The initiative against proliferation, launched by George W. Bush on May 31, 2003, has as its objective the interception of weapons of mass destruction & the disruption of their agents & the pathways along which such weapons travel. This initiative is aimed especially at non-state organizations, among whom there is a significant push towards proliferation. The legitimacy & effectiveness of this initiative is now being tested. Both the legitimacy & the efficacy of such measures is complex because they rely on a significant level of international cooperation, something that is especially difficult to obtain when there are philosophical differences among nations. This article provides an overview of cult-related issues that may reveal themselves in therapeutic situations. These issues include: families in cults; parental (especially mothers') roles in cults; the impact that cult leaders have on families; the destruction of family intimacy; child abuse; issues encountered by noncustodial parents; the impact on cognitive, psychological, and moral development; and health issues. The authors borrow from numerous theoretical perspectives to illustrate their points, including self psychology, developmental theory, and the sociology of religion. They conclude with a discussion of the therapeutic challenges that therapists face when working with cult-involved clients and make preliminary recommendations for treatment.

The potential for nuclear and radiological terrorism is a concern for policy makers as the motives and methods of many modern terrorists have changed to embrace weapons of mass destruction. Because these threats likely involve malefactors who rely on a combination of preparation, cooperation, and technical data, it is important to examine how the law addresses preliminary criminal activity as well as access to potentially dangerous information. Although criminal and First Amendment legal sanctions are primarily oriented to address past activities, they do allow authorities to act prospectively in limited circumstances. These circumstances can include instances where nuclear or radiological terrorism is a possibility.

Russia's summer 1916 Galician operation, the noted Brusilov offensive, was one of the most successful efforts of the First World War, resulting in the near-destruction of the Austro-Hungarian Army in the east. However, the causes of Russian success, and particularly of Habsburg defeat, have been little studied and less understood; in particular, ethnic-based disloyalty has always been the explanation for Austro-Hungarian setbacks in mid-1916. However, this article closely examines poor Habsburg battlefield performance, and concludes that serious tactical shortcomings and inadequate leadership, rather than the vexing nationalities' question, were the true causes of Austro-Hungarian defeat at the hands of Alexei Brusilov's offensive.

A series of wars over the last decade have produced complex emergencies that have led to various combinations of genocide, famine, destruction of infrastructure, enforced displacement of populations and regional destabilisation. There are now violent situations in around 30 countries, which produce over a thousand victims per year in battles over political power or territory. The leading actors in these conflicts are very often corrupt and repressive States and non-state armed groups. In December 2001, several external funding agencies, led by the Asian Development Bank (ADB), completed a preliminary needs assessment for recovery and reconstruction of Afghanistan. This was presented at the ADB Ministerial Meeting held in January 2002 in Tokyo. A comprehensive needs assessment was prepared in February–April 2002 to provide an in-depth assessment of the education sector, identify critical priorities and sequencing for recovery, and come up with quick, high-impact projects that could be implemented immediately.

With the burning of central Thailand's capital city, Ayudhya, in 1767 and the destruction of virtually all the records kept there by the centralized bureaucracy of that kingdom, and with the Burmese occupation of the north and the devastating years of fighting around 1800 to drive them out, there is virtually no written record left at all for Thailand prior to the nineteenth century. There is a little material on rulers and some of their activities, but for social history the record is nearly blank. Is there then no way to write a social history or a gender history for Thailand?

During the first stage of the Stalin era, suicides by Soviet women teachers revealed the essential ambiguity of a self–destructive act, the uncertain identity of women as public activists, and the difficult position of teachers at a time of intense political conflict. Examining eight women teachers who killed themselves in the period 1928 to 1931, this study argues that this assertion of self–control through self–destruction was also a surrender to others, including the actors and structures whose domination originally contributed to suicidal behaviours. This study thus describes both limited opportunities for and considerable restraints upon women teachers in the Stalinist context.
