Siyasi partiler seçim döneminde iletişim araçlarının olabildiğince fazlasını kullanarak seçmeni etkileme gayreti içindedir. Siyasal aktörlerin seçmeni etkilemek için, seçmenin ikna olacağı bazı argümanlar kullanması gerekmektedir. Siyasal iletişim sürecinde argümanın önemi üzerine en önemli çalışmalardan biri de Steven Toulmin'in Argümantasyon Modeli'dir. Bu çalışmanın teorik altyapısında Toulmin'in argümantasyon modeli işlenirken, araştırma kısmında 2017 Anayasa Değişikliği Referandumu'nda evet ve hayır taraflarının önde gelen temsilcileri Ak Parti ve CHP'nin ikna amaçlı dokümanları söylem analizi tekniği ile çözümlenmeye çalışılmıştır. Böylece her iki partinin ikna amaçlı dokümanlarında hangi argümanları öne çıkardığı analiz edilmeye çalışılmıştır. Araştırma çalışması kapsamında Ak Parti ve CHP'nin hazırlamış olduğu evet ve hayır temalı kitapçıklar ve tanıtıcı videolar incelenmiştir. Çalışma sonucunda her iki partinin de seçmenleri kendi istediği noktaya getirmek için belirlediği argümanları hem yazılı hem video tanıtımları ortamında ortak bir dille kullandığı görülmüştür. Sonuç olarak siyasal iletişimde argüman kullanımının ikna açısından önemli bir araç olduğu ve 2017Anayasa değişikliği referandumunda da yoğun bir şekilde argüman kullanımına başvurulduğu görülmüştür. ; Political actors, parties and leaders carry out motivational activities to support their own parties and organizations during each election period. Political parties atry to influence the electorate by using as much communication tools as possible during the election period. Political actors need to use the arguments that would convince and thus influence the electorate. One of the most important studies on the significance of the argument in the process of political communication is the Argumentation Model of Steven Toulmin. In the theoretical background of this study, Toulmin's argumentation model has been studied. In the research part of the 2017 Constitutional Amendment Referendum, the persuasive documents of the leading representatives of the yes and no parties, AKP and CHP have been analyzed with the discourse analysis technique. Thus, it was tried to analyze which arguments the two parties put forward in their persuasive documents. Within the scope of the research study, the yes and no themed booklets and promotional videos prepared by AK Party and CHP were examined. As a result of the study, it was seen that both parties used the common arguments in both the written and video introductions in order to bring the voters to the point they wanted. As a result, it was observed that the use of arguments in political communication which was also was heavily used in the 2017 referendum - was an important tool in terms of persuasion.

Anayasalarımızı incelediğimizde geçmişten günümüze gelinen süreçte cumhurbaşkanlığı makamının yetkilerinde özellikle 82 anayasası ile birlikte ciddi bir artışın olduğunu görürüz. Ülkemizde ki uygulama parlamenter sistemlerdekinin aksine yürütme organını cumhurbaşkanlığı aracılığıyla güçlendirmiştir. Cumhurbaşkanlığı seçim süreçleri sancılı geçmekle birlikte pek çok yeni düzenlemeleri de beraberinde getirmiştir. 11.Cumhurbaşkanlığı seçim sürecinde yaşananlar cumhurbaşkanını halkın seçmesini ve iki defa seçilebilmesini öngören anayasa değişikliği ile sonuçlanmıştır. 11.Cumhurbaşkanlığı seçim süreci doğurduğu sonuçlar bakımından önemlidir. Parlamenter sistemlere göre daha fazla yetkiyle donatılmış adı ne başkanlık ne de yarı başkanlık olan bu sistem içinde geniş yetkilere sahip cumhurbaşkanının, bu yetkileri tekrar kullanabilmek için siyasi erkin içinde oy kaygısıyla hareket etmesi, yürütmenin sorumsuz kanadını oluşturuyor olması hasebiyle yasal bir yaptırıma maruz kalmaması bu makamın siyasallaşacağı yönünde bir düşünce akla getirmektedir. Cumhurbaşkanlığı seçim süreçlerinde yaşanan sıkıntıların giderilmesi açısından cumhurbaşkanını halkın seçmesi iyi bir çözüm olmakla birlikte bir defa halk onayıyla seçilebilmesi ile sınırlandırılması ileride daha farklı sorunlara yol açabilecek uygulamaların önlenmesi anlamına gelecektir. ; If we examine our constitutions, we can see that, in the process that comes until the early times to today, the authoriy of th presidency of the state has been increased significantly especially with the Constitution of 1982. The application in our country, unlike the parliamentarian systems, has strenghened the executive organ via the presidency of the state. Even though the presidential elections has generally proceeded troublous, those processes have leaded many new regulations. The happenings that existed during the 11th Presidential Election has concluded with some modifications in the constitution that stipulate to elect the president directly by the public and to be elected twice. The process of the 11th Presidential Election is important by means its conclusions. The president of the state who has got wide authority in that system which cannot be called neither presidency nor semi-presidency and who is decked out with more authority than parliamentarian systems may make people imagine a president of the state who might behave with solicitude of vote in the political field, and this position might be politicize because of being not exposed any legal sanction that caused by being the irresponsible wing of the executive organ. The president of the state?s being elected directly by the public is a good solution to prevent the troubles that exist during the presidential elections. In addition, limiting to be voted only once by the public will mean preventig the applications that may cause different problems in the future.

