The article is an attempt to connect the concepts of public diplomacy and human security through the experience of the European Union, in the context of the COVID-19 pandemic. In the first part, the concepts of public diplomacy and human security are analyzed. Public diplomacy is a form of contemporary diplomacy focused on information, understanding and influencing the public in other states in order to achieve the goal. Human security aims at the quality of people's lives, in the way that any factor that diminishes their quality is perceived as a threat to security. The second part focuses on identifying the defining aspects of public diplomacy in the European Union, as a way to achieve foreign policy and security objectives. The last part deals with the ways in which the European Union has tried to respond to the challenges posed by pandemic and infodemic coronavirus with implications for human security. Also, the values of human security that are promoted through public diplomacy activities have been identified, both inside and outside the European Union.
The combination of the words "sustainable development" has become a popular slogan in the discourse of contemporary development. However, despite its ubiquity and the massive popularity it has accumulated over the years, the concept remains to be partially researched. There are still many questions about its significance and history, as well as about what it implies in terms of sustainability from a theoretical and applied point of view. The aim of this paper is to contribute to the research of sustainability approaches in the light of the Sustainable Development Goals (SDGs). This is achieved through an extensive analysis of the literature, combining the theoretical aspects of the subject studied with the practical dimensions, which are easier to measure. According to the "Global Survey on Sustainability and the SDGs", the main sustainability benchmarks are essentially anchored on distinct but interconnected three-dimensional pillars, namely the environment, the economy and society. Decision-makers must constantly pay attention to the relationships, complementarities and trade-offs between these pillars and ensure responsible human behavior at international, national and community level. ; Garbuz, Veronica. THE ROLE OF SECURITY SERVICES IN ENSURING NATIONAL SECURITY Throughout historical developments, ensuring national security is a priority for the states of the world. In the mechanism of ensuring the security of the state, the intelligence and security services, through the connotation of its meaning and attributions, have always played a primary role. This is explained by the fact that the role of intelligence and security services is not only to identify security risks, opportunities and vulnerabilities, but also to argue with the representatives of the political power the consequences of decisions they take based on the information presented by the intelligence. The information covered by these institutions is relevant in making the decisions necessary to prevent internal and external threats, as well as to promote national security interests. The Security and Intelligence Service of the Republic of Moldova has an important role in the state security bodies, representing a component of the national security system. The Evolution of Ideas About Freedom of Thought. Philosophical-Legal Approach "Thought is free," said Marcus Tullius Cicero in the first century BC. The international society managed to give legal content to the famous quote only at the end of the 19th century, the beginning of the 20th century. Thanks to the titanic efforts of the notorious personalities of all time, philosophers and jurists, mankind has included freedom of thought in the list of fundamental freedoms and civil rights, which belong to every person from birth and which the state cannot deprive. Freedom of thought is an essential condition of a democratic society, of a rule of law. Moreover, this absolutely justified can be considered as the most important value of a prosperous society. Being fully exploited freedom of thought brings benefits only to the individual and to society as a whole. "Gândirea este liberă" afirma Marcus Tullius Cicero în secolul I î.e.n. Societatea internaţională a reuşit să dea conţinut juridic celebrului citat abia la sfârşitul secolului XIX, începutul secolului XX. Datorită eforturilor titanice ale personalităţilor notorii ale tuturor timpurilor, filozofi şi jurişti, omenirea a înscris libertatea de gândire în lista libertăţilor şi drepturilor civile fundamentale, care aparţin fiecărei persoane din momentul naşterii şi de care statul n-o poate priva. Libertatea de gândire este o condiţie esenţială a unei societăţi democratice, a unui stat de drept. Mai mult, aceasta absolut justificat poate fi considerată drept cea mai importantă valoare a unei societăţi prospere. Fiind valorificată plenar, libertatea de gândire aduce doar beneficii, atât individului, cât şi societăţii în ansamblu.
