The amendments made to the electoral law, and effective as of 2011, introduced a quota system but they did not solve the problem of women's participation in public life. Each sex was guaranteed a minimum of 35% of seats on electoral lists, without the requirement of alternating the candidates of different sexes, allowing certain political parties to only appear to implement the legislation. Despite the legal regulation imposing a requirement to increase the number of female candidates on electoral lists, the number of women currently in parliament increased only marginally, which raises the question of the degree of women's participation in those executive organs of the state which are not required to observe a quota. There is much to be desired as regards the participation of women in the organs of state administration at both central and local levels in Poland. Political posts are clearly dominated by men. As regards administrative positions, the proportion of women depends on the degree of power connected with them: the higher the level in the hierarchy, the fewer women there are. As concerns 'executive' posts, we can talk not only about a balance of sexes, but even about the prevalence of women, in some cases. Therefore, it is increasingly often postulated in public debate to introduce a quota system into the organs of state administration, the more so as some European countries have already applied similar solutions.
The occurrence of various types of security and public order threats in the city implies the need for quick access to information. This, in turn, impacts both the objectives and means of implementing security policies not only on a macro-scale, but above all on a micro-scale - within municipalities, cities, neighbourhoods or settlements, i.e. in the im-mediate surroundings of residents. The prevention of such public problems as crime and delinquency undoubtedly requires the involvement not only of the state and its bodies but also of society, which is one of the basic premises of the community policing strategy. On the other hand, the introduction of modern solutions to improve the quality of life of res-idents is the basis of concepts such as smart city or resilient city. A tool that combines elements of the concepts mentioned above is the so-called "participatory crime maps," which provide residents not only with statistical data but also with the opportunity to inform each other about the dangers in their neighbourhood, which in turn is supposed to lead to a strengthening of social bonds. Hazard mapping also allows for better identification of existing problems and multi-stakeholder cooperation in combating them. This article attempts to answer the question: "how can a mobile application SafeTy be used to improve safety in the local environment?"
Discussed amendment of Civil Procedure Code has entered into force on 3 May 2012 and it is still very speculative. Polish Civil Procedure Code is an act of 17 November 1965 which regulates actions in civil cases. It has been changed many times up till now. The amendment from 3 May 2012 implements big change in enforcement proceedings. It is obvious that enforcement proceedings may be undertaken only by the legally entitled bodies. This kind of proceedings are essential for creditors. Execution must be short and effective to provide creditors protect them rights. In order to improve the service of civil courts many responsibilities are now imposed on court referendary. In addition, to improve the quality of the enforcement proceedings it was necessary to implement rise of fines. The Polish legislator implemented new institution astreinte which may force debtors to obey the executive law. The amendment introduces also new definition of executory entitlement, shorter terms for some of actions and many other changes in Polish civil procedure. Now, there is huge possibility that debtors would obey the law more successfully. Even if the amendment dated 16 September 2011 seems positive there are opinions that there were too many changes in Polish Civil Procedure Code yet. The doctrine postulate implementing new civil procedure code in order to guarantee legal certainty and stability. ; Na przestrzeni lat polski Kodeks postępowania cywilnego był poddawany licznym zmianom, którym zawdzięcza swój obecny kształt. Jedną z ważniejszych nowelizacji była ta, która weszła w życie z dniem 3 maja 2012 r. Jej źródłem była ustawa z dnia 16 września 2011 r. o zmianie ustawy – Kodeks postępowania cywilnego oraz niektórych innych ustaw. Wśród głównych założeń nowelizacji wymieniono: likwidację odrębnego postępowania gospodarczego, rozszerzenie dyskrecjonalnej władzy sędziego, udzielenie dodatkowych kompetencji referendarzom sądowym oraz wprowadzenie zmian w zakresie postępowania zabezpieczającego i egzekucyjnego. Niniejsze opracowanie koncentruje się głównie na zmianach dotyczących postępowania egzekucyjnego, które miały doprowadzić do usprawnienia i przyspieszenia postępowania egzekucyjnego. Szeroko omówiono również zwiększenie zakresu kompetencji referendarzy sądowych oraz zmiany w zakresie środków przymusu, z naciskiem na wprowadzenie nieznanego do tej pory środka w postaci tzw. astreinte oraz innych. W konkluzji autorka starała się dokonać oceny zmian wprowadzonych nowelizacją.
