ParlaMint is a multilingual set of comparable corpora containing parliamentary debates mostly starting in 2015 and extending to mid-2020, with each corpus being about 20 million words in size. As opposed to the previous version 2.0, this version corrects some errors in various corpora and adds the information on upper / lower house for bicameral parliaments. The vertical files have also been changed to make them easier to use in the concordancers.

Rad se bavi mapiranjem i teorijskim konceptualiziranjem polemika vezanih uz "re- lacijsku formu". Pri tome ne predstavlja pokušaj pacifikacije različitih pozicija niti zauzimanja "strane" u polemikama, već se temelji na studiji koncepata (concept-based metodology) koja služe kao pomagala boljem razumijevanju objekta istraživanja. Premda je forma suvremene umjetnosti, bilo da je čine procesi ili postupci, prema tradicionalnom shvaćanju "razbijena", cilj rada je ispitati suprotno. U prvom dijelu analizirat će se pojam "relacijske forme" te diskursi vezani uz njezino artikuliranje. U drugom se dijelu istražuju tehnike i postupci odnosno strategije konceptualnih avangardi 1990-ih i 2000-ih. Zaključno se razmatraju napori, prijepori i mogućnosti umjetnosti u proširenom polju relacijskih praksi. Istraživanje će poslužiti za pobliže određenje ontološkog statusa suvremenih umjetničkih formi. ; The paper aims at mapping and theoretically conceptualizing the controversies around the "relational form." It does not, however, seek to conciliate the different positions or take "sides" in the debate; instead, it is based on a concept-based methodology as an instrument offering better insight into the researched object. Even though the form of contemporary art, be it as a process or as a procedure, is "broken" according to the traditional idea, the aim of this work is to examine the opposite. In the first part, the notion of "relational form" and the discourses related to its articulation are analyzed. The second part focuses on the techniques and procedures or strategies of the conceptual avant-gardes during the 1990s and 2000s. Eventually, the conclusion considers the efforts, debates, and possibilities of art in the extended field of relational practices. The aim of this research is to define more precisely the ontological status of contemporary art forms.

Sigurnost je temeljni preduvjet opstanka, djelovanja i razvoja čovjeka, države i društva. Suvremene studije sigurnosti uključuju vojno, političko, socijetalno, gospodarsko i ekološko područje. Unatoč bitnom proširenju i produbljenju interesa, sigurnosne studije u područje interesa nisu uključile socijalnu sigurnost. U radu se propituju razlozi za teorijsko (ne)uključenje socijalne sigurnosti u suvremene sigurnosne studije. Analiza empirijskog činjeničnog obilja upućuje na zaključak o potrebi preispitivanja takvog stajališta. Socijalna sigurnost jest »sigurnosno područje«. Teorijski, analitički i empirijski u radu se dokazuje da socijalna sigurnost i njezini akteri imaju sigurnosne dimenzije zbog čega socijalna sigurnost treba biti dio sigurnosnih studija. ; Security is a fundamental prerequisite for existence, functioning and development of the human, state and society. The contemporary security studies include political, military, societal, economic and environmental sectors. In spite of the substantial widening and deepening of the approaches to security, social security is not included into security studies. This article critically examines the issues and reasons for the lack of inclusion of social security in the contemporary security studies. The analysis of abundant empirical facts suggests the need to reassess this view. This article theoretically, analytically and empirically proves that social security and its actors have a security dimension. Social security should be incorporated into security studies.

