The object of research is the processes of formation and implementation of mechanisms for innovative development of the energy sector of the national economy in the context of the fourth industrial revolution. It was determined that at the global level, mechanisms for innovative development of industry and energy are formed in the New Industrial Strategy of the European Union (EU), the Paris Climate Agreement, and the fourth energy package of the EU. The challenges of Industry 4.0 necessitate the formation and adaptation of these mechanisms in individual countries to ensure the innovative development of the energy sector in different countries. In the course of the study, the scientific and applied foundations of ensuring the development of the energy sector at the state level have been analyzed. They also used a system-functional approach, methods of structural and functional analysis and functional synthesis, critical analysis of regulatory framework, goals and objectives in the energy sector of the national economy. As a result, a comprehensive mechanism for the implementation of the national innovation policy in the energy sector of the national economy at various levels of the social hierarchy has been proposed. In particular, 5 functional components of the innovative development of the energy sector of the national economy have been identified: 1) productivity of innovation; 2) effectiveness of innovation policy; 3) effectiveness of energy innovation; 4) investment support for innovative development of the energy sector; 5) development of human capital in terms of decarbonization of the economy. On the basis of these components, the main mechanisms have been formed, which make up a comprehensive mechanism for implementing the state policy of innovative development of the energy sector of the national economy, and each of these mechanisms has its own set of implementation tools: economic; motivational; organizational-technological and political-legal. This forms the basis for the implementation of its interfunctionality and ensures its functioning, based on the principle of multilevel (elements relate to the supranational, interstate, national, regional, local and sectoral levels) and is intended to enhance the socio-economic effects of Industry 4.0. ; Объектом исследования являются процессы формирования и реализации механизмов инновационного развития энергетической сферы национальной экономики в контексте Четвертой промышленной революции. Определено, что на глобальном уровне механизмы инновационного развития промышленности и энергетики сформированы в Новой промышленной стратегии Европейского Союза (ЕС), Парижском климатическом соглашении, четвертом энергетическом пакете ЕС. Вызовы Индустрии 4.0 обуславливают потребность в формировании и адаптации этих механизмов в отдельных странах для обеспечения инновационного развития энергетической сферы экономики разных стран. В процессе исследования анализировали научно-прикладные основы обеспечения развития энергетической сферы на государственном уровне. А также использовали системно-функциональный подход, методы структурно-функционального анализа и функционального синтеза, критического анализа нормативно-правового обеспечения, целей и задач в энергетической сфере национальной экономики. В результате предложен комплексный механизм реализации национальной инновационной политики в энергетической сфере национальной экономики на различных уровнях общественной иерархии. В частности, определено 5 функциональных составляющих инновационного развития энергетической сферы национальной экономики: 1)производительность инновационной деятельности; 2)результативность инновационной политики; 3)эффективность энергетических инноваций; 4)инвестиционное обеспечение инновационного развития сферы энергетики; 5)развитие человеческого капитала в части декарбонизации экономики. На основе этих составляющих сформированы основные механизмы, из которых состоит комплексный механизм реализации государственной политики инновационного развития энергетической сферы национальной экономики и каждый из этих механизмов имеет свой набор инструментов реализации: экономический; мотивационный; организационно-технологический и политически-правовой. Это составляет основу для реализации его интерфункциональности и обеспечивеют его функционирование, основывающиеся на принципе многоуровневости (элементы касаются надгосударственного, межгосударственного, национального, регионального, местного и отраслевого уровней) и призван усилить социально-экономические эффекты Индустрии 4.0. ; Об'єктом дослідження є процеси формування та реалізації механізмів інноваційного розвитку енергетичної сфери національної економіки в контексті Четвертої промислової революції. Визначено, що на глобальному рівні механізми інноваційного розвитку промисловості та енергетики сформовані в Новій промисловій стратегії Європейського Союзу (ЄС), Паризькій кліматичній угоді, четвертому енергетичному пакеті ЄС. Виклики Індустрії4.0 обумовлюють потребу у формуванні та адаптації цих механізмів в окремих країнах для забезпечення інноваційного розвитку енергетичної сфери в різних країнах. В процесі досліджування аналізували науково-прикладні засади забезпечення розвитку енергетичної сфери на державному рівні. А також використовували системно-функціональний підхід, методи структурно-функціонального аналізу та функціонального синтезу, критичного аналізу нормативно-правового забезпечення, цілей та завдань в енергетичній сфері національної економіки. В результаті запропоновано комплексний механізм реалізації національної інноваційної політики в енергетичній сфері національної економіки на різних рівнях суспільної ієрархії. Зокрема, визначено 5 функціональних складників інноваційного розвитку енергетичної сфери національної економіки: 1)продуктивність інноваційної діяльності; 2)результативність інноваційної політики; 3)ефективність енергетичних інновацій; 4)інвестиційне забезпечення інноваційного розвитку сфери енергетики; 5)розвиток людського капіталу в частині декарбонізації економіки. На основі цих складників сформовано основні механізми, з яких складається комплексний механізм реалізації державної політики інноваційного розвитку енергетичної сфери національної економіки та кожен з цих механізмів має свій набір інструментів реалізації: економічний; мотиваційний; організаційно-технологічний та політично-правовий. Це становить основу для реалізації його інтерфункціональності та забезпечує його функціонування, що базується на принципі багаторівневості (елементи стосуються наддержавного, міждержавного, національного, регіонального, місцевого та галузевого рівнів) і покликаний посилити соціально-економічні ефекти Індустрії4.0.

Problem setting. Globalization in spite of its obvious advantages for the development of human civilization constantly polarizes the world system. Existing contradictions between states and even regions with different civilization traditions at the beginning of the XXI century actualized their choosing of asymmetric response strategies to the actual challenges of globalization and security threats. Such strategies are often aimed at generating and strengthening the space of uncertainty and risk-landscapes in the opponent countries. World experience shows that the components of such asymmetric approaches in foreign policy are the reproduction of so-called "hybrid threats" and fomenting "hybrid wars", which become a constant source of political risks for the object of such "hybrid" impact.In this connection, the necessity to analyze the whole range of risks and, of course, political and related critical vulnerabilities becomes very important for modern states in order to ensure resistance to hybrid and other threats of globalization, as well as to ensure integration of the process of governing such risks into the structure of public strategic planning and crisis management, in particular. In the case of Ukraine, all this actualizes the scientific reflection of the hybrid threats impact of in the context of finding optimal ways to develop risk-oriented public administration.Recent research and publications analysis. The study of hybrid wars and threats, in particular regarding Ukraine, is now the focus of many specialists around the world. In particular, among foreign scientists this problem is studied by P. Cullen, K. Giles, E. Reichborn, M. Snegovay, N. Wegge. In Ukraine, such specialists as M. Gonchar, V. Gorbulin, S. Dyachenko, S. Zhuk, A. Zvarych, A. Ishchuk, E. Magda, Y. Tishchenko, A. Chubik, and R. Shutov devote their works to this issue mainly from the point of view of the maintenance of national security.Highlighting previously unsettled parts of the general problem. The problem of existing connection of hybrid warfare phenomena and hybrid threats with the state of state management of political and other national risks in Ukraine has not actually been raised, which causes the necessity to reveal the influence of these risk-forming factors of globalization for the modern Ukrainian state and proving that their actualization became a consequence of the government's neglect of risk management activities.Paper main body. The author emphasizes a methodological approach to assessment of hybrid threats, according to which the latter are the result of the aggressor's focus on specific vulnerabilities of the target system, as well as its ability to synchronize a wide range of its capabilities that are adapted to these vulnerabilities.The article substantiates that hybrid threats and hybrid warfare cannot be recognized without taking into account the assessment of political and other risks.The author highlights Ukraine's internal vulnerabilities in political, social, economic, information and military areas. These are: the constant competition of political elites for the power resources of the state while maintaining the clan-oligarchic model of political relations; the weak role of strategic planning of public policy and the low level of strategic communications and coordination of government actors; low efficiency of the main legislative body; deprofessionalization of public service; resource-intensive industry and unreformed energy system; weak macroeconomic indicators and high level of foreign debt; underdeveloped cyber-security system; corrupt law enforcement agencies; imbalanced national security system; social and moral crisis of Ukrainian society.The paper also identifies and describes the main political risk factors that were specifically created by Russia in Ukraine. They are: systematic informational and psychological impact on the Ukrainian society by anti-Ukrainian and pro-Russian narratives; support of pro-Russian groups of influence both in the Ukrainian politics and establishment, and in the marginalized segment of society; construction of foreign policy circumstances that put into question Ukraine's ability to systematically respond to the threats of national security.Conclusions of the research and prospects for further studies. The conducted research allowed proving that inefficiency and actual absence of any activity in managing political and other national risks at the governmentally level during the whole period of its independence became one of the main sources of Ukraine's critical vulnerabilities along with the possibility for the aggressor to strengthen their action. The differentiation of political risk factors that formed the critical vulnerabilities of the Ukrainian state into the ones that are inherent to Ukraine and those that were generated by the aggressor was justified.The author considers the analysis of other political risks of globalization, in particular, the integration of the national economy into the world economy system as a perspective direction for further research. ; Актуалізовано необхідність наукового осмислення ризикогенного впливу глобалізації у контексті пошуку оптимальних шляхів розбудови ризик-орієнтованого державного управління в Україні. Проаналізовано вплив таких ризикоутворюючих чинників глобалізації для сучасної України, як гібридні війни та гібридні загрози. Доведено, що неефективність і фактична відсутність діяльності з управління політичними та національними ризиками на державному рівні за весь період незалежності України стали одним із основних джерел критичних вразливостей Української держави поряд із спроможністю зовнішнього агресора підсилювати їх дію. Обґрунтування диференціацію політичних ризикогенних чинників, що формували критичні вразливості держави, на такі, що іманентно властиві Україні, і такі, що були навмисно створені Росією.

