Das 1947 vom II. Pädagogischen Kongreß in der Sowjetischen Besatzungszone verabschiedete Erziehungsprogramm wird erstmals auf der Grundlage der jetzt zugänglichen Quellen analysiert. Einer staatspädagogisch-affirmativen Lesart wird eine der Tradition kritischer Bildungstheorie verpflichtete Lesart gegenübergestellt. Beide werden bis in die Kontroversen zurückverfolgt, die in den Jahren 1946/47 unter Beteiligung namhafter Erziehungswissenschaftler bei den Beratungen über das Programm zwischen Befürwortern einer affirmativen und Vertretern einer nicht-affirmativen Bildungstheorie ausgetragen worden sind. (DIPF/Orig.) ; For the first time, the educational program passed by the Second Pedagogical Congress in the Soviet sector, in 1947, is analyzed on the basis of sources now accessible. A state pedagogical-affirmative reading is juxtaposed with a reading indebted to the tradition of critical educational theory. Both these readings are traced back to the controversies which were part of the debates on the educational program in the years 1946/47 and in which participated well-known educational scientists, with the Champions of a dogmatic State pedagogy on the one side and representatives of a non-affirmative theory of education on the other. Die Verfasserinnen untersuchen am Beispiel der Frauenerwerbstätigkeit den Einfluss normativer Vorstellungen auf die Veränderung institutioneller Regelungen und Geschlechtsrollen. Zunächst wird der Einfluss kultureller Leitbilder auf die Veränderung der Frauenrolle, insbesondere der weiblichen Erwerbsbeteiligung, seit den 1960er Jahren untersucht. Hier geht es um das "Drei-Phasen-Modell" in der Bundesrepublik, das Idealbild der erwerbstätigen Mutter in der DDR sowie die Gleichstellungs- und Antidiskriminierungsgesetze in den USA. Auf Grundlage der Daten des International Social Survey Program für das Jahr 1994 wird im Folgenden gezeigt, welche Rollenbilder in den drei untersuchten Gesellschaften vorherrschen und welches Vereinbarkeitsmodell von Familie und Beruf von der Bevölkerung präferiert und praktiziert wird. Die Untersuchung zeigt, dass sich die traditionell auf Hausarbeit konzentrierte Frauenrolle in allen drei Ländern um die Berufsrolle erweitert hat. Jenseits dieser Gemeinsamkeit werden jedoch deutliche Unterschiede sichtbar, die auf unterschiedliche rechtlich-institutionelle Regelungen, verschiedene wirtschaftliche Entwicklungspfade und kulturell verankerte Rollenbilder zurückgeführt werden. AbstractThis article discusses environmental technology developments in the Department of Defense (DOD) and how the use of innovative technologies can substantially reduce costs and increase the effectiveness of DOD environmental programs. DOD's overall strategy for environmental technology is to identify and establish priorities among users' needs and to implement environmental solutions through the development of technologies and their subsequent transfer to the user community. The authors examine the oversight and management of the Environmental Technology Development Process (ETDP) and the roles of the Director of Defense Research and Engineering (DDRE) and Deputy Under Secretary of Defense for Environmental Security (DUSD(ES)). The respective roles of the Strategic Environmental Research and Development Program (SERDP), Environmental Security Technology Certification Program, and supporting efforts by the military components are reviewed. The authors also highlight a number of promising environmental technology initiatives and their potential benefits to DOD. The article concludes with a discussion of DOD technology transfer efforts and the mechanisms being used for the collection and dissemination of data on technology availability and performance—including relevant Web site and Internet addresses.
