The rise of neoconservativism in West Germany & the US is traced since its beginnings in the 1960s, focusing on it as a response to economic, political, & cultural problems in the development of Western industrial societies. In both nations, neoconservativism is seen as a symptom of disappointment. However, in the US, it is found among former liberals who -- in the wake of defeat in Vietnam, the collapse of institutional authority in society, bureaucratization, & the rise of social movements -- locate the cause of the current cultural malaise in the destruction of morality by modern lifestyles & an emphasis on self-gratification that undermines bourgeois discipline. Intellectuals are attacked as the cause of this crisis, & religious renewal is called for. West German neoconservatives demonstrate continuity with traditional German values of obedience, duty, & sacrifice, having adopted the technological program of modernity after 1945, but not accepting the idea of modern culture (stemming from the Enlightenment). The "new" intellectual class is accused of seeking domination. To remedy the moral crisis, a return to traditional consciousness, uneducated common sense, & religion is called for. Despite their different origins, neoconservatives in both countries have reached similar conclusions; both confuse the causes & effects of the present crisis. Modified HA.

The US right is not conservative in the sense of 'maintaining the existant order'; it represents an aggressive reaction to all real or imaginary threats to the existence of the US. In the course of the last 10 yrs, the US has known failure in China, Korea, Laos, Vietnam, Suez, & Cuba; the discontent of the Amer people has provided an opportunity for the conservatives. They oppose pol'al or military interference, & are hostile to foreign aid, & do not advocate compromises with the USSR & China. Rightist org's are estimated at 1,000 & their aim is to join together to form a 'nat'l league'. Since 1958 there exists a clandestine movement of 'minute-men' throughout 40 states. They are preparing for guerrilla warfare in case gov'al power should fall to the Communists. Among liberal groups, many precautions are taken against dangers emanating from the right.
