In reliance upon contrastive analysis, our study examines the standpoints which become manifest through the use of terminology as it relates to public policy in security matters. Our research rests upon a selection of non-binding instruments in French and in Spanish, published between 2001 and 2018 by the European Commission and by two Member States, namely France and Spain.Behind our decision to analyse documents issued by both European and domestic authorities, lie peculiarities in the way institutional discourse is produced. Recent studies in the area have shown that such discourse fosters a rhetoric of consensus, and tends to drown political debate. As it happens, these communication strategies themselves reflect clear-cut ideological standpoints. By examining how such terms circulate in an environment as diverse as the EU, one uncovers discrepancies that prove to be typical of the varied utterances produced in collective security matters.For our purpose here, we have adopted a theoretical approach that weaves the study of terminology into certain notions of French discourse analysis (ADF). Terminology places the term itself, i.e. the lexical unit used in a specialised field of knowledge, at its very core. Our own study will therefore focus on the value which the lexicon acquires when uttered by a legitimate authority – the institution – in the specific area of security policy. Terminological research has gradually shown that like lexical units, terms are bound both to the context in which they are used and to the circumstances in which their surrounding discourse is produced. Variants in the expressions used, as these emerge from each sub-corpus, will thus depend on the linguistic and extra-linguistic environment surrounding use of the term. Against that background, we have set out to ascertain whether the variants might be symptomatic of discrepant ideological standpoints. In that sense, ADF, which has traditionally dealt with the ideologies underpinning language, lends us the notions one requires to grasp the reasons that may lie behind shifts in a given term. The methodological approach has allowed us to combine lexicometric analysis of the corpus with detailed, in-context observation of a term's inter-textual recurrences and terminographical sources. We set out our results further to a course of analysis which in reliance on deductive method, begins with selecting certain terms: "prévention", "détection", "répression", "combattant terroriste étranger" et "criminalité transfrontalière". The terms have been selected based upon upstream research into the literature of international relations, and typify the tensions that feed into academic, political and legal debate. In the first section, we examine the terms which pertain to strategic action ("prévention", "détection", "répression"), and in the second, we reflect on how the notions of a threat and the enemy have been conceptualised ("combattant terroriste étranger" and "criminalité transfrontalière"). Accordingly, we shall first scrutinise the stages proper to deterrence, prosecution and sentencing, before examining two expressions that are ambiguous from both a terminological and a rhetorical standpoint. These refer to the notion of border ("frontière") and to belonging to a State.In conclusion, our work has been designed to examine the mismatches and interpretative loopholes that are generated, as terms circulate and are put to the purpose of legitimising rhetorical practices. Our thesis will demonstrate that at the end of the day, institutional discourse in security matters has obscured a debate which is nonetheless very much alive, and a worthwhile topic of concern to a far wider public ; Le présent travail se propose d'examiner, par une analyse contrastive, les positionnements qui ressortent d'une terminologie relative aux politiques publiques sécuritaires. Cette recherche s'appuie sur une sélection de textes juridiques non contraignants, en français et en espagnol, publiés entre 2001 et 2018 par la Commission européenne et deux États membres : la France et l'Espagne. Le choix d'analyser les actes émis par les autorités européennes et nationales découle de certaines spécificités qui caractérisent la production du discours institutionnel. Les études récentes dans ce champ de recherche ont démontré que celles-ci tendent à favoriser une rhétorique consensuelle qui soit à même de désamorcer le débat politique. Or, ces stratégies discursives comportent en elles-mêmes la trace de positionnements idéologiques précis. L'observation de la circulation des termes, dans un contexte pluriel comme celui de l'UE, permet alors de détecter les discordances qui caractérisent les productions discursives plurielles concernant la sécurité commune. Pour ce faire, nous avons adopté une approche théorique qui articule la terminologie à certaines notions de l'analyse du discours « à la française » (ADF). La terminologie place le terme, à savoir l'unité lexicale utilisée dans un domaine spécialisé de la connaissance, au centre de sa réflexion. Nous focalisons donc notre étude sur la valeur que le lexique acquiert lorsqu'il est prononcé par une autorité légitime – l'institution – dans le secteur spécifique des politiques sécuritaires. La recherche terminologique a progressivement montré que les termes, comme les unités lexicales, sont liés au contexte d'utilisation et aux conditions de production du discours dans lequel ils s'insèrent. Les variantes dénominatives, qui émergent des sous-corpus, dépendent donc du contexte linguistique et extralinguistique qui entoure l'utilisation du terme. À partir de cet arrière-plan, nous nous sommes demandé si les variantes pouvaient être le symptôme de positions idéologiques discordantes. En ce sens, l'ADF, qui s'intéresse traditionnellement aux idéologies sous-jacentes au langage, nous a fourni les notions nécessaires pour comprendre les raisons pouvant expliquer la variation d'un terme. L'approche méthodologique nous a permis de combiner une analyse lexicométrique du corpus à une observation détaillée du terme dans son contexte, dans les reprises intertextuelles et dans les sources terminographiques. Nos résultats sont présentés après un parcours d'analyse qui commence, selon une méthode déductive, par le choix de certains termes : « prévention», « détection», « répression », « combattant terroriste étranger » et « criminalité transfrontalière». Ces derniers ont été sélectionnés sur la base de recherches menées en amont dans la littérature des relations internationales et sont représentatifs de certaines tensions qui alimentent le débat académique, politique et juridique. Il s'agit, d'une part, d'observer les termes concernant les actions stratégiques (« prévention », « détection », « répression ») et, d'autre part, de réfléchir à la conceptualisation de la menace et de l'ennemi (« combattant terroriste étranger » et « criminalité transfrontalière »). Dans le premier cas, nous nous attardons notamment sur les différentes temporalités qui caractérisent les stratégies de dissuasion et de condamnation d'une infraction ; dans le second cas, nous observons deux dénominations qui présentent des ambiguïtés sur le plan terminologique et discursif et qui évoquent le concept de « frontière » et d'appartenance à un État. En conclusion, notre travail vise à observer les décalages et les ouvertures interprétatives qui se créent lorsque des termes circulent et sont utilisés pour légitimer des pratiques discursives. La thèse montre que le discours institutionnel sur la sécurité finit par occulter les débats qui pourtant sont bien présents et qui devraient donc être explicitement inclus dans l'espace public

In 1955, the Maspétiol commission of the French government made a negative economic balance sheet of colonization in Algeria. This balance sheet has been analyzed by historians of the economy in terms of costs / benefits for the metropolis and the colony. According to this current of colonization costs, the investments and public expenditures made in Algeria were financed by the metropolis and therefore borne by the metropolitan taxpayer. The thesis defended here is that the main cause of the negativity of the balance sheet lies in the structure of the colonial economy which did not generate enough public revenue to finance economic and social development, which required the financial support of the metropolis (plan de Constantine, 1958).The balance sheet is therefore envisaged as the result of policies pursued throughout the colonial period, more precisely the intervention of the state in economic activity since the beginning of colonization. This work, based on the literature on the economic balance sheet and more broadly on the economy of colonial Algeria as well as on unpublished archive data, shows that the so-called development policy was detrimental to the economic and social levels (1830-1900). Budget, legislative and monetary measures applied in the framework of public economic and social investments have been disadvantageous for public finances on the one hand, and for the human development of the native population on the other hand. The equipment realized (mainly in the railways) have stifled public spending in the colony without contributing to lower transport costs. Private investment in export viticulture, supported by the state, did not participate in the financing of public revenues due to absence of taxation. Regarding the policy towards the native population, it has resulted in the degradation of its heritage following land expropriation operations, as well as the fines and the taxation applied by the administration towards it. Is then asked the counterfactual question to know what would have been the Algerian economy in the absence of colonization. To answer, it is assumed that the colonial system materialized in discrimination between natives and europeans, whose legal basis was the code of indigénat. Under this hypothesis, the question is reformulated: Algeria's economic growth (gdp per capita) would have been greater if public spending on education and health had not been discriminatory between natives and europeans? The database constructed to try to give an empirical answer to this question identifies public expenditure on education and health and allocates them to the two types of population over the period 1901-1937. The data obtained clearly illustrate at the descriptive level the link between colonial politics and the balance sheet (dividing of education and health expenditure between natives and european and gdp per capita). But econometrically, the obstacles to establishing a causal relationship between spending on human capital and economic growth have prevented this search from reaching the stage of counterfactual simulation. This incompleteness is explained, on the one hand, by the state of the art theoretical on the question, on the other hand, the fact that the limitations of the available data did not allow us to go further in the construction of a causal relationship, replacing in particular the gdp per capita with a human development indicator. However, incompleteness of the counterfactual scenario does not invalidate the established results by qualitative study from literature and archival documents. This research paves the way by showing the possibility of a cliometric and counterfactual approach on this subject.This thesis calls for a future collaboration between economic economists and historians to construct the missing data. ; En 1955, la commission Maspétiol du gouvernement français faisait un bilan économique négatif de la colonisation en Algérie. Ce bilan a été analysé par des historiens de l'économie sous l'angle des coûts/bénéfices pour la métropole et la colonie. Selon ce courant dit des coûts de la colonisation, les investissements et dépenses publiques effectuées en Algérie ont été financées par la métropole et par conséquent supportés par le contribuable métropolitain. La thèse défendue ici est quela principale cause de la négativité du bilan réside dans la structure de l'économie coloniale qui ne permettait pas de dégager assez de recettes publiques pour financer le développement économique et social, lequel nécessita l'appui financier de la métropole (plan de Constantine, 1958). Le bilan est dès lors envisagé comme le résultat de politiques poursuivies sur l'ensemble de la période coloniale, plus précisément de l'intervention de l'État dans l'activité économique depuis les débuts de la colonisation.Ce travail, en s'appuyant sur la littérature sur le bilan économique et plus largement sur l'économie de l'Algérie coloniale ainsi que sur des données d'archives inédites, montre que la politique dite de mise en valeur fut préjudiciable aux niveaux économique et social (1830-1900). Les mesures budgétaires,législatives et monétaires appliquées dans le cadre d'investissements publics économiques et sociaux ont été désavantageuses pour les finances publiques d'une part, et pour le développement humain de la population autochtone d'autre part. Les équipements réalisés (essentiellement dans les chemins de fer)ont plombé les dépenses publiques de la colonie sans contribuer à faire baisser les coûts de transport.L'investissement privé dans la viticulture d'exportation, soutenu par l'État, n'a pas participé au financement des recettes publiques en raison de l'absence d'imposition. Quant à la politique menéeenvers la population autochtone, elle s'est traduite par la dégradation de son patrimoine suite auxopérations d'expropriations des terres, ainsi qu'aux amendes et à la fiscalité appliquées parl'administration à son égard. Est posée ensuite la question contrefactuelle de savoir ce qu'aurait étél'économie algérienne en l'absence de la colonisation. Pour y répondre, il est supposé que le systèmecolonial se matérialisait dans la discrimination entre autochtones et européens, dont le fondement légalétait le code de l'indigénat. Sous cette hypothèse, la question se reformule ainsi : la croissanceéconomique (Pib/tête) de l'Algérie aurait-elle été plus importante si les dépenses publiques d'éducationet de santé n'avaient pas été discriminatoires entre indigènes et européens ? La base de donnéesconstruite pour tenter de donner une réponse empirique à cette question identifie les dépensespubliques d'éducation et de santé et les répartit entre les deux types de population sur la période 1901-1937. Les données obtenues illustrent clairement au niveau descriptif le lien entre la politiquecoloniale et le bilan (répartition des dépenses d'éducation et de santé entre autochtone et européen etrevenu par tête). Mais sur le plan économétrique, les obstacles à l'établissement d'une relation decausalité entre les dépenses en capital humain et la croissance économique ont empêché cetterecherche d'arriver au stade de la simulation contrefactuelle. Cet inachèvement est expliqué, d'unepart, par l'état de l'art théorique sur la question, d'autre part, le fait que les limites des donnéesdisponibles ne permettaient pas d'aller plus loin dans la construction d'une relation de causalité, enremplaçant notamment le Pib/tête par un indicateur de développement humain.

