The question under investigation in this dissertation is whether the management- and market-oriented reforms of public institutions in Sweden of the 1980s and 1990s have affected municipal politics in the direction of more or less conflict. The analysis takes its point of departure from Arend Lijphart's model of majoritarian versus consensus democracy. Majoritarian democracy refers to a form of democracy in which the central role of electing decision-makers and holding them accountable is emphasized. Majoritarian democracy therefore underlines the importance of conflict in politics. Consensus democracy refers to a form of democracy in which the importance of representing the preferences of political minorities, not only those of the majority, is emphasized. Consensus democracy therefore underlines the concern for consensus between political actors. In this study, four municipalities with different political majorities and reform ambitions within the county of Stockholm were chosen for comparative analysis . The study shows that the reforms in all likelihood have affected the political work in a more majoritarian direction. This applies in particular to the efforts of introducing new forms of management. The political relations have become more conflict-oriented and more coordinated or centralized within each political party and between the parties of a leftist and rightist orientation respectively. The political relations within the municipal committees have also become more conflict oriented, primarily by a more public and pronounced expression of divergent views. These results clearly strengthens the argument in Swedish debate that municipal politics is increasingly becoming more similar to national politics, where it is only the political parties in parliamentary majority that governs public administration. The results of this investigation therefore have implications on the organization of municipal politics in Sweden, as it is currently based on a more consensual form of democracy.
The forestry and reindeer herding sectors utilize the same land in northern Sweden, and adversely affect each other's productivity. The common pool resource character of this situation has made it difficult to find ways to resolve conflicts that could threaten the two sectors' continued co-existence. A consultation procedure that was introduced to reduce conflicts does not appear to be effective, since conflicts between the two actors still occur. One reason for this failure might be found in the power distribution between forestry and reindeer herding. Earlier research has shown that a co-management system in which the allocation of power between the stakeholders is uneven is difficult to maintain in the long term. However, it is unclear just how uneven the power distribution is between the two actors in this case, and the consequences the disparity might have for the viability and stability of the management system. Focusing on the power relations within the consultation procedures, this paper explores the potential of the present institutional system to take the different interests of the stakeholders into account and to use the consultation procedures as tools for co-managing the forest resources in northern Sweden.
Biodiversity conservation is an important contemporary issue on global, EU and national policy agendas. However, in the face of human economic development, the important question is how to protect, maintain and restore biodiversity, without compromising economic and social dimensions of sustainability. Two sectors that can to a large extent influence biodiversity are forestry and road infrastructure development. Forestry is a sector very important for biodiversity conservation, since a large amount of protected and threatened species resides in forest ecosystems and many natural processes crucial for biodiversity occur in the forest. In addition, forests and woodlands form a network of habitats for many area-demanding species. Due to intensive forest management and fragmentation of forest and woodlands many elements of biodiversity are threatened, including species, habitats and processes. Road infrastructure development is another process that can negatively influence biodiversity. A growing network of transport infrastructure without doubt affects the functionality of the forest habitat networks. Negative effects include traffic mortality due to road collisions and barrier effect for individuals caused by high traffic volume, noise, wide roads and fencing. Cumulative effects of the infrastructure development can also lead to a loss of different elements of biodiversity at the landscape scale. Poland, with a legacy of less intensive forest management and still without a well-developed road infrastructure, is fortunate in terms of biodiversity maintenance. Due to economic underdevelopment of some regions of the country, Poland is rich in natural values including specialized species, functional habitat networks and ecological processes. However, after entering the European Union, Poland has started a process of rapid economic development, mainly with the help of EU funding. Enhancing road infrastructure is presently a key issue of economic development in this country. Dramatic growth in the amount of new roads can have large scale consequences for the biodiversity of the country, and can even influence biodiversity at the European scale. Policies aiming at biodiversity maintenance underline the need for implementing sustainability ideas in the planning and management for biodiversity. Traditionally, economic, environmental and social pillars of sustainability are identified. To be able to balance these three dimensions in the efforts for biodiversity conservation, there is a need to incorporate social dimensions in the nature science research concerning biodiversity. Especially, consideration of local attitudes is necessary in planning for biodiversity conservation. The aim of this thesis is to examine actors' attitudes and underlying values in two situations of conflict related to biodiversity conservation in Poland. One case concerns forest management in a biodiversity hot-spot, Białowieża forest and the other is about a development of a controversial