The safety of consumed food has always been topical. Therefore, problems of improving the quality of food in the population were also considered at the First All-Ukrainian sanitary-food congress. In Ukrainian historiography there are no solid scientific investigations concerning the coverage of the activities of the First All-Ukrainian sanitary-food congress are determined. The purpose of the article is to highlight the problems of food hygiene at the First All-Ukrainian Sanitary and Food Congress in 1934 year. The methodology of this research is based on a set of principles of objectivity, history and system ana lysis of facts and events. The article says that young people, starting with kindergarten, school, higher education institution, along with their mentor mentors, should deal with the issues of consolidation of Ukrainians. By the way, uniting Ukrainians, for whom the unresolved war with Russia is a big problem, there is a falsification of real facts in mass media, changing worldview, vital values and judgments is rather difficult. After the restoration of Ukraine's independence, the issue of the dissemination of truthful information about Ukraine and Ukrainians around the world became very relevant, which directly involves the Ukrainian Ukrainian Civic Congress (UCU), whose activities help to bring the full political, social, economic and other aspects to the Ukrainian and world community. the life of the Ukrainian diaspora and the Ukrainian state. I think that the most important thing in this issue is the formation of a national identity. I set myself before the goal to find out how the world can influence or help a person who does not realize which national group she belongs to. What does she know about her own historical territory, does she owns and uses the language of the state of Ukraine, which (its) citizen considers himself ... Not the formation of a national identity leads to a threat to the national security of the state - the layered society, the low level of culture and political culture (it prompts buckwheat), separatism intensifies, civil society is not seriously formed or in any way formed ... Returning to the main task of the UWC - the preservation of the national identity of Ukrainians, we must emphasize that this is the support and development of Ukrainian culture, the protection of the rights and interests of Ukrainians both in the diaspora and in Ukraine, the coordination of the international ties of their constituent organizations that support and develop Ukraine's national identity, spirituality, language, culture and heritage of Ukrainians around the world. The UWC assists in the development of public life of Ukrainians in the countries where they live, and also strengthens the positive attitude towards Ukrainians and the Ukrainian state and protects the rights of Ukrainians, regardless of their place of residence, in accordance with the Universal Declaration of Human Rights. So the article is intended for educators in the first place. To sum up, it should be noted that the formation of a national identity is one of the main tasks of the Ukrainian state at the present stage. To implement it, it is necessary to actualize the efforts of educators of all levels and non-governmental organizations in the field of public and, above all, interethnic relations.
There are talking about the Chernihiv Provincial Noble Assembly and its participation through the commissioners in the congresses of the All-Russian United Nobility. The purpose of the article is to find out the number of participants in each of the 12 congresses in 1906-1916 years, to clarify their position in the discussion and decision-making on cardinal issues of political life of the state. It was noticed in which of them the Chernihiv nobles did not share the positions of the permanent council of the united nobility and there were clarified the reasons of it. The research methodology is based on the general scientific principles of historicism using the methods of social history. It has been established that 22 people took part in the work of the All-Russian Congresses of the United Nobility. There were the groups of aristocrats, landowners and landless nobles among them. All of them were local public persons, headed zemstvo institutions, actively introducing self-government at the county and provincial levels. Six of them were deputies of the State Duma and two were members of the State Council. The rest were in public service in local governments, with the exception of Olexander Rachinsky, who in 1915-1917 held the position of deputy Minister of Education. They supported the leading idea of the congresses: the preservation of autocracy, demonstrated the loyalty and devotion of the Romanov dynasty as a guarantee of their own stability and the traditional form of government. Since in the discussion of reforms by the government P.A. Stolypin initiative was seized by senior dignitaries from government circles and authorized by the nobles of the central Russian provinces, while Chernihiv took an apolitical, expectant position and did not show much activity. Instead, they initiated amendments to the statute of the united nobility, which, in their opinion, should have defended the interests of the provincial nobility, and less - to take into account party disputes.