Kao ključnu novinu prvog modernog hrvatskog Stečajnog zakona iz 1996. možemo istaknuti pouzdanost kriterija na temelju kojih se odlučuje o pokretanju stečajnog postupka. On se pokreće prijedlogom vjerovnika ili dužnika kada se utvrdi postojanje kojega od zakonom predviđenih stečajnih razloga (insolventnost i insuficientnost). U četvrtoj noveli ovog Zakona iz 2006., proširen je krug ovlaštenih osoba za pokretanje stečajnog postupka. St. 1. čl. 39. sada glasi: "Stečajni postupak se pokreće prijedlogom vjerovnika ili dužnika, ako zakonom nije drugačije određeno". Bankruptcy proceedings are initiated by the proposal of the creditor or the debtor when the existence of any of the legally prescribed bankruptcy reasons (insolvency and insufficiency) is determined. In the fourth amendment to this Act in 2006, the circle of authorized persons for initiating bankruptcy proceedings was expanded. U radu se razmatraju povod, tijek i sadržaj intelektualne i političke debate između Stipe Šuvara i Šime Đodana koja se odvijala tijekom 1969., u uvjetima društveno-političkih, kulturnih i ekonomskih previranja u tadašnjoj socijalističkoj Hrvatskoj i Jugoslaviji. Glavno pitanje koje se eksplicitno i implicitno provlačilo kroz debatu bilo je: "Je li Hrvatska u Jugoslaviji eksploatirana?" No ta je rasprava bila višeslojna i kompleksnija od toga. U njoj su se autori dotakli i međuodnosa nacionalizma i međunarodne ekonomske integracije unutar Jugoslavije, kao i integracije Jugoslavije sa svijetom, odnosa ekonomije i kulture, emocionalnih i racionalnih argumenata u političkoj i ekonomskoj sferi, nacionalizma i demografije, modernizacije i nacionalne emancipacije, međudjelovanja procesa u istočnom, socijalističkom lageru i na Zapadu te konsekvencija koje bi Jugoslavija i jugoslavensko društvo iz toga trebali povlačiti. U takvu složenijem iščitavanju njihove suprotstavljene pozicije (borba ideja) ne mogu se svoditi na dihotomiju socijalizam – nacionalizam i hrvatstvo – jugoslavenstvo. ; This paper examines the cause, flow, and context of the intellectual and political debate between Stipe Šuvar and Šime Đodan that took place during 1969, in the conditions of socio-political, cultural, and economic turmoil in the then socialist Croatia and Yugoslavia. The main question that was explicitly and implicitly present throughout the debate was: 'Is Croatia being exploited in Yugoslavia?' This discussion, however, was multi-layered and more complex than that. In it, the authors touched upon the relationship between nationalism and inter-ethnic economic integration within Yugoslavia as well as the integration of Yugoslavia with the world, the relationship between economy and culture, emotional and rational arguments in the political and economic spheres, nationalism and demographics, modernisation and national/ethnic emancipation, the interaction of processes in the eastern, socialist bloc and in the West, and the consequences that Yugoslavia should draw from them. As a consequence of this more complex interpretation, their opposed positions (struggle of ideas) cannot be reduced to a simple dichotomy such as socialism-nationalism and Croatianness-Yugoslavness. Furthermore, the freer speech that became predominant in Yugoslav and Croatian public space in the 1960s and 1970s made it easier to cross the borders between the economic, political, social, and cultural spheres. The economic dimension of nationalism would prove inseparable from the national discourse, and it would become apparent that it could not be adequately addressed through general debates in the field of economic theory and practice alone. Finally, the Šuvar-Đodan polemic is a reminder of the reflections on globalisation that were then taking place in socialist societies and states, and which had begun long before the fall of the Berlin Wall.

Zamjensko majčinstvo, kao najsloženija metoda medicinski pomognute oplodnje i posljednje sredstvo u borbi protiv neplodnosti, u svijetu pobuđuje velike rasprave, kucajući i na vrata našega zakonodavstva, medicine i pravosuđa, što je osnovni razlog za cjelovito promatranje takve pojave s bioetičkoga motrišta kako bi se ukazalo na kompleksne moralne posljedice koje zamjensko majčinstvo sa sobom nosi u složenim odnosima (zamjenske majke, supružnika, naručiteljskoga para, djeteta). ; Surrogate motherhood as the most complex method of medically assisted reproduction and the last tool in the fight against infertility, stirs great debates around the world, knocking also on the doors of our own legislation, medicine and judiciary, which is the main reason for a comprehensive analysis of this phenomenon from a bioethical point of view in order to show the complex moral consequences that follow surrogate motherhood in the complex relationships (of the surrogate mother, spouses, the client couple, the child).