Celem niniejszego opracowania jest omówienie problematyki udziału osoby duchownej w postępowaniu mediacyjnym jako mediatora. Mediacja jest instytucją uregulowaną w prawie europejskim i polskim. Jest jednak znana od początków cywilizacji, co można dostrzec w relacjach między Bogiem a ludźmi i między człowiekiem a wspólnotą. W artykule przedstawiono najpierw wymiar religijny mediacji i przykłady pełnienia przez osoby duchowne na przestrzeni wieków funkcji mediatora. Następnie omówiono cele postępowania mediacyjnego na tle wybranych modeli mediacji. Stwierdzono, że w każdym modelu mediacji z jednej strony ważne są potrzeby i interesy stron, a także ich relacje oraz charakter sporu determinujący cele postępowania, z drugiej zaś, model mediacji nie stanowi uniwersalnej matrycy, którą można przełożyć na dany rodzaj sporu. Among the administrative arrangements (porozumienia administracyjne), one should distinguish a category of local-government arrangements (porozumienia samorządowe), i.e. those involving local government units. In the first place, it should be distinguished vertical arrangements, i.e. arrangements between units of different levels of the local government structure: arrangements between poviats (counties) and communes, between voivodeships (regions) and communes, and between voivodeships and poviats. Secondly, horizontal arrangements i.e. between communes, between poviats and between regions. Local government arrangements are a non-sovereign form of activity of the public administration, entered into with mutual declarations of intent of the parties. The basis for their conclusion is a resolution of the legislative body of a local government unit to agree to cooperate under the local government arrangement, while the very act of the arrangement is concluded by the executive body of the local government unit. The purpose of the local government arrangement is to ensure the fulfilment of a public task, to agree on its implementation and the necessary actions. The entrusting of public tasks by means of a local government arrangement is effected under public law and not by a civil contract. The arrangement relates to the implementation of already existing tasks, defined by specific legal provisions, resulting from the legal-systemic position of the parties to the arrangement, so they do not create new obligations arising from the arrangement concluded. ; Pośród porozumień administracyjnych należy wyróżnić porozumienia samorządowe, czyli takie, których stronami są wyłącznie jednostki samorządu terytorialnego. Wyodrębnić należy: 1) samorządowe porozumienia wertykalne, czyli porozumienia między jednostkami różnych poziomów struktury samorządowej (powiatów z gminami, województw z gminami i województw z powiatami), oraz 2) samorządowe porozumienia horyzontalne, czyli międzygminne, powiatowe i wojewódzkie. Porozumienia samorządowe są niewładczą formą działania administracji publicznej. Są one zawierane na podstawie zgodnych oświadczeń woli uczestników porozumienia. Podstawą ich zawarcia jest uchwała organu stanowiącego jednostki samorządu terytorialnego w kwestii wyrażenia zgody na współpracę w ramach porozumienia samorządowego. Akt porozumienia jest natomiast zawierany przez organ wykonawczy jednostki samorządu terytorialnego. Celem porozumienia samorządowego jest zapewnienie realizacji zadania publicznego, uzgodnienie sposobu jego realizacji oraz niezbędnych w tym zakresie działań. Powierzenie zadań publicznych w drodze porozumienia samorządowego następuje w formie publicznoprawnej, a nie w drodze umowy prawa cywilnego. Porozumienie dotyczy realizacji zadań już istniejących, określonych konkretnymi przepisami prawa wynikającymi z prawno-ustrojowej pozycji podmiotów porozumienia, jego uczestnicy nie tworzą zatem nowych obowiązków wynikających z zawartego porozumienia.