Türkiye'de uzun yıllar gündemden düşmeyen başkanlık rejimine geçiş tartışmalarıysa, köklü bir yönetim biçimi değişikliğini öngören 2017 Anayasa değişikliğiyle farklı bir boyuta evirilmiştir. Akademisyenler ve siyasetçilerin yönetim biçimi değişikliği konusundaki tartışmalarına bakıldığında genel hatlarıyla sorunun; federal-üniter devlet yapısı, erklerin anayasal düzlemdeki dizaynı çerçevesinde parlamenter ve başkanlık rejimlerinin avantajları ve dezavantajları yönünden araştırıldığı görülmektedir. Ancak ülkelerin kendilerine özgü siyasi parti yapısı ve parti sistemi, siyasal rejimin işleyişinde önemli bir rol oynadığı için konunun bu yönüyle de ele alınması gerekmektedir. Çalışmanın odak noktası ise, anayasal düzlemde geniş yetkiler verilen cumhurbaşkanının partisi ile ilişiğinin kesilmemesi nedeniyle anayasal pratikte bu yetkisini daha da arttırabilme ihtimalidir. Yeni anayasal sistemin 09.07.2018 tarihinde tamamıyla yürürlüğe girmesiyle de bu konu hakkında somut ipuçları elde edilebilmemiz mümkün olmuştur. Bu bağlamda hukuki ve siyasi boyutta inceleyeceğimiz, cumhurbaşkanının siyasi partisiyle ilişiği çerçevesinde yeni anayasal sistem, mukayeseli hukuktan da faydalanılarak nitelendirilmeye çalışılmıştır. ; The authoritarian aspect of the 1982 Constitution which has been tried to be changed in every period, has been at the center of the discussions since its entry into force, was further deepened with the 2017 Constitutional amendment. Transition to the presidential regime debates that is in the agenda for many years in Turkey, has evolved into a different dimension with the 2017 Constitutional amendment, which foresees a radical change in management style. Considering the discussions of academics and politicians on the change of management style, in general lines the issue seems to be investigated in terms of; federal-unitary state structure, advantages and disadvantages of parliamentary and presidential regimes within the framework of the constitutional design of powers. Nevertheless, since the specific political party structure and party system of countries play an important role in the functioning of the political regime, the issue should also be addressed from this aspect. The focus of study is, the possibility that the president, who is given broad powers at the constitutional level, can further increase this power in constitutional practice for not being cut off his relationship with his party. It has been possible to obtain concrete clues on this issue with the new constitutional system fully coming into force on 09.07.2018. In this context, within the framework of the president's relationship with his political party, the new constitutional system which we will examine in legal and political dimensions, will be tried to be qualified by also making use of comparative law.

