The International Research Database Lituanistika has been created since 2006 funded by European Union Structural Funds. On the 25th of August 2011 the three year financing and administration agreement of the continued project "Database Lituanistika" (project code VP1-3.1-ŠMM-02-V-02-003) was signed between the European Social Fund Agency and the Research Council of Lithuania. The article presents the main objectives, activities and developmental guidelines of the Database Lituanistika, which accumulates and disseminates verified, high quality information about Lithuanian studies carried out in Lithuania and abroad. Application of information communication technologies in this database, the correlations of this database with other information systems and activities of the Lithuanian Virtual University as well as the programme of the Lithuanian Academic Libraries Network is discussed in detail.

The aim of the article is to analyse the definition of a database which is contained in Directive 96/9 of the European Parliament and of the Council on the legal protection of databases and to compare it with the definition used in Lithuanian Law on Authors and Neighbouring rights. The definition of a database is important for several reasons. First, it sets the boundaries of the protection available for databases. Second, the definition of a database as well as many others legal definitions are ambiqous and require further explanations. Third, the authentic translation of Directive differs in some aspects from text of the Directive in other languages. Finally there is inconsistency between the definition in directive and the definition used in Lithuanian Law on Authors and Neighbouring rights. In the first part of the article the gradual development of definition of a database until its final version included in Directive is analysed. Then all the elements of definition are considered. Conclusion is given, that definition of database is extremely broad and lacks of clarity. Two requirements of a database that is "database can be in any form" and it consist of "works, data or other materials" make definition of a database extremely broad. Others attributes of database (collection, independent elements, systematical or methodical arrangement of elements, their capability of being individually accessed) are quite unclear and may be interpreted broadly. The last requirement that a database is not computer programs used in the making or operation of databases accessible by electronic means faces the same problem. Therefore court should exam all above mentioned attributes in every case individually.

The program have possibilities to collect, store and analyze data of students and academics staff. In long period of using the program have a many updates for external and internal reason. Internal reason – requirement to store many data of same field ex. different field type of contacts: more cell phones numbers and e-mail, Skype, Viber contacts, etc. External requirements – export and import data from external data sources and dictionary: Study registration fees; The contribution to export declarations to State Tax Inspectorate system; Multipurpose report generation; Web based solutions; Export to the library database ALEPH; Importation data from Lithuanian higher education association of Joint Admission – LAMA BPO; Student data export to govern ment register of students; Fees of Study Import from Bank systems; Importing data from Government AIKOS registers; Modular learning system; Export of Diploma to Diploma register – DAKPR v2. This required update database with new fields for new records and add new dictionaries. It was calculated what for external and internal requirement database increase approximately 450 new fields in 11 years. In article presented method by "one table" principle, there are possible store many different dictionaries in one place. The same one table method allows to store many historical record values in the one log table.

The aim of this thesis is to analyze how technological, economic, political and social factors can be integrated into Business Model for Geo-location database as a controlling entity for operation of Cognitive Radio devices in the TV White Space spectrum range. Tasks of thesis: to perform an analysis of scientific literature in the context of TVWS and to identify technologies of TVWS management, to find factors influencing Geo-location Database Business Model, to put forward Geo-location Database scenarios, to construct classification of Business Model for the Geo-location Database, to provide experimental study of feasibility to deploy distinct classification of Business Model for the distinct scenarios of Geo-location Database. Qualitative methods chosen for the research: exploratory literature analysis, consultations with experts/specialists and conceptual modelling based on scenarios. The exploratory part of the thesis describes existing spectrum shortage problem and presents potential technologies that can solve this problem. The theoretical part of this work introduces research methodology and the concept and principles of Business Model for technology innovation. Analytical part of the thesis seeks to identify potential Business Model configurations for the operations of Geo-location database in the TV White Space spectrum range. This part ends with presenting experimental study of the feasibility of Geo-location Business Model. The final part of the thesis concludes with the main results that propose optimal Business Model configuration for the Geo-location Database that can be used for further research.