The article analyses bank levy both from the economic as well as legal perspective. Due to the fact that this tax solution has been applicable from 1 February 2016, its origin and previous projects are also presented, which illustrates the development of taxation of the banking sector in Poland that has been happening over the past dozen or more years. The bank levy is applicable in many European Union Member States and thus this paper contains a comprehensive comparative analysis of relevant solutions adopted in various states, which allows to see the similarities and differences between them. The paper is also concerned with the consequences that the bank levy has brought about in Poland. Analysis of its flaws makes it possible to propose changes as well, which would make the provisions of the law more precise. The bank levy applicable in Poland has also undergone analysis through the prism of tax avoidance. Mechanisms that might encourage tax avoidance, which might certainly impair the effectiveness of this tax, have been delineated. ; Artykuł poświęcony jest ocenie koncepcji reformy administracji skarbowej, zawartej w poselskim projekcie ustawy o Krajowej Administracji Skarbowej (druk nr 826). Została ona dokonana w odniesieniu do zasadniczych problemów, które – moim zdaniem - dotykają polski aparat skarbowy, a więc: powierzenie temu samemu organowi kierownictwa w zakresie kształtowania systemu podatkowego oraz wykonywania publicznej działalności państwa w zakresie prawa podatkowego, ukształtowanie aparatu wykonawczego według kryterium rodzaju podatku, nie zaś realizowanych funkcji, nałożenie na administrację skarbową szeregu zadań nie związanych z podatkami, brak ustawowo określonych zasad finansowania administracji skarbowej oraz powiązania wydatków z realizowanymi przez nią zadaniami, brak polityki pracowniczej.
Artykuł recenzowany / peer-reviewed article ; The French Code de commerce was adopted in the Polish territories in 1809 and remained formally binding for over 120 years. It was nonetheless transferred from post-revolutionary France into a feudal reality, where no commercial code had been in place before, without the necessary preparatory works, implementation of the legislation accompanying the Code de commerce or even an offi cial translation. Moreover, legal scholars paid scarce attention to it in the first decades. Taken together, all these factors aff ected its application. Being a contribution to the complex study of the issue, the present publication examines selected notarial deeds documenting individual commercial transactions to show how the process of practical implementation of the norms of French Commercial Code developed in the Polish territories ; Francuski Code de commerce recypowany został na ziemiach polskich w 1809 r. i obowiązywał formalnie przez ponad 120 lat. Przeszczepiony został jednak z porewolucyjnej Francji do realiów feudalnych, w których nigdy wcześniej nie obowiązywał żaden kodeks handlowy, bez koniecznych prac przygotowawczych, implementacji ustawodawstwa okołokodeksowego związanego z Code de commerce czy oficjalnego tłumaczenia i przy znikomym zainteresowaniu nauki prawa w pierwszych dekadach obowiązywania, co w znacznym stopniu wpływało na jego stosowanie. Niniejsza publikacja, stanowiąca przyczynek do kompleksowego studium tego zagadnienia, obrazuje, w oparciu o analizę wybranych aktów notarialnych dokumentujących poszczególne czynności handlowe, jak przebiegał proces praktycznej implementacji norm francuskiego Kodeksu handlowego na ziemiach polskich.
The authorities of the Republic of Poland, by ratifying the Convention on the Rights of Persons with Disabilities, have undertaken the responsibility to implement such changes in the national legal order and in social policies that aim at ensuring full and equal enjoyment of all rights and freedoms by people with disabilities and preventing their discrimination in different aspects of life. One of the ways to fulfil this commitment is the 'reasonable accommodation'. According to Article 2 of the Convention the term means '(…) necessary and appropriate modification and adjustments not imposing a disproportionate or undue burden' and its purpose is to reduce physical, technical or social barriers hindering or restricting the various roles and tasks of those affected by disorders in the structure or functions of the body. The author of this article explored manifestations of such activities in the field of education laws and their practical application. He determined that in the analysed area, many solutions are in line with the spirit of the 'reasonable accommodation'. ; The authorities of the Republic of Poland have ratified the Convention on the Rights of Persons with Disabilities and have undertaken the responsibility to implement such changes in the internal law and in social policy which aim at ensuring full and equal enjoyment of all rights and freedoms by people with disabilities and preventing their discrimination in different aspects of life. The article concerns the good of the child clause. Once the sense of the clause was specified, the focus of the article was shifted onto the issue that is closely related to the practice of judicial decisions undertaken by courts, namely to the criteria under which the courts apply this clause. To illustrate the issue, it was necessary to make references to the achievements of the theory of law concerning the linguistic interpretation and functional interpretation and, in particular, the relationship between them. The background and inspiration