road project of Augustów bypass. The results show that differences in attitudes may have various sources. The knowledge possessed by actors, their values, as well as scale at which they perceived biodiversity issues were identified as the main reasons for different attitudes. It was observed that in general, the actors whose attitudes were more "ecologically oriented" had to a large extent a cognitive view, that is their attitudes were mainly based on cognition (ecological knowledge) while "socially" or "economically oriented" actors' attitudes were more connected to emotions. In addition to differing attitudes, lack of trust was recognized in both cases as a factor escalating the conflict. The results showed also that legal issues are crucial to consider when biodiversity conservation is at stake. The results may have implications for the practical biodiversity conservation, since they show that both learning and legal incentives would be beneficial for the biodiversity conservation in controversial planning cases. This calls for the need for neutral forum for efficient public participation, communication and trust building between the actors and learning about important issues
Human-elephant conflicts (HEC) in Asian elephant (Elephas maximus) range countries have been increasing during the past half-century and are a major conservation issue for governments. Research suggests studying the spatio-temporal behavioural patterns of E. maximus could indicate behavioural preferences and help mitigate such conflicts. These behavioural preferences could be influenced by factors such as seasonal and lunar cycles, and habitat type. This study aims to determine at what degree these influencing factors are driving E. maximus behaviour and HEC. Considering previous studies on seasonal and lunar cycles and habitat utilisation affecting E. maximus' behaviour and HEC it asks; How do these factors influence E. maximus behaviour and HEC events? Considering these factors, are there any correlations between HEC events and behaviour observed within an adjacent protected forest complex? HEC event data was obtained from the Wang Mee district; a community adjacent to a protected area, the Dong Phayayen – Khao Yai – forest complex in Thailand. This community has undergone increasing HEC in recent years. The data was analysed to identify the effects of the aforementioned factors on HEC frequency. Furthermore, camera trap data within the forest complex are also utilised to analyse the effects of these factors on behaviour, such as changes in the observations of E. maximus' mean distance to forest borders and habitat utilisation measured with relative abundance index (RAI). Analysis of data indicates a significant correlation between lunar and seasonal cycles and HEC events. HEC events were greater during hot and monsoon compared with the cold season. The RAI of E. maximus observations at forest borders were also significantly higher during hot season when compared to RAI at greater distances. First and last quarter moon phases indicated a significant increase in HEC in general. Seasonal and lunar cycles also determined the selection of mixed deciduous forest habitats, indicating a general increase in utilisation during the cold season. Utilisation during the cold season also varied greatly depending on the lunar cycle – increasing during the first quarter and lowest during full moon phases, indicating high variability. The results indicate that studying habitat selection preferences and seasonal and lunar cycles are important factors for park and HEC managers when mitigating conflicts. By understanding E. maximus' behaviour and habitat needs managers can better plan for effective management and HEC mitigation.
This thesis aims to answer the questions; what and were does peer mediation fit into the theoretical and practical frameworks of mediation? How does peer mediation fit into the retributive legal system as it stands today? What problems can arise with the use of peer mediation, its organizations and with the use of adolescent peer mediators, in a legal perspective? When it comes to the question of where peer mediation has its theoretical framework the hypothesis in this thesis are that peer mediation, with respect to the practical framework, is a hybrid of the settlement driven mediation and the transformative mediation. The theoretical framework comes from the philosophy of restorative justice (RJ), primarily the victim-offender mediation in the sense that if peer mediation per se is not enough it has to bee a whole school approach for it to work. In RJ, the community is as important as the primarily parties, the offender and the offended. In school conflicts, the community is the whole school, and as such it has to bee the whole school that is involved in the conflict management program. The method used in this thesis is the traditional method of jurisprudence combined with two case studies. The first case study is the "Peer mediations Project" that in fact was the starting point for the research. The aim with this case study is too show how peer mediation can work in Sweden, both on an organizational and a practical level. In doing so it also highlights which legal questions that is relevant for this thesis. The second case study is the "Spice conflict". This case study aims to make researcher go deeper in the legal issues as well as to illuminate a school conflict and how it can progress. The fist chapter gives a background for peer mediation and the focus of this thesis, as well as the first contact with the two case studies. Chapter two gives a legal background for the thesis. Chapter three deals with conflict theory and chapter four with schools conflicts and the different programs there is to handle those conflicts. In chapter five the different mediations models are presented more in depth and discussed from at mediation perspective. Chapter six goes deeper into the second case study in an effort to resolve the legal issues that has arisen. In the last chapter there is a discussion which originates from the five Nordic principles of mediation, facilitative, peaceably, freely, confidently and restoratively, in conjunction whit mediation, conflict and legal theory.
