İkinci Dünya Savaşı sonrasında Avrupa'daki siyasi ve ekonomik yıkımı onarmak adına Avrupa bütünleşmesi fikri ortaya çıkmış, ancak Britanya bu fikre Kıta'nın diğer ulus devletlerine kıyasla daha mesafeli yaklaşmıştır. Her ne kadar 1960'larda entegrasyon fikrinin en somut çıktısı olan Avrupa Ekonomik Topluluğuna başvurup, 1973'te üye devlet konumuna gelse de; Britanya, üye olduğu dönem boyunca ulusal çıkarlarına uymayan Topluluk politikalarının dışında kalmayı tercih etmiştir. Britanya'nın gerek kendini Kıta Avrupası'nın politik, ekonomik ve toplumsal yapısından ayrıştırarak, gerekse karşılaştırmalı bir üstünlük belirterek istisnacılığını üyelik öncesi ve sonrası dönemde devam ettirdiği söylenebilir. Avrupa entegrasyonunun ilkelerinden ve politika gerekliliklerinden kendini hariç tutma iddiası olarak tanımlanabilecek Britanya istisnacılığına dair Britanya Parlamentosu'nun iki ana akım partisi İşçi Partisi ve Muhafazakâr Parti tarafından üretilen siyaset ve söylem, bu çalışmanın temel araştırma konusudur. Britanya Parlamentosu içinde Avrupa entegrasyonuna karşı geliştirilen farklı tutumlar arasından istisnacılığı söylem analizi yöntemi ile inceleyen bu çalışmada, bahsi geçen iki partinin milletvekillerinin parlamento konuşmaları 1973-2017 dönem aralığında, parlamentonun resmi arşivi Hansard üzerinden elde edilen veriler aracılığıyla incelenmiştir. Bu bağlamda çalışmanın ilk amacı İşçi Partisi ve Muhafazakâr Parti milletvekillerinin istisnacılık siyasetinin söylemsel boyutunu nasıl kurguladıklarının incelenmesi, ikinci amacı ise bu iki partinin istisnacılık söylemi arasında ne gibi benzerlikler ve farklılıklar olduğunun tespit edilmesidir. Söylem analizi sonucunda iki partinin istisnacılık söyleminin yoğunlaştığı ana başlıklar egemenlik, ekonomik yapının biricikliği, dünya gücü olma iddiası ve ada devleti olma halinden kaynaklı coğrafi konum olarak ortaya çıkmıştır. ; The idea of European integration has emerged to restore political and economic destruction in Europe after the Second World War, yet Britain stood aloof from this idea compared to other nation states in the Continent. Although in 1960s, Britain applied for the membership of European Economic Community, which was the most tangible output of integration attempts and became a member state in 1973; throughout the membership period, Britain preferred to opt-out from the policies of Community which were not in line with national interests of the country. It can also be argued that Britain has maintained its exceptionalism both before and after membership, either by differentiating itself from the political, economic and social structure of Continental Europe or claiming a comparative superiority. The main subject of this study is the politics and discourse on British exceptionalism- which can be defined as the assertion of exemption from the values and policy necessities of European integration- produced by the two mainstream political parties of British Parliament, Labour and Conservative Parties. In this study, exceptionalism as one of the various lines of conduct inside British Parliament towards European integration has been examined by discourse analysis of the speeches of MPs from the two political parties in question covering the period from 1973 to 2017 through the data retrieved from Hansard, the official archive of British Parliament. In this context, this study aims, firstly, to analyse how the MPs of Labour and Conservative Parties construct the discourse dimension of exceptionalist politics and secondly, to determine what kind of similarities and differences between these two political parties' exceptionalist discourse. Sovereignty, the uniqueness of economic structure, claim for world power and geographic location as an island nation are the main topics emerged out of discourse analysis.

Dünya siyaset tarihi içerisinde en fazla öne çıkan ve toplumun geneli tarafından kabul gören siyasal anlayışların başında, muhafazakâr düşünce sistemi gelmektedir. Bu düşünce sistemi kimi zaman iyi ve güzeli koruma, kimi zaman ise yeniliklere kapalı olma özelliği göstermiştir. Ancak bu düşünce sistemi özellikle demokrasi kültürünün tüm toplumlarda kabul görmesi ile birlikte bir kısım değişikliklere uğramıştır. Muhafazakâr düşüncenin demokrasi gibi önemli bir kavramı yok sayması mümkün olmamış ve neticesinde muhafazakâr demokrasi adı verilen ve hem muhafazakârlığı hem de demokratik unsurları içerisinde barındıran bir düşünce sistemi ortaya çıkmıştır. Tüm dünyada ilgi gören muhafazakâr demokrasi kavramı, ülkelerin kendi yönetim sistemleri ve kültür şekillerine göre olgunlaşmıştır. Bu bağlamda kimi ülkelerde muhafazakârlık kavramı ağır basmış iken bir kısım ülkelerde ise demokrasi kavramı güncelliğini korumuştur. Türkiye'de bu yeni kavrama kayıtsız kalmamış ve özellikle son yarım yüzyılda yeni sağ düşünce görüşüne uygun olarak muhafazakâr demokrasi kavramını savunan siyasal partiler ortaya çıkmıştır. Bu partilerden en önemlisi ve Türk siyasal yaşamına damgasını vuran parti ise AK Parti olmuştur. AK Parti kuruluşundan kısa bir süre sonra tek başına iktidara gelmesi ve halen daha bu vasfını devam ettirmesi nedeniyle Cumhuriyet tarihinin en önemli partileri arasında yer almıştır. Ayrıca benimsediği muhafazakâr demokrasi düşüncesi de büyük kitleler tarafından kabul görmüştür. Bundan sonraki dönemlerde yeniliklere uyum sağlayabildiği ölçüde toplum tarafından kabul görmeye devam etmesi beklenmektedir. ; One of the most prominent political approaches in the history of politics in the world is the conservative thought system. This system of thinking has been shown to be good and beautiful and sometimes closed to innovations. However, this system of thought has undergone some changes especially with the adoption of democracy culture in all societies. It was not possible for conservative thought to ignore an important concept like democracy, and as a result, a system of ideas, called conservative democracy, which contained both conservatism and democratic elements, emerged. The concept of conservative democracy, which attracts attention all over the world, has been matured according to the countries' own management systems and culture forms. In this context, while the concept of conservatism was dominant in some countries, the concept of democracy remained up to date. Turkey has not indifferent to this new grip, especially in the last half century, according to conservative views right new idea has emerged political parties advocating the concept of democracy. The most important of these parties and the party that marked the Turkish political life was the Adalet ve Kalkınma Partisi (AK Party: Justice and Development Party). The AK Party has been one of the most important parties in the history of the Turkish Republic due to the fact that it came to power in a short period of time after its establishment and still has this characteristic. In addition, the idea of conservative democracy has been accepted by the masses. In the following periods, it is expected to continue to be accepted by the society to the extent that it can adapt itself to innovations.

