Este trabajo propone un abordaje al filoindigenismo de Mariano Moreno a través del estudio de algunos aspectos centrales de la Disertación Jurídica de 1802 y del período revolucionario de 1810. Intentaremos demostrar que el filoindigenismo referido representa una constante en la obra intelectual y política de Mariano Moreno. A fin de poner a prueba esta tesis, se considerarándos períodos históricos sustancialmente diferenciados: el anterior a mayo de 1810, signado por el pacto colonial, y el posterior, en el que paulatinamente dicho pacto comienza a ponerse en crisis. ; This paper proposes an approach to phylo-indigenousism by Mariano Moreno through the study of some central aspects of the Juridical Dissertation of 1802 and the revolutionary period of 1810. We will try to demonstrate that the referred phylo-indigenism represents a constant in the intellectual and political work of Mariano Moreno. Zygmunt Bauman define la sociedad "moderna líquida" como aquella en que"las condiciones de actuación de sus miembros cambian antes de que las formas de actuarse consoliden en unos hábitos […] La vida líquida, como la sociedad moderna líquida, nopuede mantener su forma ni su rumbo" (Bauman: 9) En este ensayo trabajaremos sobrela puesta en escena de El pasado es un animal grotesco de Mariano Pensotti, estrenada enel Teatro Sarmiento en febrero de 2010. El interés de esta obra radica en la intencionalidad del dramaturgo director de construir una meganarración "a la manera de las "novelasmundo" o los desmesurados relatos del siglo XIX, donde una ficción desatada es contenidapor un marco histórico y temporal preciso" pero utilizando recursos escénicos mínimos:"la obra es actuada por sólo cuatro actores. Encerrados en un disco giratorio que se muevepermanentemente ellos solos emprenden la heroica tarea de narrar y representar esa multiplicidad de historias, dando vida a docenas de personajes y situaciones" (Pensotti, 2011).El trabajo intentará realizar un cruce entre las diversas interacciones, dispositivos escénicosque se conjugan para armar una propuesta que intenta trabajar el concepto de narraciónen un espectáculo teatral realizando cruces entre la realidad, lo cotidiano, el contexto histórico reciente, todo en un constante discurrir del eje temporal en el que el presente se diluye,se escapa se vuelve líquido, imposible de ordenar y clasificar en una estructura rígida.

Este estudio se propone analizar el arraigado culto mariano en Ayacucho, centrándose en las diversas representaciones de las vírgenes y sus atributos con el objetivo de desentrañar y comprender el simbolismo inherente a estas manifestaciones religiosas, así como investigar su impacto en la identidad religiosa, cultural y comunitaria de Ayacucho. Adoptando un enfoque etnográfico y hermenéutico, se llevó a cabo un exhaustivo trabajo de campo que incluyó el registro de 20 representaciones icónicas de la Virgen María, respaldado por entrevistas y un detallado registro fotográfico realizado en las iglesias de Ayacucho y sus distritos circundantes. En conclusión, se destaca que la Virgen María ha sido la fuerza motriz del desarrollo del culto mariano, representando un ícono cargado de una rica polisemia simbólica que abarca desde la concepción divina hasta la protección de los viajeros y la vinculación con el equilibrio hídrico y la fertilidad. Además de su significado religioso, la Virgen María cumple una función crucial como elemento cultural que cohesiona a los creyentes y perdura en la vida cotidiana de la población, estableciendo así una comunicación constante con este sagrado ícono.

