Der an der Universität Bonn lehrende Nationalökonom Arthur Spiethoff zählte zu den bedeutendsten Forschern auf dem Gebiet der Konjunkturtheorie. Umfassend dargestellt hat er seine Theorie im Artikel "Krisen", der 1923 im Handwörterbuch der Staatswissenschaften erschien (Spiethoff, A.: Artikel "Krisen", in: Handwörterbuch der Staatswissenschaften, 4.A., Bd. 6, Jena 1925, S. 8-91).
Einer der ältesten wirtschaftstheoretischen Problemkreise befasst sich mit der Krise, jener " … Spanne Zeit, in der sich unter plötzlichen, heftigen Erscheinungen die Umwandlung eines krankhaften wirtschaftlichen Zustandes entscheidet" (Spiethoff, a.a..O., S. 8).
Das Wirtschaftsleben der Krise erlahmt, Kredite werden Not leidend oder gekündigt, Bankrotte häufen sich. Es folgt eine allgemeine Stockung der Geschäfte, das Preisniveau fällt, Produktionsfaktoren werden freigesetzt, Arbeitskräfte finden keine neue Beschäftigung, die allgemeine Stimmung ist getrübt. Konkrete Erfahrungen dieser Art nahmen mit dem Übergang der nationalen Wirtschaften in West- und Mitteleuropa von der vor- zur frühkapitalistischen Produktionsweise zu und so liegt es auf der Hand, dass in Zeiten einer ohnehin knappen Versorgungsdecke, wie in den Anfängen der Industrialisierung noch typisch, schon kleine allgemeine wirtschaftliche Störungen eine schwere Beeinträchtigung der Wohlfahrt breiter Bevölkerungskreise und im Gefolge, der öffentlichen Ordnung bedeuten konnten. Aber der Gedanke, dass es sich dabei um ein besonderes Phänomen industrialisierter Produktionsprozesse handeln könnte, war erst auf dieser Basis gewachsener Erfahrungen formulierbar und tauchte deshalb als eigenständige wirtschaftstheoretische Fragestellung auch erst nach der Herausbildung der wesentlichsten klassisch-liberalen ökonomischen Grundsätze durch Adam Smith auf. In den der Veröffentlichung seines "Wealth of Nations" folgenden Jahrzehnten entstanden die verschiedensten Krisenhypothesen, herausgefordert durch das immer wiederkehrende Paradoxon allgemeinen wirtschaftlichen Aktivitätsverlustes trotz wachsenden Bedarfs. Als Höhepunkt und gleichzeitige Überwindung des auf die Krise fokussierten Theorieabschnitts kann Arthur Spiethoffs Artikel "Krisen" gelten. Dabei handelt es sich um das Konzentrat aus einem umfangreichen Werk (verwirklicht erst 30 Jahre später: Spiethoff, A., 1955: Die wirtschaftlichen Wechsellagen. Aufschwung, Krise, Stockung. Band I. Erklärende Beschreibung. Tübingen/Zürich: J.C.B. Mohr). Der Artikel beginnt mit einer Beschreibung historischer Krisen, diskutiert verschiedene Krisenerklärungen und leitet schließlich in eine Theorie der "wirtschaftlichen Wechsellagen" über, die die Krise aus der bislang vorherrschenden isolierenden Betrachtung löst, sie als Teil eines zusammenhängenden Wirtschaftsprozesses darstellt und damit der Krisenforschung eine Wende zur ganzheitlichen Analyse des zyklisch gedachten Konjunkturverlaufes gibt: "Das 'Normale' ist weder Aufschwung, noch Stockung, noch, was gar nicht in Frage kommt, Krise. Das Normale der freien, geldwirtschaftlichen Marktverfassung ist der Kreislauf der Wechsellagen" (Spiethoff, a.a.O., S. 82). In diesem häufig zitierten Artikel fanden so ziemlich alle Richtungen, die die Konjunkturtheorie Anfang dieses Jahrhunderts ausbildete, und die in der Konjunktur- und