The author explores the legitimating roots of the constitutional state. In his opinion, they can be found in moral universalism and national democracy. Both principles undoubtedly belong with the fundamental tenets of the constitution of modern constitutional state. While the former implies the universality of its postulates which are accepted by every constitutional state, the latter represents the restrictive principle of this universalness. The author links these two principles and defines a people as a group of individuals who, regardless of their ethnic, cultural, and religious station may, in line with the principles of freedom and equality of individuals create a successful political community. By the universality of its legality, the defence of human rights and power-sharing, constitutional state is a necessary prerequisite for the prospect of fashioning a people as a group of responsible individuals in establishing universal will. Democracy and constitutional state should understandably be reviewed in the context of a society's progression in curbing the state. In any community the central issue is the relationship between the people as individuals and as members of a collective, since it is desirable for a collective to be a synerg sum of individuals. Thus it is prudent to search for a corellation between democracy and constitutional state. Democracy is an emanation of freedom, constitutions always a limitation. A state hems in a civil society; within it there is a network of the processes of structuring government from "above", which is of particular interest in transitional countries that gave up on the ideologised inaugural effect in designing government and adopted "constitutional engineering": power-sharing, popular sovereignty, representative parliamentarism, promotion of freedoms and basic rights of individuals and citizens. In this, it is imperative to make note of the necessity of structuring societies from "below" by means of the principle of local self-rule. (SOI : PM: S. 147)
У овом раду разматраћемо музичка издања Јована Фрајта и Сергија Страхова која су публикована у периоду од 1921. до 1945. (?) године у Београду. Увидом у сачуване делове колекција Фрајтових и Страховљевих издања, уз њихово допуњавање подацима из дневне штампе и периодике, те мемоарске и архивске грађе могуће је да се начини делимична реконструкција поља популарне музике у Југославији која подразумева издвајање значајних композитора, текстописаца и извођача популарних песама из тог периода, као и жанрова и културних утицаја (САД, Немачка, Аустрија, Мађарска, Италија, Француска, СССР итд.). Поређењем тенденција у овој области на простору Југославије са тенденцијама у другим земљама пружа се основ за изношење претпоставки о својствима домаће популарне музичке продукције. Сврха тога је да се укаже на околности настанка аутономне југословенске популарне музичке продукције, као и да се размотри значај овог сегмента у истраживању југословенског друштва и културе тог доба. ; In the existing research of the cultural phenomena in the region of the Kingdom of Serbs, Croats and Slovenes/Yugoslavia not much attention has been devoted to the issue of the expansion of popular music. The reflections on the rise in the interest in musical accomplishments of commercial character in urban centres across Yugoslavia are rare and insufficiently detailed, which is why data on key agents, institutions, creative tendencies and forms of consummation in the field of popular music are missing, as well as the data on their wider circumstances (social, economical, political, etc.). The majority of data is found in memoirs but these data are not adequately systematized and contextualized. The plethora of data is also found in sources like musical editions that have not been researched until now. Namely, in the period after the First World War there were several private music publishers who dedicated a significant part of their collections to the genre of popular music/Schlager music. This is especially relevant for publishing houses of Jovan Frajt and Sergije Strahov, which were stationed in Belgrade, and publishing houses Akord and Albini from Zagreb. The inspection of the preserved pieces of the collections of editions by Frajt and Strahov, which was completed by the data from printed programmes of Radio Belgrade as well as the archive material, it is possible to partly reconstruct the field of popular music in Yugoslavia. This implies singling out important composers, writers and performers of popular songs from that period, as well as the genres and cultural influence (USA, Germany, Austria, Hungary, Italy, France, USSR, etc.). The comparison of tendencies in this field in the region of Yugoslavia with tendencies in other countries provides a basis for making presuppositions concerning the features of domestic popular music production. The purpose of such a procedure is to indicate the circumstances in which an autonomous Yugoslav popular music production emerged in the period between the two World Wars, as well as to consider the significance of this segment in the research of Yugoslav society and culture of that period.

Како у данашње време већа доступност података и информација у полицијској пракси не мора да значи и већу предвидљивост манифестовања безбедносно интересантних појава, свакодневно прикупљање података треба да буде праћено њиховом аналитичком обрадом. Спознати начине (појавне облике) манифестовања појава које су предмет рада полицијске организације, наћи у њима елементе будућег и предвидети њихов развој, суштински је задатак аналитичара. У раду се указује на значај аналитичког рада и аналитичке информације за доношење одлука у полицији, и сагледава допринос аналитичке подршке изради стратешких и оперативних одлука у Европској унији и Републици Србији које се односе на супротстављање тешком и организованом криминалу. ; Police activity is unthinkable without the timely and complete collection of all security-relevant data. As today's greater availability of data and information in police practice does not mean greater predictability of manifestations of security-related events, data analysis should occur on a daily basis. To understand the ways crime incidents happen, to find the elements of the future in them and to predict their development, is an essential task of analysts. Starting from the specifics of decision-making in the police, the paper points to the importance of analytical work and analytical information for policing, but also examines the contribution of analytical support to the drafting of strategic and operational decisions in the European Union and the Republic of Serbia related to combating serious and organized crime.