1st International Conference on New Trends in Communication ; Bir siyasal iletişim aracı olarak kamuoyu araştırmaları her seçim döneminde yeniden ortaya çıkmakta ve farklı amaçlara hizmet etmesi için siyasetçiler ve medya tarafından kullanılmaktadır. Seçimlere yönelik kamuoyu araştırmalarının güvenilirliği ve tutarlığı her ülkede ve her dönemde olduğu gibi günümüzde Türkiye'de de büyük bir tartışma konusudur. Türkiye'de çok önemli gelişmeleri beraberinde getirecek 2017 Anayasa Değişikliği Referandumu sürecinde gündemin önemli konularından biri farklı şirketlerin açıklayacağı seçimlere yönelik kamuoyu araştırma sonuçları olacaktır. Bu çalışmanın amacı, seçimlere yönelik kamuoyu araştırmalarının tutarlılığını 16 Nisan 2017 tarihinde yapılması planlanan Anayasa Değişikliği Referandumu üzerinden tespit etmektir. Araştırmada seçimden önce kamuoyu araştırması yaparak çıkan sonuçları kamuoyuyla paylaşan 14 araştırma şirketinin son araştırma sonuçları ile seçim sonuçları karşılaştırılacaktır. Bu sonuçlar siyasal iletişim perspektifinden okunarak araştırmaların toplumun eğilimlerini ortaya koymak, siyasal gelişmelere ışık tutmak için mi, yoksa manipülasyon ve dezenformasyon için mi yapıldığı literatür eşliğinde tartışılacaktır. Türkiye'de yapılan ve bilimsel yöntemlerle gerçekleştirildiği iddia edilen kamuoyu araştırmalarında ESOMAR ve WAPOR ilkelerine ne düzeyde sadık kalındığı da irdelenecektir. Çalışma kapsamında belli bir ideolojik görüşe bağlı kalmamak ve taraf olmamak adına daha önce seçim sonuçlarına yönelik araştırmalar yapmış, kamuoyu tarafından bilinen, web sitelerinde araştırmalarına yer veren ve sonuçlarını medya aracılığıyla toplumla paylaşan KONDA, GENAR, ANAR, Konsensus, İVEM, SONAR, A&G, ORC, THEMİS, Gezici, MAK, Optimar, Andy-Ar ve AKAM araştırma şirketlerine yer verilecektir. Araştırma 2017 Anayasa Değişikliği Referandumu ile sınırlandırılmıştır. Yapılan araştırmaların tamamı Türkiye çapında gerçekleştirildiği için karşılaştırma yapılırken YSK'nın açıklayacağı yurt içi seçim sonuçları kriter olarak alınacaktır. ; Public opinion research as a means of political communication reappears every election period and for serving different purposes that by politicians and media. The credibility and consistency of public opinion polls for elections is in every country and every period as well as in Turkey today. During the Constitutional Amendment Referendum of 2017, which will bring significant developments in Turkey, one of the important issues of the day will be the results of the public opinion survey about the elections that different companies will explain. The aim of this study is to determine the consistency of public opinion polls over the Constitutional Amendment Referendum, which is scheduled to be held on 16th April 2017. The results of the latest survey of 14 research companies that publicly surveyed the results of the public opinion survey before the election will be compared with the election results. These results will be discussed from the perspective of political communication and it will be discussed with literature whether the researchers are aimed at revealing the tendencies of the society, to shed light on political developments, or to manipulation and disinformation. The level of loyalty to the principles of ESOMAR and WAPOR will be examined in public opinion polls conducted in Turkey and allegedly carried out by scientific methods. The study will include research companies KONDA, GENAR, ANAR, SONAR, Konsensus, MAK, Gezici, THEMIS, AKAM, ORC, A&G, Optimar, Andy-Ar and IVEM. In the scope of the study, in order not to adhere to a certain ideological view and to be a party. Previously conducted research on election results, known to the public, involved in research on their website, and sharing their results with the public through the media. The survey is limited to the Constitutional Amendment Referendum of 2017. As all the researches carried out are realized in Turkey, the results of YSK's domestic elections will be taken as criteria when making a comparison.

12 Eylül 2010 Anayasa Değişikliği Referandumunda, "evet" ve "hayır" kampanyaları, değişiklik paketinin içeriğini gölgede bırakarak, süreci kutuplaşmaya indirgeyen bir havada gerçekleşmiştir. Bu araştırmada, birer kamu yöneticisi adayı olarak örnekleme konu olan 1017 Biga İktisadi ve İdari Bilimler Fakültesi öğrencisinin, halkoylamasının değeri, liderlerin üslupları, referandumun AB yolunda bir adım olup olmadığı, demokratikleşme açısından referandumların önemi ve değişikliğe ilişkin bazı anayasa maddeleri itibariyle süreci nasıl algıladıkları araştırılmıştır. Oy kullanma oranının Türkiye ortalamasının üzerinde gerçekleştiği dikkati çekerken, farklı değişkenler ve sürece ait sorular arasında anlamlı düzeyde bir ilişkinin varlığı tespit edilmiştir. Araştırma, referandum sürecinin üniversite öğrencileri tarafından algılanmasına ilişkin ipuçları sunarken, öğrencilerin siyasal sosyalleşme ile ilgili tutumlarını da ortaya koymaktadır. ; "Yes" and "No" campaigns in the September 12, 2010 Referendum on the Constitutional Amendments took place in a polarization environment by living aside the contents of the changing package. In this survey, the perceptions of the 1017 students of the Biga Faculty of Economics and Administrative Sciences, as a candidate of public administrator, the value of referendums, styles of leaders, whether or not the referendum is a step towards the accession to the EU the importance of referendums in terms of democratization and how they perceive the process related to some constitutional amendments are examined. The rate of voting is over the average of Turkey and there is a significant relationship between different variables and the questions pertaining to the process. The survey reveals the tips regarding the perceptions of university students on the referendum process and also conveys the attitudes of students about political socialization.