The article is dedicated to one of the "blank pages" in the historiography of Latvian libraries − the beginnings of children's departments in public libraries and independent children's libraries, from the idea, its implementation and the first twenty years of operation in the independent Republic of Latvia (1918−1940). As there are no academic or popular publications on this topic, the so-called historical method is used in the research, which allows the reconstruction of the emergence and development of Children's departments in public libraries and children's libraries in the context of the library sector's development in Europe and the United States. The main base of the research: press articles and books of the respective period, as well as documents in the National Archives of Latvia on the children's departments of Rīga public libraries. The study shows that the ideological justification for free children's libraries in Latvia was the same as in Russia and Sweden: the public's desire to protect children and young people from the harmful effects of "pulp" literature (at that time even the term "dirty" literature was used) and to offer them "good" books instead. However, at the beginning of the20thcentury, Latvia lacked the main precondition – a network of free public libraries, within which children's departments in public libraries or independent children's libraries could be organised. The first children's department in a public library was only opened in December 1919 in Liepāja (the largest city in Latvia's Kurzeme region), thanks to the enthusiasm of publicist and politician, library manager Voldemārs Caune and his conviction of the need for such a service. Until the Soviet occupation, it was the only children's department at a public library in the province. The situation in the capital Rīga was different. Here, the first children's department aimed at reducing the "book famine" was established by the State Library of Latvia in February 1922, but soon other organisations became involved in the provision of library services to the younger gene­ration. During the first period of independence of the Republic of Latvia, ten Children's departments were opened in the public library system and at least ten more children's libraries were opened by charity organisations in different city districts. The encouragement of Caune and like-minded enthusiasts, mostly members of the Latvian Social Democratic Workers' Party (Hermanis Kaupiņš, Teodors Līventāls, Emma Kalniņa, etc.) also played an important role in their establishment, as did the municipality's readiness to provide the necessary financial support. Although the Liepāja and Rīga children's libraries were used very actively, insufficient state and local government funding for libraries hindered the establishment of special library services for children in the rest of Latvia. Thus, until the Soviet occupation in 1940, a network of children's departments at public libraries and children's libraries was created only in Rīga. The Soviet occupation saw a new phase in the development of children's library services, as the establishment of children's departments at public libraries or separate children's libraries became mandatory throughout Latvia. ; Straipsnis yra skirtas vienam iš "tuščių puslapių" Latvijos bibliotekų istoriografijoje – vaikų skyrių viešosiose bibliotekose ir nepriklausomose vaikų bibliotekose pirmiesiems žingsniams pradedant idėja, jos įgyvendinimu ir pirmaisiais 20 veiklos nepriklausomoje Latvijos Respublikoje metų(1918−1940). Kadangi šia tema nėra išleistų akademinių ar populiarių leidinių, tyrime naudojamas vadinamasis istorinis metodas, leidžiantis rekonstruoti vaikų skyrių atsiradimą ir plėtrą viešosiose ir vaikų bibliotekose bibliotekų sektoriaus plėtros Europoje ir JAV kontekste. Tyrimo pagrindas: atitinkamo laikotarpio straipsniai spaudoje ir knygos, taip pat Latvijos nacionaliniame archyve saugomi dokumentai apie Rygos viešųjų bibliotekų vaikų skyrius. Tyrimas rodo, kad nemokamų vaikų bibliotekų ideologinis pagrindimas Latvijoje buvo toks pat, kaip ir Rusijoje bei Švedijoje: visuomenės noras apsaugoti vaikus ir jaunimą nuo žalingos bulvarinės literatūros (tuo metu buvo vartojamas net terminas "purvinoji" literatūra) poveikio ir vietoj jos pasiūlyti "gerų" knygų. Tačiau XX a. pradžioje Latvijoje nebuvo pagrindinės prielaidos – nemokamų viešųjų bibliotekų tinklo, kuriame galėtų būti kuriami vaikų skyriai viešosiose bibliotekose ar nepriklausomos vaikų bibliotekos. Pirmasis viešosios bibliotekos vaikų skyrius Liepojoje (didžiausiame Latvijos Kuržemės regiono mieste) buvo atidarytas tik 1919 m. gruodžio mėn. publicisto ir politiko, bibliotekos vadovo Voldemāro Caune'ės iniciatyva. Iki sovietinės okupacijos tai buvo vienintelis provincijos viešosios bibliotekos vaikų skyrius. Kitokia situacija buvo sostinėje Rygoje, kur 1922 m. vasarį Latvijos valstybinė biblioteka įsteigė pirmąjį vaikų skyrių, kurio tikslas – sumažinti "knygų badą", tačiau netrukus kitos organizacijos įsitraukė į bibliotekos paslaugų teikimą jaunajai kartai. Per pirmąjį Latvijos Respublikos nepriklausomybės laikotarpį viešųjų bibliotekų sistemoje buvo atidaryta dešimt vaikų skyrių ir dar mažiausiai dešimt vaikų bibliotekų skirtinguose miesto rajonuose atidarė labdaros organizacijos. Svarbų vaidmenį juos kuriant suvaidino Caune'ė ir bendraminčių entuziastų, daugiausia Latvijos socialdemokratų darbininkų partijos narių (Hermanio Kaupiņio, Teodoro Līventālo, Emmos Kalniņos ir kt.), paskatinimas bei savivaldybės pasirengimas suteikti reikiamą finansinę paramą. Nors Liepojos ir Rygos vaikų bibliotekos buvo lankomos labai aktyviai, nepakankamas valstybės ir vietos valdžios finansavimas bibliotekoms trukdė įkurti specialias bibliotekos paslaugas vaikams likusioje Latvijos dalyje. Taigi iki sovietų okupacijos 1940 m. viešųjų bibliotekų vaikų skyrių tinklas ir vaikų bibliotekos buvo įsteigti tik Rygoje. Sovietų okupacijos metu prasidėjo naujas vaikų bibliotekos paslaugų plėtros etapas, nes visoje Latvijoje tapo privaloma įsteigti vaikų skyrius viešosiose bibliotekose arba atskiras vaikų bibliotekas.

