Commencing with an ironic parallel with some concepts of economic sciences, the author calls for an active solidarity of all jurists to safeguard a plural Europe, affected by a severe crisis. Firmly based on the thoughts of the honouree Cunha Rodrigues, the crucial importance of a homogeneous and trustworthy European Judiciary is also emphasized, in order to strengthen advances already provided by European Union Law, especially through the creative and innovative case law from the Court of Justice of the European Union. ; A partir de uma irónica analogia com alguns conceitos das Ciências Económicas, o autor reclama por uma ativa solidariedade dos juristas na salvaguarda de uma Europa plural, imersa hoje numa grave crise. Ancorado no pensamento do homenageado Conselheiro Cunha Rodrigues, enfatiza-se igualmente a importância crucial de um judiciário europeu homogéneo e merecedor da confiança dos cidadãos de forma a consolidar os progressos já proporcionados, no passado recente, pelo direito da União Europeia, em particular por força da jurisprudência criativa e inovadora do Tribunal de Justiça da União Europeia.
Starting from the arendtian distinctions of the concept of public as appearance, exhibition and publicity and public as sharing a common world I will try to show how our perception of reality is dependent on common sense. This own characteristic of the human condition submits all societies to the challenge of creating and maintaining a public realm, in which the different opinions can, in confronting each other and both with the perceived world, rise from the level of self-opinion to common vision of reality, thus making the world shareable. Next I present the characteristics of neoliberal reason to conclude that it can not found a public realm and even needs its destruction. I present this threat of the hegemony of neoliberal reason over contemporary common sense in terms of tendency, why the total destruction of public realm would also mean the extinction of human societies as social aggregation and politic, which has already been tried in totalitarian regimes and failed.
Uncertainty, insecurity and vulnerability have become commonplace in contemporary societies. This article aims an interdisciplinary reflection on the social and political construction of fear in liquid modernity. Zygmunt Bauman, Leonidas Donskis, Martha Nussbaum, Hannah Arendt, Ulrich Beck, Boaventura de Sousa Santos, Bernard Henri-Levy and Umberto Eco are some of the authors that we will put into dialogue to better understand the multiple narratives of fear in an era deeply marked by destruction social certainties, the worsening of social inequalities, the logic of predatory capitalism, the resurgence of nationalisms of exclusion, as well as ethnic-cultural particularisms, which move from xenophobic and racist discourses and, finally, new risks, such as ecological degradation and the pandemic COVID19, which currently plagues contemporary societies and domesticates social behaviors.
Objective: To identified the active archetypes that involved the women's behavior during hospital delivery through of the woman imagination dimensions connected in the woman way of life in this modality delivery. Method: Sociopoetic reaserch was developed with a researcher group modeling a mother goddess as a technique to for data production, which took place in a maternity hospital at Rio de Janeiro in 2009. Results: They would be during delivery revealing the archetypes personified by the grecian goddesses Artemis, Demeter, Persephone and Hestia, the Virgin Mary and the egyptian goddess of destruction, Sekhmet. The perception about the meaning of these archetypes showed their strengths, needs and desires of the: liberty and delivery, loneliness and solitude, to feel relating with her son, passionate donation and with self-esteem. Conclusion: This study alarm to sensitive boarding in the holistic care of the human being, to amplify actions privileging subjectivities and eccentricity.
Problematiza-se como tem sido o desfecho da pandemia do novo coronavírus para a educação pública no país e no Tocantins, tendo a educação como campo de lutas com seus atores impondo suas opções políticas e arbitrários culturais e suas legítimas categorias de percepção e apreciação. Busca-se, em geral, discutir como essa conjuntura tem influenciado a educação pública, assim como, a partir daí, pensar em possibilidades abertas para essa educação. Assenta-se em análises bibliográficas, documentais e de hipertextos. A conjuntura reacende a discussão a respeito da não prioridade da educação pelo Estado e desnuda que o liame para a sua destruição é fino e frágil. The definition of the technique as the mediation between man and nature raises some philosophical problems. Such mediation was established based on imperatives, among which we can highlight efficiency and domination, both exercised over nature. In order to expand the possibilities for improving the human condition, the notion of technical progress has become an emerging need for the consolidation of ancient and modern civilizations. However, it is necessary to establish the criteria for a critique of the limits of unrestrained progress in order to be able to highlight the ambiguity of this process. The development of reality goes through a series of increasingly sophisticated domains without which the objective achievements that structure human life would not be possible. As it oscillates more and more rapidly between production and destruction, technology - understood as the applied discourse of technique (techné-logos) - accuses its own limit when submitted to the imperative of efficiency and domination. The purpose of this paper is to show that the ambiguous consequences of technical progress work as an instinctive mechanism for both the welfare state and the state of war. The methodology used to address these issues will be the clash of ideas present in the studies of thinkers who reflected the theme of the technique. Our conclusion, in addition to pointing to a reflection on the limits of technique in human life, intends to rethink the unfolding of the imperatives of a civilization guided by the notion of technical progress and its inevitable contradiction with the notion of human progress.