Krisendebatte zur Zeit der Deflationskrise von Bedeutung waren, Material und Hinweise zur vertiefenden Fragestellung, an kaum einer anderen Stelle wird eine solche Fülle von Beobachtungen und konjunkturrelevanten Fakten präsentiert und auf ihre Bedeutung für die Krisenerscheinung hin untersucht. In seiner Konjunkturtheorie vereinigten sich die Gedanken Juglars über die Periodizität der Konjunkturschwankungen mit der Verarbeitung bedeutender Mengen empirischen Datenmaterials. In seinem Artikel "Krisen" beschrieb er die Bewegungen der deutschen Wirtschaft im Zeitraum von 1822 bis 1913 und lieferte dabei nicht nur eine Längsschnitt-, sondern auch eine Querschnittsanalyse. Spiethoff war der Ansicht, dass allenfalls die Preise der Grundstoffe und Investitionsgüter (Güter des mittelbaren Verbrauchs) eine leidlich gute Übereinstimmung mit dem Wechsellagenrhythmus vor dem 1. Weltkrieg aufweisen, hingegen nicht die Preise der Konsumgüter. "aus der Gesamtpreisbewegung (Allgemeines Preisniveau) Deutschlands die Wechsellagen abzulesen, dürfte schwerlich möglich sein". Neben einigen Kapitalmarktindikatoren war der Konjunkturindikator Spiethoffs der Eisenverbrauch (Summe von Eisenerzeugung und Einfuhren abzüglich der Ausfuhren). Mit Hilfe des Eisenverbrauchs suchte Spiethoff die für den Konjunkturverlauf seiner Meinung nach beherrschende Größe, die Schwankungen der Investitionsaktivität, zu erfassen, die man seinerseits nicht messen konnte. Grundgedanke von Spiethoffs Theorie der Konjunkturbewegungen (in seinem Sprachgebrauch: "Wechsellagen") ist, dass die Bewegungen der Wirtschaft durch zyklische Veränderungen im Verhältnis von Kapitalbedarf und Kapitalversorgung bestimmt werden. Dabei sind sogenannte "Ertragsgüter" – Produktionsmittel und Investitionsgüter – entscheidend für die Konjunkturbewegung (Schlüsselrolle der Investitionstätigkeit für die Erklärung des Konjunkturgeschehens). Der wichtigste Bestandteil der Spiethoffschen "Ertragsgüter" ist Eisen, weshalb sein Verbrauch zu den wichtigsten Merkmalen innerhalb des von Spiethoff konzipierten "Musterkreislaufes der wirtschaftlichen Wechsellagen" gehört. Der Aufschwung entsteht durch Verstärkung der Kapitalanlage, die Stockung wird herbeigeführt durch die Übererzeugung, die notgedrungen ausbrechen muss, wenn die Produktion der Anlagegüter das Maß der zu ihrem Ankauf verfügbaren Kapitalien überschreitet. Die Krise steht außerhalb dieses Kreislaufes, denn der Aufschwung kann auch unmittelbar in die Stockung übergehen.
Mit den in den zwanziger Jahren öfters propagierten Gedanken einer "konjunkturlosen Wirtschaft" konnte Spiethoff sich nicht anfreunden. Mit der Ansicht, dass die weitgehende Ausschaltung von Konjunkturschwankungen nicht wünschenswert sei, standen er und Schumpeter weitgehend allein. Eine Sonderstellung in Spiethoffs System besaß hingegen die Wirtschaftskrise: sie war für ihn weder ein unentrinnbares Schicksal noch eigneten ihr die Vorzüge einer "normalen" Depression. Die Krise bedeutete den Ausnahmezustand. Sein Resümee: Gibt es keine Konjunkturschwankungen mehr, so ist es auch mit wirtschaftlicher Machtentfaltung und stürmischer Reichtumsvermehrung vorbei. Sollten sie einmal verschwinden, dann wäre eine neue Stufe der geschichtlichen Entwicklung erreicht (Spiethoff, Artikel "Krisen", S. 85f).