Mention très honorable ; Since 1980 the municipalities are at the center of the decentralization policy in Côte d'Ivoire. Contrary to what one might think, communalization is not an innovation in Côte d'Ivoire. During the colonial period, Côte d'Ivoire has experienced three types of municipalities: Mixed communes, average performance of municipalities and self-governing communes. From 1980 to 2011, the number of full-function communes has increased from 37 to 197; then to 1295 in 2011. Thirty three years later, local actors are still looking for an appropriate strategy to satisfy the needs expressed by the population in the municipalities. The main question is to know, that the decentralization policy initiated in 1980 improved the conditions and living environment of the populations in a context of financial crisis and socio-political and military instability? This is to analyze the effects of a policy promoted by the state under the pressure of donors. The objective is to draw up a report of the decentralization policy in local development process from the examples of communal management to Alépé, to Taabo, and to Yopougon.The investigation method was essentially qualitative, but it called at times to quantitative data and an inventory of municipal investments to facilitate understanding. This choice was guided by the need to identify the existing order to facilitate a contributory approach in improving the living and environment conditions of the population. For good visibility in the work, we formed work teams to carry out the survey research in the field. The survey covered 810 household heads (RGPH-98), selected on the basis of the criteria of number of years of residence in the municipality (minimum 5 years); age of household head (at least 30 years); the exercise of a profession permanently in the municipal area.The results obtained were recorded in tables, and then transcribed as maps and graphs. The resulting tables outline the investments in areas of intervention of the actors of community development and propose a classification of such investments in priority order. The Analysis of the results made it possible to highlight the needs expressed by the populations in order of priority.After thirty three years of implementation of the decentralization policy, mayors and their partners have created a range of facilities and infrastructure in the municipalities of Alépé, Taabo and Yopougon. The areas that have been the subject of municipal investments are education, health, the various networks and roads, electrification, water supply, sports and leisure, security, urban planning, the human and socio-economic field. However, people believe that these achievements do not adequately address their concerns. This explains their disappointment. The challenges are enormous and concern also the institutional and legal dysfunction, ineffectiveness of the accompanying measures, training of local actors, the lack of communication between elected officials and citizens, the failure of household waste management systems, endless conflict of urban land, the dwindling financial resources and above all too stifling guardianship; etc. We can finally say that the results of the decentralization policy are mitigated.However the effectiveness of this policy means building the institutional capacity of the municipalities, the consistency of local initiatives, the effectiveness of the transfer of skills, the emergence of the local economy, the adaptation of methods of intervention donors and promotion of decentralized cooperation, etc. ; Depuis 1980 les communes sont au centre de la politique de décentralisation en Côte d'Ivoire. Contrairement à ce que l'on pourrait croire, la communalisation n'est pas une innovation en Côte d'Ivoire. Pendant la période coloniale, la Côte d'Ivoire a connu trois types de communes : Les communes mixtes, les communes de moyen exercice et les communes de plein exercice. De 1980 à 2011, le nombre des communes de plein exercice est passé de 37 à 197 ; puis à 1295 en 2011.Trente trois ans après, les acteurs locaux sont encore à la recherche d'une stratégie adéquate pour satisfaire les besoins exprimés par les populations dans les communes. La question principale est de savoir si la politique de décentralisation engagée en 1980 a-t-elle permis d'améliorer les conditions et le cadre de vie des populations dans un contexte de crise de financière et d'instabilité socio-politique et militaire ? Il s'agit d'analyser les effets d'une politique impulsée par l'Etat sous la pression des bailleurs de fonds. L'objectif est de dresser le bilan de la politique de décentralisation dans le processus de développement local à partir des exemples de gestion communale d'Alépé, de Taabo et de Yopougon. La méthode d'investigation a été essentiellement qualitative mais, elle a fait appel par moments à des données quantitatives et à l'inventaire des investissements communaux pour faciliter la compréhension. Ce choix a été guidé par le souci de cerner l'existant afin de faciliter une approche contributive dans l'amélioration des conditions et du cadre de vie des populations. Pour une bonne visibilité dans le travail, nous avons constitué des équipes de travail pour réaliser l'enquête d'opinion sur le terrain. L'enquête a porté sur 810 chefs de ménage (RGPH-98), choisis sur la base des critères du nombre d'année de résidence dans la commune (au minimum 5ans) ; l'âge du chef de ménage (30 ans au moins) ; l'exercice d'une profession de manière permanente sur le périmètre communal.Les résultats obtenus ont été consignés dans des tableaux, puis transcrits sous forme de cartes et de graphiques. Les tableaux obtenus donnent un aperçu des investissements dans les domaines d'interventions des acteurs du développement communal et proposent une classification desdits investissements par ordre de priorité. L'analyse des résultats a permis de mettre en évidence les besoins exprimés par les populations par ordre de priorité. Après trente trois ans de mise en œuvre de la politique de décentralisation, les maires et leurs partenaires ont créé de nombreux équipements et des infrastructures dans les communes d'Alépé, de Taabo et de Yopougon. Les domaines qui ont fait l'objet d'investissements communaux sont l'éducation, la santé, les réseaux divers et la voirie, l'électrification, l'adduction d'eau, les sports et loisirs, la sécurité, l'urbanisme, la promotion humaine, et le domaine socio-économique. Toutefois, les populations estiment que ces réalisations ne prennent pas suffisamment en compte leurs préoccupations. Ce qui explique leur déception. Les défis à relever sont énormes et concernent tout aussi bien le dysfonctionnement institutionnel et juridique, l'ineffectivité des mesures d'accompagnement, la formation des acteurs locaux, le déficit de communication entre élus et administrés, la défaillance des systèmes de gestion des ordures ménagères, les interminables confits de foncier urbain, l'amenuisement des ressources financières et surtout une tutelle trop étouffante ; etc. On peut finalement affirmer que le bilan de la politique de décentralisation est mitigé. Toutefois l'efficacité de cette politique passe par le renforcement de la capacité institutionnelle des communes, la cohérence des initiatives locales, l'effectivité du transfert des compétences, l'émergence de l'économie locale, l'adaptation des modes d'intervention des bailleurs de fonds et la promotion de la coopération décentralisée, etc.