The public space is the stage for the most varied conflicts, resulting, in certain cases, in violence. However, it is in this space that men experience freedom, expressing themselves in front of plurality of opinions. As it is a space for free expression, our actions and opinions are not always received without contradiction, arousing resentful feelings. Following Arendt's thinking, the public space is the arena in which everyone should manifest themselves spontaneously, showing themselves from their uniqueness before the plurality that characterizes the community. As it is a space for the expression of the individual, guided by freedom and plurality, the individual's action is irreversible and unpredictable, enabling a cycle of misunderstandings and violence. Consequently, there is no way to prevent conflicting emotions from being fed by the damage originated from political action. According to Arendt, resentments are emotional states peculiar to human beings, facilitating common understanding and coexistence. Thus, resentment can lead to acts against injustice, with punishment and forgiveness, enabling a new beginning. However, there are acts that are not in keeping with forgiveness, such as the crimes perpetrated by Nazism, whose relationship established among men was not human. In the face of the absurdity of the situation, on which there is no way to judge, forgiveness has no place, closing the doors to a new beginning. Anyway, this text intends to explore the role of resentment as a factor that enables the survival of public space, but that can also lead to its destruction.
Based on the articulation of notions as individual and collective memories, testimony and devices, this article aims to investigate how the activation of memory, for the group of residents affected by the destruction of communities in the city of Mariana (MG) with the rupture of the Fundão Dam (2015), with serious damage to the environment, is characterized by singular intentionalities and in-tense (re) significations in terms of a political action proper to the act of remembering in order to prevent the oblivion and erasure of the incident that destroyed dozens of houses and took the lives of 19 people. To do so, we proceed to analyze textualities of a memorialistic nature of the editions of the newspaper The Sirene - Not to forget, created and edited since February 2016 by those affected by the incident trying to understand how these narratives are instituted as devices of memory, taking for this the Deleuzean reading of the Foucaultian matrix of device. ; A partir de noções como memória, testemunho e dispositivos, busca-se investigar acionamentos da memória pelo grupo de moradores atingidos pela destruição de comunidades em Mariana (MG) com o rompimento da Barragem do Fundão (2015). Tal acionamento reveste-se de intencionalidades singulares e (re)significações em termos de um agir político próprio do ato de lembrar com o objetivo de impedir o esquecimento e apagamento do incidente que destruiu dezenas de moradias e que tirou a vida de 19 pessoas. Procede-se a análise de textualidades de natureza memorialística de edições do jornal A Sirene, editado desde fevereiro de 2016 pelos atingidos do incidente. Busca-se entender como tais narrativas se instituem como dispositivos da memória.
Between 1973 and 1974, the city of Natividade da Serra, state of São Paulo, was relocated in order to provide space to construct a hydroelectric dam for power generation. Based on the idea that the relationship between society and physical space acts to shape and influence the culture of a society, we conducted this study with the principal objective of analyzing the social impacts on the local community by highlighting the cultural transformations provoked by the restructuring of a space that was constructed over the period of a century. By conducting a qualitative analysis of data from the document repository of the City Hall and Parish of Our Lady of the Nativity (Nossa Senhora da Natividade), and from oral sources (descriptions collected through oral history), we elaborated a representative image of daily life in the city as it existed before the restructuring. This reconstruction started with the process of destruction and then proceeded to describe the reorganization of the community in the new space, as well as detailing perceptions of the city as a place that has passed through multiple historical experiences. By relating the data obtained from the written and oral sources to the historical context, we attempted to reveal the political, cultural, and ideological dimensions involved in this process of manipulation of inhabited space. We conclude that the innumerous implications caused by the abrupt transformation of this space has altered the customs and forms of sociability of the population. Com base na ideia de que a relação existente entre a sociedade e o espaço age na conformação da cultura, efetuamos um estudo de caso cujo objetivo principal foi analisar o impacto social deste processo sobre a comunidade local, enfatizando as transformações culturais provocadas pela reestruturação do espaço historicamente construído. Partindo de análise qualitativa dos dados encontrados nas fontes escritas (acervo documental do Executivo Municipal e da Paróquia Nossa Senhora da Natividade) e orais (relatos coletados através do método da história oral) pudemos elaborar um quadro representativo do cotidiano da antiga cidade, de seu processo de destruição e de reorganização da comunidade no novo espaço – bem como perceber a cidade como o lugar de construção das múltiplas experiências históricas. Ao relacionarmos os dados obtidos nas fontes às informações sobre o contexto histórico, procuramos desvendar as dimensões políticas, culturais e ideológicas envolvidas neste processo de manipulação do espaço habitado. Concluímos que as inúmeras implicações trazidas pela transformação abrupta do espaço alteraram os costumes e as formas de sociabilidade da população. A análise das razões e motivações para o desaparecimento da cidade sugeriu que, ainda que de forma implícita, esta transformação cultural era desejada por aqueles que detinham o poder no país.