Summary. The history of the Ukrainian diaspora/emigrants makes up an integral part of the Ukrainian history. The article traces the path of foreign Ukrainians to unification in order to defend the interests of the entire Ukrainian people. The successful Jewish experience may serve as the vivid example. The latter lived scattered for ages, but united and established World Jewish Congress in 1936, being able to declare the State of Israel in 1948. The purpose of our study is to trace the origins of the idea to consolidate the Ukrainian emigrants and to establish the only coordinative institution for the whole Ukrainian nation from all over the world in the 1920s, its evolution and the practical measures for its implementation. The successful experience of the Ukrainian diaspora can serve as a model for the modern Ukrainians, while the analysis of the mistakes of the latter can help to avoid them at the contemporary stage of state formation. Methodology. The methods to solve the aforementioned problem are the following: 1) the method of historical comparison of the Ukrainian and Jewish experience of consolidation; 2) historiographical analysis and synthesis; 3) inductive and deductive reasoning. The scientific novelty of our research is in the comprehensive step-by-step study of the World Congress of Free Ukrainians. Conclusions. The powerful centers of the Ukrainian political emigration appeared in the 1920s. They aimed to restore Ukraine's unity and independence. However, there was disagreement among them, given the fact that they struggled for power in 1917–1920. S. Petliura was one of the first competent political leaders, who realized the necessity of consolidation. His associates A. Shulgin and V. Prykhodko made the first attempts to organize the World Ukrainian Congress in the 1930s. The idea was supported in Galicia and in the USA, though it wasn't implemented. The same process may be noticed in the Jewish diaspora at the same time; however, they summoned the World Jewish Congress in 1936 and declared their own state. Because the Ukrainian politician leaders failed to create a single political center, the Soviet diplomats became the legitimate representatives of Ukrainians during and after the World War II. The establishment of the Pan-American Ukrainian Conference (PAUC) in 1947 is thought to be the pre-condition for summoning the World Congress of Free Ukrainians, as it was one of its key tasks. A. Melnyk was one of the most active lobbyists of the Ukrainian unity. He also introduced the idea of the organization superstructure. PAUC made a few attempts to summon the congress in the 50s – 60s of the 20th century, but none of these were successful. Consequently, the Ukrainian emigrants were disappointed with its PAUC's ability to accomplish the task successfully. Despite this fact, in January 1967 PAUC published/promulgated the manifesto on summoning the World Congress of Free Ukrainians launched the active propaganda campaign, and the long way of the Ukrainian nation to consolidation met with success in November.

In article programs are analyzed and activity of the national-patriotic organizations of the British India which was predecessors of the Indian National Congress which has been formed in 1885. Among them are especially allocated the British Indian Association, the Indian Association, the Association of the Bombay Presidency and the Poona Sarvajanik Sabha as they have laid the foundation for creation of the Congress organization. The national-patriotic organizations, bringing up at the population patriotic feelings, supported granting of India of self-management, for the elective majority in legislatures and municipal councils, expansion of participation of Indians in the central and local state structures and in local governments, introduction of a policy of the state protectionism for protection of national business and creation of conditions for development of the Indian industry, crafts and trade, carrying out of reforms in the country, introductions of the civil rights and freedom, racial discrimination prohibition, and also for development of national education, languages and culture. Despite their moderation, limitation of programs and activity, for the time it there was a considerable step forward in comparison with programs of their predecessors. The national-patriotic organizations of 60–80th years ХІХ century have laid the foundation for association of patriotic movement across all India and formations all Indian national organization – the Indian National Congress.
The goal of the paper is to analyze the activities of the Commission on Human Rights of the World Congress of Free Ukrainians (WCFU), aimed at drawing the attention of the world community to human rights violations in the Ukrainian SSR in the 1970s – 1980s. The scientific novelty of the study is that on the basis of archival documents and published memoirs the activity of the Commission of the Human Rights of the WCFU is fully highlighted, and the main directions of its activity are determined. After the establishment of the WCFU, the problem of human rights violations in the Ukrainian SSR took a prominent place in its activities. The idea of creating a special Commission on Human Rights arose during the International Conference under the auspices of the United Nations in Tehran in 1968, dedicated to the 20th anniversary of the Universal Declaration of Human Rights adoption. As a result, a Commission on Human Rights was established in 1972 to coordinate human rights activities within the framework of the WCFU and for many years it was headed by Canadian senator of Ukrainian descent Pavlo Yuzyk. In general, Ukrainian community in Canada has played a key role in the Commission's activities, which was determined in particular by the place of its permanent residence in Toronto. The main efforts of the Commission on Human Rights were aimed at informing the world community about the facts of human rights violations in the Ukrainian SSR by publishing relevant materials in English, French, and other languages, organizing mass events (demonstrations, press conferences), sending appeals to international human rights organizations and statesmen of Western states with requests to defend the persecuted Ukrainian dissidents. Campaigns to protect Ukrainian dissident prisoners, the members of Ukrainian Public Group to Promote the Implementation of the Helsinki Accords, were among the taken measures. During the Helsinki Process, the work of the Commission on Human Rights gained a new impetus, and its representatives took part in the Review Meetings of the Conference on Security and Cooperation in Europe (CSCE). The experience of these conferences confirmed the need for systematic, verified, and complete information on the human rights situation in the Soviet Union. With this in mind, the WCFU's Human Rights Commission began periodically issuing notifications reviewing human rights violations behind the Iron Curtain and sent them to Western government officials. Through its actions, the WCFU Commission on Human Rights contributed to the constant pressure of the world community on the Soviet leadership because of its systematic human rights violations.

