ÖZETGÜMRÜK BİRLİĞİ SÜRECİNDE TÜRKİYE'NİN DIS TİCARETYAPISINDAKI GELİŞMELERBu çalısmanın amacı Türkiye ile AB arasında Gümrük Birliği'nin yürürlüğegirmesiyle birlikte Türkiye'nin AB ülkeleriyle gerçeklestirdiği ihracat ve ithalatdeğerlerindeki değismeleri analiz etmektir.1964 yılında Ankara Antlasması'nınimzalanmasıyla birlikte baslayan Türkiye AB ortaklık iliskilerinin hazırlık dönemi, 1/95sayılı Ortaklık Konseyi Kararı'nın kabul edilmesi ile birilikte son dönemine girmistir.1.1.1996 tarihinde Gümrük Birliği yürürlüğe girmesiyle birlikte yoğunluk kazanan ABile Türkiye arasındaki iliskilerin ekonomik analizi de önem kazanmaya baslamıstır.Çalısmada da, ekonomik bütünlesme teorisi, AB-Türkiye iliskileri ve GümrükBirliği öncesi ve sonrası dönemde dıs ticaretimizdeki değismelere yer verilmis,Türkiye'nin AB ile olan ihracat ve ithalatında Gümrük Birliğinin etkilerini test etmekamacıyla 1987:Q4 – 2008:Q1 dönemi kapsayacak sekilde zaman serisi verilerikullanılarak AB ile gerçeklestirilen ihracat ve ithalat denklemleri tahmin edilmistir.Bumodellere Chow testi uygulanarak tahmin edilen modellerde yapısal değisimin olupolmadığı arastırılmıstır.Aynı zamanda Gümrük Birliği'nin olası etkilerini analizedilmesi için kukla değisken yaklasımından da yararlanılmıstır.Yapısal kırılma testisonrasında AB ile gerçeklestirilen ihracat için tahmin edilen modelde ihracatımızdaGümrük Birliği öncesi döneme göre bir azalma yasanırken, Gümrük Birliği ile birlikteAB'den gerçeklestirilen ithalat modelinde önemli yapısal farklılıklar olduğu bulunmus,Gümrük Birliği sonrasında AB ile yapılan ithalatın Gümrük Birliği öncesi döneme göredaha fazla olduğu ortaya konulmustur.ABSTRACTDEVELOPMENTS IN THE TURKEY'S FOREIGN TRADESTRUCTURE DURING THE PROCESS OF CUSTOMS UNIONThe aim of this study is to analyze the changes of Turkey's exports and importswith EU countries with the entry of customs union into force between Turkey and EU.Preparation period of EU-Turkey partnership relation, which has started by the signingof Ankara Agreement in 1964, has entered its last period with the adoption of 1/95 ofAssociation Council Decision. With the entrance of Customs Union into force on01.01.1996, economic analysis of the intensive relationship between EU and Turkey hasbegan to gain importance.In this study, the theory of economic integration, the EU-Turkey relations andchanges in foreign trade due to Customs Union have been mentioned and export andimport equations with EU have been estimated by using time-series data in the range of1987:Q4 and 2008:Q1 in order to test the effects of Customs Union betweeen EU andTurkey. By applying Chow Test to these models, it has been investigated whether astructural change has occurred in the predicted models. At the same time, dummyvariable approach has been used to analyze possible effects of the Customs Union. Afterthe structural break test performed, export with EU has been diminished in respect tothe period before the entrance of Customs Union according to the predicted model forexport with EU. There has been also significant structural differences in import modelwith EU before and after the period of 1996. It has been seen that imports are more thanthe imports before the entrance to Customs Union.