Dentro del campo de análisis de la seguridad internacional contemporánea, ocupa un lugar de importancia la "hibridación" de los conflictos armados y las amenazas transnacionales, cuestión que demanda la constante atención de los especialistas. El presente artículo aborda tanto la amenaza que constituye un actor que plantea modos de combate híbridos como la resultante de la combinación sinérgica de al menos dos amenazas diferentes, que pueden darse de manera autónoma. Se presenta un panorama actualizado sobre el tema, que refleja su estado del arte, incluyendo versiones ajenas a Occidente. El primer objetivo consiste en establecer dónde radica la singularidad de los conflictos híbridos respecto a las formas precedentes de contienda armada, subsanando así los inconvenientes que plantean tanto un empleo poco riguroso de los términos como cierta proliferación semántica. El segundo objetivo, complementario del primero, apunta a identificar los formatos más relevantes que adoptan las amenazas híbridas en la actualidad. Las conclusiones indican si se registra la presencia de conflictos y amenazas híbridas en América Latina, y en caso afirmativo, cuáles son sus manifestaciones, así como el grado de preparación de los Estados frente a ellas.
Abstract
In the field of contemporary international security, the "hybridization" of armed conflicts and transnational threats has a high level of priority, demanding constant attention from specialists. This article analyzes threats coming from actors that choose hybrids ways of warfare, and also the combination of at least two different and autonomous threats. An updated framework about this issue, which reflects the state of the art, including nonwestern views, is presented. The first objective is to identify the singularity of hybrid conflicts, and its differences with previous forms of armed conflicts, fixing the problems produced both by an unrestricted use of concepts and certain semantic proliferation. The second objective, which complements the former, seeks to identify the most common expressions of hybrid threats in today´s international relations framework. The conclusions address if hybrid conflicts and threats are present in Latin America and, in an affirmative case, what is the degree of preparation of the States to fight these problems.

<p>Este artículo tiene por objetivo analizar la relación entre el accionar político y el clima intelectual durante la gestión de gobierno de Bernardino Rivadavia en Buenos Aires, 1821-1827. En este marco, se considera la emergencia de un espacio de experimentación política que procura modernizar la cultura en su conjunto con el fin de eliminar las prácticas y los imaginarios coloniales. Asimismo, se identifica una fuerte presencia de contactos interpersonales con pensadores extranjeros y un proceso de intensificación en la circulación de saberes que resultaron funcionales al proyecto del gobierno. En tal sentido, se desea demostrar que el proceso de legitimación intenta construirse a partir de la interacción constante entre las prácticas introducidas por el nuevo modelo político y los saberes difundidos cercanos a la matriz republicana.</p>

Once the violent course of the Mexican revolution subsided, and political stability cemented on a strong state apparatus took hold, Mexico entered a steady path of economic growth. Between about 1940 and 1970 the state intervened forcefully to propel urban industrial development. Those were the golden years of import substitution industrialization (ISI), which for working class manufacturing workers in Mexican cities meant a living wage, subsidized housing and health care, social security, and various perquisites, all supported by a strong state that mediated between industrialists and unions. Since the early 1980s, ISI gave way to export-oriented industrialization (EOI). EOI features a smaller and retreating state, labor "flexibilization," weak unions, insufficient wages, and the rise of the informal urban economy as a poor substitute for the relative economic security of the past. The ISI-EOI story is, of course, well known to anyone familiar with twentieth-century Mexico-or, for that matter, with twentieth-century Latin America. But the link between the macroeconomic model and urban Mexican migration to the United States is not. Rubén Hernández-León addresses this connection. In a field replete with studies of rural Mexican migration to the U.S., his book is groundbreaking and a refreshing read. Metropolitan Migrants is the result of ten years of research on the Monterrey-Houston migratory circuit. Hernández-León's analytical lens zooms in on a Monterrey industrial working class neighborhood, La Fama, and its counterpart in the Summerland section of Houston. His methodology mixes qualitative and quantitative tools-with an emphasis on ethnography-and keeps a constant dialogue between the macro and the micro and between the two sides of the border.

La represión ejercida por el franquismo permanece impune durante la etapa constitucional iniciada tras el fallecimiento del dictador. Esta carencia de la democracia española impugna los diversos compromisos internacionales relativos al cumplimiento de los derechos humanos firmados por los sucesivos gobiernos democráticos. El constante inmovilismo de las instituciones públicas impide la ejecución de unas políticas de memoria dirigidas hacia el reconocimiento de las víctimas de la represión franquista. El texto pretende ofrecer una respuesta a esta anomalía y propone una triple línea de reflexión basada en las disputas narrativas, las evidencias materiales y las ausencias políticas.

This article offers an alternative explanation for the processes by which foreign policy is made. It does so across three different countries, across different governments, across issues that had real "blood and treasure" at stake, across different domestic and international contexts, and while holding the target of policy, the United States, constant. Available theories argue that formal political institutions or norms determine who will influence the making of policy and how they will do so. However, Argentina, Brazil, and Chile—countries with strikingly similar formal rules for making foreign policy—have been following, for decades, fundamentally different foreign policymaking processes, and they have been doing so without resorting to any normative justifications. The article contrasts the theoretical expectations of rational choice institutionalism and norm-based arguments on foreign policymaking with a logic of habit not captured by the logics of consequences or appropriateness of rational choice institutionalism and norm-based explanations. The article makes two contributions. First, it furthers the theoretical development of the concept of habit in international relations and offers a means of studying habits empirically. Second, it challenges the assumption that the power of domestic actors in foreign policy is a function of formal institutions or prevailing norms.

