MILITARY COUP OF SEPT. 11, 1973 INITIATED A RAPID PROCESS OF POLITICAL DEMOBILIZATION IN CHILE. THE ARTICLE EXAMINES THAT PROCESS AND EXPLORES ITS RELATIONSHIP TO THE CENTRAL POLICY GOALS OF THE CHILEAN JUNTA. IT FOCUSES SPECIFICALLY ON THE REGIME'S EFFORTS TO CONTROL TRADE UNIONS AND POLITICAL PARTIES, AND ATTEMPTS TO PROVIDE SOME PRELIMINARY ANALYSIS OF THE COMPARATIVE SIGNIFICANCE OF CHILE'S STATE.

Agrarismois the body of thought that is understood to have guided Mexican peasant struggles in this century. It seems reasonable to expect an essay on peasant ideology to open with a clear definition, or at least a list of the doctrines that form the content of this ideology. But agrarismo has often served as an imprecise catchword for a wide variety of goals espoused by peasants and peasant leaders during seven decades of struggle in the Mexican countryside. Even when we consider only themainstreamof agrarianist thinking in twentieth-century Mexico, we find that anagraristavision of a just order has implied committment to a strikingly diverse series of programs from 1910 to the present day.

An examination of the early policy debates in the Soviet leadership on the demobilization of the Red Army & the ways of dealing with scarce resources both in materiel & manpower for purposes of military force structure. THE CENTRAL GOVERNMENT WHETHER MILITRY OR CIVILIAN - SPEARHEADS POPULAR DEMOBILIZATION BY ELIMINATING MOST PARTICIPATORY STRUCTURES, REMOVING KEY INDIVIDUALS FROM POLITICS POLITICS, AND CANCELLING OF ELECTIONS.

THE EFFECT OF ELECTORAL MOBILIZATION UPON THE DECAY OF POLITICAL INSTITUTIONS IS EXAMINED WITH REFERENCE TO STABILITY OF AGEREGATE VOTING PATTERNS IN WESTERN EUROPE. HISTORICAL TIME SERIES ARE STUDIED EMPIRICALLY TO TEST PREDICTIONS DERIVED FROM A FORMAL MODEL. THE CONCLUSION IS THAT DEMOBILIZATION OF GROUPS RATHER THAN NEW VOTERS, THREATENS THE STABILITY OF ELECTORAL INSTITUTIONS.

The effect of electoral mobilization upon the decay of political institutions is examined with reference to the stability of aggregate voting patterns in Western Europe. Historical time series are studied empirically to test predictions derived from a formal model. The conclusion is that demobilization of groups, rather than mobilization of new voters, threatens the stability of electoral institutions. It is argued that electoral mobilization is a process through which political institutions preserve stability of social relations.

Historical & semantic perspectives of the concept of mutiny are presented. To governments, mutiny threatens the state's control of its own power & legitimacy; the legitimacy of the military as the means of enforcing state policy is similarly threatened. Mutiny is also an affront to hallowed traditions of honor & duty in the armed forces, & works against the reputation of officers in charge. Military services in many countries try to minimize public knowledge of mutinies. Some basic causes of mutiny in history include discontent over working conditions, demobilization, & lack of faith in the purpose or functioning of a military institution or mission.