This research project aims to study the nature of Spanglish as an identity-based discourse strategy from Latino community to respond to segregation through language. To do so, we analyze three corpus, a literary translation, a book and a podcast, that use the Spanglish derived from Mexican and Puerto Rican varieties of Spanish (the equivalent of ―Spanglish standard variety‖ if it were a language itself), in agreement with the historical, social and political background of Latin American immigrants in the United States. There is also an analysis of linguistic constraints and principles of codeswitching based on the criteria established by Shana Poplack (1981). Although Spanglish is primarily based on oral communication, it should not be considered a patois or an argot. We found that it is indeed a discourse strategy chosen by Latino bilingual individuals that reveals both a hybrid cultural identity and a desire for differentiation. Far from being an interlanguage for recently arrived Hispanic immigrants wanting to learn English, Spanglish is an informal way of speaking marked by the deliberate and spontaneous mix of Spanish and English that implies a mark of resistance from a minority that assumes itself as bilingual and bicultural, for whom language mixing represents their sense of belonging to both cultures. It also turns out to be a vector of social cohesion that fosters cultural attachment and sense of identification within the Latino community throughout generations. On a linguistic level, Spanglish proves to be a particularly creative, sophisticated and coherent hybrid code, governed by the principles of lexical and morphosyntactic juxtaposition of both languages. ; Este proyecto de investigación tiene como objetivo estudiar la naturaleza del espanglish como una estrategia discursiva basada en la identidad de la comunidad Latina en Estados Unidos para responder a la discriminación lingüística. Para ello, analizamos tres corpus, una traducción literaria, un libro y un podcast, que utilizan el spanglish derivado de las variedades mexicana y puertorriqueña del español (el equivalente a la ―variedad estándar del espanglish‖ si éste fuera un idioma), en acuerdo con los antecedentes históricos, sociales y políticos de los inmigrantes latinoamericanos en Estados Unidos. También se realiza un análisis de las limitaciones lingüísticas y los principios de alternancia de códigos basado en los criterios establecidos por Shana Poplack (1981). Aunque el espanglish se basa principalmente en la comunicación oral, no debe considerarse un patois o un argot. Descubrimos que en efecto es una estrategia discursiva elegida por individuos latinos bilingües que revela tanto una identidad cultural híbrida como un deseo de diferenciación. Lejos de ser una interlengua de inmigrantes hispanos recién llegados con ganas de aprender inglés, el espanglish es una forma de hablar informal marcada por la mezcla deliberada y espontánea de español e inglés que implica una marca de resistencia de una minoría que se asume como bilingüe y bicultural, para quienes la mezcla de idiomas representa su sentido de pertenencia a ambas culturas. También resulta ser un vehículo de cohesión social que fomenta el apego cultural y el sentido de identificación entre la comunidad latina de los Estados Unidos a lo largo de generaciones. A nivel lingüístico, el espanglish resulta ser un código híbrido particularmente creativo, sofisticado y coherente, regido por los principios de yuxtaposición léxica y morfosintáctica de ambas lenguas. ; Ce projet de recherche vise à étudier la nature du spanglish en tant que stratégie de discours identitaire de la communauté Latino aux États-Unis pour répondre à la discrimination linguistique. Pour ce faire, nous analysons trois corpus, une traduction littéraire, un livre et un podcast, qui utilisent le spanglish dérivé des variétés d'espagnol mexicain et portoricain (l'équivalent de la « variété standard » du spanglish s'il s'agissait d'une langue), en accord avec le contexte historique, social et politique des immigrants latino-américains aux États-Unis. Il existe également une analyse des contraintes linguistiques et des principes de l'alternance codique à partir des critères établis par Shana Poplack (1981). Bien que le spanglish soit principalement basé sur la communication orale, il ne doit pas être considéré comme un patois ou un argot. Nous avons constaté qu'il s'agit bien d'une stratégie de discours choisie par des individus Latinos bilingues qui révèle à la fois une identité culturelle hybride et une volonté de différenciation. Loin d'être une interlangue pour les immigrants hispaniques récemment arrivés souhaitant apprendre l'anglais, le spanglish est une manière informelle de parler marquée par le mélange délibéré et spontané de l'espagnol et de l'anglais qui implique une marque de résistance d'une minorité qui se veut bilingue et biculturelle, pour qui le mélange linguistique représente leur sentiment d'appartenance aux deux cultures. Il s'avère également être un vecteur de cohésion sociale qui favorise l'attachement culturel et le sentiment d'identification au sein de la communauté latino-américaine des États-Unis au fil des générations. Sur le plan linguistique, le spanglish se révèle être un code hybride particulièrement créatif, sophistiqué et cohérent, régi par les principes de juxtaposition lexicale et morphosyntaxique des deux langues.

[Context]: The Vela X-1 system is one of the best-studied X-ray binaries because it was detected early, has persistent X-ray emission, and a rich phenomenology at many wavelengths. The system is frequently quoted as the archetype of wind-accreting high-mass X-ray binaries, and its parameters are referred to as typical examples. Specific values for these parameters have frequently been used in subsequent studies, however, without full consideration of alternatives in the literature, even more so when results from one field of astronomy (e.g., stellar wind parameters) are used in another (e.g., X-ray astronomy). The issues and considerations discussed here for this specific, very well-known example will apply to various other X-ray binaries and to the study of their physics. ; [Aims]: We provide a robust compilation and synthesis of the accumulated knowledge about Vela X-1 as a solid baseline for future studies, adding new information where available. Because this overview is targeted at a broader readership, we include more background information on the physics of the system and on methods than is usually done. We also attempt to identify specific avenues of future research that could help to clarify open questions or determine certain parameters better than is currently possible. ; [Methods]: We explore the vast literature for Vela X-1 and on modeling efforts based on this system or close analogs. We describe the evolution of our knowledge of the system over the decades and provide overview information on the essential parameters. We also add information derived from public data or catalogs to the data taken from the literature, especially data from the Gaia EDR3 release. ; [Results]: We derive an updated distance to Vela X-1 and update the spectral classification for HD 77518. At least around periastron, the supergiant star may be very close to filling its Roche lobe. Constraints on the clumpiness of the stellar wind from the supergiant star have improved, but discrepancies persist. The orbit is in general very well determined, but a slight difference exists between the latest ephemerides. The orbital inclination remains the least certain factor and contributes significantly to the uncertainty in the neutron star mass. Estimates for the stellar wind terminal velocity and acceleration law have evolved strongly toward lower velocities over the years. Recent results with wind velocities at the orbital distance in the range of or lower than the orbital velocity of the neutron star support the idea of transient wind-captured disks around the neutron star magnetosphere, for which observational and theoretical indications have emerged. Hydrodynamic models and observations are consistent with an accretion wake trailing the neutron star. ; [Conclusions]: With its extremely rich multiwavelength observational data and wealth of related theoretical studies, Vela X-1 is an excellent laboratory for exploring the physics of accreting X-ray binaries, especially in high-mass systems. Nevertheless, much room remains to improve the accumulated knowledge. On the observational side, well-coordinated multiwavelength observations and observing campaigns addressing the intrinsic variability are required. New opportunities will arise through new instrumentation, from optical and near-infrared interferometry to the upcoming X-ray calorimeters and X-ray polarimeters. Improved models of the stellar wind and flow of matter should account for the non-negligible effect of the orbital eccentricity and the nonspherical shape of HD 77581. There is a need for realistic multidimensional models of radiative transfer in the UV and X-rays in order to better understand the wind acceleration and effect of ionization, but these models remain very challenging. Improved magnetohydrodynamic models covering a wide range of scales are required to improve our understanding of the plasma-magnetosphere coupling, and they are thus a key factor for understanding the variability of the X-ray flux and the torques applied to the neutron star. Internationalisation is a significant activity of Higher Education Institutions (HEIs) worldwide and is typically embedded within the aims, ambitions, vision, and strategy of the institution. It incorporates the policies and procedures required to facilitate participation within a global academic environment, and is often considered to be a transformative process that impacts practices in teaching and learning, research, and administration. With formal protocols to establish partnerships, such as memoranda of understanding and articulation agreements, the business of formally creating international partnerships is well defined. However, the motivations, corresponding metrics and key performance indicators (KPIs) of successful partnerships are not as well defined. At the institute level, there are often KPIs to measure student mobility, revenue generation, and funding. But internationalisation strategies also often include social, political and academic output and can be an important source of inspiration for wider innovation and entrepreneurial activity. In Ireland, for example, objective 2 of the 2018-2020 Higher Education System Performance Framework includes the strategic goals of increasing international student numbers, increasing the foreign language provision for Irish students, and increasing the number of academic publications with international peers. The issue facing HEIs is not that international partnerships cannot be created, it is that many such partnerships do not evolve, often fail to develop into meaningful long-term relationships, and do not adequately contribute to the underlying strategic goals of participating partners. These failures are attributed to the fact that, while support exists at a higher institute level, there is often a lack of buy-in and support at the faculty level, including language barriers, a lack of ongoing post-agreement communication, and cultural issues creating inertia in the relationship. While English is seen as the global language of science, it often puts at least one of the partners at a disadvantage if they are not natively proficient. Even when this barrier can be overcome, cultural differences can also contribute to unsustainable relationships. While faculties, and individuals within them, are ultimately the engines that drive the KPI activities of university strategic goals, research has shown that it is frequently through the building of friendships and the discovery of common interests between staff that is the key to developing sustainable partnerships. Brockington calls for a clear vision which is embraced by all stakeholders including faculty, administration and senior institution management, and that appropriate financial and international support models must be put in place to help nurture productive international partnerships. HEIs typically create significant numbers of partnerships with other international institutions. However, many of these simply fail to become active for the reasons already outlined. The hope would seem that simply increasing the quantity of partnerships will ultimately result in the desired level of activity. However, in this paper, we argue that a more nuanced understanding of the ecosystem is required to foster successful partnerships and to increase the productivity rate of these relationships. While there may not be a single model that addresses all issues given their dynamic nature and number of stakeholders required to make a partnership successful, a set of best practices and guidelines can be extracted based on examples of key partnerships that have been successful. In this paper we describe a successful and ongoing partnership between TU Dublin School of Computer Science and the Beijing University of Chemical Technology (BUCT) College of Information Science and Technology. The model presented in this paper, Partner Co-hosted Model (PCM), evolved over many years and is based on a mutual desire to build meaningful and sustainable joint academic activity between the two institutions. This model has continued to evolve to sustain an ongoing cooperation and meaningful partnership and has demonstrated both its resilience and utility during the COVID-19 pandemic. In the following section, we review the context and background to the development of this model. In section three, we introduce the model and describe in detail its core features. Section four offers a summary of our conclusions and considers the possibility for further development of models of international partnerships as well as possible future research opportunities. This paper draws on the experiences and reflections of the programme team, including TU Dublin and BUCT staff members. As this programme has undergone a real time process of change and development, the lead authors have been able to reflect on (a) the changing nature of the programme, (b) the value of the programme to individual and institutional stakeholders, (c) the strengths and limitations of the model as it has involved and (d) and the experiences of dealing with the day-today challenges of international working. What is core to this discussion, is a recognition that running international programmes and partnership is only possible through clear, direct and ongoing dialogue (as this paper will address) but also a recognition that processes and experiences are inherently nonlinear and at times, as all authors here attest, challenging and 'messy'. All authors recognise that the development of this programme has required the involvement of a range of colleagues, both at TU Dublin and BUCT, from departments including finance, teaching excellence, marketing, international and technology learning specialists.