Rad istražuje načine na koje su rodni odnosi izraženi kroz specifičnu komunikativnu infrastrukturu grada – nazive javnih prostora i urbane plastike – čija svrha, tvrdimo, nadilazi funkcionalnu (orijentir; komemoracija verzije nacionalne povijesti) i su-određuje odnose moći u sferi roda. Analizirajući obrasce označavanja, oblikovanja i pozicioniranja imena, ploča i spomenika u Zagrebu, kombinacijom statističke obrade, mapiranja i istraživačke šetnje, pokazujemo da urbano znakovlje glavnog grada Hrvatske, u vremenu širenja debate o rodnoj ravnopravnosti, zadržava dominantno patrijarhalno uređenje koje je nasljeđeno iz perioda posvemašnjeg rasta, s kraja 19./početka 20. i sredinom 20. stoljeća, i znatno preferira muškarce kao aktere i tumače javnog prostora i povijesti. Usvojena prostorna analiza obuhvaća ne samo učestalost nego i prostornu distribuciju te tipove reprezentacije žena u urbanom znakovlju (imena, ploče, spomenici) Zagreba. Dobiveni rezultati propituju se pod lupom kritičke i konstruktivističke škole kulturnih studija i kontekstualiziraju procesima medijske posredovanosti gradova i urbanog života tranzicijskih društava. ; This paper investigates the ways in which gender relations are articulated through a particular communicative urban infrastructure, such as names of public spaces and public art. We argue that their selective design and distribution suggest meanings beyond functional purposes (to serve as orientation points or as national commemorative sites) and co-constitute gendered power relations. Reading the patterns of signification, formulation and positioning of names, plaques and statues in Zagreb, through our raft of statistical analysis, mapping, and ethnographic walks, we show that the urban signage of the capital of Croatia, in a time of increased debates about gender equality and identity, continues to uphold the patriarchy inherited from earlier periods of city growth, namely the late 19th/early 20th centuries and mid-20th century. Our spatial analysis concerns not only the frequency but also spatial distribution and forms of representation of women in the names of public spaces and commemorative plaques and statues. The research presented here suggests that Zagreb's public urban signage significantly prefers men to women as actors in public space and nation's history. We discuss our findings from the perspective of critical and constructivist approaches in cultural studies and contextualise them with reference to the ways in which contemporary urban spaces are said to be 'mediated cities'.

