The image of the European culture is given by the association of the concepts people – culture – history – territory, which provides certain local features. From this relation, we identify a cultural area with local, regional and national features beyond a certain European culture. Thus, we identify at least two cultural identity constructions on the European level: a culture of cultures, that is a cultural area with a particular, local, regional and national strong identity, or a cultural archipelago, that is a common yet disrupted cultural area. Whatever the perspective, the existence of a European cultural area cannot be denied, although one may speak of diversity or of "disrupted continuity". The paper is a survey on the European cultural space in two aspects: 1. Europe with internal cultural border areas; 2. Europe as external cultural-identity border area. From a methodological point of view, we have to point out that despite the two-levelled approach the two conceptual constructions do not exclude each other: the concept of "culture of cultures" designs both a particular and a general identity area. The specific of the European culture is provided precisely by diversity and multiculturalism as means of expression on local, regional, or national levels. Consequently, the European cultural area is an area with a strong identity on both particular and general levels.

Kolejna część prezentuje dziedzictwo kulturowe w działaniach społecznych i aktywności twórczej. ; This collective monograph comes as a result of intellectual work undertaken jointly by the American, German, Moldovan, Polish, Romanian and Ukrainian scholars who participated in the international conference entitled "Bukowina: Wspólne dziedzictwo kulturowe i językowe" (Bukovina: Common Cultural and Linguistic Heritage), held in Jastrowie, Poland, in June 2019. The present volume, which contains extended versions of their papers, is conceived as a collection providing different perspectives on the issue of cultural heritage. The cultures and languages of Bukovina have also inspired contributions which go beyond the issues of the region but are related to it in the geographical or cultural sense. The invited authors represent various perspectives and fields of study: linguistics, cultural studies, literary studies, history, political studies, sociology, ethnology and art history. The list of contributors includes experienced scholars and young promising researchers studying the cultural and linguistic richness of the historical Bukovina, the Carpathian region and Central Europe. The volume consists of three parts. The first one includes contributions on language as cultural heritage. The second part is devoted to the memory of heritage. At the beginning of the XXI century, human societies are entering a period of "late modernity" characterized by new forms of trust and risk, untransparent social situations and economic, political and cultural globalization. These processes are associated with the presence of abstract systems that surround people and which require support of people with expertise in the fields which include transport, telecommunications, finance, security, media, energy. At the same time, it is noted that the expertise cult is born and specialists not only meet the identified needs, but also produce new, thus contributing to the development of a culture of narcissism. Article aims to explain the characteristics of expert systems and cultural narcissism, experts role as a participant in social change, model types and kinds of experts with their arcane in to ontological and epistemological structures of the social world. I also highlight the problems associated with the suppression of restrictions in to the access of expertise knowledge.
The intention of the author of this paper is to present a scientific analysis of the influence of culture and the cultural diplomacy of the European Union on the animation and stimulation of Europe's integration process, which is in a constant state of perturbation and lack of stability. It examines the problem-related approach to the European Union's change and development strategy, including the "Europe 2020" strategy for smart, sustainable and inclusive growth, which envisages the implementation of many new communal initiatives and practical solutions introduced by the European Union, including ones that concern both the cultural sector and the creative and audiovisual sector. The European Union, from 2020 onwards, intends to be ready to reach a high level of employment and efficiency, and a higher level of social integration. To enable this, the European Union must ensure attractive framework conditions for innovation and creativity. In that respect, the cultural sector and the creative and audiovisual sector are the source of groundbreaking ideas which may develop into products and services that could contribute to economic growth and job creation, thereby fighting the crisis and social problems. The economic and social crisis in Europe has also been influencing the world of culture. Zamierzeniem autorki niniejszego artykułu jest naukowa analiza wpływu kultury i dyplomacji kulturalnej Unii Europejskiej na pobudzanie i stymulowanie procesu integracji Europy, który pozostaje dziś w nieustannym zaburzeniu i braku stabilności. Chodzi tu o problemowe podejście do unijnych strategii zmiany i rozwoju, w tym strategii "Europa 2020" - na rzecz inteligentnego i zrównoważonego rozwoju sprzyjającego włączeniu społecznemu, które zakładają realizację wielu nowych unijnych wspólnotowych inicjatyw i rozwiązań praktycznych, także tych dotyczących sektora kultury oraz sektora kreatywnego i audiowizualnego. Unia Europejska po roku 2020 zamierza być gotowa do osiągnięcia wysokiego stopnia zatrudnienia i wydajności oraz większej spójności społecznej. Cultural heritage represents an essential component of human identity, and as a part of of the contemporary world, it has both symbolic and economic value. Cultural heritage is finite and non-renewable though, being endangered due to recent conflicts and due to the way it is perceived. This article analyses how different political regimes have influenced the way Iraqi and Syrian cultural heritage has been perceived, preserved, protected and even destroyed, starting with internal laws, institutions responsible of heritage administration and the people who led them, in the attempt of demonstrating that continuous attempt to impose a cultural unity can have unwanted consequences.
Space, place and identity have become keywords in social and cultural science. This article will briefly review one specific part of the complicated identity discourse, the question of social identity and space as an element of identity. This paper presents some views on space, globalization and identity and the relations between these categories.
