The term Spatial Data Infrastructure (SDI) is not new and has already been present in the world for quite a long time. President Clinton's Executive Order 12906 from April 1994 played a crucial role and was an initiative in establishing National Spatial Data Infrastructure (NSDI). This Order induced briskly the building of NSDI and also of all additional counterparts in the USA and around the whole world. Besides NSDI, various other initiatives at regional (EUROGI, PCGIAP, …) and global level (GSDI) were also launched.In this paper, an overview of different initiatives and efforts in establishing SDI in Croatia will be presented. State bodies such as the Government and State Geodetic Administration have the main role in it in collaboration with public and commercial sector and also with academic community. As the main factor in creating a future SDI, State Geodetic Administration has launched several initiatives the goal of which is the installation of new technologies, equipment and procedures in map production and the establishment of digital topographic and cadastre databases. The arrangement and modernization of spatial records and the establishment of NSDI make the key factors for sustainable physical planning and land development at local and national level.In the next few years Croatia must solve numerous duties to arrange spatial records. These duties must be solved very conscientiously and in a reasonable period of time. It is very important for Croatian prosperity and for the fulfilment of the conditions set in the process of entering European and international integrations. ; Pojam infrastrukture prostornih podataka (Spatial Data Infrastructure - SDI) već je dulje vrijeme prisutan u svijetu. Presudnu ulogu i poticaj ka stvara-nju nacionalnih infrastruktura prostornih podataka imala je izvršna naredba 12906 američkog predsjed-nika Clintona iz 1994. godine. Donošenje ove naredbe potaknulo je ubrzan rad na izgradnji nacionalne infrastrukture prostornih podataka i svih dodatnih mjera u SAD-u, ali i diljem svijeta. Uz nacionalne infrastrukture prostornih podataka pokrenute su i različite inicijative na regionalnoj (EUROGI, PCGIAP .) kao i na globalnoj razini (GSDI).U radu će se dati pregled različitih inicijativa i napora koji su pokrenuti u Hrvatskoj po tom pitanju. Najveću ulogu u tome imaju državna tijela, u prvom redu Vlada i Državna geodetska uprava uz potporu i suradnju javnog i privatnog sektora te akademske zajednice. Državna geodetska uprava je kao glavni čimbenik u stvaranju buduće infrastrukture prostornih podataka pokrenula niz inicijativa koje imaju za cilj uvođenje novih tehnologija, oprema i postupaka pri izradi karata i stvaranju digitalnih i katastarskih baza podataka. Učinkovito upravljanje prostorom uz održivi razvitak zahtijeva uređenje i modernizaciju prostornih evidencija te uspostavu nacionalne infrastrukture prostornih podataka.U idućih nekoliko godina pred Hrvatskom su brojne zadaće i obaveze po pitanju uređenja prostornih evidencija. Tim zadaćama treba savjesno pristupiti i riješiti ih u razumnom roku, a što je od interesa kako za boljitak cijele države tako i za ispunjenje postavljenih uvjeta u procesu pristupanja europskim i svjetskim integracijama.

This paper describes the rationale behind their emergence & evolution in the sense of technological & content changes that the online databases have gone through in their 40-year existence. On today's market, there are hosts that offer a plethora of databases. In the Croatian academic community, access is provided via NSK & CARNet. The article lists the examples of surfing on major online databases available in the Web form (EMERALD, CSA, & EBSCO) as the relevant electronic sources of information from the field of social sciences/humanities. 9 References. A field research has been carried out on a representative sample of the Croatian people of full age in which the respondents were asked the same questions previously posed in the TV polls in some popular programs by HTV & OTV. There is a statistically relevant variance between the responses of the TV viewers & the field research respondents, which indicates a lack of credibility of the results obtained through TV polls. The author explores the legitimating roots of the constitutional state. In his opinion, they can be found in moral universalism & national democracy. Both principles undoubtedly belong with the fundamental tenets of the constitution of modern constitutional state. While the former implies the universality of its postulates, which are accepted by every constitutional state, the latter represents the restrictive principle of this universalness. The author links these two principles & defines a people as a group of individuals who, regardless of their ethnic, cultural, & religious station may, in line with the principles of freedom & equality of individuals, create a successful political community. By the universality of its legality, the defense of human rights & power-sharing, constitutional state is a necessary prerequisite for the prospect of fashioning a people as a group of responsible individuals in establishing universal will. Democracy & constitutional state should understandably be reviewed in the context of a society's progression in curbing the state. In any community the central issue is the relationship between the people as individuals & as members of a collective, since it is desirable for a collective to be a synergic sum of individuals. Thus it is prudent to search for a correlation between democracy & constitutional state. Democracy is an emanation of freedom, constitutions always a limitation. A state hems in a civil society; within it there is a network of the processes of structuring government from "above," which is of particular interest in transitional countries that gave up on the ideologized inaugural effect in designing government & adopted "constitutional engineering": power-sharing, popular sovereignty, representative parliamentarism, promotion of freedoms, & basic rights of individuals & citizens. The author's starting point is Locke's classical thesis that the rulers & the ruled are subject to universal laws & that their abuses are prevented by the institutional means of power sharing. The rule according to which nobody can be a judge in their own affairs unconditionally applies in all court or administrative proceedings. The problem arises when this legal thinking is applied to parliaments. Namely, in parliamentary work the incompatibility of the mandates of the legislative & the executive branch is annulled since the executive power gains the upper hand in the composition & substance of the legislature. Besides, The basic law (Grundgesetz) provides MPs with indemnity in their voting behavior & guarantees to them immunity from punishment for certain acts that other citizens would not be able to get away with. This relative freedom & independence of MPs is corrected by the rule books on the behavior of MPs that envision the necessity of their ethical conduct. The violations of the rules are sanctioned not so much by moderatorial law as by political means. The author's opinion is that deciding on their own affairs cannot be universally granted to parliaments. Constitutions allow, even call for, certain decisions on one's own affairs to be made. However, due to insufficient outside control, self-control must be increased, which implies legal obedience on the part of MPs so that laws become meaningful for all participants. Besides the ethical & political pressures that force the MPs to behave in a law-abiding manner, laws also exert positive pressure on them to see to it that their decisions serve the public good. Due to the war in Bosnia & Herzegovina, the study of international migrations imposed itself, embracing the study of the migrations of the peoples of the former Yugoslavia & the problems of emigrants from the former East European states. The existing connection between the problem of emigrants & displaced persons, human rights, armed conflicts, lack of development, & immigration are studied within a broader perspective. By means of a comparative analysis of the available data, we can divide intelligence organizations into three groups of models, provisionally called American, British, & (the former) Soviet. These models have at the same time served as a basis for building intelligence systems in other states. Unlike the other two systems, the co-called British model of intelligence organization includes the central organization that coordinates the operation of all the others. In a response to Vujcic's reply to the earlier polemics regarding the review of the author's Politicka i medijska kultura u Hrvatskoj (Political and Media Culture in Croatia), the question of how to define tolerance, & whether this should imply support for the minority instead of just acceptance is taken up once again. The author defends himself against Vujcic's charge that he has not analyzed his own data correctly, pointing out that public opinion & media polling show a broad & general correlation for tolerance of minority viewpoints.