This means that we do not start a reform, when it involves heavy funds and major risks for the future of a country, just for the pleasure of adopting a new terminology and the resulting structuring ( or translate it?). This is not just a cover. It is a conceptual instrumentalization which, to restore in law and make better, had to ensure a critical cognitive awareness, therefore a reliable diagnosis, which, even taking into account the maqâmat (informal sessions) of the public opinion, must formalize the latter and transcend it, in order to decide what is to be preserved or reformed of the system object of Reform, such as this one could be translated in the daily life of the professors, and in the performances of the establishments. The Reformation implies a new normalization. I would like in the following lines to demonstrate that despite the wealth of tables and documents produced for and around the Reformation, we forgot to include some guarantees in the quality assurance policy at University. ; RÉFORME. n. f. Dictionnaire de l'Académie française 8ème édition (1932) La langue française étonnera toujours : voilà deux sens pratiquement contradictoires du même réforme, vocable qui nous préoccupe depuis nombre d'années. La première entrée signifie, globalement, rétablissement dans l'ordre et rendre meilleur. Ce qui n'est pas la même chose, ou, plutôt pas le même cheminement pour obtenir la même chose : rétablir dans l'ordre est, dans une situation de pertinence pédagogique, l'équivalent de ce que j'ai appelé jusqu'à présent restaurer l'académique dans ses droits, spoliés par tant de pratiques informationnelles (au niveau de l'université) et paradigmatiques (au niveau de l'ensemble du système éducatif marocain). La deuxième entrée signifie rejeter ce qui a été jugé désormais inexploitable, dépassé ou forclos. On achève bien les chevaux ! Bien évidemment, la contradiction n'est qu'apparente, et le deuxième sens est pratiquement inclus au deuxième ; on ne réforme, on ne rend meilleur qu'en rejetant, tout ou partie de l'objet à réformer. Et il nous semble bien, comme pour l'Abbé de Saint-Pierre de d'Alembert que le système d'éducation et de formation, fait partie des «établissements les plus utiles [qui ont] besoin de réforme » telles ces « horloges qu'il faut de temps en temps nettoyer et remonter». Pourtant, si la raison lexicale, sur laquelle il me plaît souvent de fonder mes interventions[1], délimite quelque peu le cadre sémantique, elle demeure insuffisante à préciser clairement l'objet critique de mon propos. Réinventons un peu la roue. De l'intérieur du système éducatif[2] et de formation, réformer est un appel magistral d'une ''pause épistémologique'', qui décide de modifier certains rapports au savoir selon les orientations suivantes : - L'actualité académique et épistémique dans la mesure où les contenus sont à la fois renouvelables à l'envie et objets ou supports de critique et d'innovation, - La pertinence méthodologique de ce rapport qui en validerait les dispositifs de production, de transmission et de réception ; dont la fonctionnalité (ou la caducité) de concepts et des moyens pédagogiques mis en œuvre ainsi que l'opportunité des compétences acquises en fonction des besoins sociétaux, humains et économiques à venir ; et, donc, - L'efficience de la formation, dans le souci de ne point gaspiller leur argent et leur temps aux bailleurs de fonds, à l'étudiant, aux employeurs et à la communauté. C'est dire que l'on entame pas une réforme, quand celle-ci engage des fonds lourds et des risques majeurs pour le devenir d'un pays, juste pour le plaisir d'adopter une nouvelle terminologie et la structuration qui en découle (ou qu'elle traduit ?). Celle-ci n'est pas qu'un habillage. Elle est une instrumentalisation conceptuelle qui, pour rétablir dans le droit et rendre meilleur, a dû s'assurer d'une conscience cognitive critique, donc d'un diagnostic fiable, qui, même en tenant compte des maqâmat (séances informelles) de l'opinion publique, doit formaliser cette dernière et la transcender, afin de décider de ce qui est à conserver ou à réformer du système objet de Réforme, tel que celle-ci pourrait se traduire dans le quotidien des professeurs, et dans les performances des établissements. La Réforme implique une nouvelle normalisation. Je voudrais dans les lignes qui suivent démontrer qu'en dépit de la richesse des tableaux, et des documents produits pour la Réforme et autour d'elle, l'on a oublié d'inscrire quelques garanties, dans la police de l'assurance qualité à l'Université.

Górka stoi na stanowisku, że cyberprzestrzeń stała się podstawową cechą świata i stworzyła nową rzeczywistość dla prawie wszystkich krajów, co sprawia, że problemy z cyberprzestępczością oraz cyberbezpieczeństwem mają istotne, globalne znaczenie zarówno w wymiarze politycznym, jak i gospodarczym. Z przemyśleniami Górki koresponduje tekst Bogusława Węglińskiego – Cyberterroryści w cyfrowych czasach – profesjonalizacja i digitalizacja współczesnych organizacji terrorystycznych. Autor poddał analizie ewoluujące wraz z rozwojem technologii instrumentarium wykorzystywane przez grupy terrorystyczne, zwracając uwagę na Internet, który otworzył przed nimi nowe możliwości oddziaływania, a w tym także w sferze kreowania przekazu medialnego. W tekście zawarte są również dociekania dotyczące możliwości użycia przez terrorystów dronów. Umożliwiają m.in. destabilizację porządku wewnętrznego państwa, co w konsekwencji może prowadzić do destrukcyjnych zmian w szerszym, międzynarodowym kontekście. Stanowią zatem wielowymiarowe zagrożenie dla szeroko pojętego systemu bezpieczeństwa globalnego W rozdziale piątym, Marcin Adamczyk przedłożył tekst Cyberszpiegostwo w relacjach chińsko-amerykańskich w kontekście potencjalnej zmiany światowego hegemona. Opracowanie poświęcone jest działaniom Chińskiej Republiki Ludowej w cyberprzestrzeni, ukierunkowanych na nielegalne pozyskanie amerykańskich technologii wojskowych i cywilnych. Zdaniem autora, Państwo Środka jest aktualnie jedynym krajem, który obecnie mógłby rzucić wyzwanie dominacji Stanów Zjednoczonych. Dążenie do uzyskania statusu państwa hegemonicznego wymaga zatem od Pekinu zbudowania odpowiedniej koalicji wspierającej Chiny na arenie międzynarodowej, ale również zmniejszenia dystansu ekonomicznego, jaki dzieli to państwo od Waszyngtonu. Autorem kolejnego rozdziału jest Kamil Baraniuk, którzy przygotował tekst Zarys przemian instytucjonalnych rosyjskiego wywiadu radioelektronicznego. Baraniuk podkreśla, że współczesny wysoki stopień zinformatyzowania społeczeństw i powszechności korzystania z technologii informatycznych sprawia, iż dane o charakterze sygnałowym i elektromagnetycznym stanowią bardzo istotne źródło informacji dla wyspecjalizowanych instytucji, zajmujących się ich gromadzeniem oraz przetwarzaniem. Zawierają one analizę stanu i osobliwości kształtowania się międzynarodowej konkurencyjności sektora IT na Ukrainie. Nagachevskaya i Frliksowa zaprezentowały pozycję ukraińskiego sektora IT rozpatrywaną w kontekście Networked Readiness Index, który mierzy skłonność do wykorzystywania przez kraje możliwości oferowanych przez technologie informacyjno-komunikacyjne. Ponadto, ukazały przewagę konkurencyjną i wady ukraińskich firm IT na rynkach międzynarodowych oraz kierunki wzrostu międzynarodowej konkurencyjności sektora informatycznego Ukrainy. Kolejne dwa rozdziały dotykają problematyki religijnej w cyberprzestrzeni. Autorem dociekań – Religijne i parareligijne grupy destrukcyjne: wyzwania cyberprzestrzeni – jest Wojciech Gajewski, który zwraca uwagę na sprawę penetrowania wirtualnej przestrzeni przez destrukcyjne grupy religijne. Jego zdaniem, stanowią one wzrastające zagrożenie nie tylko dla jej indywidualnych użytkowników, ale także zbiorowości społecznych. Religioznawca jest zwolennikiem podejmowania szeroko zakrojonych działań badawczych, edukacyjnych, a także prawnych, które wpłyną na ograniczenie negatywnych następstw ich aktywności w cyberprzestrzeni. Z kolei, Lucjan Klimsza przedłożył tekst Filozoficzne aspekty działania Internetu w kontekście zadań misyjnych Kościoła. Autor, który jest duchownym ewangelickim, zwraca uwagę na możliwości, jakie otwiera przed współczesnym chrześcijaństwem dostęp do przestrzeni cyfrowej. Klimsza wyraźnie zaznacza, że obecny Kościół musi być wspólnotą multimedialną, jednakże nie wirtualną, która jest oddalona od człowieka i jego realnej egzystencji. Autor, Internet postrzega zatem jako metamedium umożliwiające przekazywanie treści religijnych, które może być pomocne m.in. w spotkaniu i relacjach człowieka z człowiekiem oraz Boga z człowiekiem. Dziesiąty rozdziały Cyberbezpieczeństwo jako konstrukt w polskiej przestrzeni publicznej, będący rozważaniami o nachyleniu politologicznym, napisał Przemysław Mikiewicz. Tekst jest refleksją nad obecnością kategorii cyberbezpieczeństwa w polskiej przestrzeni publicznej, którą autor zawęził do opiniotwórczego oddziaływania centralnych instytucji państwowych oraz partii politycznych. Autor wskazuje, że pojęcie cyberbezpieczeństwa jest obecne w polskiej przestrzeni publicznej w różnym stopniu w dokumentach rządowych i w programach partii politycznych. Zdaniem Mikiewicza, występuje zasadnicza asymetria pomiędzy oboma typami dokumentów: dokumenty urzędowe poświęcają uwagę cyberbezpieczeństwu w znacznym stopniu, podczas gdy w dokumentach partyjnych kwestia ta jest jedynie wzmiankowana. Tak więc, cyberbezpieczeństwo jawi się jako rodzaj konstruktu, za pomocą którego kreowany jest obraz świata pełnego nienamacalnych niebezpieczeństw, do zwalczania których