The authors provide a broad overview of economic aspects of commodity taxation, focussing in particular on theory and on policy applications in OECD countries. Some major papers in public economics have discussed whether these taxes should be levied at a uniform rate, or whether different commodities should be taxed differently, for reasons of either equity or efficiency. The authors begin with this question, and then discuss further issues, including the economic incidence of commodity taxes, the properties of the VAT, the taxation of financial services, the international aspects of commodity taxation, and environmental and health policy aspects.

AbstractThis paper develops an international version of the consumption‐based capital asset pricing (CCAPM), which we refer to as "catching up with the Americans." Previous CCAPM research develops the concept of "catching up with the Joneses," where a representative economic agent exhibits higher marginal utility of consumption as a result of higher past per capita consumption in his own country. Catching up with the Americans, on the other hand, is an international habit‐preference hypothesis. It extends the idea of catching up with the Joneses by stating that consumers of non‐U.S. countries gain higher marginal utility of consumption as a result of higher past American consumption growth. Contrary to much of the CCAPM literature, we test this version of the model using long bond rates rather than equity returns. However, like most of the previous research on the CCAPM, the catching up with the Americans model fails to explain the relationship between consumption and asset returns.
This paper examines a water demand equation for Milan for the second half of the twentieth century: 1950-2001. We focus mainly on the effects of price and habits, but also account for other factors in the demand for water such as climate, income and productive activity. Allowing for trend break stationarity or non-linear trend stationarity we find evidence against the unit root hypothesis for many time series. Based on this result, standard cointegration analysis would not be appropriate; therefore we adopt an alternative estimation and testing procedure. We focus in particular on the so called bounds testing approach which can be applied irrespective of the level of integration of the variables and which can be a useful modelling strategy given that dynamics are important when estimating a water demand equation. The main results are that long run price elasticity is higher than short run elasticity, and that consumption habits are relevant. We also find that both climate, sectoral and technological modifications affect water consumption, while income is not significant. Finally, the changes to pricing schemes in the mid seventies provoked reactions of different magnitudes among households and firms.
We employ a neoclassical growth model to assess the impact of financial liberalization in a developing country on capital owners` and workers` consumption and welfare. We find in a baseline calibration for an average non-OECD country that capitalists suffer a 42 percent reduction in permanent consumption because capital inflows reduce their return to capital while workers gain 8 percent of permanent consumption because capital inflows increase wages. These huge gross impacts contrast with the small positive net effect found in a neoclassical represent agent model by Gourinchas and Jeanne (2006). We further show that the result for capitalists is insensitive to enhanced productivity catch-up processes induced by capital inflows. Our findings can help explain why poorer countries tend to be less financially open as capitalists` losses are largest for countries with the lowest capital stocks, inducing strong opposition to capital market opening. -- Capital flows ; international financial integration ; growth ; neoclassical model ; heterogenous agents

The transformation of economy and society of Ukraine especially in conditions of European integration makes goods and services consumption safety to become one of the prerequisites of state economic security. This is due to the intensification of intra-systemic threats from socio-economic and political crisis, the low purchasing power of the population, the saturation of the internal market with dangerous goods and services and their negative impact on the environment. In this case, the theoretical and methodological basis of consumption safety is imperfect. It is necessary to investigate the change of the essence of the concept of "consumption" in time and space and its relationship with safety category. The aim of research is to determine the features of ensuring safety of consumption as an object of study of various sciences. Methodology: theoretical and methodological basis of the study are the fundamental basics of security studies, economics, global science, philosophy, ecology, political science, consumption. To ensure the conceptual integrity of the study, the following methods have been used: theoretical generalization, comparison, dialectics, analysis and systematization; institutional analysis; brainstorming, office research. The scientific importance of the work is that the essential characteristics of the "consumption safety" category have been determined as: the structure, needs, nature of their satisfaction and interests, rationality and value orientation, connection with production and its purpose in economic terms; motivational factors, behavioral patterns, social conditions, mass culture and culture of consumption in sociological terms; features of consumer behavior, their individual selection criteria, form and models of consumption, methods of evaluation of goods in psychological terms; "green consumption", "balance between man and nature", "survival of man as a species" in ecological terms; the concept of "philosophy of security of consumption", the society of consumption and consumerism, as its extreme form, which opposes the society of development in philosophical terms; the need to improve the institutional framework in political and legal terms. The value of the research is that it is increasingly necessary to overcome the threats of consumption safety as for individuals, so for states in sustainable development terms. Целью исследования является определение особенностей обеспечения безопасности потребления в качестве объекта изучения различных наук. Методология: теоретико-методологической основой исследования являются фундаментальные основы исследования науки о безопасности, экономики, глобалистики, философии, экологии, политологии, потребления. The article considers stages of administrative and economic reforms in the country in a historical context and their influence on the way of economic management of the Krasnoyarsk Krai within the period of 1928–1940. Stages of industrialization in the Krasnoyarsk Krai, the activity of regional authorities, their competencies and capabilities to affect economic development have been analyzed. The article shows that the processes occurred rather ambiguously and were characterized by high social costs: high rates of regional industrial development were accompanied by diverging and not always productive reforms, by the growth of managerial bureaucracy and suppression of the role of regional governments and also by lagging of industries, oriented towards the production of final consumption items. A retrospective historical review is essential for understanding priorities of the new stage of industrialization in the Krasnoyarsk Krai
Diverse perception of natural capital and sustainability in opposite approaches of environmental economics and ecological economics has impact on understanding and defining of sustainable development. Ecological economics approach based on strong and very strong sustainability is too ambitious for contemporary generation, although environmental economics approach based on weak sustainability is more realistic, but insufficient. Weaknesses of mainstream economics gave heterodoxy broad field for redefinition of sustainable development and for new synthesis for this socio-economic category. Demographic changes, duplication of Western consumption patterns in emerging economies and intensive pressure of global production and consumption on environment are the reasons why new agreements at international level on climate, energy, food security, access to clean water and protection other natural resources are needed. Effective coordination of actions and application of good governance standards taking into account such matters as human existential problems and needs, equity, access to information, social participation as well as indicators for sustainable development and green economy are also necessary,