Bu çalışma AK Parti'nin ?Muhafazakâr Demokrat? kimliğini sorgulamak gayesi gütmektedir. Bunun için öncelikle muhafazakârlık düşüncesinin teorik birikimi tarihsel süreç dikkate alınarak incelenmiş olup, geleneksel muhafazakâr düşünce ve en önemli temsilcisi Edmund Burke'ün görüşlerine yer verilmiş ve modern muhafazakâr düşünce akımları olan Yeni Muhafazakârlık ve Yeni Sağ'ın düşünsel temelleri açıklandıktan sonra Robert Nisbet'in muhafazakârlık ideolojisine değinilmiştir. Literatürde muhafazakâr demokrat kavramı bulunmadığından dolayı, muhafazakârlığın demokrasi ile olan ilişkisi, muhafazakârlık ve liberalizmin etkileşimleri bağlamında açıklanmaya çalışılmış ve Batı muhafazakârlığının liberalizm ile kurduğu süreç içerisindeki demokrasiye karşı olan tutumları ifade edilmiştir. Türkiye'de 3 Kasım 2002 seçimleriyle iktidara gelen AK Parti'nin, kendisini muhafazakâr kimlikle tanımlayan ilk parti olarak, muhafazakârlık temelinde hem Batı ile karşılaştırması yapılmış, hem de AK Parti'nin Türk Muhafazakârlığı ile süreklilikleri ve kesintileri tartışılmaya çalışılmıştır. AK Parti'nin muhafazakâr demokrat tanımlamasındaki demokrasi anlayışı açıklanırken, programı, seçim beyannamesi ve icraatları dikkate alınarak, AK Parti'nin demokrat kimliği irdelenmiştir. Due to this, firstly the theoretical accumulation of thought of conservatism in attention of historical perspective is analyzed, the ideas of Edmund Burke as the most significant representative of traditional conservatism are mentioned and finally, after clarifying the ideological bases of new conservative approaches as New Conservatism and New Right, the conservative ideology of Robert Nispet is emphasized. Due to there is not any concept for conservative democrat in literature, the relation of conservatism with democracy, is tried to be explained in the sense of interaction between liberalism and conservatism and the attitudes of West Conservatism to democracy in the process of this relation is mentioned. In Turkey, AK Party which has come into power after the elections on 3th November 2002, as the first party defined himself by conservative identity, is compared with West on the bases of conservatism and also the continuities and discontinuities of AK Party with Turkish conservatism are tried to be argued. While the perception of democracy in AK Party?s definition of conservative democrat is explaining, the democrat identity of AK Party is explicated considering the program, declaration of election and performances. Avrupa Birliği ile ilişkileri 1973'ten beri devam eden Birleşik Krallık, üyelik sürecinde genellikle sorunlu bir ilişki içerisinde olmuştur. Avrupa bütünleşmesinin başlangıcında sürece dâhil olmayan ülke, sonrada katıldığı bütünleşme sürecine sürekli olarak mesafeli bir şekilde yaklaşmıştır. Söz konusu sorunlu ve mesafeli ilişki, çoğu zaman keskin tartışmalarla geçen üyelik sürecini önceden öngörülemeyen bir şekilde ayrılma noktasına kadar getirmiştir. Brexit ise, Birleşik Krallık'ın Avrupa Birliği ile ilişkilerinde en önemli dönüm noktası olmuştur. Bu nedenle, Brexit'e giden süreci, Brexit'in nedenlerini ve sonuçlarını incelemek konunun daha iyi anlaşılmasını sağlayacaktır. Çalışma bu amaçla, Brexit sürecini ayrıntılı olarak ele almayı ve literatüre katkı sağlamayı amaçlamıştır. Muhafazakâr Parti tarafından Avrupa Birliği ile ilişkilerde reform talep edilmesiyle 2013'te başlayan süreç, 23 Haziran 2016'da düzenlenen referandumda .9 ayrılma kararıyla sonuçlanmıştır. Popülist ve gerçek dışı söylemler üzerinden ilerleyen Brexit referandumunda, Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi bütün süreci yöneten aktörler olmuşlardır. Bu iki siyasi parti, bir iç politika malzemesi haline getirdiği Avrupa Birliği üyeliğini farklı kampanyalar yürüterek de olsa sona erdirmişlerdir. Böylece, Avrupa Birliği tarihinde ilk defa bir üye devlet Avrupa Birliği'nden ayrılma sürecine girmiştir. Bu çerçevede çalışmada öncelikle Birleşik Krallık-Avrupa Birliği ilişkilerinin tarihsel arka planı ve Brexit'in nedenleri ele alınmıştır. Sonraki bölümlerde, Brexit'in Birleşik Krallık üzerindeki ekonomik etkilerine ve Muhafazakâr Parti ile Birleşik Krallık Bağımsızlık Partisi'nin bu süreçteki rollerine değinilmiştir. Son olarak, ayrılma süreci kronolojik olarak incelenmiş, ayrılma sürecinin hangi aşamalardan geçtiği ve nasıl ilerlediği gösterilmiştir. Avrupa Birliği tarihinde ilk kez gerçekleşen bu süreci, Avrupa Birliği'nin ilgili kurumları ve Birleşik Krallık yetkilileri birlikte şekillendirmektedir. Bir aday ülkenin Avrupa Birliği üyelik sürecine benzer şekilde Avrupa Birliği ve Birleşik Krallık arasında ayrılma müzakereleri devam etmektedir. Çalışmanın sonucunda, Brexit'in Birleşik Krallık ekonomisi ve siyaseti üzerinde olumsuz etkileri olduğu belirtilmiştir. Ekonomik açıdan, ülke ekonomisinin kısa dönemde olumsuz etkilendiği, orta ve uzun döneme ilişkin olumsuz beklentilerin olduğu dile getirilmiştir. Siyaset üzerindeki etkilerine bakıldığında ise, sürecin her aşamasında yer alan Muhafazakâr Parti ve Birleşik Krallık Bağımsızlık Partisi'nin siyasette kötü sonuçlar aldığı ve referandum kampanyalarını yürüten iki liderinin de siyasetten çekilmesine neden olduğu gösterilmiştir. Sonuç olarak, kimin kazandığının tam olarak belli olmadığı bir referandumun ardından, Brexit'in sonucunda da ne olacağı tam olarak belli değildir. ; United Kingdom which has an ongoing relationship with the European Union since 1973 has generally had problematic relations during the membership process. A country who does not play a part in the early European integration process keeps wary eye to the process she joins lately. This turbulent and detached relationship brings the membership process which mostly contains sharp discussions to an unexpected breakpoint. Brexit has been the most important milestone in the United Kingdom-the European Union relations. Therefore, examining the process through Brexit, its reasons and results will help understand the issue better. Given this goal, therefore, this study aims to deal with the Brexit process in detail and contribute to the existing literature. Process beginning with the reform requests by Conservative Party in relations with the European Union in 2013 resulted in a referendum with 51.9% leaving decision on June 23, 2016. In the Brexit referendum which proceeds from the populist and unreal discourses, Conservative Party and United Kingdom Independence Party have been the actors managing the whole process. Even these two political parties conduct different campaigns on the EU membership which they turn it into a domestic policy tool; they have eventually completed the process. Thus, for the first time, a member state decided to enter leaving process in the European Union's history. In this framework, this study initially deals with the historical background of the United Kingdom-the European Union relations and causes of Brexit. Then, economic effects of Brexit on United Kingdom and roles of Conservative Party and United Kingdom Independence Party in this process were mentioned. Lastly, leaving process was chronologically examined and the steps of leaving process and the progress were shown. The process which happens for the first time in the EU history has been shaped by the EU's relevant institutions joint with the UK's authorities. Similar to a candidate country's membership process, the leaving negotiations have been going on between the EU and the UK. As a conclusion, it is indicated that Brexit has negative effects on politics and economy of United Kingdom. Economic-wise, the study shows that the UK economy has been affected negatively in the short-run in addition the negative expectations in the long-run. Political-wise, on the other hand, Conservative Party and United Kingdom Independence Party that have taken place in every stage of the process have gone up in flames and led their leaders who conducted referendum campaigns to abandon politics. Consequently, after a referendum without an exact winner, it is also unclear what happens after the Brexit process.