Within this framework, the author considers the emergence of a sphere of political experimentation that seeks to modernize culture as a whole in order to eliminate colonial practices and imaginaries. It also identifies a strong presence of interpersonal contacts with foreign thinkers and a process of intensifying the circulation of knowledge that proved useful to the government project. Global capitalism claims to offer emancipation as liberation from the bureaucratic cage of working routines, and justice as a result of global growth. The price for this model of emancipation and justice is constant change and flexibility of the self. I agree with Richard Sennett, who I take here as a representative of a pragmatic approach in critical theory, that this development leads to a corrosion of character, ultimately threatening the foundations of democracy and preventing the creation of a global community of political agency. What is needed is a cultural narrative enabling the self to act for a global community of political agency that favours ways to global justice. However, contrary to Sennett, I argue that this new self cannot be reinvented as the classical homo faber. I argue that the homo faber concept still breathes the obsolete notion of a powerful working class which is, like capitalism, based solely on production and consumption and cannot meet the ongoing fundamental change of the global age where the rise and fall of powerful subjects is as uncertain as is material growth. Drawing upon a constructivist perspective and engaging with critical theory, I turn to the post-secular concept of Jürgen Habermas. In the perspective of Habermas's post-secular society, I search for a narrative informed by religious semantics. The semantics of the pilgrim, common to almost all traditions of faith, stand for this emancipated self searching for ways to global justice and are offered here in a post-secular translation.

Este artículo utiliza el enfoque de bienestar subjetivo para evaluar el costo personal de una enfermedad. El enfoque constituye una opción a metodologías basadas en preferencias reveladas y enunciadas. Parte de que la presencia de enfermedad deteriorala satisfacción con la salud de las personas, mientras que aumentos en el ingreso mejoran esa satisfacción. Por tanto, es posible calcular el ingreso compensatorio ante la presencia de enfermedad de manera que la satisfacción con la salud permanezca constante. Este cálculo indica el valor monetario de la enfermedad, y puede interpretarsetambién como el valor monetario de los beneficios provenientes de programas que corrigen o evitan un problema de salud. La ilustración empírica se basa en datos de encuestas representativas nacionales realizadas en Costa Rica. La aplicación del enfoque se ilustra con base en la evaluación de cuatro enfermedades diagnosticadas.

In this analysis we investigate the degree to which the absence of effective pension systems may generate motivations for international migration as a means of self‐financing retirement. Using ethnosurvey data gathered in selected Mexican communities and US destination areas, we estimate models to predict the odds of US migration from indicators of relative wages and whether or not jobs in Mexico were covered by that country's social security system. We find that by holding constant the binational differential in expected wages, the odds of out‐migration were much higher for male household heads working in jobs that were not covered by social security compared with those working in jobs that enjoyed such coverage. Subsequent analyses showed that the odds of receiving a pension in old age were systematically higher for former US migrants, and that the likelihood of pension receipt rose steadily as the number of US trips and amount of US experience accumulated.

Esta carencia de la democracia española impugna los diversos compromisos internacionales relativos al cumplimiento de los derechos humanos firmados por los sucesivos gobiernos democráticos. El constante inmovilismo de las instituciones públicas impide la ejecución de unas políticas de memoria dirigidas hacia el reconocimiento de las víctimas de la represión franquista. El texto pretende ofrecer una respuesta a esta anomalía y propone una triple línea de reflexión basada en las disputas narrativas, las evidencias materiales y las ausencias políticas. ; The repression exercised by the Franco's regime remains unpunished during the constitutional phase initiated after the death of the dictator. This lack of Spanish democracy challenges the various international commitments related to compliance with human rights signed by successive democratic governments. The constant immobility of public institutions prevents the implementation of memory policies aimed at recognizing the victims of Franco's repression. This paper aims to provide a response to this anomaly and proposes a triple line of reflection based on ideological motivations, material evidence and political absences.