for the considerations is the decision of the Supreme Court issued a few years ago, in which the obvious thesis was propounded that if the linguistic interpretation leads to absurd conclusions, contradicting the assumption of the rationality of the legislator's actions and contradicting the axiology of the legal system, then the conclusions should be abandoned and the decisions should be made on the basis of the good of the child clause. The author however claims that the Supreme Court has erroneously interpreted Article 42 of the Act of family support and foster care. He supports his claim saying that in the discussed case there were no grounds for rejecting the norm interpreted with the use of linguistic interpretation methods. Moreover, the author asserts that the Supreme Court has improperly applied that functional interpretation since, referring to the constitutional value of the good of the child, it did not in fact protect it, and by its decision the court made the person who did not meet the legal and moral criteria obtain the status of a foster family. ; Artykuł dotyczy klauzuli dobra dziecka. Po omówienia jej sensu uwagę skoncentrowano na zagadnieniu mającym ścisły związek z praktyką orzeczniczą sądów, a mianowicie na kryteriach stosowania przez nie tej zasady. Wymagało to nawiązania do dorobku teorii prawa dotyczącego wykładni językowej i wykładni funkcjonalnej, a zwłaszcza relacji między nimi. Tłem i inspiracją dla rozważań jest wydane kilka lat temu postanowienie Sądu Najwyższego, w którym wypowiedziano oczywistą tezę, że jeżeli wykładnia językowa prowadzi do wniosków absurdalnych, sprzecznych z założeniem o racjonalności działań prawodawcy i przeczących aksjologii systemu prawa, wówczas należy od nich odstąpić, formułując orzeczenie na podstawie klauzuli dobra dziecka. Autor zarzuca Sądowi Najwyższemu błędy w interpretacji kluczowego art. 42 ustawy o wspieraniu rodziny i systemie pieczy zastępczej oraz twierdzi, że w omawianej sprawie brak było podstaw do odrzucenia normy wyinterpretowanej metodami wykładni językowej. Ponadto zarzuca Sądowi Najwyższemu niewłaściwe zastosowanie wykładni funkcjonalnej, skoro powołując się na wartość konstytucyjną, jaką jest dobro dziecka, w istocie dobra tego nie chronił, a wyrokiem spowodował uzyskanie statusu rodziny zastępczej przez osobę, która nie spełniała prawnych i moralnych po temu kryteriów.
RESEARCH OBJECTIVE: Analysis of the theoretical aspects of the principle of positive discrimination, constitutional conditions of its application in relation to national minorities in Poland.THE RESEARCH PROBLEMS AND METHODS: Many sciences are interested in the issue. The principle fits into the conception of democracy described as values, procedures, and in the substantial sense. In Poland positive discrimination is a principle established in the Constitution. There are many areas where national minorities are at a disadvantage, which requires preferential measures. The analysis uses linguistic, teleological, systemic and legal-systemic analysis methodsTHE PROCESS OF ARGUMENTATION: After terminological considerations on the nature and substance of the principle, the analysis of its specificity as a tool for balancing disadvantages of minority groups, and its place in the implementation of democratic principles, the author examines the legal conditions for the implementation of this principle. The subject of interest is the provisions of the 1997 Constitution of the Republic of Poland, of the National and Ethnic Minorities and Regional Language Act, and also those included in the Electoral Code, designed to facilitate participation of members of national minorities in political rivalry.RESEARCH RESULTS: In Poland for 20 years positive discrimination exists as a principle articulated in the Basic Law. Although the percentage of minorities in Poland is hardly perceptible, the situation of members of these groups requires some support. It is particularly important to compensate for disparities in political participation. Implementing of the rule does not seem to be a problem.CONCLUSIONS, INNOVATIONS AND RECOMMENDATIONS: Although in the Constitution the principle of positive discrimination has existed for 20 years, national minorities can enjoy preferential treatment for about a decade. This is an extremely necessary tool for the consolidation of democracy. In Poland, it still functions only in its institutional form, subject to legal regulations. This is related to the level of development of democracy and the building of civil society. Awareness-raising actions are needed, so as to slowly introduce activities that are encouraging not only the minorities themselves to work to improve their position, but also to direct the organizations to ethical standards in the field. ; CEL NAUKOWY: Zbadanie teoretycznych aspektów zasady pozytywnej dyskryminacji, ustrojowych uwarunkowań jej zastosowania w odniesieniu do mniejszości narodowych w Polsce.PROBLEM I METODY BADAWCZE: Zagadnienie interesuje przedstawicieli wielu nauk, wpasowuje się w koncepcję demokracji ujmowanej jako wartości, procedury i w sensie substancjalnym. Jest to narzędzie umacniania demokracji. W Polsce funkcjonuje w instytucjonalnej postaci, obwarowana regulacjami prawnymi. Ma to związek z poziomem rozwoju demokracji i budowy społeczeństwa obywatelskiego. Potrzebne są akcje uświadamiające, by wprowadzać działania o charakterze zachęcającym nie tylko same mniejszości do działań w celu polepszenia swojego położenia, ale i ukierunkowywać organizacje na etyczne standardy w tej dziedzinie.