Since justice is carried out through the judiciary, composed of judges, this means that the judicial power is exercised only by the court în the person of the judge, the sole bearer of that power. The judge is the one empowered to investigate a case în order to clarify it, thus proceeding to a trial and then pronouncing a judgment, thus making an act of justice. But we can speak of a power (a system of organs that have the power to do justice, including by constraint) and not just authority, unless organically the independence of the members of the judiciary is guaranteed and the exercise of the power to judge is sovereign. Therefore, not only justice per se, as a branch of government must be independent of the executive and the Parliament, but also individual judges have the right to enjoy independence în the performance of their professional duties.

In this study, we analyse the manner of developing a particular system of coordination of European affairs at national level, as well as its efficiency, the aim being to provide suggestions for improving it. The introductory section highlights the need for such a study, given the current political and institutional context of Romania, and it states the objectives of the study. Special attention is given to presenting the theoretical approach (expressing, on the one hand, the authors' vision that European affairs - distinctly from foreign affairs - are part of the complex governance process specific for the European Union (EU) and, on the other hand, operationalizing the idea of efficiency within a national system for coordinating European affairs, etc.) and the research methodology (reasons for choosing a comparative research design to support the presented arguments, as well as the qualitative research performed). In the first part, the paper also provides information on the legislative and institutional configuration of the EU, following the entry into force of the Lisbon Treaty, because the novelties and reforms brought by this regulatory framework (supperior to the one of the Nice Treaty, but inferior to the proposals stipulated within the Constitutional Treaty) have a direct impact on designing the structure for coordinating European affairs in the Member States. Given that in Romania the European affairs coordination system was initially inspired by the French model, while later suffering a series of institutional changes (some inspired by models from other EU states), an important part of the study addresses the need to know, from a comparative perspective, the best practices in European affairs coordination and cooperation mechanisms in other EU Member States. Transitional Justice in the Arab World and its Effects in the Light of the "Arab Spring" Launched in 2011 The events that took place in early 2011, known as the "Arab Spring", sparked several discussions in relation to regions that were considered closed to the democratic values promoted by Western states. Chain revolutions have primarily addressed a key issue, that of transitional justice, thus trying to bring truth and reconciliation to societies where for decades terror, totalitarianism, serious human rights violations, political repression have reigned, including those committed by police and security organs. Unfortunately, we must note that the lack of traditions in this regard has not allowed the realizations of tasks put before the transitional judiciary in these countries, although, we must admit, some successes have been achieved. Evenimentele ce au avut loc la începutul anului 2011, cunoscute sub termenul de "primăvara arabă" au trezit mai multe discuţii în raport cu regiuni care erau considerate închise pentru valorile democratice promovate de statele occidentale. Revoluţii în lanţ au abordat în primul rând un subiect cheie, cel al justiţiei tranziţionale, astfel încercând să aducă adevărul și reconcilierea în societăţile în care timp de decenii au domnit teroarea, totalitarismul, încălcări grave ale drepturilor omului, represiuni politice și din partea organelor de poliţie și de securitate. Cu regret, trebuie să constatăm faptul, că lipsa unor tradiţii în acest sens, nu a permis realizarea sarcinilor puse în faţa justiţiei tranziţionale în aceste ţări, deși, totuși, trebuie să recunoaștem, anumite succese au fost atinse.
International audience ; The article questions, in a skeptical and prospective way, the institutional outcomes of this major trans-national trend of administrative reformism known as "New Public Management". In our view, the main cross-border legacy of the process of acclimatizing NPM precepts and recipes to various national configurations consists essentially in institutional rearrangements and in a repertoire of managerial tools and recipes, embedded into different institutional orders and hybridized with many other key features of various administrative cultures. Backing up major administrative reforms started several decades ago, the NPM rhetoric claimed to furnish the universal cure for the "bureaucratic" disease which was supposedly affecting the developed states at the end of the 1970s. From then on and although it never acquired the inner coherence of a real doctrine, it spread all over the world at the point of becoming both a "policy paradigm" and a "praxeologic". However, once implemented and in order to endure, the NPM-inspired logics, instruments, and methods have fatally begun to suffer a process of routinization which transformed them significantly. Hence, far from achieving their initial goal of "de-bureaucratizing" the state, NPM reformism became part of the endless processes of bureaucratic reproduction inescapably affecting modern states and ensuring their resilience.