Energy security and stability has become a major issue over the last few years in the whole world's economic and social development. Despite its high development and evolution of its approach to the issue of energy security, the European Union is also facing the problem of decreasing its role in reducing human impact on the climate. Energy is of essential importance for the development of any country, including Bosnia and Herzegovina. Without adequate policies in the energy sector bussines, industrial and economic progress is not possible either. However, regardless of how energy is important for the development, it is still only a mechanism for achieving an ultimate goal – sustainable economy, clean environment, high living standards, prosperity and population health. According to the official data, Bosnia and Herzegovina produces annually about 13.600 GWh (data from 2010), out of which 7.950 GWh in thermal power plants and 5.650 GWh in hydro power plants. Basic domestic energy sources in Bosnia and Herzegovina include coal and hydropower, while gas and oil are imported. This paper gives an overview of future of the European Union energy policy by 2020, together with the situation and outlooks for Bosnia and Herzegovina renewable energy sources: hydropower, wind power, solar energy, biomass and geothermal energy. Measuring the quality of political regimes is a field that occupies a traditional place in statistical studies that have the subject of studying the characteristics of the political system as an important segment of the explanation of the behavior of states in international relations. In a desire for a comprehensive and complete spatial and temporal interaction, researchers seek to classify data categories through an extremely complex set that represents the starting point for further research. The aim of this article is a comparative overview of the most used quantitative instruments of the level of the political regime. In addition, the author points to the advantages or limitations of certain databases. The subject of the comparative presentation are the following databases: Polity IV, Lexical Index of Electoral Democracy-LIED, Authoritarian Regime Dataset, Varieties of Democracy, and other data sets relevant to statistical testing. In addition, the author presents the problems that researchers in security studies meet in "measuring" the level of the political regime, that is, quantifying the relationship between democracy and autocracy. The method of descriptive statistics will be used in order to present the most important statistical cross-sections of the instruments used in modern research.
The paper analyses the class basis of the civil society in Serbia in the period of post-socialist transformation. The analysis is based on data from several empirical studies implemented by the Institute for Sociological Research of the Faculty of Philosophy in Belgrade over the past twenty years, specifically in 1997, 2007 and 2012. The main objective of the analysis is to determine whether there is rootedness of civil society activities among the middle class. The basic hypothesis of the paper is that members of the middle class are the key actors of civil society in the entire period observed. Results of the analysis show that the members of the middle class have been holders of civil protests during the period of blocked transformation - almost the only phenomenal manifestation of the civil society in Serbia in the 1990s. On the other hand, research findings from 2007 and 2012 indicated a significant decline of civic activism among all social groups, and the decline was most marked precisely among the middle class. Although members of the middle class, compared with other social groups, were still more willing to engage in civic activities, data show that the differences between social classes were not especially marked, and therefore we can talk only conditionally about rootedness of civil society activities among the middle class.
Due to the war in Bosnia and Hercegovina, the study of international migration imposed itself, embracing the study of the migrations of the peoples of the former Yugoslavia and the problems of emigrants from the former easteuropean states. The existing connection between the problem of emigrants and displaced persons human rights, armed conflicts, undevelopment and immigration, are studied within a broader aspect, sufficient for conclusions. The data from various stands point to certain differences among the emigrants from Central Europe, the territory of the former Yugoslavia and Russia. (SOI : PM: S. 73)
The subject matter of the paper includes criminal legal (theoretical, normative and practical) issues of financial investigation as an increasingly important instrument of adequacy of the state response to property crime. A lot of issues have been analysed and particular attention has been paid to the following issues: the notion and assumptions of the adequacy of the state response to property crime; criminal and political reasons for the necessity of conducting a financial investigation, as well as the most important features of its standardization and practical realization (conditions, subject matter and objectives, as well as the basic principles of its implementation – urgency and timeliness of the procedure, exclusion of the possibility of invoking confidentiality of data, transfer of burden of proof to the suspect, confidentiality of the collected data, etc.) At the end of the paper, the authors' position regarding the adequacy of the analysed legal norms in terms of the desired degree of success in detecting, proving and confiscating property acquired through the commission of criminal offenses is presented. ; Предмет анализе у раду су кривичноправна (теоретска, нормативна и практича) питања финансијске истраге као све значајнијег инструмента адекватности државне реакције на криминалитет с имовинским обележјем. Међу немалим бројем анализираних питања посебна пажња је посвећена питањима која се тичу: појма и претпоставки адекватности државне реакције на криминалитет с имовинским обележјем; криминално-политичких разлога неопходности спровођења финансијске истраге као и најважнијих особености њеног нормирања и практичне реализације (услова, предмета и циља, као и основних начела њеног спровођења - хитност и благовременост поступања, искључење могућности позивања на тајност података, пребацивање терета доказивања на осумњиченог, поверљивост прикупљених података и др). На крају рада изнет је став аутора по питању адекватности анализираних законских норми за жељени степен успешности откривања, доказивања и одузимања имовине стечене вршењем кривичних дела.
Germany's security dilemma is to fulfill the larger role in Europe and global security that is expected after reunification, while not rekindling a sense of threat particularly among neighbors to the east. Opinion surveys of Germans and Central/East Europeans reveal substantial difficulties were Germany to become more assertive. Changes in German behavior and constitutional interpretation suggest a maturation or "normalization" of German foreign policy. Thus far, th changes have emphasized traditional forms of diplomacy and alliance behavior focused on using the enlarged capacities of a reunited Germany that more direc pursue German interests. An alternative way by which to perform a larger security role are discussed, particularly in light of data regarding the mutual perceptions of Germans among neighboring peoples and leaders.