Yüksek Lisans Tezi ; Bu çalışmada siyasal İslam ve muhafazakarlık ideolojilerinin, Türkiye'de nasıl örgütlenerek, Türk toplumsal ve siyasal hayatına yön verdikleri incelenmiştir. Üç ana bölümden oluşan çalışmanın birinci bölümünde, ideolojik olarak muhafazakarlığın temel anlam ve değerleri ele alınıp; yine bu kavramın, liberalizm ve demokrasi ile olan ilişkisinden bahsedilmiştir. Muhafazakar Demokrat parti kimliği ile yola çıkan Ak Parti'nin, beyan ettiği bu kimliğe yönelik eleştiriler daha çok İslamcılık ekseninde olması sebebiyle çalışmanın ikinci bölümünde, Siyasal İslam konusu ele alınmıştır. Yine aynı bölümde, Cumhuriyetin kuruluşundan, Ak Parti iktidarına kadar geçen süre içerisindeki Türkiye'de var olan, ya da var olmaya çalışan Siyasal İslamın niteliği incelenerek, çeşitli partiler aracılığıyla ortaya konan temsil biçimi analiz edilmiştir. Çalışmanın son bölümünde Ak Parti'nin kuruluşundan, kimlik tanımından ve siyasal İslamla olan ilgisinden bahsedilerek; muhafazakarlık ve siyasal İslam hakkında oluşturulan çerçeveye atıfla analizi yapılmıştır. Ak Partiye göre İslam Dini, siyasi ideolojilerden bağımsız kutsal bir inanç sistemidir ve İslamın siyasal ideolojilere dönüşmesi, dinin özüne zarar verir. Bu sebeple Ak Parti İslamcı bir parti değildir ve böyle bir partinin varlığına da sıcak bakmamaktadır. Necmettin Erbakan, supported in Turkey by those who considered themselves as more conservative and religious, had the opportunity to serve the people of Turkey in the capacity of Deputy Prime Minister before 1980. Erbakan's new discourse had won him the favor of the public; however, in the wake of the 1980 military coup, his party was closed down and he, along with most of his close colleagues, was banned from politics. After his party, which was a party with a cause rather than an ordinary one, was closed down, he tried to keep his sympathizers united and active by developing various arguments in order to preserve his electorate in the newly developing conditions. In conjunction with the transition from martial law to democracy, the National Vision Movement continued its course in the political arena with the Welfare Party. Necmettin Erbakan cultivated a new discourse in politics with the motto of "Fair Order" by successfully analyzing the economic developments in the world after 1980. His promise to make Turkey a strong and prominent country, his ideals of Islamic unity, his discourse of nationalism, anti-imperialism and anti-Zionism were accepted by the public. Additionally, his more comprehensive and Pan-Islamist stance compared to the religious jamaats and sects, and the fact that he undertook to be the voice of the people who suffered in the slums following rural-to-urban migration, strengthened the movement. The Motherland Party, founded by Turgut Ozal, who had been the National Salvation Party's Izmir candidate for the parliament before 1980, faced some difficulties while coming into power after 1980, following the military administration. Erbakan surpassed those difficulties, acquired a position in the government as the prime minister of the coalition in 1996 and served the nation. This study explores the establishment and structuring of the Welfare Party, a continuation of the National Vision Movement, in Giresun, as well as the process of its coming to power and later being removed from it. The first elections the Welfare Party took part in were the local elections of 1984, and although the votes it received were below the country average that year, the party increased its vote rates in all subsequent elections and received more votes than the Turkey average in Giresun. The reasons behind this success are that women, who had not been active in politics before 1980, began to participate more, the media was used more effectively, and Giresun was not affected by the conflict between religious sects and politics. This study will examine the efforts of the National Youth Foundation, established as the youth organization of the movement, and other non-governmental organizations during and after the February 28, 1997 post-modern coup process in the context of Giresun.

24 Haziran 2018'de gerçekleşen seçimler, 16 Nisan 2017 referandumunda kabul edilen Cumhurbaşkanlığı Hükümet Sisteminin hayata geçmesini sağlaması ve seçmenin oy verme davranışını etkileyecek pek çok yeni düzenleme içermesi dolayısıyla siyasi tarihimizin en önemli seçimlerinden biri olarak değerlendirilebilir. Seçimlerde, AK Parti ve MHP'den oluşan Cumhur ittifakı, Erdoğan'ı yeni sistemin ilk Cumhurbaşkanı seçtirmeyi ve yeni sistemi etkili işletmek üzere Meclis çoğunluğunu elde etmeyi hedeflerken, CHP, İYİ Parti ve SP'den oluşan Millet ittifakı ve HDP, Erdoğan'ı Cumhurbaşkanı seçtirmemeyi veya Meclis çoğunluğunu sağlayarak Cumhurbaşkanını Meclis üzerinden dengelemeyi hedefliyordu. Seçimler, Erdoğan'ın ilk turda Cumhurbaşkanı seçilmesi ve Cumhur ittifakının Meclis çoğunluğunu elde etmesiyle sonuçlandı. Bu çerçevede, yeni sisteme öncülük eden Cumhur ittifakı, sistemi hayata geçirme imkanı da yakalamış oldu. Bu makalede, seçimlerin siyasi bağlamını ortaya koymak üzere, 2007 Cumhurbaşkanlığı krizinden 24 Haziran seçimlerine kadar geçen sürede siyasetin geçirdiği kritik süreçleri ve bu süreçlerin siyasal sistem değişikliği üzerindeki etkileri tartışıldıktan sonra, seçimlerin kısa ve orta vadeli siyasi ve toplumsal sonuçlarına değinilecektir. ; The general and presidential elections of 24 June 2018 in Turkey were one of the most important elections in the modern history of the country in many ways. First of all, the elections were based on a series of new regulations that would shape the voters' attitudes. Also, the elections were a systemic prerequisite for the newly established presidential system to take effect, which had a national approval through 16 April 2017 referendum. The elections were also distinguished with the rare alliances it contained. The People's Alliance (Cumhur İttifakı) consisted in Erdoğan's Justice and Development Party (AK Parti) and Bahçeli's Nationalist Movement Party (MHP), and worked to bring Erdoğan to the office, to embrace and run the new system effectively. On the opposite side there were a coalition and a single party, the coalition naming itself Nation's Alliance (Millet İttifakı) and consisting in an alliance of Republican People's Party (CHP), Good Party (İYİ Parti) and Felicity Party (Saadet Partisi); while the People's Democratic Party (HDP) ran by itself. They came together to either oust Erdoğan in the running for president or at least gain the majority in the parliament to force a systemic balance over Erdoğan through the parliament. In this article, I will first elaborate on the critical political developments observed between what is known as the "2007 Presidential Crisis" and 24 June 2014 elections, along with their impact upon the changes in political system. Then, I will put forward some arguments on the possible political and social consequences of the 2018 elections in the short, medium and the long run.