ÖZETGünümüz büyüyen ve gelişen ekonomik koşullarında istikrarlı ve ivmeli büyümeyi yakalamanın en büyük şartlarından biri dışa uyumlu bir ihracat politikası ve uluslar arası standartları yakalamaktan geçmektedir. Küreselleşme sonucu farklılıkların daha çok ortadan kalkarak birbirine entegre ekonomiler yoğun global dünyada devletlerin makro anlamdaki büyümeleri artık daha çok ekonomilerine yön veren büyük ve çok uluslu şirketlerin performansları da büyük etki katmaktadır. Ancak gelişmekte olan ekonomiler için uluslar arası rekabetle yarışabilmeleri ve standartlara uygun performans sergileyebilmeleri açısından devlet tarafından verilecek olan teşvikler ve yardımlar oldukça önem arz etmektedir. Türkiye'nin altmışlı yıllar ile beraber uygulamaya koyduğu Planlı Kalkınma Politikası tarihsel gelişim olarak bakıldığında ilk teşvikler olarak değerlendirilmektedir. Teşvik ve yardımlar günümüze kadar çeşitlenerek geniş bir yelpazede farklılaşmış ve birden fazla türdeki faaliyetlerde yürürlükte olmaya devam etmektedir.Bu bağlamda başarı için kalite ve istikrarın yanı sıra stratejik planlamanın ve ileriye dönük bir vizyonun sağlanması ilk adımdır. Bu çalışmada da faaliyet türlerine ve çeşitlerine göre teşvik ve yardımların yanısıra dünyanın devlet destekli ilk ve tek markalaşma programı olan Turquality projesi ele alınarak incelenmiş, faydaları ve beklentiler genel değerlendirme kapsamında araştırmaya dahil edilmiştir. ABSTRACTIn the globalized circumstances of world's growing economic conditions one of the most crucial issue to reach to the accelerated and stable growth is an integrated implementing regulation and to have the international qualifications in foreign trade.As a result of the phenomenon of globalization which provides the elimination of discrepancies between national economies by integration process of markets, businesses and regulations the world has confronted the importance of the performance of multinational companies that lead macroeconomics. However, for developing countries, it is needed a high effort in order to show off an adequate performance and to compete with developed countries and international competitive economical climate without government supports and incentives.In the beginning of sixties Turkey applied to four different Development Plans which can be assessed as the first historical steps for government supports. As of today they diversified and are now valid in many types with the differentiation in various operating and business activities which are approved by the government in accordance with the regulation of communiqués in government supports. In order to speak of the achievement it is needed to provide not only quality and stabilization but also strategic planning and a forward-looking vision for the first step of growth.Therefore in this study, the government supports and incentives are examined according to the types of operating and business activities. In addition to that Turquality, which is the first and unique brand programme supported by a government in the world, is analyzed and both the advantages and the expectations about the regarding programme are inquired with an authorized person and included within the study with an overall evaluation.

This paper investigates the influence of foreign trade logistics on urban space in Mersin case. Turkey has adapted open economic growth policy after 1980, hence a rapid increase in exports and imports has been observed (Yeldan, 2016). The city of Mersin, host a major port and industrial infrastructure, is one of the most affected cities by the open economy policy in Turkey. This paper provides a statistical and spatial analysis of for measuring the effects of foreign trade on warehousing investments and discusses land use changes in Mersin city. One of the most important indicators of foreign trade is the amount of cargo handled at the port. Granger's (1988) bidirectional causality model and the Toda and Yamamoto (1995) test which used multivariable application of the model in the time series, are employed to explain the relationship between port volume and the size of the warehouse area in the city. In addition, a logarithmic multiple regression model is employed to measure the influence of handled cargo on warehousing built up area and vice versa. Freight volume in Mersin Port increased by 480% in 1980-2017 period. In the same period, the warehouse area in the city increased by 616%. According to the 3-year delayed bidirectional causality test significant results are obtained. The increase in the amount of discharged cargo can explain any increase in warehouse capacity in 3 year lagged Granger causality model. Model results reveal that there is a bidirectional causality relationship between loading and warehouse built up area. Regression analysis results showed that there are significant bidirectional causality relations among corresponding variables. According to 1 year lagged model 10% increase in loaded cargo in the port generates 1.4% additional warehouse floor area, while 10% of discharged cargo