Cet article analyse la réaction de la politique budgétaire au cycle dans les pays de l'OCDE. Les résultats montrent que le solde budgétaire global a été contracyclique dans le passé et encore plus en période de ralentissement économique qu'en période d'expansion, mais que les mesures budgétaires discrétionnaires ont eu, en moyenne, un caractère acyclique. Ce constat s'explique par les réactions non linéaires au cycle : dans les pays où la dette publique et le déficit budgétaire sont élevés, la politique budgétaire a tendance à réagir de façon procyclique au cycle, alors que dans les pays à faible dette publique et à excédent budgétaire, la politique budgétaire sera plus probablement contracyclique. Comme le montre également cet article, les plans budgétaires ne sont pas extrêmement différents des résultats budgétaires, et les prix des actifs n'ont pas un impact sensible sur le solde budgétaire.
The level of the budget deficit, particularly in times of crisis, has always been a sensible factor affecting the economic policy of each State. Indeed, the assessment of the deficit can always be inflated or deflated by economic conditions. In order to maintain a clear picture of the balance of the budget, economists state that the part generated by the economic situation must be removed from the total deficit in order to avoid an incorrect assessment of the budget balance and, consequently, a deficient economic policy. In this paper we demonstrate through the economic and econometric analysis that the cyclical segmentation of the budget deficit does not yield solid results. Indeed, throughout the period under review, the budget deficit is always driven by discretionary policies established by the government. Dans ce papier, nous démontrons à travers l'analyse économique et économétrique que la segmentation cyclique du déficit budgétaire ne donne pas des résultats solides. International Comparisons of Business Cycles Monique Fouet I: Manufacturing output Theoretical and statistical choices must be made in order to describe business cycles. The present paper explains why it was decided here to define a cycle as the ratio «index/long term moving average». Such cycles are observed from the early 60s to the late 80s for 16 OECD countries. Anglo-saxon economies appear as the most cyclical countries. The sectorial breakdown of manufacturing output confirms the usual assumption that equipment goods behave in a more cyclical way than consumption goods. But it also clearly shows that equipment goods lag behind consumption goods by at least two quarters.

Acknowledged since millenaries, they were considered as fatalities during all the preindustrial era, on account of a predominating agriculture. Prices, some wages, and interest rates were long the mere elements recorded with some steadiness. Materials required forgauging real fluctuations appeared only with the development of manufactures and wage earners. The flow of economic theories has also mirrored the evolution of economic structures. Quite often did the economists lack long term statistical data to build tentative explanations. Midway through the XIXth century endogenous crises of capitalism were pointed out ; at the end of the century the emphasis was on swings around the equilibrium. Fluctuations are then classified according to their duration and analysed as departures from and return to short and long term equilibrium. The Great Depression of the thirties put an end to a first generation of cyclical indicators, guilty of misanticipating the crisis. By opposition the new researches did exclude any theoretical a priori. The American NBER worked out a systematic analysis of existing statistics using a basically empirical definition of cycles. The idea of business cycles has stood unchanged for more than fifty years. It allowed for a hardly questionable dating of reference cycles, then a selection of indicators well conforming with business cycles. Their first list goes back to 1 937. Simultaneously a diffusion measure of the cyclical process, sort of forerunner of business surveys, was elaborated. Publishing of cyclical indicators begins with the sixties. It popularizes the words of advanced, coincident and lagging indicators, then in 1 968 this of composite index. This last one has achieved a mediatic success that prejudices its reputation, as many users take it as a convenient way of mechanical forecasting. Actually cyclical indicators must be handled as a system where composite indexes, diffusion indexes and data exogenous to the business sector cohabit. The system of indicators has ratified the improvement of statistics, through its successive updatings. It forms not only a complete set of business monitoring instuments but also sums up the main sequences of private economic doings. Besides it stands apparently well to structural change induced by a rising tertiary sector.
A pro-cyclical keynesian fiscal policy neutralizing the impact of automatic stabilizers: the case of France in 2000-2001. This paper suggests a simple empirical method assessing the impact on growth of public finances in the short-run, namely a) the ex-ante fiscal impulse, b) its ex-post impact on growth and c) the ex-post overall impact on growth of public finances. Applying this method to the expansionary episode of the French fiscal policy in 2000-2001 yields two main results. The aggregate Keynesian multiplier for French public finances is most probably below 1 – which is in line with one of the implications of the neo-ricardian model. The effect on growth of the French pro-cyclical fiscal policy completely offset the impact of the automatic stabilizers during the latest cyclical peak. Regulation and cyclical fluctuations of investment in the USSR This paper examines the relation between mechanisms of « regulation by shortage » and cyclical fluctuations of investment in the Soviet economy. After a survey of investment cycles theories, mainly those of the Hungarian school, the author sets up a very simple mathematical model to examine some properties of « regulation by shortage ». With varying assumptions, this regulation mechanism seems to generate mostly damped fluctuations. Finally, the main result of an econometric analysis of the « regulation by shortage » of investment growth in the Soviet Union is presented and commented. Though the theory is mainly confirmed by the empirical results, is must be revised with regard to the link mostly assumed between investment growth and shortage in the consumption goods sector.

Petroleum resources have permitted massive investments in unproductive sectors which have accentuated the debt. Today, the Congo is totally submitted to external market and financial fluctuations.