Ayrıca Kararnameler ile birçok kamu diplomasisi kurumunun görevi sona ermiş, Cumhurbaşkanlığı İletişim Başkanlığı ve Kamu Diplomasisi Dairesi Başkanlığı gibi yeni bazı kurumlarda faaliyete başlamıştır. ; For the first time in 1963 usage of the concept of public diplomacy began in the United States. In 2000s as a conceptual and institutional value in Turkey has started to be effective. In this context, many institutions including official, semi-official, publicly supported and civil institutions have been established, and have continued to operate in many areas ranging from technical supports to humanitarian aid, cultural activities and religious services. The constitutional amendment made on 17 April 2017 and the Turkish Public Diplomacy constitution, which was published by the Presidential Decrees, were also affected legally. While the Prime Minister's office was abolished after the constitutional amendment, the legal status and hierarchical top of many institutions affiliated to the Prime Ministry were changed. In addition, the Decree and many public diplomacy institutions have ceased to work and have started to operate in some new institutions such as Presidency Directorate of Communications and Public Diplomacy Department.

As of 2010, there is an increasing authoritarian political structure in Hungary. Winning the elections, the Fidesz government led by Prime Minister Viktor Orbán makes constitutional amendments in line with the party's purposes, guides the media outlets according to its interests, and silences the opponents. The West, which supports democracy even in other countries, has had to struggle with rising authoritarianism within itself. In this study, the rising authoritarianism in Europe and the position of the EU is examined. The study deals with the issue of authoritarianism in Hungary after evaluating the literature on authoritarianism. In the present study, which includes some comparisons with Turkey, a case study has been carried out. It has been conducted through document analysis method, taking into account the reports published by the Venice Commission and Council of Europe. As a result, it is emphasized how the EU remains weak in preventing authoritarianism and that authoritarianism can be not only in nonWestern countries but also in the West

Bu çalışmanın amacı politik belirsizliğin firmaların finansal performanslarına etkisini incelemektir. Bu amaçla çalışma, 2008-2013 dönemine ilişkin olarak; Borsa İstanbul'da (BIST) sanayi sektöründe faaliyet gösteren 147 firmayı kapsamaktadır. Politik belirsizlik ile finansal performans arasında ilişki panel veri analizi kullanılarak ilgili dönemdeki çeyrek verilerle analiz edilmektedir. Analiz sonucunda politik belirsizlik göstergesi olarak 29 Mart 2009 Genel Mahalli İdareler seçimini temsilen kullanılan değişken ve 12 Eylül 2010 Anayasa Değişikliği Referandumunu temsilen kullanılan değişken ile finansal performans göstergesi olarak kullanılan değişkenler arasında istatistiksel olarak anlamlı bir ilişki tespit edilmezken, 12 Haziran 2011 Milletvekili Genel Seçimini temsilen kullanılan değişken ile finansal performans göstergesi olarak kullanılan değişkenler arasında istatistiksel olarak negatif ve anlamlı bir ilişkinin olduğu tespit edilmiştir. Bu sonuç, "seçimler belirsizlik nedeniyle verimsiz sermaye tahsisi kanalıyla şirket performansını düşürebilir" önermesini doğrulamaktadır. Ayrıca bu sonucun politik belirsizliğin reel ekonomik etkileri üzerinde önemli bir etkiye sahip olduğu yönünde güçlü bir mesaj verdiği söylenebilir. Öte yandan sonuçlar firma yöneticilerinin ve yatırımcıların 29 Mart 2009 Genel mahalli idareler seçimini ve 12 Eylül 2010 Anayasa değişikliği referandumunu bir belirsizlik olarak algılamadıkları ancak, 12 Haziran 2011 Milletvekili genel seçimini bir belirsizlik unsuru olarak algıladıkları şeklinde yorumlanabilir. Türkiye için politik belirsizliklerin firmaların finansal performansına etkisi üzerine firma bazında inceleyen bir çalışmaya rastlanmamıştır. Bu yönüyle çalışmanın literatürdeki bu boşluğu doldurması beklenmektedir ; The purpose of the study is to examine the effects of political uncertainty on financial performance. For this purpose, the study consists of 147 firms operating in the industrial sector in Istanbul Stock Exchange (BIST) for the period of 2008-2013. The relationship between political uncertainty and financial performance has been analyzed for the quarter data period by using panel data analysis. Analysis indicated that there is no statistically significant relationship between the 29th of March 2009 General election of local administrations variable and the 12th of September 2010 constitutional amendment referendum variable as an indicator for the political uncertainty and financial performance indicators, although there is a negative statistically significant relationship between the 12th of June 2011 Parliamentary general election variable as an indicator for the political