nieodzowne wydaje się publikowanie dokumentów pod postacią kolejnych doktryn i strategii walki z zagrożeniami w cyberprzrestrzeni. W nurt rozważań politologicznych wpisują się także dwa kolejne teksty. Autorem pierwszego jest Grzegorz Tokarz, którego dociekania zostały zatytułowane Internet jako instrument nawoływania do przemocy – przykład organizacji "Krew i Honor" Polska. Tekst przybliża działalność polskiej sekcji neonazistowskiej organizacji "Krew i Honor", a w tym zawartość jej strony internetowej, która jest istotnym narzędziem w propagowaniu idei tego środowiska, jak również źródłem informacji o osobach oraz instytucji uznawanych za zdrajców "białej rasy". Drugi tekst, który zarazem kończy niniejszy tom przygotował Mariusz Kozerski. W rozdziale Dawne afery polityczne ze współczesnej perspektywy: przykład sprawy Barschela/Pffeifera analizowana jest rola, jaką media odgrywają w nagłaśnianiu afer politycznych. Autor poddał oglądowi wydarzenia, które rozegrały się w latach 80 XX wieku, w północnoniemieckim landzie Szlezwik-Holsztyn, a w których ważną rolę odegrał opiniotwórczy tygodnik "Der Spiegel". Dodajmy, że Kozerski podejmuje się również próby odpowiedzi na pytanie, w jaki sposób afera kilońska mogłaby przebiegać współcześnie, w kontekście potencjału informacyjnego/opiniotwórczego, którym charakteryzuje się globalna sieć komputerowa. ; "Cybersecurity as the challenge of the XXI century" is a collection of considerations dedicated to various aspects of security in cyberspace. Authors, who have been invited to this project, present different views on this subject. An author of the first chapter, "The main actors of cyberspace and their activities", is Tomasz Hoffman. Writing from a legal and political perspective, including the achievements of security sciences, he tries to present potential actors of cyberspace, and their activities, including behaviors against the law. Cybersecurity, according to Hoffman, is a new element of national security and is related to challenges, such as cybercrime and cyberterrorism. The second chapter, "Cybersecurity as a challenge for modern countries and societies", has been written by Marek Górka. The researcher has reviewed the current situation of the cybersecurity in the context of the spread of dangers in cyberspace, created by government and non-government organizations. Górka states that cyberspace has become a basic feature of the world and has created a new reality for almost all countries, what caused that the problems with cybercrime and cybersecurity became significant in both, the political and the economic aspect. A text, which corresponds to the Górka's thoughts, is the text "Cyberterrorists in digital times - professionalization and digitalization of modern terrorist organizations" by Bogusław Węgliński. The author has analyzed the instruments used by terrorist groups. The instruments which have been evolving along with the development of technology. The most important of them is the Internet, which has opened new opportunities for terrorists, including digital communicating. The text also includes aspects of the usage of drones by terrorists. The fourth chapter, "Cyber-physical attacks and the national security system", by Bogusław Olszewski, is also related to the previously mentioned issues. This part of the book deals with matters of the undesirable impact of cyber-physical systems on the safety of the international environment. According to Olszewski, their hybrid (digital-material) character causes that they affect not only the logical aspect of cyberspace but also the physical one. They enable destabilization of the internal structure of countries, what can lead to destructive changes in the wider, international context. They are a multifaceted danger to the broadly understood system of the global security. In the fifth chapter, Marcin Adamczyk has presented a text titled "Cyberspying in Chinese-American relations, in the context of the potential change of the world hegemon". The study is dedicated to the activities of the People's Republic of China in cyberspace, taken to acquire American military and civil technologies. The author claims that China is currently the only country that could challenge the global domination of the United States. However, to obtain the status of the hegemonic state, Beijing would need to build a solid coalition, supporting China on the international arena, but also reduce the economic distance between Beijing and Washington. An author of the next chapter is Kamil Baraniuk, who has prepared a text titled "Outline of the institutional changes in the Russian radio-electronic intelligence". Baraniuk emphasizes that the high level of computerization of societies and the common use of information technologies makes the signal and electromagnetic data a very important source of information for specialized institutions dealing with information collection and processing. In this context the author outlines the genesis and the institutional transformation of the Russian radio-electronic intelligence, as well as the military and civil institutions dealing with this kind of activities over the last decades, analyzing their tasks and personnel changes in their management. The seventh chapter has been written by two authors from Ukraine. Tetiana W. Nagachevskaya and Lyudmila Frliksowa prepared a text "Napryamky formuvannya mizhnarodnoyi konkurentospromozhnosti IT-sector Ukrayiny". This text contains an analysis of the current situation and peculiarities in the shaping of the international competitiveness of the IT sector in Ukraine. Nagachevskaya and Frliksowa have presented the position of the Ukrainian IT sector, considered in the context of the Networked Readiness Index, which measures the tendency of different countries to use the opportunities offered by informational and communicational technology. In addition, they have shown competitive advantages and disadvantages of Ukrainian IT companies on international markets, and directions of growth of the international competitiveness of the IT sector in Ukraine. Next two chapters have been related to religious issues in cyberspace. "Religious and pseudoreligious destructive groups: the challenges of cyberspace" has been written by Wojciech Gajewski, who pays attention to the matter of penetrating of the virtual space by various destructive religious groups. In his opinion, they become increasing dangers not only for individual users of the cyberspace but also for entire social groups. The religious scholar is a supporter of extensive research, educational and even legal activities, that suppose to reduce the negative consequences of the sectarian activity in cyberspace. Next author, Lucjan Klimsza, has presented a text "Philosophical aspects of the Internet in the context of missionary tasks of the Church". Klimsza, who is a Protestant pastor, pays attention to the possibilities that the access to the digital space opens to contemporary Christianity. He clearly states that the current Church must be a multimedia, but not a virtual community, distant from a man and his real existence. The author sees the Internet as a meta-medium enabling the transmission of religious content, which may be helpful in cognition and relationship between man and God, as well as between man and man. Tenth chapter, "Cybersecurity as a construct in the Polish public space", has been written by Przemysław Mikiewicz from a political perspective. The text is a reflection of the presence of the cybersecurity in Polish public space, which has been specified by the author as the opinion-making influence of the central government institutions and political parties. The author indicates that the concept of the cybersecurity is present in the Polish public space in government documents and programs of political parties. According to Mikiewicz, there is a fundamental asymmetry between these two types: government documents pay a lot of attention to cybersecurity, programs of political parties, however, only mention about the issue. Finally, cybersecurity appears as a kind of a construct used to create an image of the modern world, full of immaterial dangers, which might be eliminated only by publication of new doctrines and strategies, created to combat dangers in cyberspace. The political aspect of the cybersecurity issue is present also in the next two texts. An author of the first one is Grzegorz Tokarz, whose section has been titled "The Internet as an instrument to incite violence - an example of Poland". The text introduces activities of the Polish section of this neo- Nazi organization, including the content of its website, which is an important tool, used to promote the ideas of this environment, as well as a source of information about people and institutions considered to be the traitors of the "white race". The second text, which also ends this book, has been prepared by Mariusz Kozerski. In this chapter, titled "Former political scandals from a modern perspective: an example of the Barschel/Pffeifer case", the analyzed issue is the role played by media to publicize political scandals. The author has reviewed incidents that took place in the 1980s, in the German land of Schleswig-Holstein. A significant role in those happenings was played by "Der Spiegel", an opinion-forming weekly magazine. Let's add that Kozerski also tries to answer the question of how that, socalled "Kiel scandal" could look like if it happened today, in the context of the contemporary informational/opinion-forming potential, which characterizes the global computer network.

