Labour incomes depend on structural as well as politico-economic factors, because labour market policies partially remedy the financial market imperfections that make labour income shocks difficult to insure, and have different implications for labour and capital income. This paper illustrates such theoretical insights with a simple model, and reviews evidence of their empirical relevance generated by international economic, monetary, and financial integration.

After showing different criteria for assessing economic theories and in general terms the growth of (economic) knowledge, the essentials of classical British economic theory (Political Economy) are outlined. Next the scientific career and the genesis of the works of Ricardo are dealt with. The building blocks of his theory are Malthus' law of population and his own theory of land rent. They serve as a basis for developing his original theory of income distribution among the three classes of society (landowners, tenants, agricultural workers). His vision is - like that of Adam Smith - a self-adjusting model of the economy. Getting at first rid of rent, his intention was to show that - in contrast to Smith - a decrease of profits is the result of an increase in wages. Rent is a price determined, but not a price determining factor. The decline of profits reduces capital accumulation and economic growth and ends up in a stationary state of the economy. The precondition of his analysis of income distribution was a theory of value. Ricardo selected the quantity of embodied labour as an invariable measure of value. From a political point of view Ricardo opposed state interventions, such as the corn laws and the poor laws. He had trust in a self-regulating economy, unlike his friend and critic Thomas Malthus.
This study examines the macroeconomic determinants of income inequality using dynamic panel data analysis. Specifically, the study employs dynamic panel data analysis based on the generalized method of moments over 1990-2013 across 33 Asian countries. The World Bank data series was widely used as data for macroeconomic variables while the Gini index was collected from the World Income Inequality Database. In addition to the macroeconomic factors, the study incorporates a series of political economic and demographic factors to provide more realistic estimates. The study found an inverted U-shaped (parabolic) relationship between gross domestic product (GDP) and inequality, supporting the well-known concept, the Kuznets curve. Apart from that, official development assistance (ODA), education, and labor force participation reduce inequality while higher inflation, political risk, terms of trade, and unemployment increase inequality in Asian countries. The study further observed that an initial increase in GDP redistributes income from the bottom 20% of people to the middle class and richest groups. However, further increases in GDP redistribute the income from the top 20% to middle-income and poor groups. Similarly, inflation, unemployment, terms of trade, and ODA are also significant factors of income distribution among Asian countries. This study recommends ensuring higher and steady long-term economic growth, and enhanced access to education and employment while maintaining price stability and political stability to sustain more equal income distribution followed by lower-income inequality in the region.
This paper presents an empirical investigation about the effect of an increase in economic inequality on some aspects of the quality of a democracy. The main novelty of the paper lies in its methodology: it applies to a single country (instead of a pool of countries) - the UK - in a long run perspective. Using survey data, we select three questions and check whether an increase in inequality alters the answers to these questions, subject to other control variables. Another novelty is the use of several measures of inequality (rather than the usual GINI only) both for disentangling what happens in the different parts of the income distribution and for avoiding the dependence of the results on the choice of the indicator. The main finding is that a higher level of income inequality impacts negatively on citizens' satisfaction with democracy and positively on their political participation.
This paper analyses the structure of the European income inequality by a decompo-sition in a within- and between-component. It illustrates a replication of the work of Beblo and Knaus (Rev Income Wealth 47(3):301-333, 2001) and decomposes the income inequality for the EU-28 in 2014 by using data from the European Survey on Income and Living Conditions. The Theil index is applied to additively decom-pose the sources of inequality into a within- and between-component by countries, country groups and demographic groups. This is done by using equivalised dispos-able household income and income before transfers and taxes. The results show that inequality, with regard to disposable income, is highest for households with house-hold heads older than 59 years and lowest for households with children. Moreover, high income countries have lower inequality, higher social expenditures and show a stronger relative reduction of income inequality after transfers and taxes than low income countries. On country group level, Social-Democratic countries have the lowest income inequality and redistribute most, while the opposite holds true for Baltic countries.
This paper proposes a stylized model of policy determination and imperfect international integration. A country-specific policy wedge corrects labor market imperfections and/or redistributes welfare across differently wealthy agents. Capital market integration with the rest of the world, indexed by another wedge, shapes the politico-economic equilibrium policy through race-to-the-bottom and beggar-thy-neighbor channels. The policy and welfare implications of tighter international integration depend in sharp and empirically realistic ways on country-specific political and structural features.
