European policies imposed in the euro crisis have disabled democratic policy choices at the national level, while the present European euro-rescuing regime lacks democratic legitimacy. But policy choices might now become politicised in the Europe-wide competition of partisan candidates for the Presidency of the European Commission. In that case, voters might indeed be mobilised for or against radically opposed policy options the continuation of the present austerity regime and the move to a transfer union. The risk is, however, that the escalation of transnational conflict might further divide rather than democratise Europe.

As a result of the prevailing governance structure, economic policy in democracies usually suffers from specific deficiencies. Among these are the predominance of distributive over efficiency objectives, the neglect of long-run effects, and the lack of or biased use of expert knowledge in the political decision making process. These deficiencies can be attributed to a 'monopoly of democratic legitimacy' of the politicians and parties, an overloaded democratic delegation, the influence of interest groups, and the short-run incentives in the political process. The focus of this paper is on the reform of the governance structure of economic policy. It is suggested that a 'dual democratic legitimacy' should be introduced. A 'senate' which is independent of the political parties will be directly elected by the people. The senate firstly works as a second chamber in bicameralistic legislation, closely cooperating with consultative expert institutions. Secondly, the senate acts as a principal for any public institution outside of the parliament and the government, appointing the top personnel.

Cui bono wem nützt Kunst- und Kulturpolitik? Und wem soll sie (vorgeblich) nützen? Wie wird mit welcher Begründung und wozu für Kunst und Kultur Geld ausgegeben? Das Fallbeispiel Frankreich bietet nicht nur ein reichhaltiges Arsenal kulturpolitischer Interventions- und Subventionsformen, sondern auch eine vergleichsweise breite öffentliche Diskussion um ihr Für und Wider. Die Dilemmata demokratischer Kulturpolitik und ihrer Rechtfertigung sind dort besonders sicht- und hörbar. Die vorliegenden Überlegungen versuchen Ziele, Zwecke und Legitimationsfiguren der öffentlichen Kulturpolitik in Frankreich aufzuspüren und zu ordnen. Die zentrale These lautet: In Frankreich wirken drei Traditionen zugleich, wenn es um öffentliches Engagement für Kunst und Kultur geht. Monarchische (1), republikanische (2) und liberale (3) Komponenten bilden in der modernen demokratischen Kulturpolitik und ihrem Legitimationsdiskurs eine idealtypische Trias. (ICE)

Die spätmoderne Politik ist unübersichtlich: Ihre komplizierten Themen, Strukturen und Prozesse stellen sich in einer dichten und schnellen medialen Kommunikation vielfältiger Interessenlagen, Perspektiven und Deutungen dar. Eine überlastete politische Öffentlichkeit, für die das Politische kaum mehr lesbar, schwer zu überblicken und zu beurteilen ist, droht ihre Kontrollfunktion in der Demokratie zu verlieren. Rames Abdelhamid zeigt, dass Komplexität und Kontingenz - die Quellen der Unübersichtlichkeit - nicht nur als Komplikationen, sondern auch als Voraussetzungen demokratischer Wissensgesellschaften zu verstehen sind. Dabei geht er der Frage nach, wie sich dieses Dilemma auflösen lässt, wenn kein Weg zurück in die Übersichtlichkeit führt.