NATO's enlargement in the Western Balkans (WB) has been the focus of a number of debates for almost two decades. Opinions and positions regarding this question range from serious doubts, criticisms and opportunistic press releases to enthusiastic support for membership. This paper assesses Bosnian reforms and policy changes, as well as the country's efforts to join NATO. Bosnia and Herzegovina (BiH) has made significant steps in moving towards NATO's military and political standards, but not sufficiently. Although BiH is viewed by some observers as a country approaching the point of joining the Membership Action Plan (MAP), this prospect remains uncertain. The findings of this research suggest that BiH is different from other WB countries and that it is not suitable for understanding the NATO integration challenges in the WB. In order to understand Bosnian 'specifics', it is necessary not only to view the challenges through the prism of technical and other domestic issues in BiH. A wider approach must be adopted. Through understanding the Bosnian specifics, the dilemmas related to the NATO membership of BiH become more obvious and clear. Ministarstvo kulture 2013. godine provodi istraživanje o stanju u medijima, a 2015. godine započinje raspravu o medijskoj politici te donosi deset dokumenata koji služe kao temelj za medijske politike u RH od 2015. do 2020. godine. Nemoguće je tvrditi da je samo ekonomska kriza uzrok krize u medijima, iako postoji sveza jer je pad broja oglasa u medijima za sobom donio i pad broja zaposlenih. Manji broj novinara u redakcijama utjecao je na pad kvalitete novinskih uradaka, a ekspanzija društvenih medija te jačanje portala na internetu, usmjerili su novinarstvo u drugom smjeru. Erozija demokratske funkcije medija termin je s kojim se danas susrećemo kada govorimo u "krizi" ili stanju u medijima. Iako je prethodno održano nekoliko tematskih prosvjeda Hrvatskoga novinarskog društva, u ožujku 2019. godine organiziran je opći prosvjed nazvan Oteli ste medije, novinarstvo ne damo. Prosvjed je imao za cilj uručiti Vladi osam zahtjeva koji se odnose na sudske tuže, pritiske politike i oglašivača, prijetnje novinarima, ugrožavanje profesionalnih standarda, nepoštivanje medijskih zakona kao te izostanak ozbiljne medijske politike. Iako rasprava o medijskoj politici završava u 2020. godine, sami novinari navode izostanak adekvatne strategije. S obzirom na završetak petogodišnjega razdoblja rasprave o medijskoj politici, u radu će se prikazati rekapitulacija protekloga razdoblja. Je li sve navedeno uzrok daljnje krize u medijima te erozije funkcije medija, autori će nastojati utvrditi u radu. Za potrebe rada provedena je anketa među novinarima dostupnim na društvenoj mreži LinkedIn. Također će se napraviti komparacija s početnim stanjem rasprave o medijskoj politici i dobivenih rezultate. Slijedom slogana prosvjeda, pokušat će se dati odgovor tko je oteo medije te kakva je ocjena novinarstva u Hrvatskoj. ; The Ministry of Culture in 2013 conducts research on the media situation, and in 2015 begins discussions on media policy and adopts ten documents that serve as the basis for media policies in the Republic of Croatia in the period 2015 to 2020. It is impossible to argue that only economic crisis is the cause of the crisis in the media, although there is a link because the decrease in the number of advertisements in the media has also led to a decrease in the number of employees. Fewer journalists in newsrooms have affected the decline in the quality of news articles, and the expansion of social media and the strengthening of online portals have directed journalism in another direction. Erosion of the democratic function of the media is a term that we come across today when we speak in a "crisis" or situation in the media. Although several thematic protests have been held by the Croatian Journalist Society, a general protest called "You kidnapped the media, we don't give journalism" was organized in March 2019. The protest was intended to deliver to the Government of eight claims relating to the largest number of lawsuits, political PR and prints and advertisers' pressures, threats against journalists, jeopardizing the professional rights and standards, failure to comply with media laws and the lack of serious media policy. Although the debate on media policy, in the framework of the start, ending in 2020. Godin e journalists themselves referred to the lack of adequate strategies. Given the end of the five-year media policy debate period, a recapitulation of the past period will be made through the paper. Is all of the above a cause of further media crisis and erosion of media function, the authors will endeavour to determine through the work. For the paper, a survey was conducted among journalists available through the LinkedIn social network. Equally, a comparison will be made with the initial state of the media policy debate and the results obtained will be compared. Following the slogan of the protest, an attempt will be made to answer who abducted the media and what is the rating of journalism in Croatia.

Rad preispituje teoriju deliberativne demokracije na temelju Rancièreovog poimanja "nesuglasnosti". Predstavljena su dva dominantna pravca teorije deliberativne demokracije - onaj Johna Rawlsa te onaj Jürgena Habermasa. Nasuprot teoriji deliberativne demokracije, Rancière tumači demokraciju kao pojavnost u sporu koji nastaje podizanjem zahtjeva za jednakošću od onih koji su dio zajednice, ali bez udjela u moći ili jednakim pravima. S njegovom teorijom otvara se prostor za preispitivanje dominacije deliberativne demokracije u trenutnim raspravama o demokraciji. Ispituje se mogućnost racionalnog promišljanja kao osnove demokracije u društvu sa složenim i ukorijenjenim nejednakostima te se suprotstavlja važnost konsenzusa naspram nesuglasnosti. ; This paper re-examines the theory of deliberative democracy based on Rancière's notion of "disagreement". Two dominant directions of the theory of deliberative democracy are presented - that of John Rawls and that of Jürgen Habermas. Contrary to the theory of deliberative democracy, Rancière interprets democracy as a phenomenon in a dispute that arises from the raising of demands for equality by those who are part of the community, but without a share in power or equal rights. With his theory, space opens up for re-examining the dominance of deliberative democracy in current debates about democracy. The possibility of rational thinking as the basis of democracy in a society with complex and ingrained inequalities is examined, and the importance of consensus versus disagreement is opposed.