uncertainty and financial performance indicators. This result confirms the proposition that" election uncertainty may reduce the company's performance due to the inefficient allocation of capital channel". This result also sends a strong message that political uncertainty has a significant impact on real economic outcomes. This founding implying that firm manager and investors not perceive the 29th of March 2009 General election of local administrations and the 12th of September 2010 constitutional amendment referendum as an uncertainty sources, but perceive the 12th of June 2011 Parliamentary general election as an uncertainty sources. The study examining the impact of political uncertainty on firms' financial performance on has not been found. This aspect of the study is expected to fill this gap in the literature

Öte yandan sonuçlar firma yöneticilerinin ve yatırımcıların 29 Mart 2009 Genel mahalli idareler seçimini ve 12 Eylül 2010 Anayasa değişikliği referandumunu bir belirsizlik olarak algılamadıkları ancak, 12 Haziran 2011 Milletvekili genel seçimini bir belirsizlik unsuru olarak algıladıkları şeklinde yorumlanabilir. Türkiye için politik belirsizliklerin firmaların finansal performansına etkisi üzerine firma bazında inceleyen bir çalışmaya rastlanmamıştır. Bu yönüyle çalışmanın literatürdeki bu boşluğu doldurması beklenmektedir ; The purpose of the study is to examine the effects of political uncertainty on financial performance. For this purpose, the study consists of 147 firms operating in the industrial sector in Istanbul Stock Exchange (BIST) for the period of 2008-2013. The relationship between political uncertainty and financial performance has been analyzed for the quarter data period by using panel data analysis. Analysis indicated that there is no statistically significant relationship between the 29th of March 2009 General election of local administrations variable and the 12th of September 2010 constitutional amendment referendum variable as an indicator for the political uncertainty and financial performance indicators, although there is a negative statistically significant relationship between the 12th of June 2011 Parliamentary general election variable as an indicator for the political uncertainty and financial performance indicators. This result confirms the proposition that" election uncertainty may reduce the company's performance due to the inefficient allocation of capital channel". This result also sends a strong message that political uncertainty has a significant impact on real economic outcomes. This founding implying that firm manager and investors not perceive the 29th of March 2009 General election of local administrations and the 12th of September 2010 constitutional amendment referendum as an uncertainty sources, but perceive the 12th of June 2011 Parliamentary general election as an uncertainty sources. The study examining the impact of political uncertainty on firms' financial performance on has not been found. This aspect of the study is expected to fill this gap in the literature

Bu çalışma siyasi kültürümüzün Türkiye'de uygulanmış parlamenter sistem ile 2017 Anayasa değişikliği ile gelen Cumhurbaşkanlığı Sistemine olan etkilerini incelemektedir. Kanun-i Esasi ile Türk siyasi hayatına giren parlamenter sistemin ülkemizde bir asrı aşkın tecrübesi olmuştur. Son 25-30 yılımıza baktığımızda sistem tıkanıklıklarına çözüm yolu olarak başkanlık sistemi birçok kez ileri sürülmüştür. Peki bu tıkanıklığın sebebi parlamenter sistemin siyasi kültürümüze uygun olmaması mıydı? Bu sorulan soruya cevap bulmak için Türkiye'nin siyasi kültürüne ve Türkiye'nin tecrübe ettiği hükümet sistemlerine değinilmiştir. Türk siyasi kültürümüzdeki uzlaşma kültürü, muhalefetin yeri, liderin etkisi, ülkemizdeki parti yapıları Lijphart'ın demokrasi modelleri ayrımı göz önünde bulundurulup hükümet sistemine olan etkileri ortaya konulmaya çalışılmıştır. ; Governmental systems are in interaction with civic culture in country. This study examines the effects of Turkish civic culture on the parliamentary system applied in Turkey and current presidential system, which was commenced being applied subsequent to constitutional amendment in 2017. Over a century Turkish political life experienced the parliamentary system, which was begun to be applied with Kanun-i Esasi. When last 25-30 years were examined presidential system was proposed many times as a solution to system deadlocks. Was the reason for these deadlocks parliamentary system incompatible with its own political culture? In order to respond this question, Turkish civic culture and governmental systems experienced by Turkey were examined. In the light of the Lijphart's democracy models, this study attempted to reveal the impacts of Turkish civic culture, particularly the culture of reconciliation in Turkey, position of opponents, the effect of the political leaders, structures of political parties on the government systems in Turkey.

