Recounting the history of the Office of Multicultural Affairs, which was founded in Frankfurt/Main in 1989, Helga Nagel describes motives, policies, and structures of communal cooperation with migrant organizations. She shows which conditions have fostered successful cooperation. "Participation" and "networking" are the defining concepts of the municipal strategy. The article explores the exclusion of architecture from social sciences and cultural studies after 1945. The first part of the paper deals with the ultimate causes of the 'oblivion of architecture' in critical and structuralist theories. The second and third part deals with Peter Sloterdijk's outline of an architectonic oriented cultural theory of Modernism. Derogatory constructs made the "Turks" the epitome of diverse inimical clichs, variously depicting "Enlighteners," "Bolcheviks" & "National Socialists." We focus on the systematic reappraisal of the function of the monuments of the Turks, more precisely to chart the history of the seizure of public space by means of these monuments. We analyze the circumstances & conditions of erection of various monuments of the Turks, the recoding of the memorials & the pertinent festivities, preeminently on the occasion of anniversaries (1783, 1883, 1933, 1983). The analysis transcends the level of a monument's appropriation in the past & in that it potentiates a critical, distanced reflection. Reflectivity is the key means at precluding the uncritical reproduction of images of the "enemy." Monuments serve inclusive & exclusive functions. They have an identity-constituting & identity-preserving effect. The theoretical points of departure thus are new theoretical frameworks to grasp the dynamic shifts typical of monuments' functions in public life. The significance of the proposed procedure is to make disposable the past function of the monuments as orientation for critical behavior in the present. Adapted from the source document.

At present there is much talk about Europe, but Europe itself does not speak. Not because it is lacking an office, that gives it voice, but because Europe, in its multilingual position, remains speechless. "In variety united" reads the slogan of the European union, and not "From many united." Accordingly it committed itself not only to a variety of cultures and religions, but also varied languages. The Russian-Jewish historian Simon Dubnov was the first to ascribe to the diaspora a key function in shaping Jewish identity. From his analysis of the Jewish experience in Eastern Europe, he developed the concept of "nationalism without a nation state": diaspora nationalism. Members of the minorities in supranational states were to enjoy the same civil rights as members of the majority. Their cultural rights were to be guaranteed through the creation of autonomous communities. The field of nationalism studies has largely ignored Dubnov's work. Mark Terkessidis looks into the multicultural developments of soccer & the German national team & the inherent consequences. He shows that teams are nowadays often put together taking into account the idea of diversity, in which individual difference plays an important role, but not categories like ethnic belonging or nationality. 'Nation' becoming a container open for different interpretations. Terkessidis notices a new openness in regard to the question of what is German, which is influenced by multiculturalism in sports. For the average American, Europe seems a continent that has grown weary under its own weight. The Americans, for the average European, are simple and impetuous. Both sides are fascinated by the other. The Europeans admire America's unity. The Americans marvel at Europe's diversity. The cultural fascination of Europeans and Americans rests on reciprocity. For ages, Central Asia has been an area of structured multi-culturalism. The tension -- sometimes symbiosis -- between highly specialized, cattle-breeding equestrian nomadic life & sedentary high culture has shaped the physiognomy of Central Asia up to modern times. Violent conflicts led to mass migration covering large areas. Symbiosis produced the legendary Silk Road, a highpoint of trans-cultural co-existence. Since the 18th century, however, specific aspects of the region have been transformed, first as the western part of Central Asia fell under Chinese rule, & then as the eastern part came under Russian rule in the 19th century.