generates 12.08% (R-2 =0.973) additional space. On the other hand, 10% of increase in warehouse floor are contributes to 7.47% (R-2 =0.882) increase in loaded cargo, and 6.97% (R-2=0.971) increase in discharged cargo in the port. The findings suggest that both models can be employed to estimate warehouse demand as an outcome of foreign trade performance. In addition, results reveal that warehouse capacity has significant contribution to foreign trade performance of the port and the logistics industry. The number of different functions and qualities of depots in the city is a typical indicator of the increase in port handling volume. The master plan, which is the most important tool to control the spatial development of the city, was approved in 1996. Even though the plan proposed limited space for warehouse and logistics activities on the eastern corridor. In the last decades more than planned investments are observed in the city because national trade policy and investment decisions given by the central government had significant influence on trade performance and logistics industry in Mersin City. The corridor-planned landfills in the east of the city showed a scattered development due to lack of planned space. Warehouse and truck park investment decisions of the developers are influenced by the volume of both imports and exports. This paper provides an analytical models and a framework to understand the relation between foreign trade and the demand for warehouse space. Regarding the predictive capacity of models, urban planning can be an effective tool to control urban development regarding logistics industry. Hence, negative externalities caused by those activities can be reduced. ; Publisher's Version

KÜRESELLEŞME VE BÖLGESELLEŞMEHAREKETLERİNİN SERBEST DIŞ TİCARET ÜZERİNEETKİLERİÖZETAvrupa Topluluğu'na tarihi perspektifle bakıldığında 'modernize merkantilizm' in en ileri temsilcisi olduğu görülür. Bu ilk bakışta şaşırtıcı ve inanılmaz gelebilir. Çünkü bu uluslar topluluğu tarihi merkantilizmin düşünce planında yıkımını gerçekleştirmişlerdi. Ne var ki tek tek ulus devletlerin kurulması için Avrupa'daki siyasi ve ideolojik birliği parçalayan Avrupa uluslarının, 20.yüzyılın ikinci yarısında aralarındaki ekonomik işbirliğini siyasi ve kültürel bakımdan tek devlete ( Avrupa Birleşik Devletleri ) dönüştürmede oldukça kararlı olmaları, Avrupa medeniyetini ( Akdeniz'le beraber ) gözünü Pasifikte odaklanan yeni gelişmelere çevirdiğini ve yeniden dünyanın cazibe merkezi olmaya yöneldiğini göstermektedir.Bilindiği üzere GATT ( General Agreement on Tariffs and Trade ), uluslararası ticarette serbestliği ve şeffaflığı savunmak ve meydana gelebilecek anlaşmazlıkları en seri bir şekilde çözebilmek amacıyla 1947 yılında 24 ülkenin katılımıyla kurulan uluslararası bir anlaşmadır. Halen üye sayısı 100'ü aşmıştır. GATT küresel anlamda serbest ticarete ilk ivmeyi vermesi bakımından önemlidir. Ancak tezat olan durum Gelişmiş ülkelerin bir yandan GATT 'a imza atarken bir yandan da kendi aralarında ekonomik bloklar oluşturmalarıdır. Zira kurulan bu bloklar blok dışındaki ülkelere uyguladıkları ayrıcalıklarla serbest ticaret ilkesine aykırı davranmaktadırlar.GATT 'ın ruhu, bir ülkenin herhangi bir ticaret partnerine tanıdığı imtiyazları diğer tüm ülkelere de tanımasıdır. Eğer bunu GATT 'in esas ilkesi olarak kabul ediyorsak, ki öyledir, o zaman GATT diye bir anlaşmanın olmadığını söyleyebiliriz. Zira AB ve NAFTA gibi bloklar GATT 'in ruhunu ihlal etmektedir. Şu anda çevremize baktığımızda esas itibariyle serbest piyasa anlayışının geçerli olmadığı bloklar ticaret bloklarını görüyoruz. THE IMPACTS OF THE GLOBALISATION AND REGIONALISATION MOVEMENTS ON THE FREE TRADEWhen European Union(EU) is observed from historical point of view we can see that it is the most advanced representative of modernize mercantilism. It may be surprising and unbelivible at the first sight. Because these nations of unions have demolished the idea of mercantilism. European Nations which smached the political and idaological union of Europe want to transform the economic cooperation to single nation.As known, General Agreement on Tariffs And Trade (GATT) is an international agreement and is established in 1947 with 24 nations participation to defend the international free trade and its transperancy and to solve disagreements among the nations. GATT is importnat for the first step of global free tradeBut contrasting issue is; while advaced nations sign for GATT on the other hand they build up economic blocks among themselves. Because these created blocks are breaking the free trade principle by discriminating the nations which is out of the blocks.The main principles of GATT are non-discrimination and the application of the Most-Favored Nation principle to all signatories. If this is so, we can say that there is no GATT. Because blocks, like EU and North American Free trade Agreement(NAFTA), is breaking the main principle of GATT. At this time, when we look around the world we will see the blocks which invalidating free market idea.