Este artigo examina a política nuclear das administrações de Richard Nixon e Gerald Ford, por meio da análise de fontes primárias e secundárias sobre principais fatores internacionais e domésticos que as influenciaram. Argumenta-se que as diretrizes de longo prazo da política nuclear americana foram desenvolvidas nesse período, entre 1969 e 1977. Essas diretrizes podem ser divididas em três pontos principais. O primeiro é a plurilateralização do regime de não-proliferação nuclear e restrição do fornecimento de tecnologia de dual. Isso significou encontrar alternativas para instituições multilaterais existentes, por meio de negociações bilaterais de desarmamento com a URSS e por meio da criação de arranjos plurilaterais, como o GSN. O segundo ponto foi o compartilhamento da gestão da ordem internacional com poderes regionais, de modo a criar equilíbrio de poder favorável aos EUA. A última diretriz foi o aumento da competitividade das empresas americanas via privatização do setor nuclear. Este último ponto foi viabilizado na administração da Ford, dado o fracasso da iniciativa inicial de Nixon, e levou à consolidação de estrutura burocrática capaz de evitar mudanças drásticas na política de seguridade nuclear.
This research is based on the physical characterization of the environment to support definition of the best land use for the county of Colorado D'Oeste, in State of Rondônia, Brazil. Remote sensing and geoprocessing techniques were applied to support the preparation of a Geoenvironmental Zoning, which was used to define strategies of territorial and environmental management in that county. Digital and analogical remote sensing products, acquired by satellites, and additional cartographic and thematic maps allowed a morphostructural analysis to define low and high structural associated study site tectonic. Subsequently, this information was used to support analysis of the physiographic compartmentation of the study area. Based on this study information, it is possible to define geoenvironmental subzones and local hidrological regime, soils, mineral components, texture, color, and sedimentary materials. By integrating previous described information, a synthesis cartographic map generated. Accordingly, this Cartographic Sheet spatially defined the best land use over the study area, indicates zones for conservation, agricultural, and regeneration (areas that should be recovered). Finally, the results of this research can contribute and support governmental and non-governmental organization and local communities could improve land use and soil management, avoiding natural resource destruction and future land scarcity in the county of Colorado D'Oeste. ; Para ordenar o uso territorial do município de Colorado D'Oeste - RO, este trabalho fundamentou-se na caracterização do meio físico. Para tanto, foram utilizadas técnicas de Sensoriamento Remoto e Geoprocessamento, que possibilitaram a elaboração do Zoneamento Geoambiental, no intuito de contribuir para o fortalecimento da gestão territorial e ambiental daquele município. O uso de produtos de sensoriamento remoto, obtidos por satélites, acrescidos aos mapas bases do meio físico, permitiu a realização de estudos morfoestruturais que possibilitaram a definição de altos e baixos estruturais que associados à tectônica proporcionaram a compartimentação fisiográfica da área em questão. Com base em tais informações foi possível elaborar o mapa das subzonas geoambientais e caracterizá-las quanto ao regime hídrico, pedologia, constituições mineralógicas, textura, cor e materiais sedimentares presentes na mesma. A partir da integração destas informações foi gerada a carta síntese, contendo a espacialização de áreas destinadas ao uso, de áreas a serem preservadas e aquelas que devem ser submetidas a processos de recuperação. As informações geradas neste trabalho visam subsidiar as tomadas de decisão das instituições públicas, organizações não governamentais e comunidades locais, no que diz respeito ao ordenamento do uso do solo, sem acarretar a escassez da oferta dos recursos naturais existente no município de Colorado D'Oeste.