In this article, the position of MÜSİAD, which counts as one of the most important employers' associations in Turkey, towards the European Union (EU) shall be discussed. The emergence and expansion of MÜSİAD is closely associated with the conservative/religious identity politics performed by ANAP/Refah Party. It is well known that the association, which has obtained autonomy in the course of time, has been supporting AKP, the government party. Moreover, the February 28 process (1997) and the governance period of the AK Party in Turkey have had an important role in the transition from a hard EU opposition to a (conditional) EU support. The aims of consolidation of their own islamic-islamist dynamics in both culturaleconomic and national-religious fields have made MÜSİAD an active EU actor. Here, it has been asserted that the MÜSİAD, which makes a distinction between EU skepticism and EU opposition, would provide critical contributions to both Turkey' s EU membership process and the deepening of modernization in the country. ; Türkiye' nin AB (Avrupa Birliği) üyelik sürecinde irili Sivil Toplum Örgütleri' nin (STÖ) olumlu-olumsuz pozisyonlanmaları, göz ardı edilecek bir durum değildir. Burada, AB şüpheciliğini AB karşıtlığı ile karıştırmayan bir MÜSİAD' ın hem Türkiye' nin AB üyelik ereğine hem de ülkedeki modernleşmenin derinleşmesine kritik katkılar sağlayacağı iddia edilmektedir

Türkiye'de liberaller arası bölünmeyi ele alan bu çalışma, yaklaşık elli yıl arayla kurulan ve benzer süreçleri yaşayan, iki önemli liberal sivil toplum kuruluşunun ayrışmalarını konu edinmektedir. Bu sivil toplum kuruluşları; 1947 yılında Ahmet Emin Yalman ve Ali Fuat Başgil tarafından kurulan Hür Fikirleri Yayma Cemiyeti ve Atilla Yayla ile Mustafa Erdoğan'ın 1992 yılında kuruculuğunu yaptıkları Liberal Düşünce Topluluğu'dur. Ülkede, tek parti yönetimine karşı, 'liberal değerler' üst söylemiyle mücadele veren Hür Fikirleri Yayma Cemiyeti, çok partili hayata geçiş ile birlikte, kimlikler üzerinden 'liberal kavrayış farklılıkların' açığa çıkması sonucunda dağılmıştır. Yalman'ın liberalizme bakışı Batılılaşma, serbest girişim, ilerleme, basın özgürlüğü ve yabancı sermaye gibi unsurlar etrafında şekillenirken, Başgil liberalizmi, daha çok muhafazakâr kesimin, düşünce, din ve ibadet özgürlüğü olarak algılamaktadır. Başgil'in görüşlerindeki baskın muhafazakâr içerik, Yalman tarafından aydınlanma ürünü olan liberal felsefeye tamamen zıttır. Cemiyet, Başgil ve Yalman'ın ortak hedefi olan Demokrat Parti'nin iktidara gelmesinin ardından, liberal öz ile muhafazakâr eğilimler arasındaki sınır noktasında sorun yaşayarak bölünmüştür. Dünyada kabul gören liberalizm kavrayışı ile Türkiye'de algılanan liberalizm pratiğinde açığa çıkan benzer bir paradoks, Liberal Düşünce Topluluğu'nun iki önemli ismi Mustafa Erdoğan ile Atilla Yayla arasında yaşanan fikirsel ayrışmanın da temelini oluşturmuştur. Liberal düşüncenin merkezi olan Batıda, liberalizmin evrensel ilkeleri: bireycilik, özgürlükler, hukukun üstünlüğü, rekabete dayalı piyasa düzeni, demokrasi ve sınırlı devlet gibi sayısını çoğaltabileceğimiz unsurlardır. Bu ilkelerle birlikte, bugün liberalizmden bahsederken salt bir kavram ya da ideolojiden değil, dünya genelinde mutlak kabul gören genel bir siyasi ve uluslararası düzenden bahsetmekteyiz. Türkiye'de ise daha çok liberal fikirlerle muhafazakârlık vii içiçe geçmiş görünmektedir. Türkiye'de "sağ-liberal" geleneği temsil eden Liberal Düşünce Topluluğu (buradaki "sağ" kelimesi, liberal yelpazedeki tercihleri değil, kökenini ifade etmektedir) sağ muhafazakâr çevreden gelip liberal fikirleri temelde kabul eden fakat geçmişte sahip olduğu muhafazakâr refleksleri koruyan bir grubu işaret eder. Liberal Düşünce Topluluğu içinde ağırlıklı olan, Anadolu kökenli, orta-alt sosyo-ekonomik sınıftan beslenen bu damar, topluluğun muhafazakârlar ile kentli, sekülerle dindar arasında bir köprü görevi görebilmesi gibi ülkeye has bir işleve de sahiptir. Ancak Gezi Olayları ile birlikte muhafazakâr iktidar ile modernist milliyetçi kesimler arasında beliren derin fikir ayrılıkları, Liberal Düşünce Topluluğu'nun geçmişteki rolünü sorgulamasına ve nihayetinde topluluğun bölünmesine yol açmıştır. Benzer diyalektiklere sahip Hür Fikirleri Yayma Cemiyeti ile Liberal Düşünce Topluluğu'nu karşılaştırarak Türkiye'de liberalizmin kapsamlı bir fotoğrafını da çekmeye çabalayan bu çalışma, ülkede liberal ilkeleri savunma iddiasında bulunan entelektüel kesimin, egemen ideolojiye mensup; liberal hoşgörü ve otonom birey ilkelerine sahip birer cemiyet üyesi olmaktan çok, siyasi tutum arayışında birer cemaat mensubuna dönüşerek, ideolojilerini salt bir doktrin olmaktan ziyade iktidar ekseninde (yakınlık/karşıtlık) konumlandırmalarını göstermesi bakımından ilginçtir. ; This thesis compares two non-governmental organizations, Association for Liberal Thinking (ALT) and Society for the Propagation of the Free Ideas (SPFI), who have adopted liberal ideas but dissented with an interval of 50 years. To compare these two historically similar cases allows us to make a dynamic and real analysis of liberalism in Turkey. The concept of liberalism in the Western world which creates modernity, liberal philosophy, liberal ideologies and transfers it to societies like us in the form of "modernization", contain universal principles adopted by the whole world today. The whole international order has shaped on liberal principles. Therefore, when talking about liberalism, we should not ignore that we are talking about common denominators of people, life, political order and international system, which adopted as a common denominator and dominant in the world today, not from ideologies, concepts or structures of philosophy. Liberal debates in Turkey along with the dichotomy within the community of Association for Liberal Thinking should be assessed by taking into account the overall hegemony. ALT is a group of people predominantly from right conservative circles who have met with liberalism thereafter and could not completely get rid of their old habits. With these features, they have served as a bridge between conservatives and urban, secular-modern segments. When there was a clear opposition between the conservative power and modern segments due to the Gezi events, the ALT had difficulty playing this role within itself and was divided into two groups that criticize each other fiercely. When the Democratic Party came to power in 1950, Başgil and Yalman, who founded the SPLT, opposed the Single Party administration, but later they differentiated just like ALT. ix ALT in Turkey represents "right-liberal" tradition. However, the word "right" here expresses the origin, not the preferences in the liberal spectrum. The dissociation in ALT, according to the origin criteria, is not a principled but a right-left conjunctural purification. In 1950, a strong despute on liberalism took place between Yalman and Başgil. The Single Party Period was over, and the multi-party life started. In the struggle of liberalism. Yalman and Başgil lost their common enemy. While Yalman sees liberalism as a necessary element for westernization, free enterprise, progress, freedom of press and foreign capital; Başgil views liberalism as the worship freedom of the conservative segment. However, according to Yalman, Başgil's views were not compatible with the liberal view, which is the product of western philosophy and enlightenment. That's why, measures taken against religion were suitable and appropriate. The separation between Mustafa Erdogan and Atilla Yayla triggered by the Gezi events was a conjunctural rather than a principled one which is related to the attitude towards the government. The dynamics of this decomposition showed that, there is a huge gap between liberalism in the world and liberalism in Turkey.

Bu tezde, Türk sağının uzun bir dönem önemli bir figürü Agâh Oktay Güner ele alınmıştır. Bu maksatla Güner'in siyasal bilincinin oluşmasında etkili olan ailesel, çevresel faktörler ile temasta bulunduğu kişiler değerlendirilerek milliyetçi-muhafazakâr kimliğinin oluşumu tespit edilmiştir. Kendisinin fikir dünyasının çerçevesi oluşturmuştur. Farklı partilere mensup olduğu dönemlerde geçirdiği dönüşüm ortaya konmaya çalışılmıştır. 1980 öncesi siyasette Milliyetçi Hareket Partisi'nin siyasal hayattaki konumu belirlenmiş, bu dönemde milletvekilliği ve bakanlık görevlerinde bulunan Güner'in MHP'de siyaset yaptığı yıllar araştırılmıştır. Kendisi siyaset, kültür, ekonomi ve uluslararası ilişkilerde milliyetçi fikriyatı İslam ile buluşturmayı amaçlamış, bu çizgi temel hareket noktası olmuştur. Türk siyasetinde büyük dönüşümlerin yaşanmasına neden olan 12 Eylül 1980 Askeri Darbesi'nin milliyetçi cenaha ve dolayısıyla bu hareket içinde yer alan Agâh Oktay Güner'e yansımaları tartışılarak değerlendirilmiştir. 12 Eylül 1980 Askeri Darbesi'nin Türk siyasetine ve milliyetçi harekete etkileri, Güner'in parti tercihini şekillendirmiştir. Anavatan Partisi saflarından siyaset hayatına devam eden Güner'in milliyetçi-muhafazakâr kimliğindeki liberal unsurların ağırlık kazandığı söylenebilmektedir. Tezde kendisinin ANAP-DYP döneminde benimsediği düşüncelerinin ve çizgisinin 12 Eylül öncesi MHP hareketi içinde benimsediği düşüncelerden nasıl farklılaştığı, nasıl bir değişim geçirdiği hakkında genel bir kanıya varılmaya çalışılmıştır. ; This thesis discusses Agâh Oktay Güner who had been an important political figure of the Turkish Right for long years. In this way, familial and social factors which affected Güner's political consciousness are considered. Moreover, people who were in touch with Güner are evaluated in order to identify how his conservative identity has shaped. A framework provided to his world of ideas. The political transformation that Güner experienced is revealed by taking into consideration his affiliation with several different parties. The political status of MHP before 1980 is determined and Güner's political life in this party, including his service as a deputy and minister, is investigated. Güner aimed to connect nationalist idea with Islam in areas like politics, culture, economics and international affairs, and this line of thought has been a fundamental starting point of him. The influence of the military coup in 12 September 1980 is explained and its reflections on nationalist camp and of course Agâh Oktay Güner are critically discussed. The aforementioned military coup's influence on Turkish politics as well as nationalist actions has shaped the preferences of Güner in selecting his political party. Continuing his political life on the side of ANAP, liberal elements became dominant and nationalist-conservative elements became more and more restricted in Güner's political identity. In this thesis, it is aimed to put forward a general view of how Güner differed from his party's i.e. MHP's pre-80 policy, and embraced a line that ANAP-DYP deployed.

