AbstractResearch during the past six decades has found that parties joining coalition governments receive payoffs, in the form of government posts, in proportion to their coalition share. These findings, however, do not indicate which coalition partners receive payoffs that will most enable them to influence their preferred policies. This article joins recent qualitative analyses of coalition allocation and examines payoffs in terms of the salience of positions relative to the policy goals of the parties receiving them. The single-country study of eight Israeli governments from 1992 to 2015 integrates quantitative and qualitative analyses of coalition payoffs. This article contributes to coalition allocation research by expanding the scope of coalition payoffs to include junior ministers and committee chairs, and by distinguishing payoff outcomes for different party families. The results show an edge for formateur parties in obtaining policy-salient ministerial payoffs and an advantage to non-formateurs for policy-salient deputy (junior) minister positions.

After her successful reelection in May 2014, president Dalia Grybauskaite was sworn in for her second term in office this Sunday, 12 July. As I have previously remarked in other posts, the Lithuanian president belongs to the most powerful presidents in Central and Eastern Europe. This powerful position stems not only from the popular mandate and the constitutionally defined leading role in foreign policy, but also finds expression in an interesting stipulation about the government's mandate after presidential elections which has now allowed Grybauskaite to force changes in a number of government ministries.

THE PURPOSE OF THE ARTICLE IS TO DISCOVER IF THE ARRIVAL OF NEW GOVERNMENTS TENDED TO ACCELERATE THE MOBILITY OF SENIOR OFFICIALS, AS MEASURED BY THE NUMBER OF APPOINTMENTS, DEPARTURES, AND TRANSFERS. IT EXAMINES THE STRATEGIC CALCULATIONS THAT PERSUADE--OR DISSUADE--NEW GOVERNMENTS TO CARRY OUT A PURGE OF HIGH RANKING OFFICERS IN THE CIVIL SERVICE. IT ALSO EXAMINES THE EMPIRICAL EVIDENCE WHICH INCLUDES THE LIST OF BUREAUCRATS AT THE HEAD OF DEPARTMENTS AND CENTRAL AGENCIES SINCE THE BEGINING OF THE CONFEDERATION IN 1867. IT CONCLUDES THAT CHANGES IN POLITICAL PARTIES HAVE LITTLE EFFECT ON THE TENURE OF DEPUTY MINISTERS IN THE CANADIAN FEDERAL GOVERNMENT. DEPUTY MINISTERS HAVE BEEN SURVIVING THE HAZARDS OF POLITICS SINCE THE BEGINING OF THE CONFEDERATION.

В статті приділено увагу окремим теоретичним та практичним питанням реформування статусу посад заступників міністра та патронатної служби в межах адміністративної реформи. Зокрема, окреслюється коло їх повноважень, порядок призначення, підпорядкованості і притягнення до відповідальності. In the article the attention is paid to definite theoretical and practical problems of reforming of the status of positions of deputy ministers and patronage service within the administrative reform. In particular, their powers, the order of appointment, subordination and calling to account have been defined. The author points out the necessity to spread the action of legislation about public service on minister's patronage service as a result of research of current legislation. It has been stated that patronage employees are representatives and employees not of the state, but of a certain state politician, the subordinates of whom they are. In this case, the conflict of interests is inevitable. Therefore definition of the special status of the patronage employee at the legislative level is obligatory.

The Council of Foreign Ministers Deputies on the Austrian Treaty reopened their sessions in London on January 9, 1950. At the first meeting the Soviet deputy (Zarubin) reported that he was without instructions and was still awaiting conclusion of Soviet-Austrian negotiations on Austria's payments for post-war supplies and services by the USSR. After several subsequent meetings at which Mr. Zarubin was still without instructions, the United States, United Kingdom, and French ambassadors in Moscow protested to Deputy Foreign Minister Andrei Gromyko against the delays encountered in the treaty negotiations. The three ambassadors requested "assurances" that the treaty negotiations would not be further delayed but did not receive them.