Komprimiert zeigt Spiethoffs Krisentheorie folgende Struktur:
Ursächlich für die Dynamik des Wirtschaftsprozesses sind
(1) das unbändige Erwerbsstreben, d.h. die seelische Grunddisposition des dynamischen, kapitalistischen Unternehmers zu wirtschaftlicher Expansion, sowie eine sich sprunghaft und unkalkulierbar entwickelnde technisch-organisatorische Produktivkraft,
die gemeinsam in jedem Aufschwung dahin tendieren, die Erzeugung der mittelbaren Verbrauchsgüter über die durch die Nachfrage gesetzten Grenzen auszudehnen (Überzeugung). Jedoch muss als Voraussetzung für eine derartige, disproportionale Fehlentwicklung
(2) eine freie, geldwirtschaftliche Marktverfassung
gegeben sein, weil nur in einer solchen – im Unterschied zur naturalwirtschaftlichen Tauschorganisation – das Preissystem als Kommunikator der realen Marktverhältnisse auf den Märkten versagen kann. Die effektive Auslösung zur Trendwende am jeweiligen Ende einer wirtschaftlichen Entwicklungsrichtung wird dann
(3) im Hochschwung durch die Aufzehrung des Sparkapitals, also vom Mangel an Kaufkraft (Erwerbskapital) erzwungen, während sie
(4) in der Stockung eines willkürlichen Anstoßes (der unternehmerischen Initiative) bedarf.
Als Struktureigenheit der kapitalistischen Produktionsweise tritt
(5) eine ungleichmäßige Einkommensverteilung hinzu,
die im Aufschwung die Anlage von Sparkapital in Erwerbsgütern über das einer gleichmäßigen Wirtschaftsentwicklung förderliche Maß hinaus begünstigt, im Aufschwung dagegen Kaufkraft in liquide Anlagen (Geldtitel) lenkt, also vom Gütermarkt zurückhält und auf diese Weise pro-zyklisch wirkt.
Seine Erklärung der wirtschaftlichen Wechsellagen gilt als ein Prototyp der warenwirtschaftlichen Konjunkturtheorien, die sich durch Betonung disproportionaler Entwicklungen bestimmter quantitativer wirtschaftlicher Größen zueinander auszeichnen und damit den Konjunkturverlauf als Phasenfolge konkreter Stadien solcher Disproportionalitäten beschreiben. In der Herleitung der Ursachen erweist sich aber Spiethoffs Theorie trotz ihres mono¬kausalen Argumentationsaufbaus auf der Überproduktionsthese weder einseitig nur an quantitative Wechselbeziehungen gebunden noch ideologisch fixiert. Im Gegenteil, infolge ihrer weiten Per¬spektive, die psychologische, sozio - ökonomische und monetäre Kriterien mit erfasst, liefert sie auch anderen Erklärungsansätzen hilfreiche Stichworte als Referenz, so dass der hier besprochene, gleichermaßen faktenreiche wie theoretisch eindrucksvolle Beitrag nicht nur unter deutschsprachigen Konjunkturforschern als ein Höhepunkt in der Geschichte des Faches gilt. Dogmenhistorisch gesehen ist Spiethoffs Bedeutung damit aber noch nicht erschöpft, denn häufig erkennt man in der komplexen Struktur des konjunkturtheoretischen Ideengefüges der 20er und 30er Jahre isolierend fortgeführte Linien seines Denkens, woran sich die zentrale Position seines Konjunkturkonzepts im Schnittpunkt der methodischen, wirtschaftsphilosophischen und ideologischen Strömungen seiner Zeit erweist. Dieser vielfältigen Verbundenheit mit unterschiedlichen Sichtweisen und z. T. auch divergierenden methodischen Ansatzpunkten, bei Wahrung eines eigenständigen Standpunktes, ist wohl ebenso wie der profunden Aufbereitung wirtschaftshistorischen Materials die breite Aufnahme und Diskussion seiner Thesen zu danken.