Türkiye'de kurulan Komünizme Mücadele Dernekleri ve bu derneklerin dillendirdiği anti-komünist söylem, Osmanlı İmparatorluğu'nun son dönemlerinden beri Türk toplumunda var olan ?Moskof? imgesinin oluşturduğu ?dış düşman? algısından büyük oranda beslenmiş ve Soğuk Savaş dönemi SSCB ve ABD politikalarının iç politikaya yansıması ile özellikle 1940'lı yıllardan itibaren belirginlik kazanmıştır. Aynı zamanda bu dernekler toplumda, Tek Parti dönemi politikalarının katı laiklik uygulamalarının milliyetçi ve dindar çevreleri susturması ve 1945-1960 arası dönemde CHP ve DP hükümetlerinin sol siyasal düşünceye bakışındaki dışlayıcı benzerlikten faydalanarak ortaya çıkmışlardır. Bu dernekler sırasıyla 1950'de Zonguldak'ta, 1956'da İstanbul'da ve son olarak 1963 yılında İzmir'de kurulmuşlardır. Bu dernekler toplumda var olan negatif içerikli ?Moskof? imgesi ve bir iç düşman olarak algılanan ?komünizme? ve ?komünistlere? karşı devletin dışında ama ona paralel bir biçimde engelleyici söylemler üretmişlerdir. Komünizmle mücadele sürecinde etkin olan dernek ve bu sürece dâhil olan kişiler, bu söylemleri üretirken milletin, dinin, devletin ve geleneksel kültürel değerlerin sahibi olunduğu ve bunları korumakla kendi geleceklerine sahip çıkacaklarını düşünmüşlerdir. Komünizmle Mücadele Derneklerinin kuruluşunda yer alanlar başta olmak üzere, komünizmle mücadele söyleminin üretilmesine ve siyasal yaşamın anti-komünizm yönünde politize edilmesine katkısı olan birçok önemli kişi de bu derneklerin ürettiği söyleme katkı yapmışlardır. Bu katkılar dikkate alındığında Komünizmle Mücadele Dernekleri ve sahip oldukları anti-komünist söylem, Türk sağı'nın 1930'lardan itibaren belirginleşen oluşumuna, 1950'li yıllardan itibaren açık bir biçimde katkı yapmış başka adı ve söylemi olan derneklerin ve söylemlerin en önemlilerinden biri olmuştur. Bu derneklerin üretmiş olduğu söylemin gücünden siyasal güç devşiren MHP ve AP gibi kimi partiler de olmuştur. Bu derneklerin ürettiği anti-komünist söylem Tek Parti döneminde devlete küsmüş/darılmış kimi milliyetçi, dindar ve muhafazakâr çevrelerin devletle barışmasını sağlamak ve onların siyasal alanda bir aktör olarak yer almaları gibi bir fonksiyonu da yerine getirmiştir. ; Anti-communist institutions and the rhetoric voiced by these institutions were inspired by the conception of ?external enemy? created by the ?Moskow? image that was seen in the Turkish society since the last stages of Ottoman Empire and began to be apparent after 1940s when United States and Socialist Block?s policies were reflected to interior policy. At the same time, these institutions appeared in the society as a result of the secularist policies of the single party regime that suppressed the nationalist and religious circles and the similarity between the Republican People?s Party and Democratic Party?s alienating attitude towards leftist discourse between 1945-1960. They were founded in Zonguldak in 1950, in 1956 in İstanbul and in 1963 in İzmir respectively. These institutions produced a negative discourse against the ?Moscow? image and ?communism? and ?communists? that were accepted as an internal enemy in the society. The discourse produced by those institutions was out of the government but in parallel with it. In the process of the struggle against communism, active institutions and people producing this discourse thought that they had the nation, religion, government and traditional cultural values and by protecting these, they would protect their future. Along with the people who participated in the founding of the institutions of anti-communism, several important people contributed to the producing of the anti-communist discourse and politicizing process of the political life towards anti-communism. When these contributions are taken into consideration, anti-communist institutions and their anti-communist discourse contributed to the formation of Turkish right beginning in 1930s and being apparent in 1950s along with the other institutions and discourses. There have been political parties like Nationalist Movement Party and Justice Party that gained political power from the power of the discourse of these institutions. This anti-communist discourse also realized a function of including the religious and conservative circles that were offended by the government in the single party regime as actors in political area.

ÖZET10 Kasım 1938 tarihinde Mustafa Kemal Atatürk'ün hayatını kaybetmesi ile bir-likte Cumhurbaşkanı olan İsmet İnönü ülke yönetiminde en yetkili kişi haline gelmiştir. İnönü'nün CHP ve ülke yönetimindeki adete tek kişilik hakimiyeti ( Milli Şef ) Celal Bayar başta olmak üzere dönemin CHP'li milletvekili ve yöneticilerinde tepkiye neden olmuştur. Bir şahsın parti ve ülke yönetimindeki hakimiyetine İkinci Dünya Savaşı'nın da etkisiyle halkın büyük çoğunluğunda oluşan ekonomik sıkıntının ve iktidarın halkın muhafazakarlığı ile çelişen eğitim ve sosyal alanlardaki uygulamaları CHP ve dışındaki siyasi çevrelerde ve halkın büyük bir bölümünde muhalif bir tutumun oluşmasına neden olmuştur. Bu süreç hükümetin birtakım radikal uygulamaları ile birlikte örgütlü bir mu-halif hareketin doğmasına neden olmuştur. Yukarıda belirtilen nedenlerden kaynaklanan ve açıktan açığa bir söylem ve ey-leme dönüşmeyen CHP milletvekillileri içindeki bireysel tavırlar ilk defa Çiftçiyi Top-raklandırma Kanunu teklifi sırasında ortaya çıkmıştır. CHP milletvekilleri Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan, 14 Mayıs 1945 tarihinde bu kanun teklifinin TBMM'de görüşülmeye başlaması ile birlikte hükümetin bu uygulamasına karşı tavırlarını yaptıkları konuşmalar ile ortaya koymuşlardır. Fakat esasen bu kanun tasarısının TBMM'ye sunulmasından önce CHP içinde muhalif bir grubun oluşması Tevfik Rüştü Aras'ın evinde yapılan perşembe toplantılarıyla başlamıştır. 