This chapter examines the conceptual framework boxes and fluxes on "Institutions and governance and other indirect drivers" (Ch. 1, Fig. 1). International and EU governance of relevance for ecosystem services, biodiversity and water is presented. Policy integration, policy coherence, management regimes and stakeholder involvement is reflected upon. The chapter contributes to further understanding of the current and future challenges for sustainable use and conservation of biodiversity and ecosystem services. It provides insights in options for integrating biodiversity and ecosystem services into sustainable development strategies and provides examples of current policy conflicts, along with trade-offs and innovative governance strategies for management of natural resources. Policy-makers need to find ways to handle policy conflicts, improve integration of different stakeholders' perspectives and value dimensions including ILK in policymaking, develop new data collection methods for linking biodiversity and ecosystem services, and develop governance systems that enhance transparency, sustainability and human well-being.
This article aims to examine participation and influence of pensioners' organizations in a context of marketization within local elderly care. The literature on New Public Management (NPM) points out different views on the effects of marketization on the participation of organized interests within the decision-making process. One view states marketization implies less of participation by organized interests since this stands in conflict with inherent values of NPM, such as efficiency and the citizen as customer on a market. An opposite view states that marketization does not cause this effect, i.e., organized interests participate in the same manner as before. The empirical investigation consists of interviews and official documents from four Swedish municipalities with a marketized elderly care. The result is that marketization does not cause any major crowding out effect on organized interests from the decision-making process. However, concerns can be raised about the extent and quality of participation since procedures of contracting out are not always compatible with democratic values such as transparency and participation. ; En ren affärsangelägenhet? Lawns have a significant influence on the cityscape as one of the essential elements of green spaces and an important part of people's everyday lives. Most people in the Western world view lawns as a compulsory element of the urban landscape, almost an icon, without questioning their social, symbolic, ecological or aesthetic values. This research is a part of the conceptual framework and methodological approaches that are being used in an ongoing transdisciplinary collaboration project to study lawns in Sweden as a social and ecological phenomenon.The overall aim of this study was to investigate social and cultural perceptions of lawns, as well as motives behind decisions about the establishment and management of lawns in Sweden. Two multifamily housing typologies, the 'Million Programme' and People's Homes', were examined due to their dominance in Swedish cities. We also studied how an alternative vision of conventional lawns can be applied and accepted by urban residents. We estimated lawn cover in multi-family housing areas and links to people's perception and use of lawns. Questionnaires, semi-structured interviews and observational studies were used (N = 300). Our results showed that people like lawns even if they do not always directly use them. Lawns cover the most significant amount of outdoor spaces in all multi-family residential areas and accompany people everywhere from the house to the schoolyard or park. The total lawn cover in the study areas was 27.8%. Lawns were particularly valued as important places for different outdoor activities (playing, resting, picnicking, walking, socialising) and enjoying the green colour. However people do not want to use a vast monotonous lawn, but a variety of spaces that provide good conditions for different senses (sound, smell, touch and sight) and activities. Alternative lawns were also appreciated by many citizens, politicians, planners and managers. The implementation of new types of lawns requires special planning and design solutions adjusted for each particular neighbourhood.