Belçika, Lijphart'ın teorisyenliğini yaptığı oydaşmacı demokrasinin en güzel örneği olarak gösterilen ülkesi iken, ülkede baş gösteren siyasi sıkıntılar bunun böyle olmadığını ortaya çıkarmıştır. Gerçekte Belçika'da olan yüzyıllardır süren bir mücadelenin ve dilsel özgürlük çabalarının günümüze kadar ulaşan yansımalarından başka bir şey değildir. Belçika, Flamanlar ve Volanlar adı verilen, Flamanca ve Fransızca konuşan iki büyük toplumun federal bir devlette yaşadığı bir ülkedir. Ülke tarihi bu iki dil grubunun birbirleriyle olan demokratik hak talebi mücadeleleri ile şekillenmiştir. Bu mücadeleler dilsel özgürlükler üzerinedir. Mücadeleler o kadar güçlü olmaktadır ki, siyasi hayatına üniter bir devlet olarak başlayan Belçika, 1970 yılında federal devlete dönüşmüştür. Ayrıca dil ile ilgili haklar bağlamında da defalarca anayasal değişiklik yapılmıştır. Bu değişimlerden dolayı bazıları, sistemin konfedere bir yapıya dönüşeceğini hatta bunun iki tarafın bağımsızlığına kadar varabileceğini iddia etmektedirler. Başlangıçta toplumun gerilimli alanlarını aşmak ve topluluklara dilsel özgürlüklerini kazandırmak için uygulanan oydaşmacı model, Belçika'nın üniter devletten federal yapıya dönüşmesine neden olmuştur. Oydaşmacı demokrasinin ülkeyi birlikte tutmaya ne zamana kadar gücü yetecektir bilinmez ama yakın zamanda bir ayrılık beklemek de yanlış olacaktır. Bu bağlamdan çalışmanın konusu oydaşmacı modelin özellikleri ve Belçika'daki uygulamalarının araştırılması, amacı ise Belçika'daki sorunların oydaşmacı demokrasi ile ilintisinin incelenmesidir. ; While Belgium was shown as the best example of Lijphart's model of the consociational democracy, political troubles in the country have revealed that this is not the case. In fact, what is happening in Belgium is nothing more than the reflections of centuries of struggle and linguistic freedom efforts that have reached today. Belgium is a country where Flemings and Walloons -Flemish and French-speaking communities- live in the form of a federal government. The history of the country has been shaped by the struggles of these two language groups against each other for democratic rights. The main focus of these struggles is on linguistic freedoms. The struggles are so strong that Belgium, which began its political life as a unitary state, with the constitutional changes that were made in 1970, was separated into linguistic areas and started to apply the power sharing feature of the consociational democracy model properly. The country became a federal state as a result of the constitutional reform in 1993. Besides, constitutional amendments have been made several times in the context of language rights. Because of these changes, some argue that the system could turn into a confederation, and even reach the independence of the two sides. It is not known how long the consociational democracy, which was initially applied in order to transcend the tensioned areas of society and in order to give linguistic freedom to communities, will manage to hold the country together, however, it would be wrong to expect a separation in the near future. In this context, the subject of the study is to investigate the characteristics of the consociational model and its applications in Belgium. Its aim is to examine the relevance of the problems in Belgium to consociational democracy.