The author claims that the development of the discipline of policy analysis and the professionalization of state activities in policymaking (from public education, public administration or political activities) takes the high quality policy studies. The policy analysis craft has plays many public role. Generally, its main task is to achieve the maximum of rational judgments relating to the key components in policymaking. It helps to diagnose the policy problems which affect the society and must be resolved, including capturing their dynamics before the damages are done. It supports as well the agenda setting which is to reflect the hierarchy of public problems. It helps to crystallize the evidence base which are to prove the effectiveness of policy intervention which has been planned. The author describes the historical circumstances in Poland shaping the cultural bias in policy analysis. He points to some public life practices which limit the inclination for analyzing policies or affect their quality. At the same time he emphasizes the significance of the professional policy analysis to make sure the decision making process is effective. It enables to detect many sorts of risks hidden on the stage of policy formulation and policy implementation. The public administration, political class, and many analytical institutions like think tanks have troubles in policy analysis.
The presented paper deals with the basic issues, dilemmas and social and cultural contradictions in the Polish transformation process against the background of Central and Eastern Europe, the processes of the establishment and development of new states and nations as well as the new markets. The author views these problems through the light of the emergence of a broad class of subcontractors in a turbulent environment and the new modes of production, which are a result of changes in the structure of human labour introduced by post-Fordism (in its final stage, lean management) and postmodernity. The author also analyzes the social change as a consequence of social relations resulting from exchanging the life chances of the actors for the class-conditioned market opportunities in the existing social and political situation (conjoncture) and at the present stage of transformation at the moment when the emergent markets get shaped and mature. The study makes use of the hermeneutic method, which is finding out the essence of the present phase of transformation through the light of new concepts against the background of the historical-comparative analysis. The present article is not aimed at ordering reality but it is an inspiration for studies and for approaching transformation in accordance with a new conceptual apparatus of social sciences, sociology, management and political economy.
The author examines the creation and functioning of the Romanian propaganda office at the General Commission of Romania for the New York World's Fair (1939-1940). He analyses two previously unpublished documents from the Archives of the Ministry of Foreign Affairs, relevant to the topic under scrutiny. The activity of the office was coordinated by the diplomat Andrei Popovici. His subordinates were the press attach. from the Romanian Legation in the USA, Horia Babeş, Paul Sterian, economic councillor, and Petre Neagoe, writer. The monthly budget was 750 $ (the rate of those years) for the daily expenses and salaries. The propaganda office started its activity in January 1939. It used to publish a bulletin, to help issuing stamps, to prepare propaganda posters, to publish and translate brochures. It also used to send presentations of Romania to journals, such as Cleveland News , Chicago Tribune, Detroit Free Press, New York World Telegram etc., and articles on Romania to newspapers (Annalist, Journal of Commerce etc.), or to occasional publications (Going to the Fair, a Preview, International Guide etc.). The images the propaganda office used to handle were reproducing usual elements of the domestic and foreign official discourse of Charles II: Romania was a totally new country, based on a new social contract ("the royal revolution"), that was looking persistently towards "tomorrow's world" (the slogan of the American fair); this future was build with Romanian resources and strengths, mobilized by "the king of young people and of the peasants".
For the last thirty years, we observe constant yet poorly coordinated changes in Poland's higher education. The changes result from national demographic, along with social and economic determinants. Moreover, the changes result from the impact of external factors [Antonowicz 2015, Wnuk-Lipińska 1996]. First, the public policy towards higher education institutions – especially typical universities – focuses on the problem of institutional effectiveness and related science funding regulations, Polish universities' participation in global competition, along with legal and institutional infrastructure and organisational culture adequate to new challenges [Jabłecka 2002, Kwiek 2010]. The direction of reforms in Polish science led to multiple fundamental changes in staff recruitment mechanisms (open competitions) research funding mechanisms (grant system and institutional evaluation), student education (courses accreditation), and academic career, i.e. the gradual abandonment of hierarchy in favourof scientific results. We notice changes in almost every sphere of universities' functioning, but in one of those spheres changes occur unusually slow, by which I mean the management structure analysed from the viewpoint of women and men in managerial positions. This article's goal involves the identification of barriers that limit women's access to the highest managerial positions at universities. In particular, I will elaborate the institutional barriers, according to both the subject literature and results of qualitative research that involved seventeen women: female rectors and vice-rectors of the 2016–2020 term of office. This article explores a number of the themes that late researcher and professor Alexandru Duţu treated in his the articles, book reviews and interviews published in the Romanian cultural and opinion press between 1990 and 1998 (Arc. Litere. Arte & Meşteşuguri, Cotidianul. Litere Arte. Idei, Dilema, Secolul XX, Transilvania, Viaţa Românească etc.). As some of these themes are covered also in his scientific works, the study contributes thus to an inventory of the historical premises for Duţu's ideas on the formal and contradictory duality of the modern world, including the duality of "organic" and "organized solidarities", as well as the Janus-like nature of liberty or of liberties. Furthermore, it investigates his view on the reconstitution within the orthodox space of the Romanian cultural and political tradition, "ravaged" by the rationalism of the 19th century modernization efforts. This "aggression" led to the emergence of a new image of tradition, in folkloric tones, that has stubbornly endured also throughout the protochronism preached by the communist regime. Finally, the article approaches the sensitive theme of human condition during communism and the Duţu's self- professed "inner exile", as well as on his reactions as a citizen of the polis. All these stem from this long scholarly history of dual worlds, particularly the condition of the individual for more than three centuries: that of a relentless search for the lost harmony between the "world within" and the "world outside"), as well as from the internalization of his personal development.