Bergslagen in south-central Sweden is an informal region with a long history of intensive land use. The legacies of than 2000 years of integrated use of ore, forests and water major national and international economic importance now involve several challenges for the maintenance of landscapes. This includes sustainability of rural and urban communities, of green infrastructures for natural capital and human well-being as well as of forests, river basins and mining. In response to this cross-sectoral integration necessary at multiple levels of public, private and civil as well as academia and schools. Landscapes need thus to be viewed as integrated socio-ecological systems. Collaboration and continuous learning among actors and stakeholders are needed for sustainable use and management of landscapes' goods, services and values. To support this requires (1) data, monitoring and assessment of different aspects of sustainability, (2) continuous knowledge production about material and immaterial landscape values relevant for the management of ecological, economic, social and cultural dimensions, (3) information and communication using both traditional media, as well as (4) through art and culture. the vision to contribute to satisfying these requirements Sustainable Bergslagen initiative emerged gradually since 2004 as a multi-level partnership for sustainable landscapes (www.bergslagen.org). By joining the International Model Forest Network (IMFN), and the network for Long Term Socio-Economic and Ecological Research (LTSER), actors and stakeholders can learn from other regions' sustainable development processes, and make Bergslagen more visible internationally.
Much of the effort to address environmental issues at the local level has focused on defining principles and aims rather than addressing the operational difficulties of implementation. Drawing upon insights from sustainability scholarship, this study reviews two cases: the development of a Swedish standard for implementing sustainable development at municipality, county council, and regional levels, and attempts by a small rural municipality to establish a process towards implementing the Aalborg Commitments. The research illustrates the specific organizational and managerial complexity of these case study experiences. It concludes that an organizational focus on integration and mainstreaming deserves particular attention to achieve broader sustainability, or related environmental or adaptation goals. The results, in particular, highlight the role that integrated management systems can play for sustainability work at the local level.
Adaptation research and practice too often overlooks the wider social context within which climate change is experienced. Mainstream approaches frame adaptation problems in terms of the consequences that flow from biophysical impacts and as a result, we argue, ask the wrong questions. A complementary approach gaining ground in the field, foregrounding the social, economic and political context, reveals differentiation in adaptation need, and how climate impacts interconnect with wider processes of change. In this paper, we illustrate how this kind of approach frames a different set of questions about adaptation using the case of Nepal. Drawing on fieldwork and a review of literature, we contrast the questions that emerge from adaptation research and practice that take climate risk as a starting point with the questions that emerge from examination of contemporary rural livelihoods. We find that while adaptation efforts are often centred around securing agricultural production and are predicated on climate risk management, rural livelihoods are caught in a wider process of transformation. The numbers of people involved in farming are declining, and households are experiencing the effects of rising education, abandonment of rural land, increasing wages, burgeoning mechanisation, and high levels of migration into the global labour market. We find the epistemological framing of adaptation too narrow to account for these changes, as it understands the experiences of rural communities through the lens of climate risk. We propose that rather than seeking to integrate local understandings into a fixed, impacts-orientated epistemology, it is necessary to premise adaptation on an epistemology capable of exploring how change occurs. Asking the right questions thus means opening up adaptation by asking: 'what are the most significant changes taking place in people's lives?', along with the more standard: 'what are the impacts of climate change?' Viewing adaptation as occurring between and within these two perspectives has the potential to reveal new vulnerabilities and opportunities for adaptation practice to act upon.
Illegal hunting has constituted an expression of contested legitimacy of wildlife regulation across the world for centuries. In the following report, we critically engage with the state of the art on the illegal hunting phenomenon. We do so to reveal emerging scholarly perspectives on the crime. Specifically, we aim to capture the complexity of illegal hunting as a socio-political phenomenon rather than an economically motivated crime. To do so, we adopt a critical perspective that pays particular attention to the societal processes that contribute to the criminalization of historically accepted hunting practices. To capture perspectives on illegal hunting, fifteen researchers from various countries participated in an illegal hunting workshop in Copenhagen 16-17th June 2014. A primary contribution of the research workshop was to bring together criminologists, sociologists, anthropologists and geographers, each equipped with their own research perspective, to engage in a critical and interdisciplinary discussion on how to apprehend and constructively address the challenges of illegal hunting