The most urgent tasks of the present day are to make an objective assessment of the reasons for the emergence of the global financial and economic crisis that broke out in 2008 and draw up a program of measures for overcoming its negative consequences. As world experience shows, crises inevitably give rise to political instability and an increase in crime and corruption throughout the world (for example, the 1847-1849 crisis led to revolutions in many European countries, while the Great Depression of 1929 generated Fascism). Moreover, such conditions may cause an abrupt change in the functioning of political institutions and push to the foreground aggressive forces that used to be considered secondary and marginal (anarchism, Nazism, neo-Fascism, and racism). The elections held recently in the European countries (including to the European Parliament) are clear proof of the real possibility that such threats may arise. But during the first weeks of 2008, essentially all international experts regarded the situation in the world economy as favorable. Society did not take the warnings of some analysts about the impending crisis seriously.

El objetivo principal de esta Tesis Doctoral es la investigación de los monumentos megalíticos antequeranos desde el enfoque biográfico, aunando en ella dos elementos de análisis: las transformaciones materiales de los monumentos, visibles en el registro arqueológico, y las modificaciones de las prácticas culturales y sociales que se crearon en torno a ellos, considerando que las primeras son las evidencias materiales de las segundas. Así mismo, nuestro trabajo ha contemplado la investigación de los monumentos en el tiempo y en el espacio, abordando el análisis diacrónico de los monumentos desde el Neolítico hasta la actualidad, contextualizando este desarrollo en el territorio de la Depresión de Antequera. Los dólmenes de Menga y Viera y el tholos de El Romeral conforman un conjunto cohesionado, cuyas biografías se encuentran entrelazadas y pueden ser analizadas de manera conjunta. Nuestra propuesta biográfica se divide en 12 etapas, comenzando con la Etapa 0, previa a las construcciones monumentales, y terminando con la Etapa 11, correspondiente a los siglos XX y XXI. Dentro del Neolítico hemos identificado una etapa previa a la erección de cualquier tipo de arquitectura monumental (Etapa 0), caracterizada por la existencia de una ocupación neolítica inicial, concentrada en las elevaciones que rodean la vega antequerana. Tras ella, se identifica una primera etapa, en la primera mitad del IV milenio ANE, en la que probablemente se llevó a cabo la construcción de una primera estructura monumental compuesta por elementos verticales (menhires) en el emplazamiento que actualmente ocupa Menga. A continuación, desde mediados del IV milenio ANE hasta finales del III milenio ANE, se desarrollan las etapas segunda, tercera y cuarta, en las que en el emplazamiento del primer monumento se erigieron los dólmenes de Menga y Viera, y a 1,5 km de éstos, el tholos de El Romeral, sucediéndose en estos momentos los primeros usos de estas arquitecturas como lugares para la celebración de prácticas sociales y rituales. La quinta etapa, correspondiente al uso de estos monumentos en la Edad del Bronce, ha sido mejor documentada en el dolmen de Viera; mientras que la sexta etapa, correspondiente a la Edad del Hierro, aunque escasamente representada, se evidencia en el emplazamiento de Menga y Viera, sobre todo en la ladera norte del cerro en el que se erigen. En la Edad Antigua (Etapa 7) se documentan dos episodio de uso del emplazamiento de Menga y Viera, uno entre los siglos II y IV DNE y otro entre los siglos V-VII DNE. Durante el primer episodio (siglos II-IV DNE), los túmulos de Menga y Viera y el entorno de éstos tendrían una función funeraria, manteniendo probablemente un carácter sagrado. Posiblemente los tres monumentos megalíticos permanecieron accesibles y en buen estado de conservación hasta los siglos V-VII DNE, cuando la concepción que se tendría de estos sitios cambiaría. En estos momentos se ocasionarían graves daños a las arquitecturas, especialmente al dolmen de Viera y al tholos de El Romeral, debido a las actuaciones realizadas en ellos para la extracción de bloques pétreos. Posteriormente, y quizás como consecuencia