The authorities of local government, under the laws, including the Constitution, have the right to freely decide to meet the needs of the local and regional community. These powers are not unlimited. Legislative access to financial resources as well as the legal limits of local government debt, imposed by the law, force the local government to limit the discretionary powers in financing the tasks. There are, however, questions about the causes of the excessive indebtedness of local governments in Poland, as well as the actions leading to illegal debt and the transfer of debt to subsequent periods. They are due to the lack of local authorities' orderliness in this area or the limited access of Polish local government to financial resources. The issues contained in the study, due to the framework of the article, do not allow a detailed solution to the above issues. However, they signal the basic problems of local government in Poland, also verifying them empirically. ; Władze samorządu terytorialnego na mocy ustaw (w tym ustawy zasadniczej) otrzymały prawo do swobodnego decydowania o zaspokajaniu potrzeb wspólnoty lokalnej i regionalnej. Te uprawnienia nie są jednak nieograniczone. Określony przepisami prawa dostęp do środków finansowych, a także prawne granice zadłużania się samorządu terytorialnego, wymuszają na władzach JST ograniczanie swobody decyzyjnej w zakresie finansowania zadań. Pojawiają się pytania, w czym tkwią przyczyny nadmiernego zadłużania się JST w Polsce oraz dotyczące podejmowania działań prowadzących do nielegalnego zadłużania się i przerzucania długu na kolejne okresy. Czy wynikają one z braku zdyscyplinowania władz lokalnych w tym zakresie czy też z nazbyt ograniczonego dostępu polskiego samorządu terytorialnego do środków finansowych? Zagadnienia zawarte w opracowaniu, ze względu na ograniczone ramy artykułu, nie pozwalają na szczegółowe rozwiązanie powyższych kwestii, jednakże sygnalizują podstawowe problemy samorządu terytorialnego w Polsce, weryfikując je również empirycznie.

Due to the fact that this tax solution has been applicable from 1 February 2016, its origin and previous projects are also presented, which illustrates the development of taxation of the banking sector in Poland that has been happening over the past dozen or more years. The bank levy is applicable in many European Union Member States and thus this paper contains a comprehensive comparative analysis of relevant solutions adopted in various states, which allows to see the similarities and differences between them. The paper is also concerned with the consequences that the bank levy has brought about in Poland. Analysis of its flaws makes it possible to propose changes as well, which would make the provisions of the law more precise. The bank levy applicable in Poland has also undergone analysis through the prism of tax avoidance. Mechanisms that might encourage tax avoidance, which might certainly impair the effectiveness of this tax, have been delineated. ; W artykule podjęta jest analiza podatku bankowego, zarówno z punktu widzenia ekonomicznego, jak i prawnego. W związku z tym, że podatek ten jest rozwiązaniem obowiązującym od 1 lutego 2016 roku, przedstawiona została również geneza tego podatku, jak również projekty go poprzedzające. Daje to obraz kształtowania się w ostatnich kilkunastu latach koncepcji opodatkowania sektora bankowego w Polsce. Konstrukcja podatku bankowego obowiązuje w wielu państwach Unii Europejskich, dlatego w niniejszym opracowaniu dokonana jest kompleksowa analiza porównawcza rozwiązań konstrukcyjnych zastosowanych w różnych państwach, co pozwala dostrzec różnice i podobieństwa. Opracowanie poświęcone jest również skutkom jakie wywiera podatek bankowy w Polsce. Analiza wad konstrukcyjnych pozwala również na przedstawienie propozycji zmian, które pozwoliłyby doprecyzować przepisy. Podatek bankowy obowiązujący w Polsce został również przeanalizowany przez pryzmat zjawiska unikania opodatkowania. Zaprezentowane zostały konstrukcje, które mogą sprzyjać unikaniu opodatkowania, co niewątpliwie może wpływać na skuteczność tego podatku.