In u novu rumanzu naziunale literariu cusì creatu, a rilettura di Sainte-Beuve hè ripigliata à u nome d'un certu numeru di valore difese da l'Upportunisti fendu accede à u Panthéon di i grandi Autori Ronsard è du Bellay. ; Nowadays it has become commonplace to say that the 16th century is a very important period for the French culture : French ,until now considered as « low »language , compared with Latin,would have risen the highest post in communication.Nevertheless the assertion that the vernacular language would have changed status is mainly based on two texts.The first one ,the Ordinance of Villers-Cotterets,is signed into law by Francis I in 1539 , and calls for the use of French in all legal acts.Ten years later , ''A Defense and an Illustrationof the French language,manifesto of La Pleiade by Joachim du Bellay,ensures that the French language owns the necessary qualities to fill all areas of culture ,via the creation by copying ancient authors and by the vocabulary's enrichment.The teaching of the French language ,especially at high school level,has been conveying for a long time these two presuppositions,without taking into account the knowledge of facts acquired from research.Because actually,the fight for the French language has been going on since the fourteenth century, which has already enabled it to take over many fields of culture.In addition , Francis I isn't the first monarch to be interested in the vernacular ; he represents a continuity that has already legitimized French as alegal and administrative language.The current reception of that beginning of the sixteenth century and of la Pleiade ,can therefore be described as a « myth ».Our research showed that this creation had emerged on the nineteenth century .More precisely, three re-reading were necessary in order to set up the myth of la Pleiade just like taught nowadays in France .Those different re-reading are the result of a different reception of the works by Coqueret's students.In a changing Europe ,while the assertion of the German identity is becoming more and more aggressive ,the hegemony of the French culture is being called into question.The question then arises of the value and of the essence of French literature.Those three re-reading are so many answers to this question.There's a man who is the author of two of them.It's Charles Augustin Sainte- Beuve, who ,through both editions of his « Tableau historique et critique de la poésie française et du théâtre français au XVIe siècle » builds all the elements of the myth.Thanks to the imitation of forms and stylistic devices,the Parnassians were enable to consolidate Saint-Beuve's ideas classing the poets of la Pleiade with classical authors.Here comes the final stage in the elaboration of the myth : its sustainability through the school of the Third Opportunist Republic .After the loss of Alsace -Lorraine and after nearly a century of popular uprisings, it's time to build a stable governance model. To establish the Third Republic over the long therm , the Opportunists rely on the creation of a strong national feeling that binds our nation and that is the guardian of political stability.Culture and therefore literature become a national issue.With the creation of this new national literary novel,the re-reading of Sainte -Beuve on behalf of a number of values upheld by the Opportunists gives access to the Pantheon of the great Authors to Ronsard and Du Bellay. ; Il est aujourd'hui devenu banal de dire que le XVIe siècle est une période très importante pour la culture française : le français, jusqu'alors langue « basse » par rapport au latin, aurait accédé aux plus hautes fonctions de la communication. Or, l'affirmation selon laquelle la langue vernaculaire aurait changé de statut est fondée sur deux textes en particulier. Le premier, l'Ordonnance de Villers-Cotterêts, est promulgué par François 1eren 1539 et fait du français la langue de la justice. Dix ans plus tard, la Défense et Illustration de la langue française, manifeste du groupe de la Pléiade, écrit par Joachim du Bellay, assure que la langue française a les qualités nécessaires pour occuper tous les domaines de la culture, via la création par imitation des Anciens et l'enrichissement du lexique. L'enseignement de la littérature française, au niveau du lycée particulièrement, véhicule ces deux présupposés depuis longtemps, sans tenir totalement compte de la connaissance des faits acquise par la recherche.Car, en vérité, le combat pour la langue française a commencé depuis le XIVesiècle, ce qui lui a déjà permis de conquérir bien des champs de la culture. En outre, François 1er n'est pas le premier monarque à s'intéresser au vernaculaire ; il s'inscrit dans une continuité qui a déjà légitimé le français comme langue juridique et administrative. La réception actuelle de ce début du XVIesiècle et de la Pléiade, peut donc être qualifiée de « mythe ».Nos recherches ont montré que c'est au XIXesiècle que cette création a vu le jour. Plus précisément, il aura fallu trois relectures pour que soit établi le mythe de la Pléiade tel qu'on l'enseigne aujourd'hui en France. Ces différentes relectures sont le fruit d'une réception différente des oeuvres des élèves de Coqueret. Dans une Europe en renouvellement, alors que l'affirmation de l'identité allemande se veut de plus en plus agressive, l'hégémonie de la culture française est remise en cause. Se pose alors la question de la valeur et de l'essence de la littérature française. Ces trois relectures sont autant de réponses à cette interrogation. Un homme est l'auteur de deux d'entre elles, Charles Augustin Sainte-Beuve, qui, à travers les deux éditions de sonTableau historique et critique de la poésie française et du théâtre français au XVIe siècle construit toutes les composantes du mythe. Grâce à l'imitation des formes et des procédés stylistiques, les Parnassiens permettent de fixer les idées de Sainte-Beuve, et de faire accéder les poètes de la Pléiade au rang des auteurs classiques.Vient alors la dernière étape dans l'élaboration du mythe : sa pérennisation via l'école de la Troisième République Opportuniste. Après la perte de l'Alsace-Lorraine et après près d'un siècle de soulèvements populaires, l'heure est à la construction d'un modèle de gouvernance stable. Les Opportunistes, pour établir la Troisième République dans la durée, s'appuie sur la création d'un sentiment national fort, ciment de la nation, et garant de la stabilité politique. La culture, et donc la littérature deviennent un enjeu national. This report is the product of a comprehensive study on Benin. It highlights the country s geographical and economic situation and concentrates in particular on environmental conditions and the challenges facing Benin. This report covers the financing of priority environmental activities, as well as allocations to programs designed to improve the environment and living conditions of the population. The environmental analysis of Benin seeks to help the Government integrate the environment into policy formulation by analyzing cross-cutting aspects and the challenges of implementing sound environmental management, and creating a platform for strengthening the country s capacities in order to facilitate sustainable natural resource and environmental management. To this end, a number of measures have been recommended, among them the establishment of effective policies and institutions based on sound governance and improved effectiveness, and the mobilization of financing for environmental protection and natural resource management. The study includes the analysis of a case study on three cities: Porto-Novo, Cotonou, and Parakou, and examines the impact of environmental problems and environmental management challenges on these cities.

The ways in which child soldiers are used in modern conflicts has become ever more sophisticated and prominent, with shifting capabilities and a focus on generational warfare, compared to when I faced them during my command of the UNAMIR mission in Rwanda twenty-six years ago. To confront this challenges, we need to keep our focus on the fact that the recruitment and use of children as weapons of war is the worst thing that we can do to children. We need to focus on the significance of bringing an end to the era of the expectation that children should participate in conflict. If we want to stop the use of warfare, we need to start developing a worldview where adults do not think that children should be involved in war. There needs to be no wavering in our view that use of child soldiers is the worst aspect of modern war. Children are a weapons system that have no place on the battlefield or in the world's security apparatus. How is it possible that we are prepared to let children be used as weapons when we are horrified by the use of biological and nuclear weapons?The Vancouver Principles are a critical part of meeting this challenge, and as we enter a new decade they are the culmination of the work of the international community that began in 1996 with Graça Machel's report on the impact of armed conflict on children. The VPs build on all the work that we have been doing at the Dallaire Initiative, and the work of the international community expressed in the Optional Protocol, the Paris Principles, Security Council Resolutions, and the initiatives to protect children and civilians. The VPs provide a higher level of strategic guidance that link all of these efforts to rally states to take action, and the immense amount of work that went into creating the Implementation Guidance is absolutely critical to this endeavour. It is one thing to set up the Principles, but another to turn them into practice guidance on how they can be carried out. We now need to shift our focus onto turning the guidelines into training guidelines and the development of new capabilities for our forces. With this in mind, the articles in this issue of Allons-y provide an important complement to the Principles and the Implementation Guidance, and will be of great use to policymakers, academics, and security sector actors working on this issue.In our work over the past several years, we have seen how hungry the security sector have been for something tangible to base their training on and upgrade and professionalize their forces on to confront the challenge posed by child soldiers. They see problem in peacekeeping of using force against children, and want to reduce casualties on their side and become more effective. With the Vancouver Principles we have taken the work of the Dallaire Initiative global, and we need to ensure that we use this tool effectively. To do so, we need to develop a central secretariat to help states take the Principles and the guidance and operationalize them into capabilities for their forces, and work with the UN to make sure that states have the required knowledge to do so. We also need to start thinking regionally to have more effective, coordinated, and rapid implementation of the Principles. The Dallaire Initiative has started this with our regional office for East Africa in Rwanda. Further work is needed to develop regional capabilities in Latin America, in the Middle East, and in South and East Asia. From our headquarters in Canada we can then assist with capacity building and strategy. With this direction, over the next decade we need to have this operational capability within every troop and police contributing country, and have every contingent going to UN missions qualified in this capability. This global engagement will aid in the reform and modernization of peacekeeping in order to end the use of children as weapons of war.In an era where human rights came to the fore in the 1970s through the 2000s, with our abilities to document, communicate about, and punish international crimes, it has not resonated enough with people that using children for adult work is wrong, and the use of child soldiers is the worst form of it. You cannot just look at a child as someone in need of food and education, but as a future adult. If we nurture children in war, then we normalize war for the future. It is illogical to want to prevent and end war without addressing the role that child soldiers can play in perpetuating conflict. In a practical sense, we have not been able to connect this in people's heads, only in the law. Pour ce faire, nous devons mettre en place un secrétariat central pour aider les États à concrétiser les Principes et les lignes directrices en capacités pour leurs forces, et travailler avec les Nations Unies pour s'assurer que les États disposent des connaissances nécessaires pour ce faire. Nous devons également commencer à envisager les choses selon une perspective régionale afin d'obtenir une mise en œuvre plus efficace, coordonnée et rapide des Principes. Cet engagement mondial contribuera à la réforme et à la modernisation du maintien de la paix afin de mettre fin à l'utilisation des enfants comme armes de guerre.À une époque où les droits de l'homme sont passés au premier plan entre les années 1970 et 2000, par suite de nos capacités de documenter, de communiquer et de punir les crimes internationaux, les gens n'ont pas suffisamment compris que le recours à des enfants pour accomplir un travail d'adulte est une erreur, et que l'utilisation d'enfants soldats en est la pire forme. Vous ne pouvez pas simplement considérer un enfant comme quelqu'un qui a besoin de nourriture et d'instruction ; il faut également le voir comme un futur adulte. Si nous éduquons des enfants à la guerre, alors nous banalisons la guerre pour l'avenir. Il n'est pas logique de vouloir prévenir et faire cesser la guerre sans aborder le rôle que les enfants soldats peuvent jouer dans la perpétuation des conflits. Du point de vue pratique, nous n'avons pas été capables de faire ce lien dans la tête des gens, seulement dans la loi. Pour éliminer un instrument de guerre majeur, nous devons rendre l'utilisation des enfants soldats impensable.

