In both the academic and the political sphere, demography is a discipline which enjoys widespread approval. This consensus rests to a great extent on the specific categories employed, namely those applicable to civic status, whose historical conditions of possibility were instituted and consecrated by the state. Demography was always intended to be an instrument of state administration and at the same time, a means of understanding the social world. In order to reveal the mechanisms according to which demographic categories, questions and applications are constituted, the author presents an analysis of the historical relations between the social space where demographic discourse is produced and disseminated and the related spaces, in particular the political-administrative space and the space of associations. Focusing on demographic processes, particularly internal migration, it discusses the thesis that rightist ideas and groups enjoy higher approval in 'left-behind' rural areas while finding less resonance among urban populations considered more 'cosmopolitan' and approving of modernization. Considering both German and American debates, the text argues that the spatialization of political attitudes should be conceptualized in a more dynamic and relational manner, putting emphasis on small-scale differences within cities and regions. This points towards the emancipatory potential of the municipal as a level of political decision making beyond the nation state.

In den Jahrzehnten nach dem Krieg kommt die Antwort von Louis Henry am INED, der eine historische und überwiegend statistische Demographie begründet, die in den Arbeiten von Fernand Braudel und der Schule der Annales aufgegriffen werden. In den 1980er Jahren jedoch durchläuft die Disziplin eine Periode der Verunsicherung: die von Michel Foucault beeinflusste Dekonstruktion der Kategorien, die Kritik des Objektivismus, die von der Statistikgeschichte aufgedeckten, unsicheren ideologischen Wurzeln der Demographie (Natalismus, Eugenik, Wille zur biopolitischen Kontrolle). But in the 1980s, the Henry model was called into question by deconstructionist approaches derived from Michel Foucault, and by critics against objectivism. At the same time, history of statistics discovered the ambiguous ideological roots of demography (pronatalism, eugenics, biopolitical thought). To pick up again, the discipline introduced new methods (micro-history) and new issues (institutions). As a result, nowadays, historical demography is more and more replaced by a social and political population history. It focuses on how institutions, policies and knowledge devoted to populations construct each other in an interactive, simultaneous process. Condorcet, who was fought against by Malthus; Achille Guillard, who coined the word 'demography', and of course the Durkheimian sociologist Maurice Halbwachs, have formalised the 'social' dimension of population. Contrary to current sociobiological temptations, the deep, organic tie between population and social protection raises the fundamental issue of how society endlessly shapes itself.

This article investigates the complicated and intertwined history between the scientific discipline of demography, the depopulation debate and the pronatalist lobby, and French republican policies from the late nineteenth century till the eve of the Second World War. The authoress suggests that central to this history is the concept and codification of fertility.
Eine Geschichte der modernen Bevölkerungswissenschaft fehlt bis heute. Nationale Spezifika prägten entscheidend diese Disziplin in ihrer jeweiligen Ausgestaltung wie in ihren akademischen Verankerungen. Besonderheiten und Kontinuitäten der Entwicklungen der Bevölkerungswissenschaft zeigt der Beitrag am Beispiel USA und Deutschland und benennt einschneidende Brüche: In Deutschland führte der politische Bruch 1933 zum Verlust von theoretischen Konzeptionen und zur Unterordnung der Bevölkerungswissenschaft unter die 'Volkslehre'. In der US-amerikanischen Bevölkerungswissenschaft richtete sich seit Ende der 1930er Jahre das Interesse verstärkt auf internationale Probleme. Nach 1945 fand in Deutschland nur eine tendenziell auf Bevölkerungsstatistik reduzierte Bevölkerungswissenschaft den Anschluss an die angloamerikanischen bevölkerungswissenschaftlichen Diskussionen. ; Until today, a history of modern population science is still missing. National specifics are responsible for the different character and academic significance of population science. A comparison of national histories of demography in the USA and Germany emphasises characteristics and continuities but on the other hand far-reaching breaks: While in Germany, the political upheaval of 1933 led to an erosion of theoretical concepts and to an integration of demography into the subject of 'Volkslehre', beginning in the late 1930s, US-American demographers increasingly directed their interests towards international problems. After 1945, only population statistics, a reduced part of German population science, managed to catch up with Anglo-American approaches.
Sozialdemographische Untersuchungen gab es seit den 1930er Jahren nicht nur in den angelsächsischen Ländern, sondern auch im nationalsozialistischen Deutschland. Unabhängig von der Beantwortung der Frage, ob die deutschen Untersuchungen für die NS-Bevölkerungspolitik unmittelbar relevant wurden, macht ein Vergleich zwischen den deutschen Untersuchungen und den Arbeiten in den USA Sinn. Die Eugenikdiskurse in beiden Ländern zeichneten sich durch eine große Argumentationsvielfalt aus - darunter auch spezifisch soziologische Zugangsweisen. Nicht Individuen, sondern Gruppen (in den USA auch: Berufsklassen) und soziale Lagen gerieten als abhängige/ unabhängige Variablen in den Blick beider Sozialdemographien. Dem Autor erscheint bei einem Vergleich gerade die Methodenentwicklung in den beiden Ländern beachtenswert. Er schlägt vor, die methodische Verarbeitung von 'sozialer Ungleichheit/ sozialer Mobilität' in den demographischen Disziplinen zum Ankerpunkt eines wissenschaftshistorischen Vergleichs zu machen. Und er benennt die Gründe, die für diesen Zugang sprechen: darunter die Übernahme einer linearen Vorstellung von Statushierarchie in den empirischen Sozialwissenschaften und die Fokussierung auf den 'Beruf' als soziales Klassifikationsmerkmal. ; Since the 1930s, sociodemographic surveys were carried out not only in English-speaking countries, but also in National Socialist Germany. A comparison between the German surveys and the studies in the US appears useful, quite apart from finding an answer to the question whether the German surveys were of direct relevance to Nazi demographic policy. The discourses on Eugenics in both countries featured a large variety of arguments, including specifically sociological approaches. The dependent/ independent variables focused on by both sociodemographic systems were groups (and in the US also: professional classes) and social situations rather than individuals. In a comparison, the development of methods in the two countries appears to the author to be of particular significance. He proposes to make the methodological analysis of 'social inequality/ social mobility' in the demographic disciplines the focal point of any comparison referring to the history of science. Further, he presents the reasons for favouring this approach, among them the adoption of a linear idea of status hierarchy in the empirical social sciences and the focus on 'occupation' as a characteristic of social classification.
