Economists and Political scientists have suggested for a long time that democracy and the environment are linked. What they did not analyze in detail is ifthe way in which politicians are elected influences the environment as well. Thescope of this paper is to fill this gap. Using high quality data on a cross section of countries, coming from previous studies, we find strong results suggestingthat politicians in majoritarian systems are less interested in environmental commitments than those in proportional representations. The consequence is thatenvironmental commitments are lower in the former system than in the latter.

Este artículo contiene una revisión sobre conceptos relacionados con los temas de identidad, desarrollo, y su aplicación a las realidades de países del Tercer Mundo. Se hace luego una comparación estableciendo como casos de estudio a Brasil y la India. Se caracterizan similitudes y diferencias de ambas naciones y se analiza cómo esos rasgos se relacionan con los conceptos previamente determinados de identidad y desarrollo. Finalmente se exponen conclusiones generales sobre el tema. El principal argumento es que la identidad es una condicionante y determinante del desarrollo y que su influencia, aunque difícilmente cuantificable, tiene un papel central alrededor del cual giran otras variables económicas y sociales ; This article contains a review on concepts related to identity and development issues, and their application to the realities of Third World countries. A comparison is then made establishing Brazil and India as case studies. Similarities and differences of both nations are characterized and it is analyzed how these traits are related to the previously determined concepts of identity and development. Finally, general conclusions on the subject are presented. The main argument is that identity is a conditioner and determinant of development and that its influence, although difficult to quantify, has a central role around which other economic and social variables revolve.

This paper relates the evolution of the relationship among the armed forces, the state, & society in the course of the past three decades in Chile to the main themes developed in the comparative politics of authoritarianism & democratization. Explanations about the military coup, the nature of military regimes, the nature of the transition & its influence over posttransitional contexts are some of the themes discussed. The paper also offers a way to integrate the study of democratic breakdown & ensuing political processes with the contributions that the military makes from its own institutional developments. Finally, the paper offers conclusions about the future of civil-military relations from a comparison with previous processes of breakdown & transition in Chile. 89 References.