The Horn of Africa, which is situated in the north-east Africa, comprises mainly Ethiopia, Somalia, Eritrea and Djibouti which cover region of the Somali peninsula. It is one of the area of the world belonging to the most affected by natural disasters, poverty, famine, conflicts and crime. Due to its geographical location on point of the Red Sea, the Gulf of Aden and the Indian Ocean as well the close position to the Arabian peninsula it is the most geo-strategically important regions of the world in terms of military and economic significance. That is why the world powers were and are still interested in it.The main topic of this article is the fragile state - Somalia. It was selected here in terms of its geographical location, high level of instability, civil war, famine and piracy problem or terrorist groups activities as an example of difficult political situation of the Horn of Africa and the attempts of the main economic competitors in Africa - The European Union, China and The United States of America - in order to achieve stabilization in the region.The prime aim of this analysis based on the source materials, subject reading matters and media news, is the presentation the most essential current activities of the above international actors that lead them to rise in the level of security in Somalia and neighbouring sea, straits, ocean and strengthening the Federal Government of Somalia and its security structure. The present condition of the Somali National Army and its future transformation are also presented in this work. Taking all above into consideration it was hard not to give attention to peacekeeping African Union Mission in Somalia AMISOM active since 2007 with approval of the United Nations Security Council. Despite the deep criticism of its activities by the nongovernmental organization Human Rights Watch, AMISOM has taken over most areas of central and south Somalia until now. What is more, the research points also the main legal framework that make possible foreign security aid in Somalia. In case of the EU - The Global Strategy for the European Union's Foreign and Security Policy (2016) and the Strategy for the Horn of Africa (2011). In the case of the US - the New National Security Strategy announced by president Trump in December 2017. Additionally, the article is focused on the growing presence of China in the Horn of Africa what is highly visible in the creation of the first foreign military Chinese base opened in July2017 in the neighbouring to Somalia - Djibouti.As a result of the analysis of the current activities of AMISOM, pointed American or Chinese actions and the European External Action Service (EEAS) in Somalia: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) and European Union Capacity Building Mission (EUCAP Somalia) a few essential conclusions can be made:the regular trade competitors in the race for their impacts in modern Africa - EU, China, US - are able to cooperate in taking care about either own and the Horn of Africa benefits if it is necessary,the level of security and democracy in Somalia has risen significantly in the last decade and a threat of piracy has fallen definitely in region of the Aden Gulf, The Red Sea and the Indian Ocean as an effect of activities of AMISOM, the Combined Task Forces, the EU peace missions and separate states. Nevertheless, the level of security which has been reached is really fragile and it may be disturbed easily when international security aid services will be over,the foreign peace missions active nowadays will be continued but with the tendency to their limitation in the next few years,the tasks of the peacekeeping African Union Mission in Somalia AMISOM, that is step by step limited and it is planned to stop in 2020, will be taken over by the transformed Somali national Army and Police,it is highly impossible to become self-supporting and to reach full independence of the Somali security structure from foreign peacekeeping assistance just in 2 years so that Somalia itself can guarantee own security and take over the prior AMISOM tasks,the full security and saving the political and economic stability in Somalia in the future may be possible not only by temporary military and humanitarian aid but also by so called fundamental work. Region ten ze względu na swoje położenie geograficzne na styku Morza Czerwonego, Oceanu Indyjskiego i Zatoki Adeńskiej, jak również ze względu na bliskość Półwyspu Arabskiego stanowi strategicznie ważne miejsce pod względem gospodarczym jak i militarnym. Stąd znajdował się i znajduje wciąż w strefie zainteresowania światowych mocarstw. Tematem niniejszego artykułu jest państwo upadłe - Somalia, która ze względu na swoje położenie geograficzne, wysoki poziom niestabilności, wojnę domową, problem głodu i piractwa morskiego oraz aktywność grup terrorystycznych na jej terenie została wybrana jako przykład ilustrujący trudną sytuację polityczną Rogu Afryki i wysiłki konkurujących ze sobą o wpływy ekonomiczne w Afryce Unii Europejskiej, Chin i Stanów Zjednoczonych podejmowane w celu ustabilizowania sytuacji w regionie rogu Afryki.Celem niniejszego analizy opartej o dokumenty źródłowe, literaturę przedmiotu i doniesienia medialne jest zaprezentowanie najważniejszej bieżącej aktywności w/w międzynarodowych aktorów prowadzące do podniesienia poziomu bezpieczeństwa w Somalii i otaczających ją wodach oraz wzmocnienia Federalnego Rządu Somalii i jego struktur bezpieczeństwa. Zaprezentowano również stan bieżący Narodowych Sił Zbrojnych Somalii oraz plany ich restrukturyzacji w najbliższych latach. Analizując w/w kwestie nie pominięto również zaangażowania Unii Afrykańskiej w postaci operacji pokojowej AMISOM prowadzonej w Somalii od 2007 roku posiadającej autoryzację Rady Bezpieczeństwa ONZ. Operacji, która choć w ostatnich latach krytykowana przez pozarządową organizację Human Rights Watch za łamanie praw człowieka przejęła kontrolę nad znaczną częścią środkowej i południowej części Somalii. W artykule wskazano również ramy prawne, w oparciu o które opisywana pomoc pokojowa może być udzielana. W przypadku UE - Globalną Strategię na Rzecz Polityki Zagranicznej i Bezpieczeństwa Unii Europejskiej (2016) oraz Strategię dla Rogu Afryki (2011). W przypadku USA - Nową Strategię Bezpieczeństwa Narodowego Stanów Zjednoczonych ogłoszoną przez prezydenta D. Trumpa w grudniu 2017r. Artykuł odnosi się również do rosnącej obecności Chin w tym rejonie Afryki wyraźnie widocznej przez otwarcie w lipcu 2017 roku pierwszej chińskiej zagranicznej bazy wojskowej w sąsiadującym z Somalią kraju - Dżibuti.Analiza bieżącej działalności AMISOM oraz aktywnych obecnie misji Europejskiej Służby Działań Zewnętrznych w Somalii: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) czy European Union Capacity Building Mission (EUCAP Somalia) doprowadziła do kilku istotnych wniosków:rywale handlowi zabiegający o wpływy w Afryce - UE, Chiny, USA - potrafią w razie potrzeby współpracować dla dobra swoich interesów i krajów Rogu Afryki, w tym Somalii,poziom bezpieczeństwa i demokracji w Somalii w ostatniej dekadzie znacznie wzrósł a zagrożenie piractwem zdecydowanie zmalało w rejonie Zatoki Adeńskiej, Morza Czerwonego i Oceanu Indyjskiego w efekcie działań podejmowanych przez AMISOM, międzynarodowe siły zadaniowe, misje pokojowe UE oraz pomoc poszczególnych państw. Цей регіон через своє географічне розташування на стику Червоного моря, Індійського океану і Аденської затоки, а також через близькість до Аравійського півострова є стратегічно важливим місцем з економічної та військової точки зору. З огляду на це даний регіон знаходився і продовжує знаходитися в зоні уваги світових держав. Предметом дослідження даної статті є неспроможна держава – Сомалі, яка через своє географічне положення, високий рівень нестабільності, громадянську війну, проблеми голоду і морського піратства та діяльність терористичних груп на своїй території була обрана в якості прикладу, що ілюструє складну політичну ситуацію в районі Африканського Рогу і демонструє зусилля щодо економічних впливів в Африці конкуруючих між собою Європейського Союзу, Китаю та Сполучених Штатів, спрямованих на стабілізацію ситуації в даному регіоні.Метою даного аналізу, який ґрунтується на основі первинних джерел, спеціалізованої літератури і повідомлень засобів масової інформації, є представлення найбільш важливих аспектів діяльності провідних міжнародних гравців, спрямованих на підвищення рівня безпеки в Сомалі та навколишніх водах і зміцнення федерального уряду Сомалі та його безпекових структур. Представлено також сучасний стан національних збройних сил Сомалі та плани їх реструктуризації на найближчі роки. Аналізуючи названі вище проблеми, не залишено без уваги участь Африканського Союзу у формі миротворчої операції AMISOM, яка проводиться з 2007 року відповідно до рішення Ради Безпеки ООН. Операції, яка в останні роки зазнала критики з боку неурядової організації Human Rights Watch через порушення прав людини, дала змогу взяти під контроль більшу частину центральної та південної частини Сомалі. У статті також вказується правова база, на підставі якої може бути надана описана допомога по встановленні миру. З боку ЄС це Глобальна стратегія зовнішньої політики і політики безпеки Європейського Союзу (2016) та Стратегія Африканського Рогу (2011). З боку США – Стратегія нової національної безпеки Сполучених Штатів, оголошена президентом Д. Трампом у грудні 2017 року. У статті також йдеться про зростаючу присутність Китаю в цьому регіоні Африки, що чітко видно через розміщення в липні 2017 року першої іноземної військової бази Китаю в сусідній з Сомалі країні – Джібуті.Аналіз поточної діяльності AMISOM та місій Європейської служби зовнішньої діяльності в Сомалі: European Union Naval Force ATALANTA (EUNAVFOR ATALANTA Somalia), European Union Training Mission (EUTM Somalia) та European Union Capacity Building Mission (EUCAP Somalia) дав змогу зробити такі важливі висновки:• конкуренти, які прагнуть впливати на торгівлю в Африці – ЄС, Китай, Сполучені Штати Америки за необхідності можуть працювати разом на благо своїх інтересів і країн Африканського Рогу, включаючи Сомалі;• рівень безпеки і демократії в Сомалі за останнє десятиліття суттєво зріс, а загрози піратства в Аденській затоці, Червоному морі та Індійському океані значно зменшилися в результаті заходів, вжитих AMISOM, міжнародної цільової групи, миротворчих місій ЄС і допомоги окремих країн. Однак досягнутий рівень безпеки є дуже крихким і після завершення підтримуючої діяльності міжнародного співтовариства ситуація може легко повернутися до попереднього стану;• іноземні миротворчі місії, що діяли протягом багатьох років в Сомалі, будуть продовжені протягом наступних декількох років з тенденцію до їх обмеження;• завдання миротворчої місії Африканського Союзу АМІСОМ, яка поступово згортається і має бути офіційно завершена в 2020 році, будуть перейняті реформованими Національними збройними силами Сомалі;• викликає сумніви те, що в найближчі два роки безпекові структури Федеративної Республіки Сомалі стануть повністю незалежними і будуть здатними взяти на себе повністю завдання АМІСОМ і забезпечити країні безпеку;• для досягнення повної безпеки та збереження політичної стабільності в Сомалі необхідна не тільки екстрена військова та гуманітарна допомога, але так звана робота з початків.Ключові слова: Сомалі, Африканський Ріг, піратство, Аль-Шабааб, міжнародна безпека, безпека на морі, миротворчі операції, тероризм.