This paper uses the principle of maximum entropy to characterize certain aspects of classical political economy associated with the labor theory of value. First, it is shown that the free mobility of labor can give rise to a distribution of wages tending towards the mean and the existence of universal labor time as an emergent property of the system. Similarly, it is shown that the free mobility of capital can result in a tendency towards a normal rate of profit, while allowing for the possibility that the system will enter periods of crisis through time. ; En este artículo se utiliza el principio de máxima entropía para ilustrar algunos planteamientos de la economía política clásica relacionados con la teoría del valor trabajo. Primero muestra que la libre movilidad del trabajo puede dar lugar a una distribución de salarios que tiende a la media y que el trabajo universal es una propiedad emergente del sistema. De manera similar, el resultado de la libre movilidad del capital es la tendencia a una tasa de ganancia normal, aunque pueden existir periodos de crisis. ; Este artigo usa o princípio da entropia máxima para ilustrar algumas abordagens da economia política clássica relacionadas à teoria do valor do trabalho. Strong political movements voicing opposition to immigration are on the upswing. Does such potential antagonism translate into residential dynamics? We study whether natives ed from immigrant areas in reaction to the largest and fastest migration shock in the OECD. The in ow{causing the population of Spain to grow by 10 percent between 1998 and 2008{represented a largely new phenomenon, the size of which had not been factored into previous expectations, thereby providing quasi-experimental sources of variance. Our results show that immigrant in ows caused mild native displacement from denser, established neighborhoods, but also more real estate development in these areas. In parallel, both natives and immigrants were collocating in booming suburban communities, resulting in no changes to overall measures of ethnic segregation. Die Bundesregierung plant einen "Regierungsdialog Rente", um dem Thema Altersarmut mehr Aufmerksamkeit zu sichern. Vor diesem Hintergrund legt das DIW Berlin neueste Analysen zur Einkommensverteilung in Deutschland auf Basis der Daten des Sozio-oekonomischen Panels (SOEP) vor. Sie zeigen, dass das generelle Armutsrisiko für ältere Menschen in Deutschland in den vergangenen zehn Jahren in etwa gleich geblieben ist - obwohl das Armutsrisiko für die Gesamtbevölkerung anstieg. Zu berücksichtigen sind jedoch weitere wichtige Entwicklungen: Seit dem Jahr 2000 sinken die von der deutschen Gesetzlichen Rentenversicherung (GRV) ausgezahlten individuellen Beträge für männliche Neurentner. Wer heute in Rente geht, erhält im Schnitt sieben Prozent weniger als jemand, der noch vor zehn Jahren in den Ruhestand wechselte. Gleichzeitig beziehen immer mehr Menschen im Alter staatliche Hilfen. Seit 2003 die sogenannte Grundsicherung im Alter eingeführt wurde, ist die Zahl der Bezieher deutlich gestiegen. Aber ist das Anwachsen der Zahl der Grundsicherungsempfänger im Alter ein Trend oder wurde in den letzten Jahren lediglich die Armutsdunkelziffer der älteren Menschen abgebaut? Fakt ist: In den letzten beiden Berichtsjahren sind erste Anzeichen für eine Zunahme der Altersarmut zu beobachten. Ob sich daraus ein Trend entwickelt, bleibt abzuwarten, sollte aber beobachtet werden. Deswegen kommt der "Regierungsdialog Rente" zur rechten Zeit. Derzeit gilt: Alleinlebende Personen im Rentenalter sind häufiger von Einkommensarmut bedroht als die Gesamtbevölkerung. Darunter finden sich überdurchschnittlich häufig Frauen. Trotz der sinkenden Zahlbeträge von männlichen Neurentnern stellt eine Rente der GRV weiterhin die wichtigste Form der Alterssicherung dar. Der Anteil der privaten Rentenzahlungen am Einkommensportofolio der älteren Menschen ist nach wie vor gering und je nach Einkommenshöhe sehr unterschiedlich. So stieg der Anteil der privaten Rentenzahlungen im obersten Einkommensquintil von sieben auf über zehn Prozent, während er im untersten Quintil bei unter drei Prozent stagniert. Abgefedert werden die Auswirkungen sinkender GRV-Zahlbeträge durch einen bislang wenig beachteten Trend: Immer mehr alte Menschen leben in Paarhaushalten und können damit eventuelle individuelle Einkommensdefizite besser ausgleichen. Auch ein zweiter wichtiger Aspekt fand bislang nur wenig Berücksichtigung bei der Berechung der Altersarmut: Die SOEP-Daten erlauben zur Beschreibung der Wohlfahrtsposition älterer Menschen nicht nur allein die laufenden Einkommen heranzuziehen, sondern auch die ebenso wichtige Vermögenssituation. Bezieht man diese in die Analyse mit ein, so zeigt sich, dass ein Fünftel der Einkommensarmen im Rentenalter auf nennenswertes Vermögen zurückgreifen kann. Damit ergibt sich insgesamt eine Armutsgefährungsquote von zehn Prozent für 65-Jährige und Ältere im Jahre 2007.