While dropout decisions may constitute an efficient response to students' discovering their low academic ability, they may be inefficient if an able student drops out due to adverse financial shocks. In my job market paper, `The Macroeconomic Cost of College Dropouts', I investigate whether the observed dropout rates generate inefficiency by decomposing driving forces behind dropouts. I provide empirical evidence that the probability of dropping out of college is strongly associated with both ability and finances, even after controlling for other factors. I build a quantitative general-equilibrium overlapping generations model, where individuals face incomplete information on their academic ability and uncertainty about the generosity of financial aid. The model simulations show that uncertainty regarding ability is responsible for 20% of the observed dropout rates, while uncertainty regarding financial aid explains up to 53%. Pursuing a policy that eliminates uncertainty about the college aid would increase the social welfare by as much as 2.3%, benefiting both college graduates and non-college graduates. Such a policy is largely self-financing due to endogenous improvements in skill allocation and associated growth in GDP. In my second project, `Education Affordability and Income Inequality' with F.Wang, we address the broad question of what explains the observed income inequality in the U.S. Different tax progressivity schedules are often named as the main factor that drive the difference in income inequality between the continental European countries and the U.S. (see Guvenen, Kuruscu, and Ozkan (2014), Holter (2015)). In this paper, we revisit the role of tax progressivity in shaping earnings inequality, taking into account another aspect that differs across these countries: the price of attaining a bachelor's degree. In the U.S., the price is much higher than in continental European countries. The OECD (2018) reports that the direct cost for students to attain a bachelor's degree constitutes $55000 in the U.S., while in Germany it amounts to $5000. Motivated by this observation, we study the role of education affordability in shaping earnings inequality in the context of an overlapping generations model where agents, heterogeneous in terms of learning ability, initial wealth, and productivity, decide whether to attend college, subject to borrowing constraints. After calibrating the model to the U.S. economy, we perform a number of counterfactual experiments. We find that the Gini coefficient for before-tax wage income would decrease by as much as 16:2 percent if the current education policy, the fraction of higher education costs borne by the U.S. government, were replaced with its German counterpart. On the other hand, we find that labor tax progressivity plays a less significant role in explaining earnings inequality. Besides, poor households with medium and medium-high abilities would benefit the most from this education reform. Apart from distributional gains, the hypothetical policy reform would also boost macroeconomic activities by increasing labor productivity. Finally, analyzing the transitional dynamics shows that every new generation would be better off in terms of utilitarian welfare if the current education policy was replaced with its German counterpart. In my third project, `Larger transfers financed with more progressive taxes? On the optimal design of taxes and transfers', co-authored with Axelle Ferriere, Gaston Navarro, Philipp Gr ubener, we focus on the interplay between the two most important tools governments have at their disposal to reduce inequality - the income tax schedule and targeted transfers. Specifically, we study the optimal joint design of targeted transfers and income taxes. Within a simple heterogeneous-household framework, we derive two analytical results. First, higher transfers reduce the degree of optimal income tax progressivity. Second, optimal transfers are positive under mild conditions on primitives. This is due to both efficiency and redistribution reasons. Large transfers increase the fiscal burden for the government. Lowering marginal tax rates at the top incentivizes labor supply, which helps the government to raise sufficient revenue. Also, having the transfer in place provides some redistribution, reducing the need for higher tax progressivity. We then quantify the optimal tax-and-transfer system in a richer incomplete-market model with a realistic wealth distribution and unemployment risk. The model features novel exible functional forms for progressive income taxes and means-tested transfers. Relative to the current U.S. fiscal system, our preliminary calibration suggests that the optimal policy consists of more generous means-tested transfers, which phase-out at a slower rate, together with less progressive income taxes. ; -- Part 1. Section 1 "General theoretical provisions on economic and legal regulation of educational services" provides educational services "the main stages of formation of educational services as a legal category: the period of Kievan Rus (mention of education in the laws of Monomakh, Byzantine-Russian agreements, the emergence of educational services emergence of the first educational institutions), periods of Ukrainian lands in the Russian, Austrian empires, the Kingdom of Hungary (specification of the content of educational services, diversification of their types due to the emergence of university-type higher education institutions), Soviet period (specification of the content of educational services at different levels of education); period of independence of Ukraine (consolidation at the legislative level of the definition of educational services and its qualitative dimensions). Section 2 "Characteristics of economic and legal regulation of educational services" clarifies the provisions on the status of subjects of educational services with the justification that they are business entities of any organizational and legal form and form of ownership, which have a set of economic rights and responsibilities, which forms the scope of economic competence. The types of subjects of providing educational services are specified: 1) educational institutions for which the provision of educational services is the main type of economic activity, including educational institutions of foreign countries; 2) other legal entities - enterprises, institutions, organizations, natural persons-entrepreneurs who do not have the status of an educational institution; 3) separate subdivisions of educational institutions, including educational institutions of foreign states. It is specified that the implementation of the principle of autonomy of educational institutions in the context of economic and legal regulation of educational services requires focusing on the implementation of economic competence of educational institutions based on independence, autonomy and responsibility in making business decisions. The conditions for the provision of educational services have been refined with the justification that the defining condition for the provision of these services in formal and non-formal education is the identification in the form of state registration of the business entity. Section 3 "Economic and legal liability of subjects of educational services" summarizes the legal and factual grounds for the occurrence of economic and legal liability of subjects of educational services: legal grounds are the provisions of current legislation and/or contracts for the provision of educational services; factual – illegal actions to provide educational services in the absence of legal grounds for carrying out this activity; non-compliance of the business entity's activity with the licensing conditions of educational activity; non-performance or improper performance of the contract for the provision of educational services and others. It is established that violation of the requirements for the quality of educational services is the most difficult reason for the application of economic and legal liability due to the lack of materialized content of educational services, subjective perception of their quality, quality dependence on both the subject and consumer of such services. 3 taking into account this, it is proposed when specifying the contract for the provision of educational services to specify the requirements for the quality of educational services by establishing specific parameters for measuring quality or indicators of quality compliance with a certain level of education. ; У розділі 1 «Загальнотеоретичні положення щодо господарсько-правового регулювання надання освітніх послуг» виокремлено основні етапи становлення освітніх послуг як правової категорії: період існування Київської Русі (згадки про освіту у законах Мономаха, візантійсько-руських угодах, зародження освітніх послуг з появою перших навчальних закладів), періоди перебування українських земель у складі Російської, Австрійської імперій, Угорського королівства (конкретизація змісту освітніх послуг, урізноманітнення їх видів завдяки появі вищих навчальних закладів університетського типу), радянський період (конкретизація змісту освітніх послуг на різних рівнях освіти); період незалежності України (закріплення на законодавчому рівні визначення поняття освітньої послуги та її якісних вимірів). У розділі 3 «Господарсько-правова відповідальність суб'єктів надання освітніх послуг» узагальнено юридичні та фактичні підстави настання господарсько-правової відповідальності суб'єктів надання освітніх послуг: юридичними підставами виступають положення чинного законодавства та/або договорів про надання освітніх послуг; фактичними - неправомірні дії з надання освітніх послуг за відсутності законних підстав провадження цієї діяльності; невідповідність діяльності суб'єкта господарювання ліцензійним умовам провадження освітньої діяльності; невиконання чи неналежне виконання договору про надання освітніх послуг та інші. Встановлено, що порушення вимог щодо якості надання освітніх послуг виступає найбільш складною підставою для застосування господарсько-правової відповідальності у зв'язку з відсутністю уречевленого змісту освітніх послуг, суб'єктивного сприйняття їх якості, залежності якості як від суб'єкта надання, так і від споживача таких послуг. З урахуванням цього запропоновано при укладанні договору про надання освітніх послуг конкретизувати вимоги до якості освітніх послуг через встановлення конкретних параметрів виміру якості або показників відповідності якості певному рівню освіти.