in contemporary society. A majority of those that attended were primarily based in the Nordic and the UK context, which motivated a strong focus on the illegal hunting that currently takes places in these countries. Similar trends of illegal hunting were identified across Europe, many of which traced from EU legislation on the reintroduction of large carnivores or other controversial wildlife conservation projects. In the workshop, proceedings took the form of individual presentations, plenary discussions and group work. Common themes that emerged from these presentations were: illegal hunting as communicating socio-political resistance; the targeting of specific species based on its symbolism or environmental history; illegal hunting as symptom of class struggles; the role of rewilding and domestication of nature on wildlife regulation; corruption, complicity and conflicts of loyalty in enforcement, and discrepancies and discontinuities in legality. These themes were framed in an understanding of illegal hunting as a complex, multifaceted expression that transgresses livelihood based motivation. Critical discussions conceptualised illegal hunting as a crime of dissent. This meant situating crimes as everyday forms of resistance against the regulatory regime. In so doing, the relationship between hunters and public authorities was highlighted as a potential source of disenfranchisement. In this interactionist perspective, illegal hunting tells us not just about the rationales of the offenders. It also elucidates the broader context in which non-compliance with regulation serves as symptoms of democratic and legitimacy deficits on the state level. Erratic transitions in legislation and a subsequent discord between legal, cultural and moral norms in society were identified as factors that contribute to the conflict. Crucially, the research workshop and the report contribute with three perspectives. First, it emphasizes the need to uncover the grey areas of complicity in wildlife crime. Previously corruption, bribery and selective law enforcement have been associated with wildlife trafficking in the global south, but this understanding is too blunt for the complicity that exists in many other contexts. Here conflicts of loyalty exist across several strata of society and differ in degrees. In highlighting this fact, we show a more opaque and contingent climate of complicity around illegal hunting in Northern Europe and elsewhere. Second, as crimes of dissent seeking to publicise injustices, illegal hunting and its associated resistance tactics are counterproductive by constituting a 'dialogue of the dead'. With this is mean that such communication is prone to distortion, misunderstanding and exaggeration and does no favors to hunters. There is consequently a need to move to a clarity of messages, as in institutionalised diogue processes. Third, hunting regulation cannot be seen in isolation to the broader differences in society in terms of values, economic factors and development. Research questions for future scholarship concluded the workshop and are summarized in the report. In terms of illuminating the junctures at which additional research is needed, these questions may provide important guidance. Above all, the report is intended as help for policy-makers, wildlife managers and law enforcement in better understanding and responding to the complexities of illegal hunting. We hope this will lead to more long-term preventative measures that address the core of the issue rather than proximate causes. The workshop was organized by the Environmental Communication Division of the Swedish University of Agricultural Sciences. The event constituted a part of the FORMAS funded research project Confronting challenges to political legitimacy of the natural resource management regulatory regime in Sweden - the case of illegal hunting in Sweden whose members include Erica von Essen, Dr. Hans Peter Hansen and Dr. Helena Nordström Källström from the Swedish University of Agricultural Sciences, Professor Tarla R. Peterson from Texas A&M University and Dr. Nils Peterson from North Carolina State University.
The contemporary crises become increasingly complex, accompanied by more hostilities leading the infected societies to witness more unfortunate events, especially when political solutions are absent in war times or internal conflicts. The humanitarian sector, on the other hand, has to mitigate the severe effects of these crises on communities and provide assistance despite lack of funding and data. The action of UNHCR during the conflict in Syria has been taken as a case study due to the complexity of the situation in Syria. Contingency theory has been adopted within this study to investigate how does the humanitarian crisis in Syria impact the structure of UNHCR. Furthermore, contingency planning as a vital element to address emergencies effectively, enabling the organization to absorb shocks entirely or even partly, is adopted to investigate whether the UNHCR's crisis management is efficient or not. The study reveals that UNHCR's emergency preparedness planning is a sophisticated tool in meeting emergencies, particularly when adopting and implementing these plans on the ground and in coordination with the other stakeholders. Emergency preparedness planning has been observed to be an advantage to the organization primarily when the existing hazard or the predicable one is described as very dynamic. The case study discovers that UNHCR experienced extreme conditions in Syria, such as lack or absence of the data, funding gaps, and safety threatening. Despite these challenges, the organization developed an inclusive response action in which it collaborates with the other humanitarian organizations in Syria and involves the local communities to design site-oriented and more accurate plans.
