The aim of this article is to identify the priorities of research on culture in the early 21st century within the framework of the European Union (EU). In order to do so, we have extracted the priorities of European programmes and public policy from the main political documents dealing with culture. The EU's funding opportunities have then been identified by analysing the European programmes which provide funds for research on culture and some examples of projects which are already being funded by the EU are also provided. The analysis of both kinds of bibliographic sources makes it possible to deduce what challenges researchers face in the field of culture in the EU. The results of this compared analysis show that new thematic areas form fields of culture in which there are some research niches. Although this article will focus on these new thematic areas, the analysis shows that internalisation and networking, as well as knowledge transfer, are also among the main research priorities according to the main political documents. Consequently, research projects tackling these issues are expected to become of key importance for researchers and will be more likely to find funding through EU programmes in the coming years. ; O objetivo deste artigo é identificar quais são as prioridades da pesquisa sobre a cultura no início do século XXI, no âmbito da União Europeia. Para conseguir isto, as prioridades dos programas Europeus e as políticas públicas são extraídas dos principais documentos políticos relacionados com a cultura. São analisados os programas europeus que financiam projetos culturais e também são fornecidos alguns exemplos de projetos já financiados. A análise dos dois tipos de fontes bibliográficas torna possível a dedução dos desafios enfrentados pelos investigadores hoje em dia no domínio da cultura na UE. Os resultados desta análise de comparação mostram que as novas áreas temáticas são uma das áreas de culturas em que há alguns "nichos de pesquisa". Embora este artigo se focará nas novas áreas temáticas, a análise mostra que a internalização e o networking, bem como a transferência de conhecimentos, também são prioridades de pesquisa. Em outras palavras, deverá haver mais iniciativa nestes campos e projetos de investigação que abordem estas questões, encontrando assim financiamento através de programas da UE nos próximos anos.

This article aims to analyze the public funding of culture in Brazil by studying the projects approved by the Ministry of Culture between 2003 and 2015. A quantitative longitudinal study is undertaken and includes theorizing on the concept of 'monopoly rent' from the political economy. The results showed that even with the change in the concept of culture at a government level, there is a concentration of supporters and proponents who use the Law of Cultural Incentive (LIC) to obtain resources to enable cultural projects. We conclude that the public policies of financing culture continue to transfer the decision of which projects will be funded to the market. The market, in turn, tends to generate monopoly rent, with the use of public resources for the promotion of cultural projects that are monopolized by few producers and foundations. ; Este artículo analiza la financiación pública de la cultura en Brasil, a partir de un estudio longitudinal cuantitativo de los proyectos aprobados por el Ministerio de Cultura entre 2003 y 2015, con el análisis teórico basado en la categoría de la renta de monopolio de la economía política. Los resultados mostraron que incluso con el cambio en el concepto de cultura a nivel de gobierno, aún hay concentración de incentivadores y proponentes que utilizan la Ley de Incen­tivo a la Cultura (LIC) para obtener recursos en el fomento de proyectos. Concluimos que la política pública de la financiación de la cultura sigue transfiriendo al mercado para decidir qué proyectos serán financiados. El mercado, a su vez, tiende a generar renta de monopolio, a través del uso de los recursos públicos para la promoción de proyectos culturales de interés para la imagen de la organización bajo el monopolio de los pocos productores y fundaciones. ; Este artigo analisa o financiamento público da cultura no Brasil, a partir de um estudo longitudinal quantitativo dos projetos aprovados pelo Ministério da Cultura entre 2003 e 2015, com base teórica na categoria de renda mo­nopolista oriunda da economia política. Os resultados evidenciaram que, mesmo com a modificação na concepção de cultura no plano governamental, há concentração de incentivadores e de proponentes que utilizam a Lei de Incentivo à Cultura (LIC) para a obtenção de recursos no fomento a projetos. Concluímos que a política pública de financiamento da cultura continua transferindo para o mercado a decisão de quais projetos serão financiados. O mercado, por sua vez, tende à geração de renda monopolista, por meio do uso do recurso público para a promoção de projetos culturais que interessam à imagem organizacional sob o monopólio de poucas produtoras e fundações.