This research project aims to study the nature of Spanglish as an identity-based discourse strategy from Latino community to respond to segregation through language. To do so, we analyze three corpus, a literary translation, a book and a podcast, that use the Spanglish derived from Mexican and Puerto Rican varieties of Spanish (the equivalent of ―Spanglish standard variety‖ if it were a language itself), in agreement with the historical, social and political background of Latin American immigrants in the United States. There is also an analysis of linguistic constraints and principles of codeswitching based on the criteria established by Shana Poplack (1981). Although Spanglish is primarily based on oral communication, it should not be considered a patois or an argot. We found that it is indeed a discourse strategy chosen by Latino bilingual individuals that reveals both a hybrid cultural identity and a desire for differentiation. Far from being an interlanguage for recently arrived Hispanic immigrants wanting to learn English, Spanglish is an informal way of speaking marked by the deliberate and spontaneous mix of Spanish and English that implies a mark of resistance from a minority that assumes itself as bilingual and bicultural, for whom language mixing represents their sense of belonging to both cultures. It also turns out to be a vector of social cohesion that fosters cultural attachment and sense of identification within the Latino community throughout generations. On a linguistic level, Spanglish proves to be a particularly creative, sophisticated and coherent hybrid code, governed by the principles of lexical and morphosyntactic juxtaposition of both languages. ; Este proyecto de investigación tiene como objetivo estudiar la naturaleza del espanglish como una estrategia discursiva basada en la identidad de la comunidad Latina en Estados Unidos para responder a la discriminación lingüística. Para ello, analizamos tres corpus, una traducción literaria, un libro y un podcast, que utilizan el spanglish derivado de las variedades mexicana y puertorriqueña del español (el equivalente a la ―variedad estándar del espanglish‖ si éste fuera un idioma), en acuerdo con los antecedentes históricos, sociales y políticos de los inmigrantes latinoamericanos en Estados Unidos. También se realiza un análisis de las limitaciones lingüísticas y los principios de alternancia de códigos basado en los criterios establecidos por Shana Poplack (1981). Aunque el espanglish se basa principalmente en la comunicación oral, no debe considerarse un patois o un argot. Descubrimos que en efecto es una estrategia discursiva elegida por individuos latinos bilingües que revela tanto una identidad cultural híbrida como un deseo de diferenciación. Lejos de ser una interlengua de inmigrantes hispanos recién llegados con ganas de aprender inglés, el espanglish es una forma de hablar informal marcada por la mezcla deliberada y espontánea de español e inglés que implica una marca de resistencia de una minoría que se asume como bilingüe y bicultural, para quienes la mezcla de idiomas representa su sentido de pertenencia a ambas culturas. También resulta ser un vehículo de cohesión social que fomenta el apego cultural y el sentido de identificación entre la comunidad latina de los Estados Unidos a lo largo de generaciones. A nivel lingüístico, el espanglish resulta ser un código híbrido particularmente creativo, sofisticado y coherente, regido por los principios de yuxtaposición léxica y morfosintáctica de ambas lenguas. ; Ce projet de recherche vise à étudier la nature du spanglish en tant que stratégie de discours identitaire de la communauté Latino aux États-Unis pour répondre à la discrimination linguistique. Pour ce faire, nous analysons trois corpus, une traduction littéraire, un livre et un podcast, qui utilisent le spanglish dérivé des variétés d'espagnol mexicain et portoricain (l'équivalent de la « variété standard » du spanglish s'il s'agissait d'une langue), en accord avec le contexte historique, social et politique des immigrants latino-américains aux États-Unis. Il existe également une analyse des contraintes linguistiques et des principes de l'alternance codique à partir des critères établis par Shana Poplack (1981). Bien que le spanglish soit principalement basé sur la communication orale, il ne doit pas être considéré comme un patois ou un argot. Nous avons constaté qu'il s'agit bien d'une stratégie de discours choisie par des individus Latinos bilingues qui révèle à la fois une identité culturelle hybride et une volonté de différenciation. Loin d'être une interlangue pour les immigrants hispaniques récemment arrivés souhaitant apprendre l'anglais, le spanglish est une manière informelle de parler marquée par le mélange délibéré et spontané de l'espagnol et de l'anglais qui implique une marque de résistance d'une minorité qui se veut bilingue et biculturelle, pour qui le mélange linguistique représente leur sentiment d'appartenance aux deux cultures. Il s'avère également être un vecteur de cohésion sociale qui favorise l'attachement culturel et le sentiment d'identification au sein de la communauté latino-américaine des États-Unis au fil des générations. Sur le plan linguistique, le spanglish se révèle être un code hybride particulièrement créatif, sophistiqué et cohérent, régi par les principes de juxtaposition lexicale et morphosyntaxique des deux langues.

Against a background of global ageing, the problem of ageing has become the basic national condition of China in the 21st century. China's ageing population presents the following characteristics: it is a large-scale, rapid process, an "ageing but not affluent society"; with an inclination to senility, and large regional differences. Wuhan City, in the Hubei Province, is a core city of central China. The basic characteristics of ageing in Wuhan are consistent with the national characteristics. China's rapid ageing coexists with a social background of not affluent population. As the ageing problem becomes gradually more serious, Community Home-based Elderly Care Services (CHECS) will also come under increasing pressure. With the availability of CHECS in China, as well as in Wuhan City, being restricted by scarce social resources and, therefore, unable to meet elderly's demand for services, the supply and demand for CHECS is seriously unbalanced. With the aim of solving this dilemma, the following research objectives have been defined in this thesis: the definition of CHECS and the reason for taking it as the basic supporting system for the elderly; the content of CHECS in Wuhan and the influencing factors of the elderly's demand for CHECS; the review and analysis of elderly care policies in China and Wuhan City over the last 20 years, including the identification of current supply problems and influencing factors; a theoretical model of CHECS demand and supply is formed; and suggestions on improving the CHECS system in Wuhan are put forward. This thesis uses the Grounded Theory approach and qualitative research methods, including document analysis, participatory observation and in-depth interviews for data collection. Theoretical categorization of collected data was carried out with the coding method that allowed main categories to be extracted and the relationship between categories to be identified to form a substantive theoretical framework of the Demand and Supply of CHECS. In its analysis of the supply of CHECS, this thesis has thoroughly combed through the development context and content of China's elderly care policy in the past two decades, and identified two stages for China's elderly care policy: the normative development stage and the improving stage. Based on the influencing factors analyses, the CHECS demand and supply theoretical model was built. A further finding was that under the limited influence of government and limited resources, the supply of elderly home based care services by the community undergoes a dual problem of policy formulation and policy implementation, which arises from the defects present in the relationship between the different service provision actors. ; Sob o pano de fundo do envelhecimento global, o envelhecimento tornou-se um problema nacional básica da China no século XXI. O envelhecimento da população Chinesa caracteriza-se por ter sido um processo rápido e em larga escala, por resultar numa sociedade envelhecida, mas não afluente, uma tendência para a senilidade e pela existência de grandes diferenças regionais. A cidade de Wuhan situa-se na China central na província de Hubei. As características básicas do envelhecimento em Wuhan são consistentes com as características a nível nacional. O rápido envelhecimento da China coexiste com um contexto social de carência. À medida que o problema do envelhecimento se torna mais sério, os serviços comunitários de assistência domiciliária (CHECS) sentem uma pressão acrescida. Com os escassos recursos disponíveis quer na China, quer na cidade de Wuhan, é impossível responder à procura deste tipo de serviços, o que provoca um desequilíbrio sério entre a procura e a capacidade de oferta. Esta tese tem como principal objetivo resolver este problema, tendo sido definidos os seguintes subobjetivos: a definição de CHECS e a justificação para ser considerado como serviço básico de apoio à população idosa; o conteúdo deste tipo de serviço em Wuhan e os fatores que influenciam a sua procura pelos idosos; revisão e análise das políticas públicas de apoio aos idosos nos últimos 20 anos, na China e em Wuhan, incluindo a identificação dos atuais problemas e dos fatores que influenciam a oferta de serviços; desenha-se um modelo teórico para a procura e oferta de CHECS; e propõem-se sugestões para a melhoria do CHECS em Wuhan. Esta tese usa a metodologia da Grounded Theory e métodos de investigação qualitativos, incluindo a análise documental, a observação participativa e entrevistas em profundidade, para a recolha de informação. Dos dados recolhidos foram extraídas categorias teóricas com a ajuda do método de codificação, tendo sido também identificadas as relações entre categorias, bem como o quadro conceptual para a Procura e Oferta de CHECS. No âmbito da oferta de CHECS, esta tese examina em detalhe o desenvolvimento contextual e o conteúdo das políticas publicas chinesas de apoio aos idosos nas últimas duas décadas, tendo identificado dois estádios: o estádio de desenvolvimento normativo e o estádio de melhoria. Constrói-se um modelo teórico para a procura e oferta de CHECS com base nos fatores explicativos das duas variáveis. Perante a influência limitada do governo e a existência de recursos limitados, é possível concluir que a oferta de serviços comunitários de apoio domiciliário à população idosa de um duplo problema de formulação e implementação das políticas, derivado das deficiências presentes na relação entre os diferentes fornecedores de serviços.