1945 yılının Nisan ayından itibaren Tevfik Rüştü Aras'ın evinde bir araya gelen Emin Sazak, Adnan Menderes ve Fuat köprülü CHP'nin, İsmet İnönü'nün otoritesi altında olduğunu ifade etmişler ve bu durumu değiştirmek gerektiği üzerinde durmuşlardır. İkinci defa bir ara-ya gelen Adnan Menderes ve Fuat Köprülü demokratik bir merkez oluşturma konusun-da görüş birliğine varmışlardır. Daha sonraki toplantılara Refik Koraltan da katılmıştır. Adnan Menderes, partide ve toplum içinde etkili olan Celal Bayar'ı bu gruba katmak gerektiğini açıklamıştır. Celal Bayar ile yapılan toplantı sonunda o da gruba dahil ol-muştur. Grup üyeleri 18 Mayıs 1945 tarihinde yapılan toplantıda CHP Meclis Grubuna vermeyi düşündükleri Dörtlü Takriri hazırlamışlardır.Takrir verilmeden önce TBMM'de 1945 yılı devlet bütçesinin oylamasına katı-lan üç yüz yetmiş üç milletvekilinden İzmir Milletvekili Celal Bayar, Aydın Milletve-kili Adnan Menderes, İçel Milletvekili Refik Koraltan, Kars Milletvekili Fuat Köprülü ve Eskişehir Milletvekili Emin Sazak bütçeye karşı aleyhte oy kullanmışlardır. Cumhu-riyet Dönemi'nde ilk defa bir bütçeye karşı aleyhte oy kullanılmıştır. Böylece muhalif tavırlarını ikinci defa ortaya koymuşlardır. Grup üyeleri 7 Haziran 1945 tarihinde Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan'ın imzası ile Dörtlü Takrir'i CHP Meclis Grubu Başkanlığı-na vererek muhalif tutumlarını somutlaştırmışlardır. Takrirde CHP'nin işleyişinin de-mokratik ilkelere uygun hale getirilmesini ve TC. Anayasası'nda var olan vatandaş hak ve hürriyetlerinin tanınması talep etmişlerdir. Bu takrir 12 Haziran 1945 tarihinde CHP Meclis Grubu'nda görüşülmüş ve red-dedilmiştir. Takririn reddedilmesi ile birlikte devam eden süreçte bu kadronun CHP içinde siyaset yapma imkanı kalmadığı gibi takrirde talep edilen bir düzenin kurulma-sının CHP içinde mücadele edilerek olamayacağı ortaya çıkmıştır. Takririn, CHP Meclisi Grubuna verildiği günlerde Cumhurbaşkanı İsmet İnönü, Rauf Orbay ile görüşmüş yeni parti kurulması fikrini ona açmıştır. Bu görüşmeden, İnönü'nün yaptığı diğer konuşmalardan cesaret alan grup üyelerine karşı CHP'li yöne-tici ve milletvekillerinin olumsuz tavrı, partinin yayın organı Ulus gazetesindeki ağır sözlerle dolu yazılar grup üyelerinin CHP'den ayrılmalarına neden olmuştur. Zaten Adnan Menderes ve Fuat Köprülü Vatan gazetesinde yayınlanan yazıları nedeniyle CHP Divanı tarafından 25 Eylül 1945 tarihinde CHP'den ihraç edilmişlerdir. Diğer isimlerde istifa etmişlerdir. Partisiz kalan grup üyeleri parti kurma çalışmalarına başla-mışlar ve Demokrat Parti 7 Ocak 1946 tarihinde resmen kurulmuştur. Demokrat Parti, Dörtlü Takrir'in imzacıları: Celal Bayar, Adnan Menderes, Fuat Köprülü ve Refik Koraltan tarafından kurulmuştur. Demokrat Parti'nin simgesi "DP", genel merkezi ise Antalya Milletvekili Cemal Tunca'nın Ankara Sümer Sokaktaki sekiz numaralı binası olmuştur. Demokrat Parti'nin kuruluş gerekçesinde ve programında Türkiye'de demok-ratik bir rejimin kurulacağı, TC Anayasası'nda demokrasiye aykırı kanunların kaldırı-lacağı, vatandaşların hak ve hürriyetlerinin anayasal teminat altına alınacağı dile geti-rilmiştir. Muhalefet yıllarında ise CHP ve iktidar demokratik olmayan tutum ve davra-nışlar sergilemekle itham edilmiştir. Muhalefet yıllılarında iki parti arasında demokra-siye aykırı birçok olay yaşanmıştır. Hatta 7 Ocak 1947 tarihinde gerçekleşen Demokrat Parti Birinci Genel Kongresi'nde kabul edilen Hürriyet Misakı'nda TC Anayasası'na aykırı olan kanunların kaldırılması ve demokrasiye uygun kanunların yapılması talep edilmiştir. Bu istekler yerine getirilmez ise Demokrat Parti Genel Yönetim Kurulu'na sine-i millet kararı ( TBMM'den çekilme ) hakkı verilmiştir. Demokrat Parti yönetici-leri iktidara gelmeleri halinde vatandaşlara hak ve hürriyetlerinin tanınacağı, demokra-siye aykırı kanunların kaldırılacağı ve TC Anayasası'nın demokrasiye uyumlu hale ge-tirileceği sözlerini vermişlerdir. 14 Mayıs 1950 seçim faaliyetlerinde aynı vaatler tekrarlanmıştır. Hatta 2 Nisan 1950 tarihinde Kasımpaşa'da konuşan Demokrat Parti Genel Başkanı Celal Bayar, grev hakkının demokratik hak olduğunu ve demokrasinin olduğu ülkelerdeki gibi toplumsal düzene ve ekonomiye zarar vermeyecek biçimde işçilere grev hakkının verileceğini ifa-de etmiştir. Seçimleri kazanan Demokrat Parti adına Adnan Menderes 22 Mayıs 1950 tarihinde hükümeti kurmuş ve 29 Mayıs 1950 tarihinde hükümet programı TBMM'de onaylanmıştır.Hükümet programında partinin seçim beyannamesinde olduğu gibi iktidar deği-şikliğinin ülkede maddi ve manevi hiçbir sarsıntıya yol açmasına imkan tanınmayacağı ve özellikle devri sabık yaratılmayacağı vurgulanmıştır. Programda, TC Anayasası'nda vatandaş hak ve hürriyetlerine ve millet iradesine dayanan kararlı bir devlet düzeninin gerçekleşmesini sağlayacak düzenlemelerin yapılacağı ifade edilmiştir. Ayrıca CHP hükümetlerinden ( tek parti dönemi ) kalan, demokratik olmayan kanunların, alışkan-lıkların ve anlayışların değiştirileceği vurgulanmıştır. Programda, işçilere grev hakkının sosyal ve ekonomik düzeni bozmayacak şekilde tanınacağı açıklanmıştır. Demokrat Parti İktidarı Programı'nda sadece vatandaşlara tanınacak haklar yer almamıştır. Ayrıca o tarihlerde azınlıkta olsa da bazıları tarafından hak olarak görülen faaliyetlerin yasaklanacağı da yer almıştır. Cumhuriyet'in ve inkılapların korunması için aşırı sol akımlara ( komünizm ) izin verilmeyeceği ve bunlarla etkin bir biçimde müca-dele edileceği ifade edilmiştir. Bunlara karşı kanuni tedbirlerin alınacağı çünkü bu tür düşüncelerin günün şartlarında fikir ve vicdan hürriyeti olarak görülmediği vurgulan-mıştır. Bu fikir akımların hürriyet maskesi altında yayın yapmalarına izin verilmeyeceği çünkü bu düşünce akımlarının amacının özgürlükleri ortadan kaldırmak olduğu iddia edilmiştir. Komünizm fikir akımının yanı sıra irticai hareketlere de asla müsaade edil-meyeceği vurgulanmıştır. Demokrat Parti Dönemi'nde iktidarın sivil toplum kuruluşları ile ilişkilerine özetlemeden önce sivil toplumun örgütü tanımını yapmak yerinde olacaktır. Sivil top-lum kavramı farklı biçimlerde tanımlanan bir kavramdır. Özellikle devlet ile sivil top-lum arasındaki ilişki farklı tanımlamalara neden olmaktadır. Bu tanımlardan bazılarında sivil toplum, devletten tamamen bağımsız, devleti kontrol eden ve hatta devletin alter-natifi olan örgütlü bir güç olarak tarif edilmiştir. Diğer tanımlarda ise devlet ile sivil toplum arasında bu kadar keskin bir ayrılığın olmadığı, sivil toplumun devlete top-lumsal katılımı sağlama amacının var olduğu ileri sürülmüştür. Modern anlamda sivil toplum kavramı "Non Govern Mental Organizations" ( devletten bağımsız örgütlen-meler ) olarak tanımlamasının yanı sıra "gönüllü kuruluşlar", "kar