones which are active on the Polish market.

The phenomenon of anti-vaccination movement in cyberspace, or fake news and post-truth in the service of Andrew Wakefield hypothesis
Abstract
The opponents of vaccinations have been expressing their concerns about the undesirable effects of vaccinations for more than two hundred years. They are guided by religious and ideological reasons and refuse to immunize themselves and children. They argue that the obligation to vaccinate is a limitation of their human rights. The vaccination movement has been present in the social sphere since the 19th century, however after the publication of Andrew Wakefield's article on the subject of the alleged connection between vaccination and autism – the movement became very popular and contributed to a significant increase in the number of unvaccinated children in some countries. Nowadays, in the cyberspace and mass communication, it seems that both medical and social sciences face new challenges related to the spread of the movement. Hate speech, fake news and disinformation present in cyberspace strengthen and consolidate anti-vaccine attitudes. The phenomenon of Facebook means that every information can be made available to other users a few thousand times – even the untrue and misleading

The mass media play a crucial role in modern societies. Media allows reaching with information's about current events to the broad masses of recipients, they interpret it and construct their meanings, they create a community of values, organize entertainment in leisure time and mediate in mobilizing social movements. Mass communication is also related to conduct of public debate and developing public opinion awareness about social problems. The aim of this article is to bring closer look on the results of empirical analysis of selected messages perceived by older people in the press, radio and television that are related to their image, problems and interests. Work outlines the expectations of senior citizens towards activities of mass media on local and national level.

Nowadays is growing importance of interdisciplinary research and in the field of cultural diversity, multiculturalism and intercultural cooperation. It is important also to take into account the global processes of changes associated with the dissemination of digital information and communication technologies. One of the theories which are essential in this area of research is the concept by E. Sapir and B.L. Whorf. The purpose of the article is to introduce into a current condition of scientific dispute concerning the views of these authors on the relationship between language and cognition. Paper is based on a critical analysis of the literature. In conclusion, the main findings and recommendations for further research were identified.
This book aims at revealing the trends of development of the spoken Polish language in Lithuania and drawing attention to the impact of the Russian, Lithuanian and Belarusian languages on contemporary Polish which is currently used in Lithuania. Based on the results of observing the formal and informal use of the Polish language in a public space as well as in private the publication presents a socio-linguistic approach regarding the issues concerning the language culture. The greatest focus falls on the elimination of the most frequent mistakes penetrating the formal speaking. The didactic teaching resource has been developed based on the programme of contemporary advanced Polish and it is designed for students studying humanitarian sciences in Vilnius University and those who are concerned with correctness of the Polish language. The book consists of theoretical and practical parts; the material of the latter is divided into 12 topics. Each topic is finished with self-control tasks which may be used by students for testing their knowledge and skills. The reference list is provided at the very end of the publication. The fact that Polish is primarily used as the spoken language in Lithuania is taken into consideration in the thesis. The Poles use the Polish language in a private environment, they use it for communication with family members (especially with people of older generations). The language is also used in informal situations in a public space, i.e. when communicating with neighbours and acquaintances. In the latter case other languages are used as well. Almost all Poles residing in Lithuania know three languages (Lithuanian, Russian and Polish); "the new Polish intellectuals" (Kurzowa 1992: 131) speak standard Polish at home. The goal of the lectures is to promote the language culture and linguistic self-awareness as it will influence further linguistic changes. The analysis focuses on lexical changes which have been taking place during the last decades in the language of Lithuanian Polish intellectuals. Linguistic processes which are taking place are similar to the development of the standard Polish language (new terms for economic, political, educational and cultural phenomena emerge, new connotations are attributed to the words); nevertheless, specific features of the Polish language used in Lithuania remain and the development itself is slower. The quality of said changes depends on the impact made by Lithuanian and Russian languages, new words corresponding with the Lithuanian realia are created, new borrowings from Lithuanian and Russian appear, dialecticisms are used as well as linguistic elements of social varieties. The interferential lexis is characteristic of many phraseological novelties related to phenomena of the social and economic nature. Many officially used phraseological novelties have a colloquial connotation; the stylistic and expressive evaluation of the contemporary Polish language are thus neutralised, for instance, stylistic and linguistic means, which do not correspond with the standards of the official language, namely colloquial words, abbreviations, dialecticisms and expressive borrowings, may be observed in mass media. Lectures promote the culture of the Polish language, since the knowledge of the standard Polish language would allow understanding the rapidly changing contemporary Polish culture and participating in the dialogue between Poland and Lithuania.