The actual questions of environmental safety in the context of ideas of global evolutionism taking into account modern tendencies. The ecological situation in the country demonstrates the processes of deterioration and waste of natural resources, energy and habitat, as well as critical conditions in the quality of life of the population. Researchers in political ecology structure allocated direction: mechanism of environmental decision-making society and its political, economic and intellectual elites; the formation of a way of life, economic activity and culture, depending on the environment; the formation of its own environment by society; interaction of different societies solving the problem of access to natural resources and their transformation into a public resource; creation of systems of activity, their organization, infrastructure and hierarchy; the consequences of using performance systems; modern global geopolitical and ecological-political situation. Political scientists have tried to highlight and approve a new part of knowledge - political ecology - with its own laws, patterns and conclusions. The authors express the hope that the continuation of the development of the scientific theme of political ecology will allow in discussions and disputes to develop a scientific apparatus that allows us to obtain knowledge at what point in global history we are, what is permissible and unlawful for us to do, where we should go. All those conclusions that undoubtedly affect the life of both an individual and social systems. The article examines the problems that Latin American researchers are studying: how states face environmental problems, how they understand these problems and what decisions they make. Thus, a collision state and political systems to environmental issues, evaluation of possible management decisions and their consequences, the scientific analysis of the consequences of such decisions in the competition state systems is the subject of the political ecology research. The conceptual apparatus of political ecology includes the following positions: biosphere wars, wars for the division and redistribution of biosphere resources. Unlike economic wars, wars of the rich, who has something to share and who does not think about survival, biospheric wars are waged extremely cruelly - for the complete capture of biosphere resources and the total destruction of their previous users; resources of the biosphere: air, water, soil, forests, subsoil, biological resources of various natural zones, the minimum necessary biodiversity for the comfortable existence of man as a biological and social species in the biosphere of planet Earth and developed outer space; environmental diplomacy - ways and methods of achieving control over biosphere resources by diplomatic means that are optimal for the development of the state; bioresource management - a system for making management decisions regarding the use and conservation of biosphere resources; biosphere restructuring is a change in the species and landscape diversity of the biosphere due to human activity. Латиноамериканськими дослідниками в структурі політичної екології виділено напрямки: механізм прийняття екологічних рішень суспільством і його політичними, економічними й інтелектуальними елітами; формування способу життя, економічної діяльності і культури в залежності від середовища; формування суспільством свого середовища; взаємодія різних суспільств, що вирішують проблеми доступу до природних ресурсів і перетворення їх у суспільний ресурс; створення систем діяльності, їхня організація, інфраструктура й ієрархія; наслідку застосування систем діяльності; сучасна глобальна геополітична й еколого-політична ситуація.Політологи виділили частину знань – політичну екологію зі своїми законами, закономірностями і висновками. Латиноамериканські дослідники виражають надію, що продовження розвитку наукової теми політичної екології в регіоні дозволить у дискусіях і суперечках виробити науковий апарат що дозволяє одержати знання, у якій точці глобальної історії ми знаходимося, що нам дозволено і недозволенно робити, куди варто йти. Усі висновки позначаються на житті, як окремої людини, так і соціальних систем. У статті розглядаються проблеми, що вивчають дослідники Латинської Америки: яким чином держави зіштовхуються з екологічними проблемами, як вони розуміють ці проблеми і які вони приймають рішення, до чого ці рішення приводять. Таким чином, зіткнення державних і політичних систем з екологічними проблемами, оцінка можливих управлінських рішень і їхніх наслідків, науковий аналіз наслідків таких рішень у конкурентній боротьбі державних систем є предметом дослідження політичної екології. Політична екологія – галузь знань про вироблення і прийняття державою оптимальних рішень в галузі раціонального і комплексного використання ресурсів біосфери і способів їх розподілу між державними системами. Понятійний апарат політичної екології містить у собі наступні позиції: біосферні війни, війни за розділ і переділ ресурсів біосфери. На відміну від економічних воєн, біосферні ведуться жорстоко – за повне захоплення біосферних ресурсів і тотальне знищення їхніх попередніх користувачів; ресурси біосфери: повітря, вода, ґрунти, ліси, надра, біологічні ресурси різних природних зон, мінімально необхідне біорізноманіття для комфортного існування людини, як біологічного і соціального виду в біосфері планети; екологічна дипломатія – способи і методи досягнення контролю над біосферними ресурсами дипломатичними засобами, оптимальними для розвитку держави; біоресурсне управління – система прийняття управлінських рішень стосовно користування і збереження ресурсів біосфери; біосферна перебудова – зміна видової і ландшафтної розмаїтості біосфери внаслідок діяльності людини.Ключові слова: екологія, управління, біосфера, ландшафтна розмаїтість, екологічна дипломатія, екологічні проблеми держави, демократія, глобализация, екологічна безпека

The research aims to study the impact of the platform economy on the institution of the welfare state; ascertaining of potential mechanisms for minimizing risks for the functioning of the welfare state in the latest business trends. The research methodology is a neo-institutional approach. The scientific novelty of the article is the initiation of the researches by political science at the intersection of two research areas: 1) crisis of the institution of the welfare state; 2) the benefits and threats of a platform economy. Emphasis is placed on ascertaining of changes in the architecture of the institution of the welfare state under the influence of the platform economy's factor. The theoretical significance of the study is to start the research of the ways of interinstitutional interaction of the research state and the platform economy from the standpoint of political science. The practical significance of the study is seen in the fact that Ukraine is currently at the start of building a national model of the welfare state and the factor of rapid development of the platform economy should be taken into account in this process. The author argues that business innovation (platform economy) with the proper assistance of government institutions can promote social innovation: "Industry 4.0" is reforming the welfare state in stagnation towards building a "welfare state" (Welfare 4.0), when the state will take advantage of platform economy. The author hypothesizes that the platform economy is endowed with the potential to act not as a factor in the destruction of the institution of the welfare state, but as a factor in its modernization for effective functioning in the context of globalization, technology and other challenges. Attention has been drawn to the importance of further research on how business innovations can be supported by state institutions to preserve the institution of the welfare state in its modernized model. Emphasis is placed on the need to study the regulatory aspect of the issue: how the state can regulate the activities of business platforms so that they promote the institution of the welfare state, rather than weaken it. The article is theoretical. ; Целью исследования является: изучение влияния платформенной экономики на институт социального государства; выяснения потенциальных механизмов минимизации рисков для функционирования социального государства в условиях новейших бизнес-трендов. Методологией исследования является неоинституциональный подход. Научная новизна статьи заключается в учреждении исследований политической наукой на пересечении двух исследовательских направлений: 1) кризиса института социального государства; 2) преимуществ и угроз платформенной экономики. Основной акцент сделан на выяснении изменений в архитектуре института социального государства под влиянием фактора платформенной экономики. Теоретическое значение исследования заключается в зарождении изучения с позиций политической науки форм межинституционального взаимодействия социального государства и платформенной экономики. Практическое значение исследования состоит в том, что Украина сегодня находится на старте развития национальной модели социального государства и в этом процессе должна учитывать фактор стремительного развития платформенной экономики. Автор доказывает, что бизнес-инновации (платформенная экономика) при должном содействии государственных институтов могут способствовать социальным инновациям: «Индустрия 4.0» изменит стагнирующее социальное государство на «социальное государство 4.0» (Welfare 4.0), когда государство будет использовать преимущества платформенной экономики. Автором высказана гипотеза, что платформенная экономика наделена потенциалом выступить не фактором разрушения института социального государства, а фактором его модернизации для эффективного функционирования в условиях глобализационных, технологических и других вызовов. Привлечено внимание к важности дальнейших исследований того, как бизнес-инновации могут поддерживаться государственными институтами для сохранения института социального государства в его модернизированной модели. Акцентировано на необходимости изучения нормативно-правового аспекта проблемы: как государство может упорядочить деятельность бизнес-платформ, чтобы они способствовали институту социального государства, а не ослабляли его. Статья имеет теоретический характер. ; Метою дослідження є: вивчення впливу платформної економіки на інститут соціальної держави; з'ясування потенційних механізмів мінімізації ризиків для функціонування соціальної держави в умовах новітніх бізнес-трендів. Методологією дослідження є неоінституційний підхід. Наукова новизна статті полягає у започаткуванні досліджень політичною наукою на перетині двох дослідницьких напрямків: 1) кризи інституту соціальної держави; 2) переваг і загроз платформної економіки. Основний акцент зроблено на з'ясуванні змін в архітектурі інституту соціальної держави під впливом чинника платформної економіки. Теоретичне значення дослідження полягає у започаткуванні вивчення з позицій політичної науки шляхів міжінституційної взаємодії соціальної держави та платформної економіки. Практичне значення дослідження вбачається у тому, що Україна нині є на старті розбудови національної моделі соціальної держави й в цьому процесі має враховувати фактор стрімкого розвитку платформної економіки. Авторка доводить, що бізнес-інновації (платформна економіка) за належного сприяння державних інституцій можуть сприяти соціальним інноваціям: «Індустрія 4.0» реформує соціальну державу в стані стагнації в напрямку побудови «соціальної держави 4.0» (Welfare 4.0), коли держава буде використовувати переваги платформної економіки. Авторкою висловлена гіпотеза, що платформна економіка наділена потенціалом виступити не чинником руйнації інституту соціальної держави, а чинником її модернізації задля ефективного функціонування в умовах глобалізаційних, технологічних та інших викликів. Привернено увагу до важливості подальших досліджень того, як бізнес-інновації можуть підтримуватися державними інститутами задля збереження інституту соціальної держави в його модернізованій моделі. Акцентовано на потребі вивчення нормативно-правового аспекту проблеми: як держава може унормувати діяльність бізнес-платформ, щоб вони сприяли інституту соціальної держави, а не ослаблювали його. Стаття має теоретичний характер.