Das Thema "Demografischer Wandel" ist in Deutschland eines der Leitthemen des politischen und gesellschaftlichen Diskurses zu Beginn des 21. Jahrhunderts. Die Arbeit widmet sich vor diesem Hintergrund den zentralen Forschungsfragestellungen, wie wissenschaftliche Bibliotheken sich in ihrer recht unterschiedlichen typologischen Verfasstheit aktuell auf das Thema "Demografischer Wandel" eingestellt und ob sie es für sich als einen Indikator für Zukunftsfähigkeit identifiziert haben. Wie werden und wie können sie in einer Zeitperspektive von 10 – 15 Jahren mit dem Thema umgehen? ; In Germany the topic "demographic change" is one of the main themes of political and social discourse at the beginning of the 21st Century. The thesis is devoted to this background. The main research question is how scientific libraries are currently set in their very special typological constitution on the topic "demographic change" and whether they have identified it as an indicator of sustainability for themselves. How are they going to deal with the issue in a time perspective of 10 - 15 years?
Seit mittlerweile fast 70 Jahren leben palästinensische Flüchtlinge im Exil. Die Flüchtlingsfrage ist seit der Flucht 1948, der Nakba, Mittelpunkt des israelisch-arabischen Konflikts. In der Arbeit wird untersucht, wohin die Flüchtlinge nach der Staatsgründung Israels im Mai 1948 und dem Sechstagekrieg 1967 geflohen sind. Zunächst gibt es einen kurzen Überblick der historischen Ereignisse ab dem Ersten Weltkrieg. Nach dem Zusammenbruch des Osmanischen Reichs erhielten 1920 die Briten das Völkerbundmandat für Palästina. Während des Zweiten Weltkriegs wurden der Rückzug und eine Teilung des Landes überlegt. Letztlich wurde am 14. Mai 1948 die Unabhängigkeitserklärung Israels von D.B. Gurion verkündet. Im Zuge dieser Gründung flohen rund 700.000 und im Jahre 1967 weitere 300.000 Palästinenser nach Jordanien, in den Libanon, nach Syrien und in die besetzten palästinensischen Gebiete. Anschließend wird der Frage nach der Situation in den Flüchtlingslagern in den Zufluchtsregionen nachgegangen. Palästinensische Flüchtlinge fallen nicht unter die Genfer Flüchtlingskonvention, welches für Flüchtlinge weltweit gültig ist. Für Palästinenser wurden zwei zusätzliche Einrichtungen von der UN geschaffen- die UNCCP und die UNRWA. Die primären Aufgaben sind: die medizinische Versorgung, die Bildung, die finanzielle Hilfe und die Verbesserung der Infrastruktur in den Flüchtlingslagern. Rund 5,5 Millionen palästinensische Flüchtlinge sind bei der UNRWA registriert. Von diesen leben über 1,6 Millionen Flüchtlinge, das entspricht einem Anteil von fast 30%, in Lagern in den benannten Regionen. In Summe betreut die UNRWA 58 Flüchtlingslager, 724 Schulen und 138 medizinische Zentren. In den meisten Aufnahmeregionen- ausgenommen Jordanien, die palästinensische Flüchtlinge aufgenommen haben, besitzen Palästinenser kaum Rechte. Im Gegensatz zu nichtpalästinensische Flüchtlinge wird diesen das Recht auf Rückkehr verweigert, obwohl es in de Resolutionen 194 und 237 gefordert wird. ; Since almost 70 years, many Palestinian refugees live in exile. The refugee question has been the focal point of the Israeli-Arab conflict since the flight in 1948, the Nakba. The target of this diploma thesis is, to investigate in which regions the refugees fled. The focus lies on the two main drivers oft the flights. These drivers were the foundation of Israel in May 1948 as well as the Six-Day War in 1967. A brief overview of the political impacts in the Near-East effected by the First World War will be given. After the collapse of the Ottoman Empire, the Britsh Empire received a League-of-Nations for Palestine in 1920. During the Second World War the retreat and the division of the country were considered. On May 14, 1948, Israel's declaration of independence was finally proclaimed by David Ben Gurion. Triggerd by the foundation of the state Israel, 700,000 and in 1967, additional 300,000 Palestinians fled to Jordan, Lebanon, Syria and the Occupied Palestinian Territories.Furthermore, the situation in the refugee camps will be investigated. Palestinian refugees are excluded from the Geneva Refugee Convention, which is valid for all other refugees worldwide. For Palestinian people, the UNCCP and UNRWA have been established by the UN. The duties oft the UNRWA are medical care, school education, financial assistance and infrastructure improvement in refugee camps. Approximately 5.5 million Palestinian refugees are registered at UNRWA. More than 1.6 million refugees, nearly 30% of the total population, are living in camps in the previous-mentioned regions.