Bu çalışma, Türkiye'deki devlet yönetimi ve siyasete ilişkin temel kabul edilebilecek dört sorun alanını kısaca ortaya koyduktan sonra, siyasal inovasyon (siyasal yenilikçilik) kavramının ne olduğuna ilişkin kavramsal çerçeveyi açıklayacaktır. Çalışmada, Türkiye'nin 16 Nisan 2017 Referandumu ile gerçekleşen Anayasa değişikliğini takip eden süreçte öngörülen düzenlemelerin ne ölçüde ve hangi şartlar altında siyasal yenilikçilik sayılıp sayılamayacağı, ilişkilendirilecek olan sorun alanları çerçevesinde sorgulanacaktır. Siyasal yenilikçilik kavramı, literatürde üç ana başlık altında incelenmektedir ki bunlar sırası ile siyasal süreçlerde yenileşme, politika yapma biçiminin yenileşmesi ve politikaların yenileşmesidir. Her yeniliğin siyasal inovasyon sayılamayacağından hareketle, teorik olarak Anayasal değişiklik ile ortaya konan cumhurbaşkanlığı sisteminin, 24 Haziran 2018 seçimleri ile pratiğe dönüştürülme sürecinde ortaya çıkmaya başlayan olumlu ve olumsuz yönler, makale sınırlarının elverdiği ölçüde incelenecektir. Bunu yaparken, liberal ve konsolide olmuş bir demokrasi için yetersiz sayılabilecek olsa dahi, çoğunluğun temsiline imkân sağlayan demokratik bir yapının ihdas edilmesi, kurumsal sadeleşme, meşru olmayan statüko gruplarının bertarafı ve doğrudan yetkilendirme eksenindeki gelişmeler olumlu değerlendirilmektedir. Öte yandan, hukukun bağımsızlığının tesis edilmesine, kamuda liyakat esasına ilişkin görevlendirmelerin hayata geçirilmesine ve kırılgan grupların temsilini kolaylaştıracak mekanizmaların oluşturulmasına yönelik birtakım geliştirici önlemlerin alınması, cumhurbaşkanlığı sisteminin siyasal yenilikçilik açısından daha fazla değişkene cevap verebilmesi için elzem görülmektedir. ; This study, after a brief review of four issue areas that can be considered the basis for state administration and politics in Turkey, will explain the conceptual framework regarding the notion of "political innovation". In this study, the discussion will focus on the amendments to the Turkish Republic Constitution implemented as the result of referendum held in Turkey on April 16, 2017, examining the extent of the regulations stipulated in the following process and whether the regulations can be considered political innovations, questioning it in the framework of related issue areas. In the research literature, the notion of political innovation is examined under three main subjects, which are the innovation in the political processes, the innovation in process of policymaking and the innovation of the policies. Not every novelty can be considered a political innovation. The presidential system set forth by the constitutional amendment, has its positive and negative aspects emerging as the system's implementation goes forth since the elections of June 24, 2018. These aspects will be examined to the extent permitted by this article's boundaries. While evaluating these aspects, even though it may be considered inadequate for a liberal and consolidated democracy, the establishment of a democratic structure that allows for the representation of the majority, the developments in institutional simplification, elimination of unregulated status quo groups and direct authorizations are favorable developments. On the other hand, it is crucial that certain constructive measures towards establishment of the independence of law, the implementation of employment in the public sector based on competence, and the establishment of mechanisms to facilitate the representation of fragile groups are taken in order to enable the presidential system to respond to more variables with regard to political innovation.

Bu çalışma, Türkiye'nin uzun yıllardır gündemini meşgul eden hükümet sistemi değişikliği ve başkanlık sistemine geçiş önerilerini incelemektedir. Böylece, başkanlık sisteminin Türkiye'ye uygun olup olmadığı ya da ülkede uygulanmış parlamenter sistemle ilgili yaşanan krizleri çözebilirliği sonucuna varılmaya çalışılmaktadır. Türkiye'de başkanlık sistemi tartışmalarının arkasında yatan en önemli sebep olarak hükümet istikrarsızlıkları gösterilmiştir. Türk siyasal hayatındaki anayasal süreçler göz önünde bulundurularak yapılan incelemeler sonucunda, Türkiye'de siyasi tıkanıklıkların çözümüne yönelik parlamenter sistemin öngördüğü fesih mekanizmasının bir seçim aracı olarak kullanılması sonucu yaşanan siyasi istikrar sorununun parlamenter sistemden kaynaklandığı kanaatine varılmıştır, Ayrıca hızlı ve etkin karar almayı zorlaştıran iki başlı yürütmenin bulunması, Türkiye'de saf parlamenter sistemin öngördüğünün aksine seçilmiş cumhurbaşkanının mevcut olması ve bunun çift meşruluk sorununu da beraberinde getirdiğinden güçlü ve zayıf yönleriyle birlikte değerlendirilen parlamenter sistemin sürdürülebilirliğinin mümkün olmadığı sonucuna varılmıştır. Hükümet sistemleri çeşitlerine göre incelenerek başkanlık sistemi doğuşu, tanımı, temel özellik ve unsurlarıyla ayrıntılı olarak incelenmiş ve bu sistemin model ülkesi olarak kabul gören ABD'nin federatif yapısı ve yetkili organları ile başkanlık sisteminin bu ülkede uygulanışı ele alınmıştır. Türkiye'deki parlamenter sistem anayasal süreçleriyle incelenerek geçmişteki Türk siyasi liderlerden Özal ve Demirel dönemlerindeki başkanlık sistemi tartışmaları, 2012 yılındaki AK Parti hükümetinin önerdiği başkanlık