Background: Under Ontario's Public Hospitals Act, the scope of professional practice of hospital pharmacists is approved by each hospital's medical advisory committee. Some Ontario hospitals have adopted policies or medical directives related to prescription modification, allowing pharmacists to broadly adapt, discontinue, hold, or renew prescriptions as part of their clinical scope of practice. Objectives: The primary objective of this study was to describe Ontario hospital pharmacists' perception of their readiness to independently modify prescriptions. The secondary objectives of this study were to gather opinions on the perceived benefits, drawbacks, facilitators, and barriers to prescription modification by pharmacists and to determine how various factors affect perceived readiness. Methods: A confidential web-based survey with Likert-type quantitative questions and qualitative open-ended questions was distributed to 936 hospital pharmacists in Ontario between May and July 2019. Mean scores were calculated for the following constructs affecting prescription modification: self-efficacy, support from the practice environment, and support from interprofessional relationships. Independent t tests were conducted to compare responses between subgroups of interest. The answers to open-ended questions were analyzed thematically. Results: The survey had a 29% response rate (n = 271). The mean self-efficacy score was 5.2 out of 7 (standard deviation [SD] 1.0, Cronbach α = 0.88), equivalent to "quite sure". The mean score for support from the practice environment was 3.3 out of 5 (SD 0.4, Cronbach α = 0.75), equivalent to "not a factor". The mean score for support from interprofessional relationships was 4.2 out of 5 (SD 0.1, Cronbach α = 0.80), equivalent to "weak support". Improved efficiency of care, timelier interventions to improve medication safety and efficacy, and improved interprofessional collaboration were cited as benefits of prescription modification by pharmacists. Potential for inappropriate decision-making and miscommunication were cited as concerns. Respondents in hospitals who were already performing prescription modification reported higher self-efficacy to modify prescriptions in clinical areas of both familiarity and unfamiliarity and greater support from prescribers. Conclusions: A large proportion of respondents to a survey of Ontario hospital pharmacists expressed an encouraging level of readiness to independently modify prescriptions. Responses to open-ended questions in this study provided valuable insights to inform widespread adoption of this practice change. RÉSUMÉ Contexte : En vertu de la Loi sur les hôpitaux publics de l'Ontario, le comité consultatif de chaque hôpital approuve l'élargissement de la pratique professionnelle des pharmaciens d'hôpitaux. Certains hôpitaux de l'Ontario ont adopté des politiques ou des directives médicales concernant la modification de la prescription. Celles-ci autorisent les pharmaciens à adapter, cesser, suspendre ou renouveler largement les prescriptions dans le cadre de leur champ de pratique. Objectifs : L'objectif principal de cette étude visait à décrire la perception des pharmaciens d'hôpitaux de l'Ontario de leur degré de préparation à modifier des prescriptions de manière indépendante. Les objectifs secondaires consistaient à recueillir les opinions sur les avantages, les inconvénients, les éléments de facilitation et les obstacles perçus par les pharmaciens au sujet de la modification de la prescription et de définir comment divers facteurs influençaient la perception de leur degré de préparation. Méthodes : Entre mai et juillet 2019, 936 pharmaciens d'hôpitaux en Ontario ont reçu une enquête confidentielle menée sur Internet comportant des questions quantitatives de type Likert et des questions ouvertes qualitatives. Les scores médians ont été calculés pour les concepts suivants liés à la modification de la prescription : l'autoefficacité, le soutien de l'environnement de pratique et le soutien des relations interprofessionnelles. Des tests t indépendants ont été menés pour comparer les réponses entre les sous-groupes sous-groupes qui intéressaient les auteurs. Les réponses aux questions ouvertes ont été analysées par thème. Résultats : Le taux de réponses à l'enquête se montait à 29 % (n = 271). Le score moyen pour le thème « Autoefficacité » était de 5,2 sur 7 (écart type [ET] 1, Cronbach α = 0,88), ce qui équivaut à la réponse « Assez certain ». Le score moyen pour le thème « Soutien de l'environnement de pratique » était de 3,3 sur 5 (ET 0,4, Cronbach α = 0,75), ce qui équivaut à la réponse « N'est pas un facteur ». Le score moyen pour le thème « Relations interprofessionnelles » était de 4,2 sur 5 (ET 0,1, Cronbach α = 0,80), ce qui équivaut à la réponse « Soutien faible ». Les pharmaciens ont cité l'amélioration de l'efficacité des soins, les interventions en temps opportun visant à améliorer l'innocuité et l'efficacité des médicaments ainsi que l'amélioration de la collaboration interprofessionnelle comme étant des avantages de la modification indépendante des prescriptions. Ils ont aussi indiqué que le risque de prise de décision inappropriée ainsi que la mauvaise communication constituaient pour eux un sujet de préoccupation. Les répondants qui pratiquaient déjà la modification de la prescription en milieu hospitalier ont indiqué un gain d'autoefficacité de la modification des prescriptions dans des domaines cliniques qui leur sont familiers ou non, ainsi qu'un plus grand soutien de la part des prescripteurs. Conclusions : Une grande partie des répondants à une enquête menée auprès de pharmaciens d'hôpitaux de l'Ontario ont jugé que leur degré de préparation à la modification indépendante des ordonnances était prometteur. Les réponses aux questions ouvertes de cette étude fournissent des éclaircissements précieux sur l'adoption généralisée de ce changement de pratique.