The article poses a question about the current meaning of the Universal Declaration of Human Rights. The starting point is the analysis of the legitimacy of the Declaration, which leads to the conclusion that the support for it has not been eroded by the passage of time, but has indeed gained strength. The Declaration's message on the universality of human rights is taken from the perspective of the controversy surrounding this principle during the drafting process and in the light of the subsequent debates related to the Second World Conference on Human Rights in Vienna in 1993. The Declaration and Programme of Action not only stressed that the universal nature of human rights is beyond question, but also pointed to the importance of national and regional specificities, and various historical, cultural and religious conditions that, however, do not relieve states, regardless of their political, economic and cultural systems, of the obligation to promote and protect all human rights. The InterAction Council's initiative to develop a Universal Declaration of Human Responsibility is presented as an attempt to reconcile different doctrinal and political positions with regard to the universality of human rights. The conclusion of these considerations is the expectation that the already visible tendency to absorb various philosophical, doctrinal and cultural traditions in order to enrich human rights justifications will prevail over attempts to question the universality of rights in the name of regional or other distinctions. The Universal Declaration was also a testimony to the holistic approach to human rights, encompassing economic, social, cultural, as well as personal and political rights. The subsequent winding road in attitudes to the two main categories of rights at the international arena ultimately led to the return of the spirit and letter of the Declaration and the recognition of equality of all rights in the legal and institutional-procedural dimensions. The subject of these reflections on the contemporary international relations is, on the one hand, sovereignty and, on the other, international security, and the analysis of the relationship between the system of collective security and the sovereignty of states in the context of sustainable peace and stability in the world. States have traditionally been tied to the idea of sovereignty. However, among the most characteristic features of the international relations of our time is the growing number of various types of threats originating in states (e.g. Iran, North Korea), in organisations or other entities (e.g. al-Qaeda). Security and sovereignty are two basic concepts most commonly discussed in literature and international legal doctrine. There are two reasons for that: (i) firstly, the main actors in international relations are states which are sovereign entities and the relations or cooperation between them is based on respect for the principle of that sovereignty, and (ii) secondly, the issue of safety is a key issue and a prerequisite for the performance of fully sovereign rights of these countries, necessary to ensure international cooperation and socio-economic development. This paper discusses the need to institutionalise legitimate use of force in global organisations as well as in their regional structures, and to rapidly and effectively manage situations and conflicts intercept to international peace and security. It also draws special attention to the role and place of international organisations in the maintenance of international peace and security both, at universal, and regional level. ; Przedmiotem niniejszych rozważań, dotyczących współczesnych stosunków międzynarodowych są z jednej strony suwerenność, a z drugiej – bezpieczeństwo międzynarodowe oraz analiza związku pomiędzy systemem bezpieczeństwa zbiorowego a suwerennością państw w kontekście utrzymania trwałego pokoju i stabilności na świecie. Państwa są tradycyjnie przywiązane do idei suwerenności, jednakże do najbardziej charakterystycznych cech stosunków międzynarodowych naszych czasów należy narastanie różnego rodzaju zagrożenia, zarówno ze strony państwa (np. Iran, Korea Północna), jak i ze strony innych podmiotów (np. Al-Kaida). Bezpieczeństwo i suwerenność to dwa podstawowe pojęcia w literaturze i doktrynie prawnomiędzynarodowej. Dzieje się tak z dwóch powodów: po pierwsze – głównymi aktorami w stosunkach międzynarodowych są państwa, będące suwerennymi podmiotami, a stosunki czy też współpraca między nimi oparte są w zasadzie na poszanowaniu owej suwerenności; po drugie – kwestia bezpieczeństwa jest podstawowym zagadnieniem i warunkiem niezbędnym do wykonywania w pełni suwerennych praw tychże państw oraz zapewnienia współpracy międzynarodowej i rozwoju społeczno-gospodarczego. W artykule tym poruszono również problem konieczności instytucjonalizacji legalnego użycia siły, zarówno w organizacjach ogólnoświatowych, jak i na gruncie struktur regionalnych organizacji międzynarodowych, aby szybko i skutecznie zarządzać sytuacjami i konfliktami zagrażającymi pokojowi i bezpieczeństwu międzynarodowemu. W artykule zwrócono również szczególną uwagę na rolę i miejsce organizacji międzynarodowych w procesie utrzymania pokoju i bezpieczeństwa międzynarodowego, zarówno na poziomie ogólnoświatowym, jak i regionalnym.