The authors examine the period of the Ukrainian Revolution of 1917 as an increase of national spirit and revival and, at the same time, deep disappointments and vexatious national defeats. The beginning of this event was marked by the powerful rise and recognition of the state status of Ukraine, the proclamation of its autonomy and, finally, state independence. The military topic was the subject of one session of the second General Assembly of the Central Council of Ukraine and sparked a lively discussion. The military congresses became important regarding the idea of armed protection of Ukrainian statehood. They laid the basic foundation for further development of the Ukrainian national army. The authors' purpose is to highlight the First All-Ukrainian Military Congress role and importance in the state-building and the army development, based on the its decisions and resolutions. The Congress addressed issues related to the autonomy of Ukraine; attitude to the Central Council of Ukraine; the Ukrainian national army and the Ukrainian General Military Committee; the Ukrainian symbols of power and the first Ukrainian Cossack Regiment named after Bohdan Khmelnitsky; the Ukrainian people's militia; maintaining discipline and combating desertion; education in Ukraine and Ukrainianization of military education, etc.It is found that the decisions of the Congress were important for the development of the Ukrainian national movement in the army and navy. Thanks to the activity and support of the Ukrainian military movement, the Central Council of Ukraine has become a leading authority and its influence has spread over a large territory of Ukraine. It was determined that the mood in Ukrainian military was more decisive than that among the leaders of the Ukrainian movement to create a national army and an independent free Ukraine.

It was determined that the mood in Ukrainian military was more decisive than that among the leaders of the Ukrainian movement to create a national army and an independent free Ukraine.
The article is devoted to the Witness – one of the participants in the English-language parliamentary discourse. The role of the Witness as the addressee in the witnesses questioning process is determined. The witnesses questioning process has three stages: the stage of contact setting, contact extension and unlocking. It was found that the activation of the speech activity of the Witnesses in the Parliament of the Great Britain and in the US Congress takes place at all stages of the communicative event. The definition of strategy and tactic is considered. An attempt is made to determine the communicative strategies and tactics of the Witness as an addressee in the witnesses questioning process during the committees' meeting. Comparison of strategic and tactical arsenal of Witnesses in the Parliament of the Great Britain and in the US Congress is made. Thus, the author concludes that the chosen cooperative strategy for speech communication is common to both Witnesses. Tactics of the cooperative strategy realization are common and different. 15 common tactics were identified: tactics of supposition, generalization, clarification, confirmation / consent, providing additional information, rhetorical question, reference / quoting, clarification / reciprocal, correction, fact, objection / disagreement, redirection, ignorance, self-presentation, promise. The tactic of the presentation is identified in the tactic arsenal of the Witness in the Parliament of Great Britain. For the cooperative strategy realization the Witness in the US Congress uses five more tactics, with the exception of the abovementioned tactics common with the Witness in the Parliament of Great Britain, namely the tactic of reaction, request, own understanding, changing the topic focus, approval. The ranking of tactics, which are most often used by Witnesses for the cooperative strategy realization, is determined. Strategies and tactics of speech communication are embodied in speech acts that form discourses (texts) as units of communication. In turn, speech acts are realized by language (lexical, grammatical and stylistic) and non-native means. References1. Andreychuk, N. I. 2011. Osnovy teorii movnoi komunikatsii. Review of the XXIX World Congress of the International Association for Philosophy of Law and Social Philosophy "Dignity. Democracy. Diversity", which was held in July 2019 in Lucerne (Switzerland), contains information on the lead theme of the Congress and its academic program, including the main theses of plenary lectures ("Dignity: An Equality Analysis" by Catharine A. MacKinnon, "Human Rights Overreach" by John Tasioulas, "The Islamic View of Humanity" by Azizah Y. al-Hibri, "Replacing the Persecution Condition for Refugeehood" (IVR Young Scholar Prize Lecture) by Eilidh Beaton, "Rescuing Human Rights: Challenges of Identity and Pluralism in an Age of Globalisation" by Neus Torbisco-Casals, "Natural Law, Cognitive Science and Human Rights" by John Mikhail, "Diversity: Importance and Relevance" by Yoshiki Wakamatsu, "Human Dignity: Challenges, Controversies and Promise" by Heiner Bielefeldt, Peter Schaber and Simone Zurbuchen), the themes of panel events, and an overview of the special workshop "Experience of Law".