W artykule przyglądam się temu, jaką edukację polityczną warto rozwijać we współczesnej polskiej szkole i wszędzie tam, gdzie buduje się w ludziach zdolność do wspólnej i niewyalienowanej pracy. Kierunek rozważań wyznaczyła konieczność ustosunkowania się myśli pedagogicznej – i równoległego dostosowania praktyk wychowawczych – do zmian w sposobie koordynacji społeczeństwa, które dokonują się w atmosferze groźby wybuchu wojny. Rozważania te buduję na dotychczasowych badaniach własnych z obszaru uczenia się w ruchach społecznych, analizując trzy porządki zapewniające koordynację społeczeństw (neoliberalizm, nacjonalizm, militaryzm) w kontekście wykluczanych przez nie wartości: dobra wspólnego, samorządu i pokoju. Rezultatem pracy jest matryca przyporządkowująca te kontrwartości różnym typom współpracy (koordynacji, kooperacji i kolaboracji). Matryca pozwala identyfikować specyfikę konkretnych przykładów mobilizacji społecznej, jak i rozpoznawać luki w kształceniu kolektywnych umiejętności współdziałania. Rezultaty analizy pozwalają zoperacjonalizować praktyki oporu pod kątem celów wychowania i stawiają w nowym świetle problemy powiązań i nawarstwiania się wrogich szkole ideologii neoliberalizmu, nacjonalizmu i militaryzmu. ; The paper analyses types of political education worth developing in contemporary Polish schools and in other places dedicated to building human capacity to work together in a non-alienated way. The analysis is based on my own research from the area of learning in social movements. I analyze three orders ensuring social coordination (neoliberalism, nationalism, and militarism) in the context of the values they exclude: the common good, self-government and peace. The result of the work is a matrix assigning these counter-values, accordingly, to coordination, cooperation and collaboration. The matrix allows for identification of the specificity of some examples of social mobilization, as well as identification of gaps in teaching collective interaction skills. The results of the analysis can be used to operationalize the practices of resistance in terms of educational goals. From the nostalgia of the Promised Land to the nostalgia of the exile land of the Moroccan Israelites The disappearance of the Jews in Morocco, noticed after the fact, gave rise to a great deal of questioning: were the motives behind this phenomenon mystical or Zionist in nature? Or were they the result of persecution? In the Morocco of the 1980's, the mellah showed the only remnants of the civilization, the testament of a bygone existence. Both recent and distant past in the memories of those living alongside the Jews. In pre-Protectorate Morocco, the Judeo-Arabic coexistence gave way to socio-economic organization that can ultimately be called interdependence. Economically speaking, the Jewish existence was seen as necessary for the Muslim society. It was the result of a coexistence, varying according to the era in question and the reigning symbiosis and hostility. Trades a Muslim could not or did not wish to take on were left to the Jews, from import-export trade to peddling. This division of work, perceived as both discrimination and allocation, is representative of the ambiguity of the Judeo-Arabic relation. This ambiguity disturbs the work of researchers in the field. If Jews were merely tolerated, subject to their discriminatory status, so be it, but their presence was still generally seen as necessary by the Muslim. By the same token, the Jews' political substatus in Muslim society represented a permanent strength against assimilation, and the preservation of an ancestral link with the homeland. The mellah, symbolizing exclusion, also allowed the Jewish community to be a homogenous social, political, economical and cultural group, a micro-society whose religious identity was constant and rigorous growth, through a series of rituals and practices. Tradition kept identity alive: the Jewish identity, alive in a single prayer to return to Holy Land. The fragile Judeo-Arabic equilibrium, little-known by those who dreamt of colonizing North Africa (beginning in the 19th century), was upset by the French Protectorate of Morocco (1912-1956). With its colonialist ideology, the latter imposes a policy that widened the gap between Jews and Muslims, exacerbating their religious differences and affecting their relations. The Protectorate Morocco had a rude awakening to a number of outside influences -the invasion of European capitalism, administrative reforms and modernism- causing rapid destruction of traditional values. The population grew poorer in their inability to maintain the furious pace of this revolution, while the Muslim intellectual youth, deprived of its traditional privileges, took up the struggle against the foreign stranglehold on its country. The spare of early nationalism driven by the Protectorate's so-called Berber politics, whose project was to distinguish between Berbers and Moroccans through possible conversion to Catholicism and the French language. The anticolonialist struggle found its way in a growing Islamic identity which attracted the masses and united Moroccan leaders behind the struggles of North Africa. In the Jewish community, the effect of the Protectorate is more significant. The westernization process attracts an elite aspiring to rise to the European level using the French language and culture, and wishing to legitimately free itself from the demeaning dhimma status. A long way from the parent population whose fate is the same as the Muslims, privileged individuals of the Jewish community distance themselves both from the religious tradition of the Jewish identity as well as the age-old Judeo-Arabic rituals. This distinction manifests itself in education and travel, or simply moving away. The new class of Europeanized Jews abandons the use of the vernacular for French and leaves the mellah to the poor, the uneducated, and the destitute. The tensions between Jews and Arabs in Palestine, intensified by the Balfour Declaration (1917), also feed the Muslim-Arabic identity whose followers include Muslim nationalists. This option distances the Jewish community from the political scene and thus future Moroccan perspectives. While the Muslim mass is won through this struggle, the Jewish mass continues, away from the political upheavals shaking the Arabic world, to dream of the Promised Land and nurture a sense of nostalgia. This nostalgia is fulfilled with the declaration of the State of Israel in 1948, thus launching the Moroccan 'aliya. Exile was the great memory, the mystical nostalgia, wandering and danger, uprooting and spiritual affirmation. Moroccan roots were merely of convenience despite lasting so many generations, though Moroccan Jews had buried there their forefathers, created shared ways and customs, tended to their cherished cemeteries, developed their languages. and nonetheless Morocco spiritually had only ever been a temporary home, a land of transition, a lesser evil in adversity? Once the wandering and danger over, what of this Promised Land? Did some nourishment, for the mind and body, heart and soul, rise from this new breeding ground where the long awaited and conflicted resettlement occurred? The components of the plural memory have come together in the great gathering: places, values and manners, feelings, social perceptions, exposing to all the divide, the diversity and marks of exile, showing the socio-theologico-political disparities. Disparities that Zionism, in its hope for Jewish unity, planned to standardize and smooth into unity. A project impossible without the cultural uprooting and the identity crisis of North Africans. Taken to Israel beginning in 1948, Moroccan Jews met with a Western model established by the pioneers of European socialism: the Ashkenazi. Very early, the Israeli population was divided into two groups; the Ashkenazi, founders of the country they lead, and their recently immigrated coreligionists: the North Africans, who, for the first twenty years of their lives in Israel, would be members of the proletariat. The messianic ideal motivating the Moroccan 'alya confronted the secular conception of the Israeli state. This conception involves the rejection of the Diaspora heritage and the Exile of the Jews in favour of a new "normal" nation in the image of developed Western societies. The secular State based on legitimate representation of the Jewish people, replaces religious identification with a state identification or nationalism, a status unknown to Moroccan immigrants barely removed from their secular status as traditional religious minority. To the Judaism by choice succeeds Judaism by nature and community organization becomes a complex state organization closed to new citizens. For new Moroccan immigrants, the Jewish identity should suffice for integration into the Promised Land, but once arrived, the reality of significant differences regarding religious practice, language, rituals, tradition, and economic differences caused disillusion of the sacred dream: "In Morocco, he was Jewish, Jewish through the heritage of Abraham, Isaac and Jacob, Jewish tangled in the holy and sacred Law of Moses. (.) In Israel, he became -what a turn of events!