amacı gütmeyen ku-ruluşlar" gibi ifadelerle de tanımlanmaktadır. Sivil toplum tanımını yaptıktan sonra Demokrat Parti iktidarları öncesi sivil toplum örgütlenmesine devletin müdahalesinin ne zaman kaldırıldığına kısaca yer verelim. Türkiye'de 28 Haziran 1938 tarihinde yürürlüğe giren 3512 sayılı Cemiyetler Kanunu ile Osmanlı Devleti döneminden kalma 1909 tarih ve 121 sayılı Cemiyetler Kanun'u ve bu kanunda yapılan 353 ve 387 sayılı kanunlar yürürlükten kalkmıştır. Bu kanunun dokuzuncu maddesinin h bendiyle "aile, sınıf, ırk, cins" esasına dayalı der-neklerin kurulması yasaklanmıştır. Bu madde ile sendika ve birçok derneğin kurulması yasaklanmıştır. Bu kanunun kabul gerekçesinde, o dönem de bazı ülkelerde var olan ko-münist ve faşist rejimlerin ülkenin yönetimin ele geçirmesini önlemek olduğu ileri sü-rülmüştür. İsmet İnönü'nün 10-11 Mayıs 1946 tarihinde CHP Kurultayı'nda yaptığı konuşmadan sonra 5 Haziran 1946 tarihinde 4919 sayılı Kanun ile dernek kurma işle-mindeki izin alma formalitesi kaldırılmıştır. Sınıf esasına dayalı dernek kurma yasağı da kalkmıştır. Bu kanunun kabulü sırasında Demokrat Parti adına bir konuşma yapan Adnan Menderes, kanunda yapılan değişikliği demokrasiye giden yolda önemli bir aşa-ma olarak adlandırmıştır. Sivil toplum örgütlenmesinin önündeki engeller Demokrat Parti İktidarı öncesinde kaldırılmıştır. Demokrat Parti İktidarı döneminde sivil toplum kuruluşları ile ilişkiler iki bölü-mde ele alınabilir. Birinci bölüm hükümetin sivil toplum alanında yaptığı düzenleme-lerden oluşur. İkinci bölüm ise iktidarın sivil toplum kuruluşlarına yaklaşımı yani onların faaliyetlerine karşı tutumu, ülke yönetimi ile ilgili alınan kararlara ilgili sivil toplum kuruluşlarının tepkileri ve sivil toplum kuruluşlarının kendi alanları ile ilgili alınan kararlarda bu kuruluşların isteklerinin ve itirazlarının dikkate alıp almamasından oluşur.Demokrat Parti İktidarı döneminde sivil toplum alanında birçok düzenleme yapılmıştır. Hükümetin yaptığı bu düzenlemelere günümüzün demokrasi düzeyi ile yaklaşmak zamanın koşullarını ve demokrasi kültürünün oluşum sürecini dikkate almamak anlamına gelir. Hükümetin sivil toplum alanında yaptığı ilk düzenleme 5680 sayılı Basın Kanunu'dur. Kanunun kabulü demokrasi ilkeleri ile bağdaşan bir uygulama olmuştur. Bu nedenle basın ve basın-yayın örgütleri bu yasayı doğru bir adım olarak görmüşlerdir. Hükümetin sivil toplum alanında yaptığı ikinci kanuni düzenleme 5844 sayılı Komünizm İle Mücadele Kanununu çıkarmasıdır. İktidarın programında komü-nizm fikir akımına ve komünist yayınlara karşı mücadele edileceği, bu fikir akımlarının faaliyetlerinin demokratik bir fikir ve vicdan hürriyeti olarak görülmediği aksine de-mokratik rejimi ortadan kaldırmaya yönelik bir tutum ve tavır olduğu vurgulanmıştır. Muhalefetin de bu konuda iktidarla aynı düşünceye sahip olması bu kanunun çıkarıl-masını kolaylaştırmıştır. Demokrat Parti İktidarı'nın bu tür düşünce akımlarına ve onların faaliyetlerine izin vermemesini değerlendirirken zamanın koşullarını ve demok-rasi kültürünün oluşum sürecini göz önünde tutmak yerinde olacaktır. İktidarın sivil toplum alanı ile ilgili yaptığı bir başka uygulama ise 5816 sayılı Atatürk Kanunu'nun çıkarılmasıdır. Atatürk'ün kişiliğine, ilke ve inkılaplarına saldırıların sonucunda kabul edilmiş olan bu kanun günümüzde de geçerlidir. Bu kanunun çıkarılmasına Atatürk'ün kurduğu parti olan CHP'li milletvekillerinin karşı çıkmış olmaları ise üzerinde durul-ması gereken önemli bir husustur. Hükümetin sivil toplum alanında gerçekleştirdiği bir başka düzenleme ise 6761 sayılı Vicdan ve Toplanma Hürriyetini Koruma Kanunu'nun kabul edilmesidir. Kanun, irticai hareketlerin artarak rejimi tehdit eder hale gelmesinin sonucu çıkarılmıştır. İrticai hareketlere izin verilmeyeceğini, demokratik rejimi koruya-cağını programında ilan eden hükümet bunun gereğini yerine getirmiştir. Dinin siyasi veya diğer çıkarlar için kullanılması ve bu tür örgütlenmelerin kurulmasını demokratik ilkelerle bağdaştırmak mümkün değildir. Hükümetin sivil toplum alanına bir başka müdahalesi Neşir Yolu ile veya Radyo ile İşlenecek Bazı Cürümler Hakkındaki Kanun'u çıkarması ile 6732 ve 6733 sayılı basın kanunlarının bazı maddelerini değiş-tirmesi ile olmuştur. Bu kanunlarda yer alan kişilerin şikayeti olmadan savcıların ya-yınlar ile ilgili kendiliğinden harekete geçebilmesi unsuru haber alma ve verme hür-riyetini engelleyen bir koşul oluşturmuştur. Yine gazetecilerin yaptıkları haberler ve köşe yazarlarının yazdıkları yazılar nedeniyle şikayet edilmeleri halinde kendilerini müdafaa edebilmeleri için ispat hakkının onlara verilmeyişi bazı konularda ( iktidar ve mülki amirler ile ilgili yolsuzluk vb) haber yapmalarına, yazı yazmalarına engel olacak ortamı oluşturmuştur. Ayrıca, halkın haber alma özgürlüğüne, gazetecilerin özgür ve bağımsız çalışmasına engel olmuştur. İspat hakkı verilmediği gibi bu tür yazı ve haberler için cezaların arttırılması basın hürriyetini ortadan kaldırmıştır. Bu nedenle bazı basın mensupları hareket içerikli haber ve yazıları nedeniyle ceza almış olsalar da hükümetin politikalarını eleştiren onlarca basın çalışanına hapis cezalarının verilmesi vatandaşlara hak ve hürriyetlerini vereceğini ve devri sabık yaratmayacağını söyleyen Demokrat Parti İktidarı'nın bu uygulamaları onun söylemleri ve adıyla çelişmesine ne-den olmuştur. Hükümetin sivil toplum alanında yaptığı bir başka kanuni düzenleme 6771 Sayılı Toplantılar ve Gösteri Yürüyüşleri Kanunu'nu çıkarmasıdır. Kanun, siyasi partilerin seçim varmış gibi çok fazla miting yaptığı ve bu mitinglerde konuşanların hükümeti ağır bir şekilde eleştirdiği ve hatta bazı hatiplerin hükümet üyelerine ağır sözler söylediği gerekçeleriyle kabul edilmiştir. Bu kanun ile partilerin miting ve kapalı alan toplantıları seçim zamanı ile sınırlandırılmıştır. Bu nedenle bu uygulama demokrasiye aykırı bir düzenleme olmuştur. Bir parti veya dernek kanunlara aykırı hareket etmediği sürece istediği zaman izin almak koşulu ile miting yapabilmelidir. Hükümetin sivil toplum kuruluşları ile ilişkilerine baktığımızda ise olumlu ve o-lumsuz tutum ve uygulamaların varlığından söz edebiliriz. İktidarın sivil toplum kuru-luşları ile ilişkileri dernekler, sendikalar ve basın teşkilatları ile olmak üzere üç ana bö-lüm halinde