The Comparative Agendas Project (CAP) is an international research programme that studies agenda-setting and policy dynamics by developing systematic indicators of issue attention in a range of political systems and the EU. The project extends the coding techniques developed in the US Policy Agendas Project to compare issue attention and policy activities across time, issues, institutions and countries. The first section of this article reviews the theoretical and empirical foundations of the project. Focusing on existing and ongoing research, the second section shows the potential of the CAP for public policy and comparative politics. This paper traces Finer's intellectual development, including a short period of Marxism, a thorough reading of Pareto, & an intensive dialogue with comparative politics scholars in the US. He criticized the black box model of systems theory as well as the evolutionary bias in comparative development studies. While his early work concerned GB, his role in heading two departments of politics made him rethink a general political science curriculum. He pioneered the study of the lobby in Anonymous Empire (1958) & of the military in politics in The Man on Horseback (1962). In his retirement, he wrote A History of Government from Earliest Times, published posthumously in three volumes (1997), leaving valuable testimonies about methods & concepts. Only a true erudite, fascinated by all aspects of government, could have engaged in such a venture. Research in comparative politics has shown a renewed interest in the relation between political parties and the state. However, we know comparatively little about patronage -- defined as the power of political parties to distribute public sector posts -- as a key dimension of the linkage between political parties and the state. This article, based on comparative empirical evidence on patterns of patronage in 15 European democracies, has two central goals. First, it seeks to empirically evaluate commonalities and differences among European democracies with respect to patronage and its pervasiveness, logic and mechanics. Second, it considers the new light that the empirical analysis sheds on the contemporary explanations of patronage. The empirical analysis suggests that it is the interaction of administrative legacy effects with patterns of party system consolidation and crisis that accounts for the differences in contemporary patronage practices. Verba claims he owes his long & distinguished career in political science largely to a series of accidental events in his young days. He did not set out to follow a carefully planned career path. One project led to another: this is how he describes his involvement as a key player in the behavioral revolution in the fields of both comparative & American politics. However, on close inspection, several common threads emerge that have guided Verba throughout his professional life: concerns about equality, citizenship, the nature of the relationship of individuals to the state, & democracy. The normative concern is evident & deeply felt, although this does not prevent Verba from objectively weighing the evidence. His works are significant not only for the substantive importance of the questions addressed, but also for the methodological innovations. What truly sets Verba apart from his generation of equally accomplished scholars may be that at age 70, he continues to be actively engaged in research & to produce books & journal articles with substantive research findings. La tesi si propone come obiettivo di dimostrare nel quadro di un'indagine comparatistica l'importanza della tematica del finanziamento della politica, del rapporto tra denaro e politica, nelle democrazie contemporanee. In questo senso ci si propone di sviluppare i nessi esistenti nell'ambito del tema del finanziamento fra disciplina dei partiti, disciplina delle campagne elettorali e, più in generale, disciplina del sistema elettorale in senso stretto e della forma di governo; di descrivere il complesso quadro giuridico in materia di diritto della finanza politica, oggetto di frequenti aggiornamenti e in continua evoluzione, in alcuni casi anche in via giurisprudenziale, quale risulta emergere dallo studio di ciascun ordinamento considerato; e di definire in conclusione i precisi contorni dei due distinti modelli di «finanziamento della politica» ricostruiti dalla ricerca politologica come modello statalista o pubblico, da una parte, e modello liberale o volontario, dall'altra, pur nelle specificità di ogni contesto istituzionale ; The research discusses political financing in a comparative perspective and aims to show the importance of the relationship between money and politics in contemporary democracies. We discuss the connections between party funding and campaign finance on one hand, and party regulation and regulations governing electoral campaigns on the other hand; we describe the complexities of the legal framework of political finance laws and their always evolving and ever-changing rules; we finally evaluates two different models of political financing, as evidenced by the study of each country surveyed (Germany, France, Spain, United Kingdom, Italy, and the United States).

Comparative analysis of the representation of women in national parliaments around the world. Summary in English.
Il tema dei prodotti agroalimentari di qualità ha ormai assunto un ruolo rilevante all'interno del dibattito riguardante l'agricoltura e l'economia agroalimentare, ponendosi al centro dell'interesse delle politiche europee (PAC post 2013, Pacchetto Qualità). La crescente attenzione verso le produzioni con marchio Dop\Igp mette però in luce la sostanziale carenza di informazioni dettagliate relativamente alle aziende che operano in questo comparto. Da questo punto di vista il VI° Censimento generale dell'agricoltura costituisce una preziosa fonte di informazioni statistiche. L'obiettivo di questo lavoro è quello di utilizzare i dati, ancora provvisori, del censimento per analizzare la struttura delle aziende con produzioni di qualità, ponendola in confronto con quella delle aziende convenzionali. Inoltre è stata fatta una classificazione delle aziende con prodotti Dop\Igp, in base alla rilevanza di queste produzioni sul reddito lordo aziendale. Le aziende sono quindi state classificate come "Specializzate" e "Miste", con un'ulteriore distinzione di queste ultime tra quelle "Prevalentemente Dop\Igp" e quelle "Prevalentemente non Dop\Igp". Tale ripartizione ha consentito una definizione dettagliata degli orientamenti produttivi delle aziende analizzate. ; Recently, within the debate concerning agriculture and its economy, the problem of food quality becomes much more central for the European politics (PAC post 2013, Quality package 2010). This increasing attention on Pdo\Pgi productions, is truly underlining the lack in information about farms and factories actually working in this field. To solve this problem, the VI° Agricultural Census could be considered as a great source of statistical data. Aim of this study was to use this dataset to analyze those farms which are, so far, producing quality foods, comparing them to the more conventional ones. Moreover, a chart based on the relevance of Pdo\Pgi production on the whole farms net gain was created. Farms were then clustered in "specialized" and "mixed"; the last were again separated in two more groups: "mainly Pdo\Pgi" and "mainly not Pdo\Pgi". This kind of partition allowed a more detailed definition of the productive tendency in the analyzed farms.