- Arabic." Out of this disillusion arose nostalgia, nostalgia for the first nostalgia, nostalgia for the exile that some authors (Ami Bouganim, Erez Bitton) would continue to sing: "She sings the exile, a nostalgic tone in the voice, the exile from Jerusalem, the exile from Spain, the exile from Morocco. (.) She sings a Spanish serenade then a French song, an Arabic threnody then a hymn in Hebrew. (.) Without end, Zohra's songs recreate the fabulous scenery of her past." Recreate the scenery of one's past to struggle against the oblivion of the deads and the depersonalization of the livings. Recalling an identity lost in a process of assimilation imposing the oblivion of the Jewish Diaspora and the rebirth of Modern Hebrew. Memory finds its place once again: recreating an identity and a culture parallel to the national Israeli identity and culture. And this reconstitution is first reactivated through maternal memory, a domestic memory constituting ancestral rituals, smell of cooking, laughters, household tasks, games, festive music, superstitions and rumours, jokes in local dialect. folkloric memories. Because the mother is the character who embodies tradition, who has been the least touched by the maelstrom of the 'alya. It is in the literary expression of Moroccan Israelites that we see this nostalgia, through characters who do not feel they are part of a coherent Israeli entity. The language, the culture and the mentality exacerbate these differences, and allow their particularism take its course. Even though it is an historical fact, the creation of the Israeli society underwent the rules of immigration. More than elsewhere, the Israeli terrain is best suited for a review of immigration issues: integration, acculturation, ethnic mix, as a hypothesis of the future of societies in the growing globalization of our world. ; De la nostalgie de la terre promise à la nostalgie de la terre d'exil chez les Israéliens originaires du Maroc La disparition, constatée après coup, des Juifs du Maroc suscita bien des interrogations : les motivations de cette envolée étaient-elles de nature mystique ou sioniste ? Ou la conséquence de persécution ? Dans le Maroc des années 80, le mellah seul en montrait les vestiges et témoignait d'une existence révolue. Un passé proche et lointain gisant dans les mémoires de ceux pour qui le Juif fut du voisinage. Dans le Maroc d'avant le Protectorat, la coexistence judéo-arabe donnait lieu à une organisation socio-économique que l'on peut, malgré tout, qualifier d'interdépendance. L'existence juive en société musulmane était reconnue nécessaire au plan économique. Il en découlait une coexistence dont la nature variait selon les périodes et les règnes entre symbiose et hostilité. Les corps de métiers qu'un musulman ne pouvait ou ne voulait faire étaient laissés aux Juifs depuis l'import-export jusqu'au commerce itinérant. Ce partage de fonction qui est perçu à la fois comme une discrimination et une répartition, comporte en soi l'ambiguïté du rapport juif-arabe. Cette ambiguïté embarrasse le travail du chercheur dans ce domaine. Que le Juif ne fut que toléré, soumis au statut discriminatoire, soit, il n'en demeure pas moins que sa présence était généralement reconnue nécessaire par le Musulman. Parallèlement, le sous-statut politique du Juif dans la société musulmane lui était une force permanente contre l'assimilation et pour le maintien d'un lien ancestral avec la terre antique. Le mellah qui symbolisait l'exclusion, permettait aussi à la communauté juive d'être un groupe social, politique, économique et culturel homogène, une micro-société dont l'identité religieuse se cultivait continuellement et rigoureusement en un ensemble de rites et de pratiques. La tradition véhiculait l'identité ; celle d'être juif, animée par une seule prière celle de retrouver la Terre Sainte. Le fragile équilibre judéo-arabe, méconnu par ceux qui rêvent de coloniser l'Afrique du Nord (à partir du 19ème siècle), se déstabilise avec le Protectorat français (1912-1956) au Maroc. Par son idéologie colonialiste, ce dernier avance une politique éloignant encore plus les Juifs des Musulmans en exacerbant leurs différences religieuses et en affectant leurs rapports. Le Maroc du Protectorat s'ouvre brutalement aux influences extérieures : invasion du capitalisme européen, réformes administratives et modernisme, causent une destruction accélérée des valeurs traditionnelles. La masse populaire s'appauvrit, faute de pouvoir suivre le rythme effréné de cette révolution, tandis que la jeunesse intellectuelle musulmane, privée de ses privilèges traditionnels, élabore des formes de lutte contre la mainmise étrangère sur son pays. La flamme naissante du nationalisme est attisée par la politique dite --berbère-- du Protectorat, dont le projet est de distinguer les berbères du peuple marocain par une possible conversion française et catholique. La lutte anti-coloniale trouve alors sa voie dans une identité islamique accrue qui attire les masses et rallie les leaders marocains aux luttes d'Orient. Dans la communauté juive, l'effet du Protectorat est plus conséquent. Le processus d'occidentalisation attire une élite qui aspire à s'élever au niveau des Européens par le moyen de la langue et de la culture française, et veut légitimement s'affranchir du statut réducteur de la dhimma. Loin de la population de base qui subit le même sort que les musulmans, les privilégiés de la communauté juive s'écartent à la fois de la tradition religieuse véhiculant l'identité juive et des coutumes judéo-arabes séculaires. Cette distinction se traduit par l'instruction et l'éloignement géographique. La nouvelle classe juive européanisée abandonne l'usage de la langue vernaculaire au profit du français et laisse le mellah aux pauvres, non instruits, démunis. Les tensions entre Juifs et Arabes en Palestine, affûtées par la Déclaration de Balfour (1917), alimentent, par effet sympathique, l'identité arabo-musulmane à laquelle s'identifient et adhèrent les nationalistes musulmans. Cette option éloigne la communauté juive de la scène politique et donc des perspectives marocaines d'avenir. Tandis que la masse musulmane est gagnée au combat, la masse juive continue, à l'écart des bouleversements politiques qui secouent le monde arabe, à rêver de la terre Promise et en cultiver la nostalgie. Nostalgie qui trouve son accomplissement à la déclaration de l'Etat d'Israël en 1948 et commence alors la 'aliya marocaine. L'exil c'était la grande mémoire, la nostalgie mystique, l'errance et la précarité, le déracinement et l'affirmation du spirituel. L'ancrage marocain ne fut que de circonstance quand bien même il perdura tant et tant de générations, quand bien même les Juifs du Maroc y ont enterré la cohorte de leurs aïeux, créé des us et coutumes partagés, entretenus leurs chers cimetières, forgé leurs langues.et néanmoins le Maroc ne fut, spirituellement, qu'une terre d'attente, un lieu transitoire, un moindre mal dans l'adversité ? Errance et précarité ne sont plus, mais qu'en-est-il de cette terre promise ? Une sève nourricière pour le corps et l'esprit, l'âme et le cœur, a-t-elle monté dans ce nouveau terreau où s'est accompli le réenracinement si longtemps différé ? Dans le grand rassemblement se sont affrontées les composantes de la mémoire plurielle : lieux, mœurs, sentiments, perceptions sociétales, dénonçant au grand jour les lignes de partage, les diversités et les empreintes d'exils, faisant apparaître les disparités socio-théologico-politiques. Disparité que le sionisme, dans son aspiration à l'unité du peuple juif, projetait d'uniformiser et de dissoudre dans l'unicité. Projet qui ne parvint pas sans éviter aux Orientaux le déracinement culturel et la crise d'identité. Envolés vers Israël à partir de 1948, les Juifs marocains rencontrent un modèle occidental établi par les pionniers issus du socialisme européen : les Ashkénazes. Très tôt, la population israélienne est divisée en deux classes ; les Ashkénazes, fondateurs du pays dont ils sont l'élite dirigeante, et leurs coreligionnaires récemment immigrés : les Orientaux, qui durant les vingt premières années de leurs vie israélienne en constitueront le prolétariat. L'idéal messianique qui motivait la 'alya marocaine se heurte à la conception laïque de l'état israélien. Conception qui implique le rejet de l'héritage diasporique et du Juif de l'exil pour une nouvelle nation "normale" à l'image des sociétés occidentales évoluées. L'état, laïque, basé sur une représentation légitime du peuple juif, remplace l'identification religieuse par une identification nationale, statut inconnu des immigrants marocains à peine coupés de leur statut séculaire de minorité religieuse traditionnelle. Au judaïsme de condition succède un judaïsme d'élection et à l'organisation communautaire une organisation étatique complexe et hermétique aux nouveaux citoyens. Aux yeux des immigrés marocains, l'identité juive devait suffire à les intégrer en terre promise, mais une fois là, la mise en présence de différences notables concernant la pratique religieuse, la langue, les coutumes, la tradition, les disparités économiques, produisirent la désillusion du rêve sacré confronté à la réalité concrète : "Au Maroc, il était juif, juif de par l'héritage d'Abraham, d'Isaac et de Jacob, juif empêtré dans la sainte et sacré Loi de Moïse. (.) En Israël, il est devenu --ô farce du destin !- arabe". De cette désillusion naquit la nostalgie, nostalgie de la nostalgie première, nostalgie de l'exil que certains auteurs (Ami Bouganim, Erez Bitton) chanteront sans cesse : "Elle chante l'exil, un embrun nostalgique autour de la voix, l'exil de Jérusalem, l'exil d'Espagne, l'exil du Maroc. (.) Elle passe d'une sérénade en espagnole à une chanson en français, d'une mélopée en arabe à un cantique en hébreu. (.)Sans cesse, les chants de Zohra reconstituent les décors fabuleux de son passé." Reconstituer les décors du passé pour lutter contre l'oubli des morts et la dépersonnalisation des vivants. Retrouver une identité perdue au cours d'un processus d'assimilation qui imposait l'oubli du Juif de la diaspora et la renaissance de l'Hébreu moderne. Ainsi la mémoire retrouve son rôle ; celui de reconstituer une identité et une culture parallèle à l'identité et à la culture nationale israélienne. Et c'est par la mémoire maternelle d'abord que se réactive cette reconstitution, une mémoire domestique faite de coutumes ancestrales, d'odeur de cuisine, de rires, de petits devoirs, de jeu, de musique festives, de superstition et de rumeurs, de blagues en parler local.mémoire folklorique. Car la mère est le personnage de la tradition que le maelström de la 'alya a corrodé le moins. C'est dans l'expression littéraire d'Israéliens issus du Maroc que pointe cette nostalgie avec des personnages qui ne se sentent pas dans une entité israélienne cohérente. Le parler, la culture, la mentalité exacerbent leurs différences et laissent agir leur particularisme. Bien que ce soit une particularité historique, la formation de la société israélienne a subi les règles de l'immigration. Plus qu'ailleurs, le terrain israélien est celui qui, le mieux, se prête à l'examen des problèmes posés par l'immigration : intégration, acculturation, mélange ethnique, en tant qu'hypothèse du devenir des sociétés dans la mondialisation.