With the industrial revolution, the human utilization of the forest took a new turn as wood became a commercial product (Östlund & Zackrisson 2000). Since then, economical considerations have pervaded the public perspective on forest and forestry. However, the awareness of the need for sustainability in the use of the forest resource has also grown, and during the last decades other values have entered the discussion and the practice of forestry. Today, sustainable forest management (SFM) where economical, ecological and social values are all satisfied, is a core element in the development of acceptable forest management practices. Public participation is strongly related to SFM. In some industrialized countries, e.g. Canada, demands for participation in natural resource management have subsequently been incorporated into the legislation (Chambers and Beckley 2003), but in most countries there is no legal demand for participation. In Sweden for example, the only demand for participation in the Forestry Act is consultation before clear cutting in certain areas of reindeer herding. Forest certification, which is now covering extensive areas in several countries, plays an interesting role in the promotion of SFM. However, its main purpose is not public participation and the integration of social values into forestry (Angelstam et al. 2004). Internationally, there is the Aarhus Convention on Access to Information, Public Participation in Decision Making and Access to Justice in Environmental Matters. This convention has been ratified by Sweden amongst other countries, but it is difficult to make a strict interpretation of it. New approaches and methods are obviously needed in forest management planning to incorporate forest values other than timber production and to help solve conflicts of interest. There have been some attempts made by different types of projects. The Canadian Model Forest concept promotes participation in the work for SFM, and has been tried out in Sweden in the Vilhelmina Model Forest project (Svensson et al. 2004). Some of the LIFE projects sponsored by the European Union are also applications of participation with SFM as the objective; the project "Local Participation in Sustainable Forest Management based on Landscape Analysis" is a Swedish example of a LIFE project sponsored by the European Union (http://www.svo.se/minskog/templates/svo_se_vanlig.asp?id=8001, 2007-01-12). A potentially powerful tool in the work for sustainable forest management (SFM) and participation is multiple criteria decision analysis (MCDA), an approach which can make it possible to handle complex decision situations involving conflicting interests and several stakeholders. The purpose of this paper is to clarify concepts related to participation and present methods that are applicable in participatory planning. More specifically the following questions will be dealt with: • What is meant by participation? What methods and techniques are available to participatory planning processes? • What is MCDA and what phases do this approach require? In order to illuminate the state of art of participatory planning in forestry, an analysis of a number of case studies is presented.
Biodiversity loss can degrade ecosystems and impactthe ability of ecosystems to contribute to people. The last 20 years of ecosystem service research has increased society's interest in fighting the consequences of ecosystem degradation. During the last decades, attitudes towards conservation have been shaped in many ways. According to Mace (2014), "nature for itself" was a key principle during 1960s–1970s supporting concepts such as protected and wilderness areas. Human pressures on nature during the 1980s and early 1990s resulted in extinctions, habitat loss, and pollution, which made it urgent to act for"nature despite of people". That period was followed by a "nature for people" period, in which biodiversity challenges were mainstreamed via concepts such as ecosystem approach, ecosystem services and economic values. The latest paradigm, which was developed by Mace (2014) is called "people and nature". Key concepts in conservation circles include environmental change, resilience, adaptability and socio-ecological systems. Several assessments of the state and trends of biodiversity, ecosystems and ecosystem services have been carried out via various initiatives, such as Millennium Ecosystem Assessment (MA, 2005), followed by the Economics of Ecosystems and Biodiversity (TEEB) assessments and the Aichi biodiversity targets of the Convention on Biological Diversity (CBD). In Europe, Mapping and Assessment of Ecosystems and their Services (MAES) has generated a lot of new knowledge on the quantification of ecosystem services and use of this information in decision-making. Today, more and more open data is available through research infrastructures, for example, remote sensing data through the Copernicus programme of the European Union and European Space Agency. Naturebased solutions and green and blue infrastructure are becoming popular in landscape planning and highlight different aspects of the socio-ecological (synon. coupled human-environment) systems and their sustainable management. The most significant attempt to highlight the importance of biodiversity and ecosystem services globally, has been the establishment of the Intergovernmental Science-Policy Platform on Biodiversity and Ecosystem Services (IPBES). IPBES has launched a series of thematic and geographical assessments. The European and Central Asian regional assessment has been ongoing parallel to this Nordic IPBES-like assessment that has focused on coastal ecosystems and their services. This assessment covers the Nordic countries, i.e. Denmark, Finland, Iceland, Norway and Sweden, and autonomous areas such as Åland, Faroe Islands and Greenland, which are a unique "biocultural" piece of Earth with unique nature values and well-established societies.