O artigo trata da construção social do mercado do futebol no Brasil, buscando identificar elementos não-econômicos que ajudam a fundamentar este mercado. Com inspiração na sociologia econômica, argumenta que variáveis culturais (mito do jogador como herói) e variáveis sociais (flexibilização na legislação), ajudam a explicar a alta movimentação econômica desse mercado, sobretudo após os anos 2000. A partir da indagação sobre as possibilidades de participação social e efetiva interação da população nas pesquisas científicas na saúde, buscou-se analisar como a Política Nacional de Ciência, Tecnologia e Inovação em Saúde aborda essa dimensão comunicativa. Deste modo, examinouse o documento oficial desta política por meio da análise temática. A comunicação sobre ciência, tecnologia e inovação à população é tratada, principalmente, no item sobre a difusão dos avanços científicos e tecnológicos, sendo designada com diferentes termos, cujos significados e objetivos, embora distintos, são tratados como sinônimos. A ideia central de comunicação gira em torno de um conteúdo a ser transferido a determinados públicos, de forma unidirecional e verticalizada, de um "emissor" para um "receptor". Tal perspectiva contrasta com a possibilidade de uma comunicação mais horizontalizada e participativa na produção de conhecimento e apropriação de tecnologias, como vislumbrado e desenvolvido por estudos e práticas sobre engajamento público na ciência ou letramento científico. Reconhecendo-se o mérito do processo que culminou nesta política e considerando o contexto político, social e cultural brasileiro é importante impulsionar propostas comunicativas de participação efetiva da sociedade nas questões de ciência, tecnologia e inovação na saúde, coerentemente com os princípios democráticos e participativos do Sistema Único de Saúde (SUS). ; From the inquiry about the possibilities for social participation and effective population interaction in health research, this article aims to analyze how the communicative dimension is approached in the National Policy for Science, Technology, and Innovation in Health. For that, the official document of this policy underwent a thematic analysis. The communication of science, technology, and innovation for population features mainly at the "scientific and technological advances diffusion" section, designated under different expressions that, although presenting distinct meanings and goals, are stated as synonymous in the document. Overall, the policy considers communication as the upright and unidirectional transfer of content to specific audiences – from a sender to a receiver. Such perspective contrasts with the horizontal and participative perspective of knowledge construction and technological appropriation preconized by studies on public engagement in science and scientific literacy. Considering our political, social, and cultural context, along with the merit of the Policy's creation process, communication proposals must include an effective public participation in science, technology, and innovation in health, respecting the democratic and participative principles postulated by the National Health System.

This article discusses the process of implementation and installation of the University School of the Federal University of Maranhão in the context of modernizing teaching in the state (1960/1970) and its transfer and restructuring to the peripheral neighborhood of Vila Palmeira in São Luís as an Application School. The political and educational situation that made it possible to remove this integrated unit from the university campus as a school modality restricted to a small and selective clientele, for a poor community on the outskirts of the capital, is analyzed. The confrontations between strategies imposed by the state's educational policy/functionalist management and tactics of appropriation of teachers, employees, students, leaderships and community organizations belonging to a local culture, which in function of interconnected interests, defended the institution as an instance of belonging, permanence and survival, are pointed out. Newspapers, legislation and documentation from the school archive are used as sources guided by the theoretical-methodological reference of cultural history. It is concluded that the constant defense of the local community, teachers and employees by the role/place of the School of Application as a symbolic and concrete image of overcoming in this suburban neighborhood and its effectiveness as a school-laboratory, internship field and space for permanent and adult education, is a currency of exchange for these individuals to have access to the market of symbolic goods and a path to capitalize on possibilities of social ascension through schooling success. ; En este artículo se debate el proceso de implantación e instalación del Colegio Universitario de la Universidad Federal de Maranhão en el contexto de modernización de la enseñanza en el estado (1960/1970) y de su transferencia e reestruturación para el barrio periférico de la Vila Palmeira en São Luís como Colegio de Aplicación. Abstract: The terms "university", "teaching" and "research" are closely related. The reason for the establishment of a community of learners and students were, on the one hand, the formation of man, and on the other the search for the truth about man, life, society and the world. In the face of technological development and access to information, including the development of legislation that allows the individual, without going through formal institutions, data acquisition, the question arises whether the university is needed, and if so, what is its role in realizing the right to education and freedom of scientific research. Implementation of freedom of scientific research and freedom of teaching in times of universal information access and modern technology can do without the university. However, this is university that can benefit from innovative research methods and teaching remains the most important forum for the exchange of ideas and the search for truth and knowledge transfer, vocational skills and social attitudes.Keywords: Right to education. Freedom of scientific research. Constitution. Cultural rights. Freedom of teaching. Resumo: Os termos "universidade", "ensino" e "pesquisa" estão intimamente relacionados. A razão para o estabelecimento de uma comunidade de alunos e estudantes foram, por um lado, a formação do homem, e por outro a busca da verdade sobre o homem, a vida, a sociedade e o mundo. Em face de desenvolvimento tecnológico e do acesso à informação, incluindo o desenvolvimento de uma legislação que permite que o indivíduo, sem passar por instituições formais, tenha acesso a dados e a informações, gera a questão de saber se a universidade é necessária, e em caso afirmativo, qual é o seu papel na realização dos direitos à educação e à liberdade de pesquisa científica. A implementação da liberdade de investigação científica e liberdade de ensino em tempos de acesso à informação universal e tecnologia avançada pode se realizar sem a universidade. No entanto, a universidade pode se beneficiar de métodos inovadores de pesquisa e de ensino e continuar a ser o mais importante fórum para a troca de ideias ea busca da verdade e da transferência de conhecimentos, competências profissionais e as atitudes sociais.Palavras-chave: Direito à Educação.
