本文主要考察社会主义中国的文化政策经历了怎样的发展变化,并试图回答自1949年以来中国共产党是如何介入与领导当代中国的文化,其文化治理的理论与实践又是如何发展与转变,对文化领域又产生了怎样的影响。 ; 与只对政策文件进行解读的传统政策研究不同,本研究采用文化的政治经济学和文化社会学取经,结合宏观与微观、观念与实践两个层面,对上述问题进行考察与分析,从而梳理出中国文化政策发展变化的历史脉络。除了对中共制订的政策文件及主要思想理论进行梳理与分析外,本文选取了代表中国社会主义国家特色的上海市工人文化宮及其话剧生产为个案研究对象,通过文献研究、实地考察、深度访谈、历史比较分析等方法,具体深入地考察文化主体与文化政策之间的关系,尤其是在后毛泽东时代的发展变化,以此勾勒出社会主义中国文化政策从思维到实践的运动轨迹。 ; 本文希望通过这一研究可以在以下三个方面有所贡献:(1)梳理出一种社会主义中国的文化政策的历史脉络;(2)试图通过个体深访和个体口述史,来考察社会主义中国文化政策与个体的关系,从而在微观上提供关于社会主义中国文化政策的重要实证数据。并且,(3)在中观和宏观的层面上建议一种关于社会主义中国文化政策研究的理论框架,作为今后这一研究课题发展的一个基础;(4)通过比较中国与西方发达资本主义国家之间文化政策发展与运动趋势的异同,反思中国文化政策的转型,从而为推进中国文化政策的发展与进步建言。最后,希望本论文可以对社会主义国家或发展中国家的文化政策研究提供中国经验的参考与启发。需要强调的是,本文并非急于给社会主义中国文化政策的历史变迁下定论,限于历史资料收集的有限性和文化政策历时研究的复杂性,本文主要是通过现有的史料和相关数据,来做一项关于社会主义中国文化政策领域的开拓性的基础研究,也是为日后中国文化政策研究的发展做一种铺垫。 ; The thesis project attempts to answer the questions about how the Chinese Communist Party governs the cultural domain in Contemporary China, and how the cultural governance develops and influences cultural production in China since 1949. ; This research tries systematically explores the development of the cultural policy of Socialist China by focusing on Shanghai Municipal Workers Palace of Culture and its cultural production, which is an understudied topic in Chinese Studies. Through investigating the CCP's theories, thoughts and policies in cultural sphere, the ways and rules of producing literature and art, it will systematically analyze the relationship of the Chinese party-state and culture in different historical periods, and illustrate the development of the CCP's cultural policy from theory to practice. ; The study mainly adopts Cultural Political Economy and Sociology of Culture approaches. The third Beijing Forum on Human Rights was successfully held in Beijing by China Society for Human Rights Studies on 19 October 2010. The theme of the forum "Human Rights and Development: Rethink Concepts, Models and Approaches" is supported by three sub-themes, "Scientific Development and Human Rights," "Cultural Diversity and Human Rights" and "Global Governance and Human Rights." This book, divided into five parts according to theme, is a compilation of 69 theses received by the forum.

本文回顧香港政府治理戲劇活動的歷史,分析三個歷史時期的治理策略,從而探討調節戲劇活動與殖民管治兩者的關條。香港政府在三個時期以不同方式介入戲劇領域,從戰後至六十年代的戲劇審查,後至六十年代後期至七十年代的文化服務,直到八十年代至九七年提倡戲劇的私營部門增長,三者並不連貫。三個時期的治理特色共同之處在於,政府僅僅為了排除危害社會穩定的麻煩,特別是制衡現代中國政權對香港(戲劇)的影響,並不志在正面地建立成果;因此,本文提出香港政府的文化治理是一種否定式治理策略。 ; I examine the history of Hong Kong government governing theatrical activities and then analyze the governing strategy in three historical periods; thus, I investigate the relation between regulations of theatrical activities and colonial governance. Hong Kong government employed different ways of intervention in three periods, including censorship from 1945 to 1960s, providing cultural service from late 1960s to 1970s and advocating growth of private sector of theatre from 1980s to 1997. These three strategies are not consistent in terms of achieving goals. This study explores a significant and little studied aspect of the pioneering doctrinal work of the Fajia tradition, the Book of Lord Shang 商君書 (ca. 260 B.C. -‐233 B.C.): its system of rewards. In contrast with previous scholarship that has questioned the existence of a coherent Legalist political vision and even its idea of law fa 法 or that has focused strictly on penalty, this study considers Fajia law and discipline not only viable categories for analysis, but also important conceptual products of the intensely competitive, bellicose political climate of the Warring States period. The central concern is with the character fa 法 in Fajia texts. Beginning with an analysis of the Book of Lord Shang's system of rewards, the study then examines how the use of the character fa 法 in this text distinguished itself from earlier usages and, hence, represents an important distinctly shared characteristic across Fajia texts generally. This shows that the Fajia system of rewards includes an important pedagogical aspect that requires the ruler's subjects to develop themselves for the sake of state development. Therefore, this study also evaluates the pedagogical value of Fajia rewards based on social scientific research on organismic learning. 香港教育歷史書寫以教育政策史為核心,一直缺乏有關鄉村學校的研究。本地教育史研究者多數將鄉村學校納入傳統中國學塾的想像,或簡化成一種過渡式的教育模式。在殖民管治新界的歷史時空下,鄉村學校的具體面貌,及其在不同階段的轉型和社會功能都被忽略。本研究以有別於主流教育歷史研究的書寫方式,嘗試將鄉村學校與新界殖民管治、新市鎮規劃、鄉村社群與城市文化拉扯等範疇連結起來,多角度重塑新界鄉村學校與整體社會脈絡的互動。本研究透過說明新界鄉村學校的歷史發展過程,目的是為了突顯鄉村學校並非鐵板一塊。鄉村教育與鄉村社區文化緊密結合,學校的發展形態多樣而且教學生活化。 ; 本研究先從描繪鄉村學校與新界殖民歷史的關係出發,指出鄉村學校的興起與戰後殖民政府改變新界管治方針,普及教育的政治功能,以及現代教育體制的建立有密切關係。為強調鄉村學校的地緣特色,本文會以兩所新界鄉村學校為個案研究對象。本文藉著訪問、挖掘學校文獻、整理現存的口述歷史研究報告及相關歷史資料,介紹兩所新界鄉村學校的辦學理念、發展沿革、教學特色。本研究最後將提到1997 年後鄉村學校面臨大規模結束的困境,當中反映政府及民間社會對鄉村學校的不同理解和定位。本地教育史研究以線性叙事磨平地區發展差異和鄉村學校的多義性,因此本研究通過探討新界鄉村學校在本地教育史中的位置為鄉村學校研究補遺,並進一步批判以城市價值為核心的單一教育模式。 ; The writing of Hong Kong education history has always focused on the side of education policy. The majority of the studies describe village schools in the New Territories as traditional and transitional form of education, which makes village school unnoticed in the academic field. It is important to review village schools differently in each historical era, and to rethink its intersection with the colonial policy, urban and rural tension, and its significant position in the process of education modernization. Unlike the mainstream education policy studies, this study relate education development with colonial governance, urbanization and evolvement in local education model. With these angles, this study will provide both macro and micro perspectives to understand how the social and cultural environments reshape village schools in the New Territories in the post-war era. ; This study will first pointed out the closely linkage between village school in New Territories and the colonial rule of New Territories. The rise of village schools in the post-war period is much related to the changing ruling principle in New Territories.