de estas actuaciones, pudo producirse el cegamiento del acceso al interior de estos monumentos, permaneciendo accesible tan solo Menga. En el periodo medieval (Etapa 8), el dolmen de Menga debió tener una especial significación durante la Alta Edad Media, como sugieren los dos enterramientos identificados en el atrio y los restos óseos documentados en la ladera norte del cerro en el que se erige Menga. En estos momentos, la entrada al interior de Menga estaría abierta, siendo el único de los tres monumentos cuyo espacio interno sería transitable. Durante la Plena y la Baja Edad Media, la frecuentación del dolmen de Menga está atestiguada por los fragmentos cerámicos documentados en las intervenciones arqueológicas de 2005 y 2005-2006. De los siglos XVI y XVII (Etapa 9) datan las primeras referencias escritas a Menga y Viera. En ellas, estos monumentos son mencionados como "cuevas" situadas a las afueras de la ciudad de Antequera, pudiendo deducirse de estos primeros relatos, que el interior de Menga continuaba siendo accesible, siendo más ambiguas las referencias a Viera. El principal acontecimiento de la décima etapa, en la que se incluyen los siglos XVIII y XIX, fue la excavación realizada en el dolmen de Menga por el arquitecto Rafael Mitjana y Ardison entre 1842 y 1847. A raíz de esta excavación, y de la breve publicación derivada de ella: Memoria sobre el Templo Druida hallado en las cercanías de la Ciudad de Antequera, el dolmen de Menga comenzó a tomar fama, siendo visitado por estudiosos nacionales e internacionales, y mencionado en numerosas obras. La última etapa de la biografía de los monumentos megalíticos de Antequera (Etapa 11), correspondiente a los siglos XX y XXI, comienza con las primeras excavaciones realizadas en Viera (1903) y El Romeral (1904) por los hermanos Viera Fuentes. Tras ellas, desde los inicios del siglo XX hasta la actualidad, se produjo un incremento paulatino del número de investigaciones, de actuaciones arqueológicas, de restauración y de puesta en valor de los monumentos y su entorno. En el primer tercio del siglo XX (1905-1934) se convirtieron en construcciones destacadas que atraían a investigadores nacionales e internacionales. En los años centrales del siglo XX (1940-1984) comenzaron las actuaciones de acondicionamiento para su visita. Y desde 1985, año de la transferencia de la gestión en materia de Patrimonio Histórico a la Junta de Andalucía, han sido objeto de numerosas investigaciones y actuaciones arqueológicas para su conocimiento, y de restauración y puesta en valor para su visita turística. Esta etapa concluye con el último gran hito de la biografía de estos monumentos: la inclusión del Sitio de los Dólmenes de Antequera en la lista de Patrimonio Mundial el 15 de julio de 2016. ; The main aim of this Doctoral Thesis is to approach the Antequera megalithic site from a biographical perspective, combining two elements of analysis: the material transformations of the monuments, visible in the archaeological record; and the modifications of the cultural and social practices that were created around them, considering that the former are material evidence of the latter. In addition, this study contemplates the research of these monuments in time and space, including their diachronic analysis from the Neolithic to the present day, and contextualising this development in the territory of Antequera Depression. The dolmens of Menga and Viera and the tholos of El Romeral form a cohesive complex, with intertwined biographies that can be analysed together. Our biographical approach is divided into 12 stages, beginning with Stage 0, prior to the construction of Menga, the oldest of the three, and ending with Stage 11, which corresponds to the 20th and 21st centuries AD. We have identified a Stage prior to the erection of any type of monumental architecture (Stage 0) within the Neolithic. This stage is characterised by a Neolithic occupation of unspecified character in the hill where Menga would later be built, an occupation also identified in the elevations surrounding the Antequera floodplain. After this, a first stage is identified in the first half of the 4th millennium BC, in which the construction of a first monumental structure composed of vertical elements (standing stones) was probably carried out on the