önerisi ve son olarak 2017 yılında halk oylaması sonucu kabul gören anayasa değişiklikleri ile önerilen cumhurbaşkanlığı hükümet sistemi akademik görüşler ışığında değerlendirilerek bu sistemin Türkiye'de uygulanabilirliği açısından çeşitli önerilerde bulunulmuştur. ; This study investigates changing the Government system and proposals for transition to presidential system which are busy the Turkey's agenda for many years. Thus, it is attempted to reach the conclusion that the presidential system will be adapted to Turkey or the living crises related to the current system in the country will be solved/not be resolved. Government instability has been shown as the most important reason behind the debate on presidential system in Turkey. As a result of the examinations made considering the constitutional processes in Turkish political life; the using of the termination mechanism proposed by the parliamentary system for resolving political congestion in Turkey as an election tool has led to the conclusion that the problem of political stability originates from the parliamentary system. Moreover because of the presence of two leading executive which makes it difficult to make quick and effective decisions and in contrast to the Pure Parliamentary System Prediction Presence of the elected President in Turkey that it brings with it the problem of double legitimacy, it has arrived that the Sustainability of the Parliamentary System, which is evaluated together with its strengths and weaknesses, is not possible. According to the types of government systems the presidential system is examined in detail with its birth, its definition, its basic features and elements. The federal structure and competent bodies, the implementation of the presidential system of the United States which is considered the model country of this system are discussed. The parliamentary system in Turkey is examined through constitutional processes and the discussions of presidential system during the periods of Özal and Demirel, one of the Turkish political leaders in the past, are investigated. The presidential proposal proposed by the AK Party government in 2012, and the Presidential Government System which is suggested the constitutional amendments that were finally adopted as the result of popular vote in 2017 are evaluated in the light of academic views and Various proposals have been made in terms of applicability in Turkey.

Siyasi aktörler, partiler ve liderleri her seçim döneminde seçmeni kendi parti ve oluşumlarına destekvermek üzere motive edici çalışmalar gerçekleştirirler. Siyasi partiler seçim döneminde iletişim araçlarınınolabildiğince fazlasını kullanarak seçmeni etkileme gayreti içindedir. Siyasal aktörlerin seçmeni etkilemekiçin, seçmenin ikna olacağı bazı argümanlar kullanması gerekmektedir. Siyasal iletişim sürecindeargümanın önemi üzerine en önemli çalışmalardan biri de Steven Toulmin'in Argümantasyon Modeli'dir.Bu çalışmanın teorik altyapısında Toulmin'in argümantasyon modeli işlenirken, araştırma kısmında2017 Anayasa Değişikliği Referandumu'nda evet ve hayır taraflarının önde gelen temsilcileri Ak Partive CHP'nin ikna amaçlı dokümanları söylem analizi tekniği ile çözümlenmeye çalışılmıştır. Böylece heriki partinin ikna amaçlı dokümanlarında hangi argümanları öne çıkardığı analiz edilmeye çalışılmıştır.Araştırma çalışması kapsamında Ak Parti ve CHP'nin hazırlamış olduğu evet ve hayır temalı kitapçıklarve tanıtıcı videolar incelenmiştir. Çalışma sonucunda her iki partinin de seçmenleri kendi istediği noktayagetirmek için belirlediği argümanları hem yazılı hem video tanıtımları ortamında ortak bir dille kullandığıgörülmüştür. Sonuç olarak siyasal iletişimde argüman kullanımının ikna açısından önemli bir araç olduğuve 2017Anayasa değişikliği referandumunda da yoğun bir şekilde argüman kullanımına başvurulduğu görülmüştür. ; Political actors, parties and leaders carry out motivational activities to support their own parties and organizations during each election period. Political parties atry to influence the electorate by using as much communication tools as possible during the election period. Political actors need to use the arguments that would convince and thus influence the electorate. One of the most important studies on the significance of the argument in the process of political communication is the Argumentation Model of Steven Toulmin. In the theoretical background of this study, Toulmin's argumentation model has been studied. In the research part of the 2017 Constitutional Amendment Referendum, the persuasive documents of the leading representatives of the yes and no parties, AKP and CHP have been analyzed with the discourse analysis technique. Thus, it was tried to analyze which arguments the two parties put forward in their persuasive documents. Within the scope of the research study, the yes and no themed booklets and promotional videos prepared by AK Party and CHP were examined. As a result of the study, it was seen that both parties used the common arguments in both the written and video introductions in order to bring the voters to the point they wanted. As a result, it was observed that the use of arguments in political communication which was also was heavily used in the 2017 referendum – was an important tool in terms of persuasion.