ele alınabilir. Derneklerle ilişkilere baktığımızda öğrenci dernekleri ile iliş-kilerin daha yoğun olduğunu söyleyebiliriz. Özellikle TMTF ve MTTB gibi öğrenci dernek federasyonları yönetimleri ile ilişkiler öğrenci dernekleri ile ilişkilerin en önemli bölümünü oluşturur. Bu konuda partilerin bugünde devam eden derneklerin yönetimle-rini elde etme isteği Demokrat Parti İktidarı'nın da faaliyetlerinden birisini oluşmuştur. Muhalif olan yönetimleri değiştirmek için çeşitli çalışmalar yapılmıştır. Bu doğrultuda Demokrat Partili dört milletvekili tarafından öğrenci derneklerine hükümetin verdiği ö-deneği dağıtma ve gençlik sorunlarını çözmek amacıyla kurulmuş olan Gençlik Bürosu' nun TMTF ve MTTB'nin yönetim kurulları seçimlerine müdahale etmesi ve sonrası yaşanan olaylar demokrasi ilkeleri ile bağdaşmamıştır. Ayrıca Türkiye Milli Gençlik Teşkilatı adında bir gençlik derneği varken Türk Milli Birliği'nin kurulması ve böylece geçliği farklı cephelerde örgütleme isteği gençliğin birbiri ile kavgalı hale gelmesine ne-den olmuştur. Radyo Dinlemeyenler Cemiyeti'nin İstanbul Valisi Ethem Yetkiner tara-fından kanunsuz bir biçimde kapatılması, Ankara Üniversitesi Siyasal Bilgiler Fakültesi Dekanı Turhan Fevzioğlu'nun görevden alınması nedeniyle eylem yapan öğrencilerin gözaltına alınması ve mahkemeye verilmesi, İTÜTB'nin üniversitedeki yemek boykotu nedeniyle öğrencilerin gözaltına alınmaları, mahkemeye verilmeleri ve hükümet yetki-lilerinin bu konuda yaptıkları açıklamalar demokratik bir iktidar sivil toplum kuruluşu ilişki tarzına aykırı olmuştur. Tahkikat Komisyonu kararları ile örfi idarelerin kurulması ve öğrencilerin tepkilerinin engellenmesi de demokrasi açısında doğru olmayan uygula-malar olmuştur. Kiracılar Cemiyeti'nin istekleri dikkate alınarak Kira Kanunu'nun ka-bul edilmesi, tüccar, esnaf ve sanayicilerin derneklerinin talepleri dikkate alınarak Milli Korunma Kanunu'nda yapılan değişiklik ve kredi imkanlarının artırılması gibi karar-larda dernekler ile ilgili hükümetin olumlu yönde uygulamaları olmuştur. Ayrıca hükü-metin irtica ve komünizm ile mücadeleleri de dernekler tarafından olumlu karşılan-mıştır. Hükümetin sendikalar ile ilişkilerine baktığımızda ise grev hakkı tartışmalarının en önemli sorun olduğunu söyleyebiliriz. İktidarın seçim vaatlerinde ve programında olan grev hakkı ile ilgili sendikalar tarafından onlarca talep gelmiştir. 1951 yılında bir tasarı hazırlanmış olmasına ve ilgili bakanların bu hakkın verileceğini yıllarca söyleme-lerine karşın grev hakkı verilmemiştir. Çalışma bakanları grev hakkının verilmeme ne-denini, genellikle iktisadi ve sosyal düzenin bozulabileceğine dayandırmışlardır. Ayrıca, grev hakkı verildiğinde işverene lokavt hakkının da tanınması gerektiği için sendikala-rın mali gücünün bunu kaldıramayacağını ve işçilerin zor durumda kalacağını iddia et-mişlerdir. Bu nedenlerle grev hakkı için acele edilmemesini dile getirmişlerdir. İşçiye grev hakkının verilmemesinin yanında işçi mitinglerinin yasaklanması; kanunsuz grev nedeniyle bazı sendikaların kapatılması; işsizlik rakamları açıklamaları nedeniyle Çalışma Bakanlığı ile tartışmaya giren bazı sendika birliklerinin Sendikalar Kanunu'nun sekizinci maddesinde yer alan ayrı ayrı iş kolundaki sendikaların sendikal birlik olama-yacağı gerekçesiyle kapatılması; işçi seminerlerinin yasaklanması ve burada konferans verenlerin cahillikle, komünistlikle ve siyasi propaganda yapmakla ile itham edilmesi; Zonguldak Maden İşçileri Sendikası ikinci başkanının muhalif açıklamaları nedeniyle görevden alınması ve sendikanın kongresine müdahale edilmesi gibi olaylar demokratik olmayan tutumlar olmuştur. Kolektif İş Akdi tasarısının TBMM'ye getirilmesi, işçiler için ev yapılması, yıllık ücretli iznin verilmesi, tatil yapamayanlara çalıştıkları gün için yevmiye ödenmesi, sendikal faaliyet nedeniyle işten çıkarılmaların kanunla yasaklan-ması, işçi sigortalarındaki düzenlemelerde işçilerin ve sendikaların lehine olan demok-ratik uygulamalar olmuştur. Basın ve onun teşkilatları ile ilişkilerine baktığımızda Demokrat Parti, muhalefet yıllarında ve iktidarının ilk üç, dört yılında basının büyük bir bölümü tarafından destek- lenmiştir. Fakat hükümet politikalarındaki değişmeler ve ekonomideki kötü gidiş bası-nın büyük bir bölümünün hükümete muhalif olmasına neden olmuştur. Bu nedenle bası-nının muhalif partilerin eylem ve söylemlerini sayfalarına taşıması; hükümet politikala-rını eleştiren yazılar yayınlaması hükümetin yukarıda aktardığımız kanuni önlemleri al-masına neden olmuştur. Bu kanunların kabulüne bazı gazetecilerin hükümet üyeleri ile ilgili eleştirinin boyutunu aşarak hakaret içeren yazıları kaleme almaları da etkili olmuş-tur. Özellikle 1958 yılından sonra basın kuruluşları ile hükümet üyeleri arasında ilişkiler gerginleşmiştir. Basın sanki bir muhalefet partisi gibi muhalefeti hükümete karşı tek cephede birleşmeye çağırırken hükümette basını reklam ödeneklerinin azalması nede-niyle bu yönde hareket etme ve meşru hükümete karşı halkı ayaklanmaya teşvik etmek-le itham etmiştir. İsmet İnönü'nün ve CHP'lilerin yurt gezileri ile Osman Bölükbaşı'nın Kırşehir'i ziyareti ve tutuklanması sırasında bazı gazetecilerin polis tarafından tartak-lanması, fotoğraf makinelerinin ellerinden alınması, gözaltına alınmaları, yargılanma-ları, bu olayların yayının yasaklanması hükümet ile basının ilişkilerini daha da gergin-leştirmiştir. Bu olaylar nedeniyle basın örgütlerinin tebliğler yayınlamaları ve bu tebliğ-lerden birisi nedeniyle İstanbul Gazeteciler Sendikası'nın siyaset yaptığı gerekçesiyle kapatılması ve Beynelmilel Basın Enstitüsü'nün Türkiye'deki basın hürriyeti ile ilgili açıklamasının yayınının yasaklanması basınla iktidarı karşı karşıya getirmiştir. Bu olay-lar bazı gazeteci örgütlerinden istifa edenlerin Demokrat Parti'ye yakın gazeteciler ile radyo ve Anadolu Ajansı'nda çalışan gazetecilerden oluşan Matbuat Kulübü'nün kurul-ması ile sonuçlanmıştır. CHP'nin son olaylar nedeniyle halkı iktidara karşı isyana teşvik ettiği ve silahlı hücreler kurduğu gerekçesiyle Tahkikat Komisyonu'nun kurulması ve bu olay sonucunda örfi idarelerin ilan edilmesi bazı örfi idare kararlarına uymadığı ne-deniyle bazı gazetelerin kapatılmasına neden olmuştur. Tabi ki sadece hükümetin basın-la olumsuz yönde ilişkileri olmamıştır.