site where Menga currently stands. Then, from the middle of the 4th millennium BC to the end of the 3rd millennium BC, the second, third and fourth stages unfolded, Menga and Viera were erected on the site of the first monument and later so was the tholos of El Romeral at a location distant 1,5 km from them. At this time, these monuments were used as prominent places for the celebration of social and ritual practices. The fifth stage, corresponding to the use of these monuments in the Bronze Age, has been better documented in the Viera dolmen; while the sixth stage, corresponding to the Iron Age, although scarcely represented, can be traced in Menga and Viera, especially on the northern slope of the hill on which they both stand. In Antiquity (Stage 7), two episodes of use of the Menga and Viera site are documented: one between the 2nd and 4th centuries AD and the other between the 5th and 7th centuries AD. During the first episode (2nd-4th centuries AD), the mounds of Menga and Viera and their surroundings (as, perhaps, their interior) were used for funerary purposes, and they were probably considered to be of a sacred nature. Possibly, the three megalithic monuments remained accessible and in a good state of preservation until the 5th-7th centuries AD, when the perception of the monuments seems to have changed. At this time, the architecture seems to have undertaken damage (especially in Viera) due to the quarrying of stone blocks. Subsequently, and perhaps as a consequence of these activities, the access to the interior of these monuments might have been blocked and only Menga remained accessible. In the Middle Age (Stage 8), the Menga must have held special significance, as suggested by three burials, two of them identified in the atrium, and one (in the form of commingled bone remains) documented on the northern slope of the hill. At that time, the entrance to the interior of Menga would have been open, being the only one of the three monuments whose inner space would be accessible. During the Late Middle Ages, the use of Menga is attested by the ceramic fragments documented in the excavations carried out of 2005 and 2005-2006. The first written references to Menga and Viera date from the 16th and 17th centuries (Stage 9) when these monuments are referred to as "caves" located on the outskirts of the city of Antequera These first accounts suggest that the interior of Menga continued to be accessible, while references to Viera were more ambiguous. The main event of Stage 10, which includes the 18th and 19th centuries, was the excavation carried out in Menga by the architect Rafael Mitjana y Ardison between 1842 and 1847. As a result of the brief publication derived from it, Memoria sobre el Templo Druida hallado en las cercanías de la Ciudad de Antequera [Report on the Druid Temple discovered in the vicinity of the town of Antequera], Menga began to gain great international fame, receiving visits from national and international scholars and being mentioned in a great deal of scholarly work throughout the second half of the 19th century. The last stage of the biography of the Antequera megalithic site (Stage 11), corresponding to the 20th and 21st centuries, begins with the first excavations carried out at Viera (1903) and El Romeral (1904) by the Viera Fuentes brothers. After them, from the beginning of the 20th century to the present day, there was a gradual increase in the number of investigations and archaeological, restoration and "urbanisation" work in the megaliths and their immediate surroundings. In the first third of the 20th century (1905-1934), they became outstanding constructions that attracted national and international interest. In the central years of the 20th century (1940-1984), substantial work aimed at making the monuments accessible by the general public was undertaken. Since 1985, when the Andalusian Government took over the management of the Historical Heritage of the region, further work was carried out in Menga and Viera, including excavations, restoration and "urbanisation" work aimed at making the site more easily accesible for tourism. This stage ends with what perhaps is the last major milestone in the biography of these monuments in modern times: their inclusion in the UNESCO World Heritage List on 15 July 2016.