U ovom radu autor analizira političku filozofiju minimalne države Roberta Nozicka, nasto-jeći na objektivan način predočiti njezin značaj, ali i nedostatke. Autor se fokusira na Nozickovo shvaćanje nastanka države djelovanjem nevidljive ruke dominantnog zaštitnog udruženja, preko ultraminimalne do minimalne države. Iznesen je kritički osvrt na Nozicko- vu teorija pravde u posjedima na osnovu ovlaštenja, pri čemu autor ukazuje određene sla-bosti i nedorečenosti navedene teorije. U kontekstu teorijske rasprave s Johnom Rawlsom o središnjem pitanju distributivne pravde, fokus je na kritici modeliranog koncepta pravde. Autor dovodi u pitanje i Nozickovo poimanje određenih segmenata marksističkog učenja, nerijetko nalazeći ideološku isključivost. Zaključno se osvrće na Nozickovo napuštanje libertarijanskih svjetonazora, pritom iznoseći objektivan pogled na njegovu političku filozofiju. ; The author analyzes Nozick's political philosophy of minimal state, to present its significance and disadvantages objectively. The author focuses on Nozick's view of the emergence of the state by the act of the invisible hand of the dominant protective association, from the ultraminimal state to the minimal state. The central part of the paper is Nozick's theory of justice, where the author points out its specific weaknesses and inconsistencies. In the context of a theoretical debate with John Rawls on the central issue of distributive justice, the focus is on criticizing the modelled concept of justice. The author also problematizes Nozick's perception of certain segments of Marxist theory, to find ideological exclusivity. Finally, the author comments on Nozick's abandonment of libertarian worldviews, giving an objective perspective on his political philosophy.

U Hrvatskoj već dulje vrijeme, a naročito u zadnjih godinu dana, traje javna i stručna rasprava o reorganizaciji sustava lokalne samouprave. Važna komponenta tog sustava je teritorijalna struktura. Identificiranje njezinih karakteristika daje potrebne osnove za prijedloge za promjenu sustava. Postojeći sustav obilježavaju prevelika slož enost teritorijalne organizacije, njezina nedovoljna stabilnost, neuravnoteženost, nedovoljna efikasnost lokalne samouprave, slabi razvojni potencijali te osiguranje centralističkog načina upravljanja zemljom. Da bi se mogle izvršiti potrebne pro- mjene, potrebno je da se relevantni akteri suglase o potrebi promjene modela upravljanja zemljom, kao i o novim, razvojnim svrhama lokalne samouprave. Također, trebali bi odustati od povijesno prevladanih modela i prihvatiti racionalnu organizaciju države. ; A public and professional debate about reorganisation of local self-government has been going on in Croatia for quite some time and with particular intensity during the past year. An important component of the local self-government system is the territorial structure. Identification of its characteristics gives the necessary basis to the suggestions for changes of the system. The current local self-government system is characterised by excessive complexity of the territorial organisation and its insufficient stability, imbalance, insufficient efficiency of local self-government, weak development potentials, and centralistic manner of governance at the national level. In order to conduct the necessary reforms, the relevant actors have to reach an agreement about the necessity of changing the governance model as well as about the new, developmental purposes of local self-government. Moreover, they should give up historically obsolete models and accept rational organisation of the country.