The object of research is the processes of formation and implementation of mechanisms for innovative development of the energy sector of the national economy in the context of the fourth industrial revolution. It was determined that at the global level, mechanisms for innovative development of industry and energy are formed in the New Industrial Strategy of the European Union (EU), the Paris Climate Agreement, and the fourth energy package of the EU. The challenges of Industry 4.0 necessitate the formation and adaptation of these mechanisms in individual countries to ensure the innovative development of the energy sector in different countries. In the course of the study, the scientific and applied foundations of ensuring the development of the energy sector at the state level have been analyzed. They also used a system-functional approach, methods of structural and functional analysis and functional synthesis, critical analysis of regulatory framework, goals and objectives in the energy sector of the national economy. As a result, a comprehensive mechanism for the implementation of the national innovation policy in the energy sector of the national economy at various levels of the social hierarchy has been proposed. In particular, 5 functional components of the innovative development of the energy sector of the national economy have been identified: 1) productivity of innovation; 2) effectiveness of innovation policy; 3) effectiveness of energy innovation; 4) investment support for innovative development of the energy sector; 5) development of human capital in terms of decarbonization of the economy. On the basis of these components, the main mechanisms have been formed, which make up a comprehensive mechanism for implementing the state policy of innovative development of the energy sector of the national economy, and each of these mechanisms has its own set of implementation tools: economic; motivational; organizational-technological and political-legal. This forms the basis for the implementation of its interfunctionality and ensures its functioning, based on the principle of multilevel (elements relate to the supranational, interstate, national, regional, local and sectoral levels) and is intended to enhance the socio-economic effects of Industry 4.0. ; Объектом исследования являются процессы формирования и реализации механизмов инновационного развития энергетической сферы национальной экономики в контексте Четвертой промышленной революции. Определено, что на глобальном уровне механизмы инновационного развития промышленности и энергетики сформированы в Новой промышленной стратегии Европейского Союза (ЕС), Парижском климатическом соглашении, четвертом энергетическом пакете ЕС. Вызовы Индустрии 4.0 обуславливают потребность в формировании и адаптации этих механизмов в отдельных странах для обеспечения инновационного развития энергетической сферы экономики разных стран. В процессе исследования анализировали научно-прикладные основы обеспечения развития энергетической сферы на государственном уровне. А также использовали системно-функциональный подход, методы структурно-функционального анализа и функционального синтеза, критического анализа нормативно-правового обеспечения, целей и задач в энергетической сфере национальной экономики. В результате предложен комплексный механизм реализации национальной инновационной политики в энергетической сфере национальной экономики на различных уровнях общественной иерархии. В частности, определено 5 функциональных составляющих инновационного развития энергетической сферы национальной экономики: 1)производительность инновационной деятельности; 2)результативность инновационной политики; 3)эффективность энергетических инноваций; 4)инвестиционное обеспечение инновационного развития сферы энергетики; 5)развитие человеческого капитала в части декарбонизации экономики. На основе этих составляющих сформированы основные механизмы, из которых состоит комплексный механизм реализации государственной политики инновационного развития энергетической сферы национальной экономики и каждый из этих механизмов имеет свой набор инструментов реализации: экономический; мотивационный; организационно-технологический и политически-правовой. Это составляет основу для реализации его интерфункциональности и обеспечивеют его функционирование, основывающиеся на принципе многоуровневости (элементы касаются надгосударственного, межгосударственного, национального, регионального, местного и отраслевого уровней) и призван усилить социально-экономические эффекты Индустрии 4.0. ; Об'єктом дослідження є процеси формування та реалізації механізмів інноваційного розвитку енергетичної сфери національної економіки в контексті Четвертої промислової революції. Визначено, що на глобальному рівні механізми інноваційного розвитку промисловості та енергетики сформовані в Новій промисловій стратегії Європейського Союзу (ЄС), Паризькій кліматичній угоді, четвертому енергетичному пакеті ЄС. Виклики Індустрії4.0 обумовлюють потребу у формуванні та адаптації цих механізмів в окремих країнах для забезпечення інноваційного розвитку енергетичної сфери в різних країнах. В процесі досліджування аналізували науково-прикладні засади забезпечення розвитку енергетичної сфери на державному рівні. А також використовували системно-функціональний підхід, методи структурно-функціонального аналізу та функціонального синтезу, критичного аналізу нормативно-правового забезпечення, цілей та завдань в енергетичній сфері національної економіки. В результаті запропоновано комплексний механізм реалізації національної інноваційної політики в енергетичній сфері національної економіки на різних рівнях суспільної ієрархії. Зокрема, визначено 5 функціональних складників інноваційного розвитку енергетичної сфери національної економіки: 1)продуктивність інноваційної діяльності; 2)результативність інноваційної політики; 3)ефективність енергетичних інновацій; 4)інвестиційне забезпечення інноваційного розвитку сфери енергетики; 5)розвиток людського капіталу в частині декарбонізації економіки. На основі цих складників сформовано основні механізми, з яких складається комплексний механізм реалізації державної політики інноваційного розвитку енергетичної сфери національної економіки та кожен з цих механізмів має свій набір інструментів реалізації: економічний; мотиваційний; організаційно-технологічний та політично-правовий. Це становить основу для реалізації його інтерфункціональності та забезпечує його функціонування, що базується на принципі багаторівневості (елементи стосуються наддержавного, міждержавного, національного, регіонального, місцевого та галузевого рівнів) і покликаний посилити соціально-економічні ефекти Індустрії4.0.

Numerous publications reveal some aspects of the creation and operation of private military companies (PMC), the use of their services by various states and international organizations. It is also noted that recently the number and equipment of these companies has increased significantly, the role in military conflicts in different regions of the world is becoming crucial in some places. A retrospective analysis of the activities of PMC, their classification and role in modern military conflicts is an urgent task in terms of ensuring the military security of Ukraine. In the context of further globalization of the world economy, the role of PMC in future wars and armed conflicts will increase. Unlike traditional military and police institutions, which are governed by both international and national law, there is currently no legal framework for PMC activities at the international and national (excluding the United States and South Africa) levels. The Geneva Conventions are not an obstacle for western PMC, even when these organizations use their contractors in open battles. As long as PMC personnel are not part of the armed forces of the parties to the conflict and are not directly involved in hostilities, they should be treated as civilians and enjoy the protection of International Humanitarian Law (IHL). In the case of direct participation in an armed conflict, the contractors lose the right to protection and may be attacked, and when captured they do not have the status of prisoners of war, but are provided with the full range of protection under the Fourth Geneva Convention. Involvement of private commercial structures in the provision and, often, combat operations, as well as the emergence of their own armies in large international corporations, the close intertwining in the conflict zone of interests of state and non-state actors significantly changes the image of modern war military construction. ; Многочисленные публикации раскрывают отдельные аспекты создания и деятельности частных военных компаний (ЧВК), пользование их услугами различными государствами и международными организациями. Также отмечается, что в последнее время количество, численность и оснащенность этих компаний значительно возросло, роль в военных конфликтах в разных регионах мира приобретает иногда решающий характер. Ретроспективный анализ деятельности частных военных компаний, их классификация и роль в современных военных конфликтах является актуальной задачей с точки зрения обеспечения военной безопасности Украины. В условиях дальнейшей глобализации мировой экономики роль частных военных организаций в будущих войнах и вооруженных конфликтах будет расти. В отличие от традиционных институтов армии и полиции, действия которых регламентируются как международным, так и национальным законодательством, законодательных рамок деятельности ЧВК на международном и национальном (за исключением США и ЮАР) уровне в настоящее время не существует. Женевские конвенции не является препятствием для западных ЧВК даже при использовании этими организациями своих контрактантов в открытых боях. До тех пор, пока сотрудники ЧВК не является частью вооруженных сил сторон конфликта и не принимают непосредственное участие в военных действиях, они должны рассматриваться как гражданские лица и пользоваться защитой Международного гуманитарного права (МГП). В случае непосредственного участия в вооруженном конфликте контрактанты теряют право на защиту и могут быть подвергнуты нападению, а при попадании в плен им не принадлежит статус военнопленных, но предоставляется весь комплекс защиты в соответствии с Четвертой Женевской конвенцией. Залучення приватних комерційних структур до забезпечення і, нерідко, ведення бойових дій, а також виникнення власних армій у великих міжнародних корпорацій, тісне переплетення в зоні конфлікту інтересів державних та недержавних суб'єктів істотно змінює образ сучасної війни, що необхідно враховувати військово-політичному керівництву в військовому будівництві. Привлечение частных коммерческих структур к обеспечению и, нередко, ведению боевых действий, а также возникновения собственных армий в крупных международных корпорациях, тесное переплетение в зоне конфликта интересов государственных и негосударственных субъектов существенно меняет образ современной войны, что необходимо учитывать военно-политическому руководству в военном строительстве. ; Численні публікації розкривають окремі аспекти створення та діяльності приватних військових компаній, користування їх послугами різними державами та міжнародними організаціями. Також відмічається, що останнім часом кількість, чисельність та оснащеність цих компаній значно зросла, роль у воєнних конфліктах у різних регіонах світу набуває подекуди вирішального характеру. Ретроспективний аналіз діяльності приватних військових компаній, їх класифікація і роль у сучасних воєнних конфліктах є актуальним завданням з точки зору забезпечення воєнної безпеки України.
